NATIONAL SPORTS DEVELOPMENT FUND

OVERVIEW

1. Sports and games have been recognized as an integral part of human resources development. Almost all countries of the world are making signi cant investment for the promotion of sports and games. Excellent performance in Olympics and other international sports events has become a matter of national prestige and pride and also an indication of quality of human development. India could perform well in certain sports disciplines like Hockey in the past. Some sports persons, through their individual brilliance, have also shown excellent performance in international sports events. The performance of India in the game of Cricket, with the stupendous public support and vast resources, is a milestone in sports in the country. But when we take an overall view, the performance of India in sports has not been optimal. Absence of sports culture, lack of suf cient facilities like quali ed coaches/specialists, sports infrastructure and inadequate sponsors to sportspersons for their training/coaching have been found to be some of the reasons for the sub-optimal performance. The National Sports Policy recognized the need to bring in adequate facilities for promotion of sports and games through various sources. The National Sports Development Fund was established with the view to address this gap. The central purpose of creation of the fund is to impart momentum and exibility in assisting the cause of sports. It is expected that the fund should overcome the impediments that often hampered developmental activities due to the inadequacy of nancial resources. The NSDF accepts institutions and individuals as equal partners of the Government in the promotion and management of sports in the country. It constitutes an important initiative for enabling institutions and public at large to contribute to sports related endeavor, for forging meaningful inter-institutional partnerships, for mobilizing extra budgetary resources for sports and for highlighting awareness that sports indeed constitutes a crucial input to the overall process of development. Thus, NSDF has been created with a view to mobilizing resources from Government as well as non-government organizations and individuals to provide required support for promotion of speci c sports disciplines and improving performance of Indian sports in the major international events.

Institutions, government and non-government organizations exclusively dealing with promotion of sports and individual sportspersons of outstanding ability will be eligible for getting nancial assistance from NSDF for speci c projects, training packages etc.

INTRODUCTION

2.1 The National Sports Development Fund (NSDF) was established in 1998, under Charitable Endowments Act 1890, vide Government of India Noti cation dated 12th November 1998. The NSDF supports sportspersons to excel in the eld by providing opportunities to train under coaches of international repute with technical, scienti c and psychological support and also in getting exposure to international competitions. The of ce of NSDF is located in Shastri Bhawan in the Ministry of Youth Affairs and Sports, New Delhi.

3. OBJECTS

ÿ To administer and apply the moneys of the Fund for promotion of sports in general and speci c sports disciplines and individual sports persons in particular for achieving excellence at the National and International level;

ÿ To impart special training and coaching in relevant sports disciplines to sports persons, coaches and sports specialists;

ÿ To construct and maintain infrastructure for promotion of sports and games;

ÿ To supply sports equipment to organizations and individuals for promotion of sports and games;

ÿ To identify problems and take up research and development studies for providing support to excellence in sports;

ÿ To promote international cooperation, in particular, exchanges which may promote the development of sports; and

ÿ To provide low interest or interest free loans for projects and activities related to any of the aforesaid objects.

MANAGEMENT AND ADMINISTRATION OF NSDF

The Council

4.1 The Fund is managed by a Council constituted by the Central Government. The Council has been last re-constituted by the Government in March 2012 with the Union Minister for Youth Affairs and Sports as Chairperson. The Members of the Council include senior of cers in the Department of Sports/Sports Authority of India. The representatives of the Apex industry organizations namely, FICCI, CII and ASSOCHAM have been included in the Council as members. The representatives of Sports Promotion Boards of reputed organizations are also members of the Council. Joint Secretary to the Government of India in the Ministry of Youth Affairs & Sports, Department of Sports is the ex-of cio Member Secretary of the Council.

4.2 The Council decides all policy matters relating to the Fund and frame rules and regulations for the management of the Fund.

Executive Committee

4.3 The day to day working of the Fund is managed by the Executive Committee. The Executive Committee has been re-constituted by the Government in May 2016 with Secretary (Sports), Government of India as President (Ex-of cio) with Director General (Sports Authority of India), Joint Secretary (Sports), Ministry of Youth Affairs & Sports and Financial Adviser (MYAS), among others as members. Director/Deputy Secretary in-charge of NSDF in the Department of Sports is the Member Secretary of the Executive Committee. The Member Secretary of the Executive Committee is the custodian of all records of the Fund and manages the day to day affairs of the Fund.

MEETINGS OF THE COUNCIL AND EXECUTIVE COMMITTEE

Meetings of the Council

4.6 6th meeting of the Council was held on 28.12.2018.

4.6.1 The Council was given a brief appraisal on the following activities:

4.6.1.1 Performance of the NSDF; especially with regard to receipt of contributions from other sources and the Government of India and the assistance provided to the sports persons, athletes.

