UPCHURCH VILLAGE MAGAZINE STOP PRESS
After over 100 hundred years of publication, the Grim Reaper
will soon take its toll on a piece of the history of the village.
Unless a volunteer is found for this important role to print the
, then THIS COULD POSSIBLY BE THE LAST
ISSUE OF THE GABRIEL.
We need a new person to print the Gabriel each month.
Full training will be given. It takes 4-6 hours each month
(does not need constant attendance while printing).

CHURCH PORCH SALE
This is held on the Second Saturday of every month in St. Mary‟s from 9
am to 11 am. Cakes, Produce and Bric-a-Brac, together with books and jig-saws at reasonable prices. Everyone is welcome to join us for coffee
and biscuits and a chat. We are now raising much needed funds for the Fabric Fund
entailing urgent structural repairs to our lovely ancient church and would like to thank
everyone who regularly supports our efforts.
Minister’s Letter Magazine Letter for June.
As I write this letter we will have celebrate the feast of Trinity and will
have begun what is known as the long green season in our Churches.
The great feasts of Easter, Ascension Day and Pentecost will have
passed and we will return to normal.
We have just return from Spending time with our son in the States and
are trying to get back to everyday working. However we carry the
memories of precious time spent laughing and enjoying time with our
family who we rarely see.
Just as these memories sustain us, so the joy of the Easter season
sustains us through our lives when we are not celebrating, knowing that
the joy of the risen Christ in our lives can never become “normal” but
will remain with us wherever we are.
There may be times when we don‟t feel very joyful, but those are the
very times when we have to remind us of the celebrations in which we
have taken place and experience again the joy flowing through us
enabling us to cope with anything which happens to us.
At the end of this month we will again be celebrating as we welcome
Hugh Nelson and his family into our communities and celebrate with
Hugh his ordination in the Cathedral on Saturday 4th July. We pray that
this will be an occasion which touches Hugh and us all in such a way
that it will sustain us through many months and years to come.
May the joy of the risen Christ never leave our hearts and minds.

ARE YOU INTERESTED IN BUYING A SHARED OWNERSHIP HOME?
Work is currently underway on six affordable homes in Lower Halstow. Two of the two bedroom properties are being sold on a shared ownership basis and we are currently inviting people from the local area to apply for them.
These homes are designed to help local people unable to afford open market prices and a 60% share is available for just £100,800.00. Unlike most shared ownership models no rent is payable on the share which is not purchased.
The development is the result of a partnership between English Rural Housing Association, Lower Halstow Parish Council and Swale Borough Council.
The properties are due for completion towards the end of July 2009 and anyone interested in finding out more should contact English
Rural on tel no. 020 7820 7930 and request an application pack.
The deadline for applications to be received will be 25th May 2009.
The Children’s Society A Coffee morning will be held at 18 Crosier Court, Upchurch on Saturday 4th July

and would like to come along between 10:00am and noon you would be very

For some years now, appeals have gone out for a younger element,
sympathetic to the style and format of the Festival, to come forward
with a view to taking over from the current organisers, who are getting
older as each festival passes. Three of the small existing committee
were original members when the Festival began in 1988.
There has been no response to this request, so the committee has
reluctantly concluded that the 2009 Festival may be the last, unless new
people are prepared to take over. This is a situation which would
sadden organisers, performers and audience, past and present.

