A word (152 of them, in fact) from the Director
Did you know that the University of Ottawa Press is really two publishing houses under one roof? The UOP is Canada’s oldest French-language university press and the only fully bilingual university press in North America. As such we work daily in both official languages and are committed to bilingualism and multiculturalism.
Since its founding in 1936, the UOP has published over 700 titles. We currently publish 25 to 30 books annually in four subject areas: social and cultural studies, translation and interpretation, literature and the Arts, and, finally, political and international affairs, which is our focus area this fall. These are major interests of the University of Ottawa; they are reflected in the manuscripts we select and in the scholarly works, textbooks, and books of general interest that we publish.
So welcome to our Fall 2010 catalogue. We hope you’ll find its contents both enticing and intriguing.

Climate, Culture, ChangeInuit and Western Dialogues with a Warming NorthTimothy B. Leduc
Understanding climate change through intercultural dialogue with the Inuit.
Every day brings new headlines about climate change as politicians debate how to respond, scientists offer new data, and skeptics critique the validity of the research. To step outside these scientific and political debates, Timothy Leduc seeks to experience various Inuit understandings of northern climate change. What he learns is that today’s climate changes are not only affecting our environments, but also our cultures. By focusing on the changes currently occurring in the north, he highlights the challenges being posed to Western climate research, Canadian politics and traditional Inuit knowledge.
Climate, Culture, Change sheds light on the cultural challenges posed by northern warming and proposes an intercultural response that is demonstrated by the blending of Inuit and Western perspectives.
Timothy B. Leduc is a post-doctoral fellow at the University of Toronto’s Centre for Environment.

The Black Hole of Public AdministrationRuth Hubbard and Gilles Paquet
A provocative reimagining of the Canadian public service.
Public administration in Canada needs to change. A handful of scholars across Canada have been sounding the alarm for years but to no avail. Talented young bureaucrats have been joining the public service with fresh ideas capable of creating real change, but the black hole consumes all.
In The Black Hole of Public Administration, experienced public servant Ruth Hubbard and public administration iconoclast Gilles Paquet sound a wake-up call to the federal public service. They lament the lack of “serious play” going on in Canada’s public administration today and map some possible escape plans. They look to a more participatory governance model – “open source” governing or “small g” governance – as a way to liberate our public service from antiquated styles and systems of governing.
In their recognizably rebellious style, Hubbard and Paquet demand that public administration scholars and senior level bureaucrats pull their heads out of the sand and confront the problems of the current system and develop a new system that can address the needs of Canada today.
Ruth Hubbard, a former federal deputy minister, is senior fellow at the Centre on Governance at the University of Ottawa. She is the author of Profession: Public Servant (Invenire Books, 2009).
Gilles Paquet is professor emeritus and senior research fellow at the Centre on Governance at the University of Ottawa. He has authored or edited 40 books, including The New Geo-Governance (University of Ottawa Press, 2005).

The Case for Centralized FederalismEdited by Gordon DiGiacomo and Maryantonett Flumian
In The Case for Centralized Federalism, an array of experts condemns the federal government’s submissiveness in its dealings with the provinces and calls for a renewed federal assertiveness. They argue that the federal government is best placed to create effective policy, support democracy and respond to issues of national importance.
A former political advisor and policy consultant, Gordon DiGiacomo teaches at Carleton University and the University of Ottawa.
Maryantonett Flumian is president of the Institute on Governance and a seasoned senior executive in the Canadian federal Public Service with more than 20 years’ experience.
The Case for Decentralized FederalismEdited by Ruth Hubbard and Gilles Paquet
The Case for Decentralized Federalism brings together experts who believe decentralized federalism is the optimal arrangement for governing the contextual diversity and cultural pluralism in Canada. Using different approaches, they argue that by dividing the work of public governance among different levels of government, it is easier to address the needs and aspirations of the diverse groups that make up Canada.
Ruth Hubbard is a former federal deputy minister and a senior fellow of the University of Ottawa. She is the author of Profession: Public Servant (Invenire Books, 2009).
Gilles Paquet is professor emeritus at the University of Ottawa. He has authored or edited 40 books, including The New Geo-Governance (University of Ottawa Press, 2005).