4.6.1.2 Decisions of the Executive Committee taken in four meetings during the period from the last (Fifth) meeting of the Council (Since September, 2017). The Council noted that projects/ proposals in 13 cases and grant of assistance to sports persons in 5 cases were approved by the Executive Committee during the period.

4.6.1.3 Collection of funds / contribution to NSDF.

4.6.2 Fixation of monetary limit for accepting donations / contributions for speci c project / sports

disciplines / particular sports persons.

The Council rati ed the decision of the Chairperson of the Council of NSDF that it will be permissible for donors contributing to the NSDF to indicate a project along with any speci c location / aspect for funding and also an agency for execution of the project while making donations to the Fund, subject to general policy guidelines and rules, if any, on this behalf, if the amount being contributed is Rs. 5 lakh (Rupees Five Lakh) and above. The Council also held that the Executing Agency indicated by the donor should be from the agencies empanelled with the (SAI).Sports Authority of India

4.7 The Council approved the Revised Annual Accounts Statement for the year 2016-17 and Annual Accounts for the year 2017-18 for submission to C&AG and also accepted the internal Audit Report for the year 2017-18.

4.8 The Council was informed that in the past few years the NSDF has received negligible contribution from only a couple of private companies and individuals. The Council was also informed that the FICCI, CII and ASSOCHAM whose representatives are members of the Council of NSDF have not shown commitment and have not played a proactive role in encouraging and prodding their member companies to contribute to NSDF. The Council felt that NSDF Council may be reconstituted by nominating CMDs/MDs of major private / public sector companies as members. The Council recommended for reconstitution by making suitable changes in its composition to represent all the stakeholders, including representatives of corporate sector companies.

4.9 In the matter of Target Olympic Podium Scheme (TOPS), the Chairman of the Council assured that there will be no constraint of funds for athletes included in TOPS and adequate funds will be made available to this funds.

Meetings of the Executive Committee

4.10 Three Meetings of the Executive Committee (73rd to 75th Meetings) were held during the year 2018-19. The Committee considered several cases and approved nancial assistance to sportspersons for their customized training covering fresh proposals, proposals for continuance of training and nal payment. Details of the assistance given to sportspersons during the period are given separately in this Annual Report.

4.11 The Executive Committee also approved nancial assistance to following organizations for development of sports infrastructure/procurement of equipment/training etc and for organizing sports events, tournaments etc.

CONTRIBUTION TO NSDF

5.1 Rupees two crores were provided initially by the Government towards setting up of the NSDF. Thereafter the Fund has been accepting contributions from statutory bodies, international organizations, private and public corporate sectors, trusts, societies and individuals. The Government makes matching contributions to the Fund. The contributions to the Fund by the Public Sector Undertakings (PSUs) and Public Sector Banks (PSBs) during 2018-19 are as under:

5.2 Ministry of Youth Affairs and Sports is regularly interacting with the Corporate and Public Sectors for contribution to the National Sports Development Fund.

5.3 Total amount of Fund available with NSDF as on 31.03.2019 was Rs. 26.75 crore. In addition, a sum of Rs. 68.56 crore was also to be recouped by the Ministry of Youth Affairs & Sports.

FINANCIAL ASSISTANCE

6.1 The NSDF has been providing nancial assistance to elite sportspersons for their customized training. Financial assistance is also being extended to organizations for sports related activities.

Training of Sportspersons

6.2 260 sportspersons have been provided nancial assistance from NSDF during the period. The assistance has been given for their customized training, both in India and abroad, to prepare them for winning medals at international events. The total assistance to sportspersons during the year 2018-19 is to the tune of Rs.667.17 lakhs.

6.3 In addition to the assistance given to the above mentioned Athletes, a Block Grant of Rs.1000.00 lakhs had been given to Sports Authority of India, New Delhi for athletes under the TOP Scheme during 2018-19.

Assistance to Organizations

6.4 NSDF has sanctioned and released nancial assistance in 19 cases during the period for development of sports infrastructure, organizing sports events etc. Some of such releases are second or third installments to the concerned organizations for their ongoing projects. The total assistance to organizations during the period is Rs.3814.77 lakhs. This includes a sum of Rs.3790.62 lakhs towards development of sports infrastructure/procurement of equipment.

Financial Assistance from NSDF – cumulative 6.7 So far (as on 31.03.2019), NSDF has provided direct nancial assistance to the tune of Rs 6131.26 lakhs to 386 sportspersons in various sports disciplines for their customized training under coaches of international repute. Similarly, nancial assistance of Rs 11609.53 lakhs was given in 80 cases to organizations/institutions for development of sports infrastructure and other sports related activities.

6.8 Keeping in view the India-Cuba cooperation in Sports Sector, NSDF had given nancial grant of US Dollar One Million (Rs 630.40 Lakhs) to the Government of Cuba, during 2013-14, for installation of an Arti cial Hockey Turf in that country.

