The hospital is one of only five accredited cancer programs surveyed in 2009 in New York state—and the only one outside of Metropolitan New York—to receive the award. The Outstanding Achievement Award recognizes cancer programs that strive for excellence in providing quality care to cancer patients. At noon on March 18, 140 fourth-year students from Upstate MedicalUniversity’s College of Medicine joinedgraduating medical students fromacross the country in learning wherethey will work and train for theirchosen medical specialty. The event,known as Match Day, was establishedin 1952 by the National ResidentMatching Program (NRMP) of theAssociation of American MedicalColleges. The program provides anorderly and fair way to match thepreferences of applicants for U.S.residency positions with the residencyprogram’s choice of applicants.

At SUNY Upstate MedicalUniversity:

• 59 fourth-year medical studentswill enter the primary care specialtiescomprised of: internal medicine (32students), pediatrics (10 students),family medicine (11 students),medicine/pediatrics (1 student), andobstetrics and gynecology (5 students);

• 77 students will remain in NewYork State;

• 4 students will complete theirresidencies in Canada;

• 24 first-year residents will remainin Syracuse: 18 residents at UpstateUniversity Hospital and six residents atSt. Joseph’s Hospital Health Center.

In addition to matching its studentsto programs throughout the country,Upstate must also fill its own residencypositions.

According to Sara Jo Grethlein,MD, associate dean for Upstate’sgraduate medical education, Upstatehas filled all of its 92 specialty andsubspecialty residency positions.

“We are especially pleased to haveretained 18 of our own students inresidency positions at Upstate MedicalUniversity,” said Dr. Grethlein. “Thisyear’s incoming class will be anexcellent addition to our institution.”

Since 1952, the NRMP has served asan initial indicator of the careerinterests of U.S. medical schoolgraduates and other physicians whoseek training in U.S. residencyprograms.

Dr. McCabe named to American Board of Medical Specialties leadership post

John McCabe, MD, chief executiveofficer of Upstate University Hospitaland senior vice president for hospitalaffairs at Upstate Medical University,has been named chair of the board ofdirectors of the American Board ofMedical Specialties (ABMS), the organi-zation that oversees the certification ofphysician specialists in the UnitedStates. The announcement was made atthe Annual Assembly Meeting of theAMBS March 24.

Dr. McCabe joined ABMS in 1999and most recently served as the vicechair of its Board of Directors. Heserved as a director of of the AmericanBoard of Emergency Medicine (ABEM)from 1996 to 2006, and has held alloffices within that organizationincluding president of the board from2004 to 2005.

“John McCabe is an outstandingleader in advancing the ABMS missionto improve the quality of medical carethrough enhanced physician account-ability,” said Kevin B. Weiss, MD,ABMS president and CEO. “He will bea valuable asset as ABMS movesforward with its commitment todevelop and apply rigorous professionaland educational standards for the

certification of physician specialists andthe maintenance of certificationthroughout their careers.”

For more than 75 years, theAmerican Board of Medical Specialtieshas been the medical organizationoverseeing physician certification in theUnited States. It assists in thedevelopment and implementation ofeducational and professional standardsfor the evaluation and certification ofphysician specialists. ABMS isrecognized by the key healthcarecredentialing accreditation organi-

zations as a primary equivalent sourceof board certification data for medicalspecialists.

In addition to his administrativeresponsibilities at Upstate, Dr. McCabeserves as professor of emergencymedicine. Dr. McCabe was instru-mental in the development of theuniversity’s Department of EmergencyMedicine and its residency program.He also assisted in the creation of amass casualty unit and upgradedinfirmary at the New York StateFairgrounds; developed an emergencymedicine simulation center for thetraining of medical residents and areaEMS professionals. He oversaw therecent expansion of Upstate UniversityHospital’s Emergency Room and itsopening in 1996, and expanded theuniversity’s hyperbaric medicineprogram, including development of aHyperbaric Medicine Fellowshiptraining program. Upstate UniversityHospital has one of the only 24 hourhyperbaric programs in the state.

He served as editor of the journalResuscitation and is past president ofthe American College of EmergencyPhysicians.

He is author of several booksincluding “Projected Fears: HorrorFilms and American Culture” and“Controversial Cinema: The Films that

Outraged America.”Born and raised in Texas, Dr.

Phillips holds a PhD from thePennsylvania State University andtaught in Missouri before coming toSyracuse.

At Syracuse University, he hasreceived the Outstanding Faculty in theCollege of Visual and Performing ArtsAward, the Outstanding UniversityScholar/ Teacher Award, and the JudithGreenberg Seinfeld DistinguishedFaculty Fellowship.

Upstate Medical University andSyracuse University are developing aninterdisciplinary course that willexamine the legal, ethical and socialimplications of stem cell research.

The course is being developed byfaculty at both institutions with thehelp of funding from the Empire StateStem Cell Board.

Amy Campbell, assistant professorof bioethics and humanities, who isrepresenting Upstate on the coursedevelopment team, said coursematerials will be written through thesummer and fall. SU will likely pilot thecourse in Spring 2011.

“We will take a broad overview ofstem cell research and the basics ofscience, and study how this intersectswith the basics of science and ethics,religion, politics, the media, at the state,national and international levels,” shesaid.

Campbell said that course will

provide students with a broad overviewof the science of stem cells.

