/. ;he United Nations Volunteers (UNV) Programme was created $y the Ceneral 5ssem$ly(C5) o the United Nations (UN) in /<:09 to ser*e as an operational partner inde*elopment co#operation at the reuest o UN mem$er states. It reports to theCo*erning "ouncil o the United Nations 4e*elopment Programme (UN4P) and worsthrough UN4P>s ield oices around the world.

1. 5 United Nations Volunteer (UNV) specialist is a proessional recruited to wor outsidehisBher country o nationality or hisBher readiness to ser*e under *olunteer conditionswithout regard to inancial $eneit and reali8ation o the $road o$Aecti*es as laid down $ythe United Nations (UN) "harter or the economic and social ad*ancement o humanity.UNV specialists usually hold a uni*ersity degree or a higher diploma and ha*e etensi*e proessional eperience.

//. When UNI"%& is ully or partially unding a UNV post the costs may only $e charged tothe programme $udget (whether regular resources or other resources). No UNVSpecialist may $e charged to the support $udget $ecause their unctions are normally

directed to Programme. 5ll costs including oicial duty tra*el and associated costs (e.g .oice space9 euipment) should $e included in the estimates.

III. Duration of UNV Posts

/!. Usually the duration o a UNV post is two years or more. ;he a$solute minimumduration o a UNV post is one year. %cept in emergencies9 UNI"%& ield oices maynot reuest UNV Specialists or short#term assignments o less than one year (see paragraph / $elow).

/. When9 in an emergency9 the UNI"%& ield oice reuires a UNV Specialist or a short#term assignment o less than one year9 there is no need to esta$lish a post. 'owe*er9 i itis epected that the assignment will $e etended to complete a total period o one year or more9 the esta$lishment o a post must $e reuested. ;hree months is usually theminimum duration o a short#term emergency assignment or UNV Specialists9 although

assignments o shorter duration may $e considered on a case $y case $asis.

1. Upon receipt o the a$o*e inormationBdocumentation9 UNV 'eaduarters will orwardthe $io#data o potential candidates to the UNI"%& ield oice concerned9 through thelocal UN4P -esident -epresentati*e.

1+. &ollowing re*iew o the candidates9 the UNI"%& ield oice notiies UNV 'eaduartersthe preerred candidates in order o preerence9 through the local UN4P -esident-epresentati*e. UNV 'eaduarters then proceeds with the recruitment o the selectedcandidate.

o: to $e=uest a UNV Specialist in E"ergencies8

Cene*a then proceeds with the recruitment o the selectedcandidate. In the e*ent that UNVB'-U67 is in dou$t as to their a$ility to pro*ide acandidate with the correct proile with the time limit reuested9 they shall inormUNI"%& within !, hours o the reuest so that UNI"%& can resort to other resources.

30. &ollowing re*iew o the candidates9 the UNI"%& ield oice notiies UNV Cene*a the preerred candidates in order o preerence9 with copy to the local UN4P -esident-epresentati*e (i present). UNVB'-U67 shall $e prepared to deploy UN Volunteers toany locations in the world within one wee.

3/. 5 UNV Specialist will $e $ound $y9 and agrees to undertae hisBher assignment in

accordance with the UNV -ules o "onduct (see 5nne ").

2edical E>a"inations

31. For assignments of less than 12 months, a certiicate o good health rom a recogni8edmedical practitioner is suicient.

33. For assignments of 12 months and more, the UNV Specialist candidate is reuired toundergo a complete medical eamination conducted $y a certiied physician and su$Aectto medical clearance $y the United Nations oint 2edical Ser*ices (UN2S)9 Cene*a9

Swit8erland.

Duration of +ssign"ent

3!. ;he duration o a UNV assignment is usually two years. %cept in emergencies9 thea$solute minimum duration is one year.

3. &or emergencies9 a UNV assignment may $e or less than one year $ut usually or aminimum duration o three months. Shorter assignments may $e considered on a case# $y#case $asis.

3+. ;he assignment o a UNV Specialist may $e etended $eyond the initial contract9 pro*ided that D

a) UNI"%& reuires hisBher continued ser*ices or urther speciied periodE

 $) hisBher perormance during the initial assignment period was satisactoryE

c) heBshe agrees to undertae the etensionE and  

d) unds are a*aila$le or the etension.