Past Village Characters Remembered
Queenie South Instantly recognisable in the village centre because of her tiny stature, rapid walk,
smiling face and cheerful disposition, Queenie South was a hive of local information
and could hold a person's attention in conversation longer than average with her quick
talking style punctuated with laughter.
Born in Lower Halstow in 1916, Edith 'Queenie' South attended the village school be-
fore working for an old disabled lady named Connie Underhill who taught her dress-
making skills in which she later excelled and developed a high reputation. During the
early 1940s she moved to Chaffes Lane in Upchurch with her parents and lived oppo-
site the recreation ground. Although she worked in several places which included
Chatham Dockyard, Lefevres in Gillingham and a paper flower factory in Rainham,
Queenie's growing reputation as a skilled dressmaker allowed her to accept many jobs
in the village over the years and she specialised in making clothes alterations.
After a period in Chaffes Lane the family moved into a bungalow on Horsham Hill. With the death of her father, a skilled nurseryman, Queenie employed Ken Baldock
from Ham Green to maintain her garden. She also had the interior of her bungalow
completely redecorated in her favourite colour green and even purchased a budgie of
the same colour which she named Joey. As Queenie lived alone Joey became an im-
portant companion in later life. She taught the bird to speak and later bequeathed it in
her will to her friend Audrey Robinson of Drakes Close.
Queenie kept herself busy with the local Conservative Association, attended church
every Sunday and helped at village events which included children‟s parties in the In-fants School. She did lots of baby sitting for residents and became extremely popular
with children. One local choirboy even admitted that he regularly stood next to her in
church to measure himself against her to see how much he was growing. Queenie also
accompanied children on village summer outings when a coach took them to seaside
towns like Margate during the 1950s and early 1960s. Although Queenie was widely
known in the village, she remained an independent person and took an annual holiday
to Bournemouth alone for many years.
In later years Queenie worked for David and Audrey Barling in Poot Lane as a nanny
for their daughter Heather and became part of the family, even accompanying them to Spain on holiday. When Heather married and had her first child, Queenie demonstrated
that she hadn't lost her dressmaking skills when she made a beautiful christening gown
for the newly born baby.
Even at the end of her life while she suffered illness and lived out her final days in hos-
pital, Queenie retained her cheerful disposition and never complained. She also took
Holy Communion with Revd Lefroy and maintained her strong Christian beliefs to the
end. Her death in 1998 came as a shock to many in the village but she is remembered
as a kind, popular and genuine village character belonging to that old generation which has now almost totally disappeared. David Wood

Upchurch Best Kept Garden
and a Scarecrows Competition! - 2009
This is a reminder to all residents that judging for the Best
Kept Garden will take place over the weekend of July
12/13th.
The independent judges have been asked to assess what can
be seen at the front of each house as follows. Firstly a
garden which is predominately growing flowers, secondly a
garden which is mixture of flowers, trees and or shrubs, and
finally for those with only a small or no front garden the
judges will assess any hanging baskets or flower troughs.
This year for the first time we are running a Scarecrow
Competition which will be judged over the weekend of
August 29/30/31st. We know the local press are very
interested in this – so let us take the opportunity to populate
Upchurch with scarecrows in our front gardens over that
bank holiday weekend. Lots of imagination will be required
to win this competition! A best male, a best female or a best

