The following GCRW active and associate members and family from the Dallas area have been elected to serve as delegates and alternates at the Republican Party of Texas State Convention at the Henry B. Gonzalez Convention Center in San Antonio, June 14-16, 2018. This list may help to find fellow conservatives in the caucuses. As in previous years, alternates will probably be moved up to serve as delegates. Let us know if names have been left off the list. EDUCATING THE PUBLIC ABOUT PUBLIC EDUCATION

Did you know 52% OF THE TEXAS STATE BUDGET is paid to PUBLIC EDUCATION!
52%! Specifically ‐ 32% to ISDs and 20% to public colleges. Yes ‐ Public College is
Public Education! So the Texas legislature gives MORE money to Public Education
than any other need in the Texas. Why the constant demand for more money by
the ISDs? Let’s explore.
Local Debt. Texas had the 2nd largest Local Debt in the nation! The 3 states with
the highest Local Debt are:
New York ‐ #1
Texas ‐ #2
California ‐ #3
Texas has been the state with the 2nd largest Local Debt since the 2010s. Most
people understand why New York and California are on the list but Texas? What is
Local Debt?
Local Debt is NOT Federal Debt which currently exceeds $20 Trillion. Local Debt is
NOT State Debt which thankfully in Texas is zero – due to responsible Texas
Senators and Representatives. Local Debt is NOT Personal Debt (e.g. credit card
debt, home mortgage, car loans, etc.). Local Debt in Dallas County has six (6)
elements (the same elements that comprise your residential property taxes):
City Debt;
County Debt;
School Debt [ISD Debt];
College Debt [Community College Debt];
Hospital Debt [Parkland Hospital Debt]; and
Special District Debt.

In 2010 Republican Texas Comptroller Susan Combs fought with Texas public
entities to obtain information on 4 of the above 6 Local Debt elements: city, county,
ISD and college. This information is updated and available at:
www.TexasTransparency.org.
ISD DEBT is the LARGEST PORTION of TEXAS LOCAL DEBT!!!!
ISD Debt is 34% of the entire Texas Local Debt per Texas Public Policy.
So let’s review.
1) The Texas Legislature provides 52% of the Texas State Budget to Public Education;
and
2) The largest portion of Texas Local Debt is ISD DEBT!
Let’s look at how money already goes to an ISD from your property taxes.
Your property taxes increase by two (2) methods:
1) Increased property appraisal value; and
2) New debt for School / ISD occurs when you, the public, approves new ISD Bonds
and/or new ISD Tax Ratification Elections (“TREs”).
Increased Property Appraisal. When your property appraisal increases, the amount
of your property taxes also increase. So, if your residential home appraisal was
$200,000, the property taxes you pay is based on the $200,000 property appraisal.
The property taxes you pay is distributed among the Local Debt elements identified
above. When the local government agency determines your property appraisal has
increased (e.g. $200,000 to $380,000), the increased property taxes resulted in you
paying MORE TAXES based upon the HIGHER property appraisal. Those higher
property taxes AUTOMATICALLY result in MORE MONEY being given to the Local
Debt elements. So higher property appraisal RESULTS IN HIGHER TAX REVENUE
BEING AUTOMATICALLY PAID TO YOUR ISD / SCHOOL. Note: Texas residential
property tax appraisals in the metroplex have been significantly increasing since

2010 – 2011. Do you understand higher property taxes results in more tax revenue
being AUTOMATICALLY given to the ISD / School?
The 2nd method our residential property tax increases is when Bonds or TREs (Tax
Ratification Elections) are requested by the ISD. Each Bond and TRE approved by
you, the public, increases the amount of School / ISD Debt and automatically
increases your property taxes. So, when you, the public, approves any Bond or TRE,
the public is approving MORE LOCAL DEBT FOR THE SCHOOL / ISD portion of your
property taxes. More ISD / School Debt increases the Local Debt which results in
HIGHER RESIDENTIAL PROPERTY TAXES.
ISD. A few facts to consider. The salary of any ISD Texas Superintendent is a
probably a 6‐figure sum. The annual salary for the Superintendent for the
Carrollton‐Farmers Branch is over $250,000 a year. The annual salary for the
Governor for State of Texas is $150,000.
Do your research – the average salary for the administrative personnel in your ISD
is usually higher than the average salary paid to your teachers in your ISD. Also, do
you know if the student enrollment in your ISD has decreased in recent years? Do
you know the number of administrative personnel compared to the number of
teachers in your ISD? Also, did you know the largest voting block in a local election
is the ISD employees (e.g. ISD administrative personnel, ISD teachers, ISD food
services personnel, ISD maintenance personnel, school bus drivers, etc.)?
There are many more points to share about your ISD. The main issue is ‐ start to
understand how much money the ISD ALREADY RECEIVES TODAY! Find out how
your ISD is spending all this money it already receives. Finally VOTE on these ISD
Bonds / TREs which are DOWN THE BALLOT. NOT VOTING IS SIMPLY GIVING A VOTE
TO APPROVE THE ISD BOND / TRE. For example, if 2 people vote for an ISD bond
but no one votes to reject the bond – the ISD bond will be approved by 2 votes and
your Local Debt will increase as well as your residential property taxes.