The Service StateRhetoric, Reality and PromisePatrice Dutil, Cosmo Howard, John Langford and Jeffrey Roy
A systematic evaluation of Canadian efforts to modernize government service delivery.
In the past ten years, Canadians have witnessed a renaissance in the delivery of government services. New service organizations are cropping up across the country and accomplishing extraordinary things. Efforts are being made to consult citizens on how to improve and integrate services. Considerable resources are being invested in measuring and showcasing performance improvement.
This book probes the central dimensions of service reform efforts from a variety of perspectives and answers some pressing questions: How can we make better decisions about service delivery? How should we measure service delivery performance? How should we engage users of government services? How can we create a service culture? How can we use the internet more effectively? Approaching service delivery as not merely technical but inherently political and controversial, the authors look beyond the rhetoric to see what has actually been achieved and what obstacles confront further improvements.
Patrice Dutil is associate professor of politics and public administration at Ryerson University. He is the author of Devil’s Advocate (Robert Davies, 1994) and the editor of Searching for Leadership (University of Toronto Press, 2008).
Cosmo Howard is assistant professor of public administration at the University of Victoria. He is the editor of Contested Individualization (Palgrave Macmillan, 2007).
John Langford is professor of public administration at the University of Victoria. He is the co-editor of Corruption, Character and Conduct (Oxford University Press, 1994).
Jeffrey Roy is associate professor of public administration at Dalhousie University. He is the author of E-government in Canada (University of Ottawa Press, 2006) and Business and Government in Canada (University of Ottawa Press, 2007).

My LifeSofia Andreevna TolstayaEdited and with an introduction by Andrew DonskovTranslated by John Woodsworth and Arkadi Klioutchanski
The complete and unabridged memoirs of Sofia Andreevna Tolstaya, the wife of Russian novelist Leo Tolstoy.
Historically, little attention has been paid to Leo Tolstoy’s wife, Sofia Andreevna Tolstaya, despite the enormous impact she had both on his life and his career. Acting in the capacities of literary assistant, translator, transcriber, and editor, she played an integral part in the development of Tolstoy’s legacy. Her complete and unabridged memoirs, available in English for the first time, provide a unique and intimate portrait of one of the greatest literary minds of all time.
Andrew Donskov is professor of Slavic Studies at the University of Ottawa.
John Woodsworth is a research assistant with the Slavic Research Group at the University of Ottawa.
Arkadi Klioutchanski is a doctoral student in the Department of Slavic Languages & Literatures at the University of Toronto.

(The Porcupine’s Quill, 2000). The Dodecahedron (The Porcupine’s Quill, 2005) a quant à lui été finaliste du Prix littéraire du Gouverneur général en 2006 et a été classé parmi les « 100 meilleurs livres de 2006 » par The Globe and Mail.

RE: Reading the PostmodernCanadian Literature and Criticism after ModernismEdited by Robert David Stacey
A collection of literary criticism devoted to exploring postmodernism in Canadian writing.
Interest in postmodernism and postmodernity has been particularly strong in Canada, in part thanks to the country’s non-monolithic approach to history and its multicultural understanding of nationalism, which seems to align with the de-centralized, plural, and open-ended pursuit of truth as a multiple possibility as outlined by Jean-François Lyotard. In fact, long before Lyotard published his influential work The Postmodern Condition in 1979, Canadian writers and critics were employing the term to describe a new kind of writing.
RE: Reading the Postmodern marks a first, cautious, step towards a history of Canadian postmodernism, exploring the development of the idea of the postmodern, debates about its meaning and its applicability to various genres of Canadian writing, and charting its decline in recent years as a favoured critical trope.
Robert David Stacey is assistant professor of Canadian Literature in the Department of English at the University of Ottawa.
