We are in the third day of the government shut-down. As I look out the window, life appears to be normal. Folks are out shopping, dining and driv-ing. A few Federally-employed friends are enjoy-ing the time off, but all-in-all, the Frederick area seems to be in a normal state. After being on the FCBIA Board for the past three years, I can only wish our U.S. Senators and U.S. Representatives would conduct themselves in the same profes-sional manner as FCBIA Board members. We are fortunate to have so many talented and dedicated professionals shaping our future.

The year in review:

2013 has been a wonderful year, especially for those of us who stayed in the building & real estate industry throughout the meltdown. As we know, it has been a rough five years, but if the market continues to improve as it has over the past year, we can look forward to bluer skies and favorable winds. Hurray !!

Melissa Jonas from MetroStudy gave us thumbs up for 2013 back in February. I look forward to her next report after the first of the year. Although re-sale listings are up slightly, we are still in a sellers’ market, watching home values slowly adjust up-ward. And with a few exceptions, new home sales have remained steady. Washington County and

Jefferson County, WV have begun to see increased market share also.

Brian Flook (Power Marketing) educated us on how to navigate our marketing department through an ever changing business world, telling us to make weekly updates to our websites and so-cial media. If I can paraphrase, we need to stay on our toes. Today’s market environment will pass by those of us who sit back and wait.

And it has been a year for Frederick City elections. The Land Use Council put together a fantastic can-didate forum for Mayoral candidates in September. And another candidate forum featured at October’s general membership meeting. Thanks to everyone who has organized both forums.

Thanks to all members of the Frederick County Building Industry Association and most of all to Denise, Clasina and Donna for making this the best building industry association in Maryland.

It may seem that the offset regulation is one of those items over which we have no control, but that’s only partially correct. The regulation is going to happen with or without us and the specifics of the regulation’s implementation are the only way we will protect the value of our investments. It may seem that this is simply the last round of “the sky is falling” rhetoric, but the dollars are real and it is important to understand the impact as we draft contracts and run our financials. Signs of a Maturing CountyIt is a very interesting time to be involved in the land use and real estate industry in our region. For the longest time, our industry has been the blame for all of society’s woes. Traffic congestion – blame it on the developers. Overcrowded schools –build-er’s fault. Polluted bay – must be due to growth.

While the economic contraction and political swing has silenced the vocal doomsdayers, the recent uptick in zoning and subdivision activity in Frederick seems to have brought them back out. The yellow signs throughout the southeastern part of the County, the frivolous appeals and lawsuits being filed and the political posturing for next year’s County election are all manifestations of this hollow rhetoric. But we sit in a much different place today in 2013 than we did in the early 1990s and even just a decade ago. We have a much better understanding of the relationship between hous-ing, pupil generation and planning for classrooms and education. We know where we have excess roads capacity and understand where a few minor improvements will create significant capacity and relieve congestion. We understand the causes and sources of stream and bay pollution. We know that the rate of growth today is much slower than it was 15-20 years ago. And most importantly, the community has learned the hard way that the only thing worse than growth is no growth.

The Adequate Public Facilities Ordinance (APFO) was amended a couple years ago to reflect the modern realities of the day. The prior APFO, established over 20 years ago when our under-standing of the relationship between housing demographics and pupil generation was less so-phisticated, system wide utilization was over 100% and we were in a catch up mode, left no options for projects to move forward. However, as com-munities mature, their growth rates flatten and their facility planning and CIP process begins to gel, projects can move forward without straining the school system. At that stage, the school system comes to rely on a steady amount of growth to sustain enrollment and support educator compen-sation. In fact, the mitigation payment provision at 100% utilization contained within the APFO is still more stringent than the metropolitan jurisdic-tions to our south. This approach allows projects to move forward to create more housing choices

for consumers and jump start the economy with-out compromising the school system while gen-erating revenues to help fund facility and capacity improvements. Opponents argue that this modern and mature approach will overcrowd our schools and compromise our children’s education. Well, we understand this issue much more deeply now and can easily refute this anecdotal statement. Based on the student enrollment projections contained within the FY 2015-2020 Educational Facilities Master Plan (which, by the way is based  on an optimistic 1500 units per year) and the school facility improvements contained within the approved Capital Improvement Plan, by 2019 the system wide utilization will actually decrease to 86%.

While system wide utilization will trend down, we need to recognize that utilization isn’t the only determinant of student success. Talented and passionate educators are critical  to the suc-cess of the students. Teachers and educators were significantly affected following the subdi-vision moratorium and recession and saw their salaries fro-zen or reduced. We need to ensure that their compensation is competitive with their alternatives – including Loudoun, Howard and Montgomery Counties, which means we must continue to grow our assessable base.

Education is something that we all care very deep-ly about. A strong education system is essential to the success of the County and just as important to the success of the communities that we all help create. I have little doubt that this will be a hot election topic in 2014.

Stop and Smell the Roses Last week I was discussing the recent uptick in the industry with a Sales Manager of a national home building firm and how everyone was busy, building, selling, and happy again! But, then he said something that really caught my attention! He said ‘Melinda, I have been working an average of 80 hours per week since 2011’ WHAT??? Are you kidding me?

I asked a few other industry peers if they were oper-ating under the same circumstances, and the answer was a resounding YES. Many told me they had not taken a ‘real’ vacation in several years. Basically, what they were all saying was that this was the ‘new’ modus operandi in home building land.

OK, people…while I appreciate and understand that it is important to give it your all out there, it is also important to remember that you are HUMAN….not a machine. We all need to be able to take some time out to unplug, relax, and re-charge! If you don’t make the time to do this….you are in serious danger of having a major burn out!

I am sure many of you are rolling your eyes at me right now and thinking ‘Yeah right Melinda! Easy for you to say…..we’ve got to sell HOUSES!’

I get that. But, you also have to find a balance be-tween your work life and your personal life. I’ve got a couple of simple tips that I would like to

share with you that have been very helpful to me over the years. Now, I am not saying they will re-duce your workload, but they will help you create some much-needed time for yourself

1. Personal Time Block: One tip that I have used for years that has helped me maintain the ‘work/life’ balance is scheduling my ‘downtime’ the same way I schedule an important meeting with a cli-ent or a project. I actually go into my calendar and block out the time I need to take for myself.

2. Delegate, delegate, delegate: I have found that this is an issue with many people. They feel as though they will lose control over a project or task if they delegate it. You know the old saying ‘if you want something done right, do it yourself ’. Well, I challenge you to throw this thought out the window!

3. Set weekly goals for yourself: Goal setting is a great way to create balance in your life! Each week set a personal goal just for you. Perhaps it is leaving the office by 6 pm each evening, or taking your kids to the park to play ball 2 nights a week, or maybe it’s just spending two hours by the pool with your favorite book or magazine!

Remember, life is short. And while it is important to work hard, it is just as important to take time out for yourself and your family.