“Students will need a basicknowledge of stem cell science in orderto understand the various elements ofthis very public discussion,” she said.“But, we do not see this course as beinga detailed examination of stem cellscience.”

In fact the appeal of the course,Campbell believes will be the societalapproach to the issue.

“Stem cell research continues to bean issue that attracts some very sharpdivisions among segments in society,”she said. “This course will shine aspotlight on those issues.”

Campbell said once the coursematerials have been developed, theywill be shared with other institutionsthat are interested in creating a similarcourse.

That Upstate is a key player in thecourse development is not surprising.

It’s Center for Bioethics and Humanitiesis at the forefront of ethical discussionin science and medicine, and itsresearch enterprise is expanding its stemcell research capabilities thanks to a$6.2 million New York Stem Cell Boardgrant awarded in March 2009.

Campbell said the ability to partnerwith SU on course developmentcontinues to broaden the collaborativerelationship between the two schools.

Last fall, Upstate and SU joinedforces to offer a Master’s of PublicHealth degree program and Upstate andSU’s College of Law have developed aprogram to help underserved patientsand families with legal issues.

In a memorandum dated March 2,Upstate Medical University PresidentDavid R. Smith, MD, stated that allUpstate employees are required tocomply with the GovernmentalAccountability, Audit and InternalControl Act enacted by the State ofNew York.

The act requires all state agencies toinstitute a formal internal controlprogram to ensure that operations areappropriate, effective and efficient.Ideally, the processes should bedocumented.

Examples of documentation atUpstate include policies and proceduresmanuals, departmental operatingmanuals, job descriptions andregulatory laws.

Upstate has established an InternalControl Committee to ensure thatprocesses are followed properly. Thecommittee is comprised of represen-tatives from the committees onInstitutional Compliance, InstitutionalPrivacy, Environmental Health andSafety, Risk Management, InformationSystems Security and Internal Audit.

The Internal Control Committee hasestablished a Web site, http://www.upstate.edu/finance/intra/int_control/that explains Upstate’s internal controlprogram and the roles required byUpstate employees.

“As internal controls are importantto the mission of Upstate, I encourageeveryone to visit the Web site,” said Dr.Smith.

University Pathologists Laboratories(UPL) will merge with the Upstate UniversityHospital Laboratory, effective April 5.Test results from both the UPL labora-tory and the Upstate UniversityHospital laboratory will be available inCAIS. Other changes resulting from themerger include: patient invoices willcome from University Hospital ratherthan UPL; UPL requisitions will bereplaced with Upstate UniversityHospital requisitions; participationwith Aetna insurance will be discon-tinued after May 15. The followinginformation remains the same after themerger: the three current UPL drawsites will remain open and the hours ofoperation will not change; phle-botomists and staff will continue intheir current positions; Courier serviceswill continue to be provided to clients;insurance participation, copays, anddeductibles will remain the same exceptfor Aetna as mentioned above; and theformat of lab reports will be the same

The 40 bed 10E Oncology/Medicine Unitlocated on the 10th floor in the East Towerwill be reconfigured into two separateunits, 10E and 10G, effective April 1.10E Oncology will be 27 beds (Rooms1-27) and 10G Medicine will be 13beds (Rooms 28-40). 10E (Oncology)will be prioritized for oncology patientsand 10G (Medicine) will house medi-cine patients and patients on the Bone

Marrow Service who do not requireadmission to the Bone MarrowTransplant Unit. Dawn Van Dreaserwill remain nurse manager for 10E.Loretta Linehan will manage 10G, inaddition to her current units BoneMarrow Transplant (10H) andApheresis (10I).

Applications are being accepted for the2010 Umeschandra Patil Family PediatricEndowment Education and EnrichmentAward. The award is meant to advancepediatric nursing education and knowl-edge. Cancer Registrars Week celebrated April 12 to 16

Syracuse Mayor Stephanie Miner and CountyExecutive Joanie Mahoney jointly signed a proclamationdesignating March as Developmental DisabilitiesAwareness Month and Traumatic Brain Injury Awareness(TBI) Month. The proclamation recognizes individuals atUpstate Medical University and in the community whoadvocate for persons with disabilities, including physicalmedicine and rehabilitation providers, case managers,

rehabilitation counselors, social workers and othersupporting staff, patients, caregivers and family members.It also recognizes individuals who live with developmentaldisabilities and TBI for advocating publicly for improvedresources that allow persons with disabilities to lead morefunctional and productive lives. A proclamation from theNew York State Governor’s Office was also given toUpstate and shared with ARC of Onondaga.

National Cancer Registrars Weekwill be celebrated April 12 to 16.Cancer registrars are cancer dataspecialists who work in a wide range ofcancer treatment and research settings,managing demographic and medicaldata on people with cancer.

The information is submitted tostate and national cancer registries foruse in research, treatment, andprevention initiatives, enabling cancerprograms to accurately determinecancer patient populations, measureoutcomes of treatment and survival,and formulate plans for quality

improvement.Quality cancer data is central to the

nation’s cancer fighting efforts andcancer registrars are the first link incapturing data on patients diagnosedwith cancer. This data often results inthe publication of groundbreakingresearch.

The cancer registrars at UpstateUniversity Hospital include: Kathy St.Onge, Jennifer Pynn and Karen Russell.