It’s Your Parish Council
Once a year, in April, the Parish Council holds its Annual Meeting,
when the Chairman gives his report….the village accounts are
published…there is usually a short presentation by a relevant guest
speaker, followed by an open, public question and answer session and
an chance to ―buttonhole‖ members of the Parish Council, while
enjoying a class of wine and some ―Cheesy Bits‖ These meetings are
reasonably well supported…approx 50 members of the public
attended this year.
The routine business of the village takes place during the monthly (1st
Thursday of the month) Parish Council meeting, again members of
the public have an opportunity to speak, ask questions and generally
challenge or clarify issues of concern. Half an hour is allocated for this
public session at the start of the meeting.
Parish Councillors are all unpaid volunteers and to a man , ours
forgo the expenses to which they are entitled.
The Parish council is a non political body. The councillors represent
you, the Parish and have no allegiance to any political party ( not to
be confused with Boro’ Councillors, who may follow party lines).
Parish Councillors are truly independent.
To function effectively they need your support….pass on your ideas…
give them your opinions…let them know if you agree or disagree on
some matter…keep them informed, above all support them at some of
the regular monthly meetings, after all it’s your money they spend
and it’s your village. Peter Freeman, Villager
Report for Gabriel June 2009
It was a pleasure meeting so many residents at our recent Annual Parish
Meeting. This was a lively meeting with lots of topical discussions, followed
by wine and nibbles, which everyone seemed to enjoy!
Annual Parish Meeting – This was held on 30th April in the Hall of Holywell
School, where all Councillors attended and 30 members of the public. Mr
Freeman, Head of Development Services at Swale BC, gave a detailed
presentation on the current planning policy issues in Swale. This was followed
by an opportunity for the public to ask questions. Mrs Rossiter presented the
final accounts which were approved by all. Mr Catford presented Sue with a
gift from the Councillors and commended her efforts to the Parish Council.
May Meeting
The Parish Council met on 7th May 2009, in the new classroom in Challenger
Block, when eight Councillors were present, plus three members of the public.
The May meeting of any Parish Council starts with its Annual Meeting, when
the Chairman and Vice-Chairman are elected and decisions made about
responsibilities. John Catford was elected Chairman, with Cllr Gerry Lewin as
Vice-Chairman for another year. The other Councillors volunteered for various
jobs and to be representatives on other bodies.
Public Time – A resident reported his observations on the noise levels from
the private party held at The Barn Yard last weekend.
Correspondence – A letter from a resident requesting overhanging vegetation
be cut back in Wallbridge Lane had been dealt with by Cllr Lewin.
Planning - The following applications were considered:
SW/09/0178 Upchurch River Valley Golf Course, Land adj The Lord Stanley,
Otterham Quay Lane – Erection of 3 12m poles to support safety net – There
were no objections but requested that neighbours view be taken into account.
SW/09/0339 Former Little Chef, London Road – Removal of condition 1 of
planning permission SW/07/1507 to allow permanent change of use from
restaurant to vehicle sales – The majority decision was no objections.
SW/09/TEMP/0011 Holywell Primary School – 3 covered outdoor areas –
There were no objections but requested that the colour of the covered outdoor
areas blend sympathetically with the school buildings and that neighbours
views are taken into account.
Permissions and Refusals – the following decisions have been received:
Permissions granted:
APP/V2255/A/08/2092693 35 Homefield Drive – Single storey side and rear
extension with some alterations.
SW/08/0334 Frog Farm, Susans Lane – Change of use from agricultural barn
to joinery workshop (Use Class B1) and the formation of a new vehicular
access track.
Other Planning matters - The Barn Yard – Cllr Lewin gave an update on the
situation. Swale BC have received a revised application which includes request
for permission of the marquee, decking, hard landscaping and overflow car
park.
Affordable Housing Needs Survey – I have contacted ACRK requesting
information on the number of responses received. Hopefully there will be more
news next month.
Finance – Items discussed included insurance renewal, Audit Return, Final
Accounts 2008/09 and approval of Direct Debits.
Points raised at the Annual Parish Meeting – Naked Running Man on
Village Sign - A member of the Parish Council has spoken with its „trainer’
and confirmed it will be removed.
Allotments and Recreation Ground – As the waiting list is getting longer,
the Council is hoping to open up more plots by clearing rubbish and foliage
from the edges of the current site. This is expected to be completed later this
year, ready for allocation in April 2010.
Paddock – Fly-Tipping – Unfortunately, this is on the increase in the Paddock.
The Parish Council would like to inform residents that action will be taken
against anyone found to be illegally dumping their rubbish in the Paddock.
Burial Ground and Churchyard – The slab path has now been completed
down the eastern side of the Burial Ground to the northern end.
Environment – Litter - A resident has informed me that he has noticed a
tendency for some dog owners to place their dog poo in a plastic bag and then
to drop this as litter. Dog Owners are reminded of their responsibilities to
dispose of this in the specially designated bins. At the meeting, the Councillors
discussed final arrangements for the litter picking day on 16th May.
Anti-Social Behaviour – As an alternative to the normal Police number you
may, if you prefer, ring the 24 hour anti-social behaviour reporting line on
01795 417575.