3:. UNV assignments are not considered as employment9 $ut only a *olunteer commitmentor a limited period o time.

3,. ;he "a>i"u"  duration that a UNV Specialist may ser*e under the sameassignmentBproAect in any gi*en country is not more than si years. 'owe*er9 a UNVSpecialist may ser*e a "a>i"u" o eight years9 including all assignments with the UNVProgramme9 whether in one or more countriesE whether or not there were inter*ening periods in the home countryE and whether or not changes in unction ha*e taen place.

Contract

3<. ;he UN4P -esident -epresentati*e in the country o assignment is authori8ed to signand issue UNV contracts on $ehal o the UNV %ecuti*e "o#ordinator.

!0. ;he contract commencement date will $e the UNV SpecialistJs arri*al date in the countryo assignment.

!/. Upon arri*al o the UNV Specialist to the duty station9 the 'uman -esourcesB7perations7icer must ensure that the ollowing documentation is orwarded to UNV'eaduarters9 through the local UN4P -esident -epresentati*eD

a) a copy o the contract signed $y the UNV SpecialistE

 $) the HPledge o "ommitment orm (see 5nne 4)E and

c) the completed H4esignation o @eneiciary orm (see 5nne %).

!1. It is the responsi$ility o the UNV Specialist to up#date and su$mit the orm H4esignationo @eneiciary to the 'uman -esourcesB7perations 7icer9 whene*er a change inhisBher marital amily status occurs or when it is deemed necessary. In case any or one o the $eneiciaries is a (are) minor(s)9 the name o the guardian must $e indicated.

+ssign"ent Status

!3. 4epending on the nature o duty stations and duration o contracts9 in most cases9 theassignments under emergency and humanitarian programmes are strictly onunaccompanied $asis and oicially recogni8ed primary dependants (see paragraph !! $elow) will not $e authori8ed to Aoin the UNV Specialist at the duty station.

!!. 7icially recogni8ed primary dependants are deined as D

a) spouse (one) and not more than two unmarried children who are not in ull timeemployment and ha*e not yet reached the age o 1/ years9 as o the date o commencement o the contractE or 

 $) three unmarried children who are not in ull time employment and ha*e not yetreached the age o 1/ years9 as o the date o commencement o the contract.

Volunteer 1i'ing +llo:ance 6V1+

!. UNV Specialists are not paid any salary or their ser*ices. Instead9 they are pro*idedwith a monthly Volunteer 6i*ing 5llowance (V65) which is intended to co*er their $asicli*ing epenses. ;he V65 has two componentsD

a) li*ing allowanceE and 

 $) cost o accommodation9 which co*ers housing and utilities.

!+. ;he monthly V65 ranges rom USF,10 to USF19+0 depending on the country o assignment9 duration o the contract and the num$er o recogni8ed primary dependants o the UNV Specialist.

!:. V65 is paid $y the local UN4P 7ice at the $eginning o each month during the contract period.

!,. I the accommodation is pro*ided ree o cost9 normally 10 per cent o the V65 will $ededucted.

!<. 5 UNV Specialist may $e paid hisBher V65 in either local currency or one other con*erti$le currency designated $y the UNV Specialist and readily a*aila$le to the localUN4P oice in accordance with the applica$le arrangements concerning currency payment o salaries and allowances o internationally recruited sta. ;he currencydistri$ution may $e reuested in any proportion in aggregates o /0 per cent9 e.g. /0 per cent9 10 per cent9 30 per cent9 etc.

this inormation9 the 2edical Ser*ice will decide whether medical e*acuation may $eauthori8ed. ;he UN2S will also appro*e the place and duration o the medicale*acuation. Normally9 this will $e the regional medical centre.

Whene*er an e*acuation or health reasons $ecomes necessary on an emergency $asis9the UN4P -esident -epresentati*e9 in consultation with the UN eamining physician andUNI"%&>s -epresentati*e9 has the ull authority to mae the necessary arrangements.UNV 'eaduarters must $e inormed o all such emergencies.