Target Olympic Podium (TOP) Scheme

7.1 Ministry of Youth Affairs and Sports decided to give focused attention for better performance of our athletes in Olympic and Paralympic Games 2016 and 2020. Keeping this view, a programme namely, Target Olympic Podium (TOP) Scheme was formulated during 2014-15with the aim to identify, groom and prepare potential medal prospects for 2016 and 2020 Olympic and Paralympic Games. After detailed deliberations in the Ministry, the Executive Committee-NSDF had recommended constitution of a Committee with the scope of work for the implementation of the TOP Scheme. Ministry of Youth Affairs and Sports had accepted these recommendations and constituted a Committee namely ‘NSDF TOP Scheme Elite Identi cation Committee’ in July 2014 with Shri Anurag Thakur, M P as Chairperson and inducted few eminent sportspersons and sports administrators as Members of the Committee. Subsequently, consequent on the resignation of Shri Anurag Thakur, the Committee was reconstituted in November 2015 with Ms. Anju Bobby George as Chairperson.

7.2 The Committee, in its preliminary meeting held in September 2014, laid down the norms for selection of the candidates under the programme; thereafter the Committee held several meetings to identify and select athletes under the programme. The Committee interacted with the representatives of the National Sports Federations, National Coaches of different sports disciplines and other experts. After detailed deliberations, the Committee had selected athletes in priority disciplines for support under the TOP Scheme till Olympics 2016.

7.3 The athletes were identi ed through a process of research and in consultation with the concerned stakeholders. Benchmark for selection of these athletes under the scheme was their performance in relation to the international standard. The selection was not just on the basis of reputation, national rank, performance in Commonwealth and Asian Games only, but their current performance, consistency, tness and the laid down bench mark.

7.4 The recommendations of the ‘TOP Scheme Elite Identi cation Committee’ were approved by the Executive Committee-NSDF and as a follow up action, the selected athletes were requested to prepare training programme and other requirements in consultation with the National Sports Federations and National Coaches. Timely action for providing nancial assistance to the selected athletes for their customized training at Institutes having world class facilities and other necessary support was initiated by the NSDF Secretariat in consultation with the Sports Authority of India, concerned National Sports Federations and other stakeholders.

7.5 In April, 2016, the EC-NSDF decided to drop those Athletes from the TOP Scheme who did not qualify or did not win quota place for India for Olympics 2016 and to include those Athletes in TOP Scheme who have who quali ed for the Olympics 2016. Further, for faster approval of assistance under TOP Scheme, a Sub-Committee under the Chairpersonship of Director General, Sports Authority of India (DG SAI) was constituted to examine the requests and release of payment subject to the norms of TOP Scheme and the budget entitlement of the athlete.

7.6 The EC-NSDF also decided about the continuance of the TOP Scheme; identi cation and support of potential junior players under NSDF and a monitoring committee to monitor the performance of the athletes under the TOP Scheme.

7.7. After the Olympics/Paralympics 2016 were over, the TOP Scheme Elite Identi cation Committee was reconstituted under the Chairpersonship of Shri AbhinavBindra, with 10 other eminent persons

8. The NSDF contribution has helped the sportspersons to improve their skill and performance through customized training under coaches of international repute; several sportspersons could win medals in major international competitions and they remain at top level as compared to the world renowned sportspersons in the relevant disciplines.

FUTURE VISION

9. NSDF intends to continue its nancial support in a big way so as to bring signi cant improvement in providing training opportunities and sports facilities. It will continue to provide nancial assistance to potential sportspersons in various sports disciplines for training on need basis under coaches and sports specialists of international repute and also to get sports equipments of international standards to excel in their endeavors with speci c stress to prepare potential sportspersons for the coming/future Olympics/Paralympics Games, Asian Games, Commonwealth Games and other major international competitions. NSDF will also consider proposals for nancial assistance from reputed organizations engaged in sports activities for speci c projects for creation/development of sports facilities on the speci c condition that these facilities bene t a large group of youth and students interested in sports in the regions, where such facilities are created.

NSDF will be a major factor in achieving the aim with speci c stress on the following:

Identifying sports persons, having exceptional ability in individual sports disciplines and providing them required support for coaching, training, getting equipments, competition exposure and such other nancial support as may be necessary on long term basis; and

Assisting institutions for creation of sports facilities and purchase of equipments.

Separate Audit Report of the Comptroller & Auditor General of India on the Accounts of National Sports Development Fund, New Delhi

for the year ended 31 March 2019

We have audited the attached Balance Sheet of National Sports Development Fund (NSDF), New Delhi as at 31 March 2019, Income & Expenditure Account and Receipts & Payments Account for the year ended on that date under Section 20(1) of the Comptroller & Auditor General’s (Duties, Powers & Conditions of Service) Act, 1971. The audit has been entrusted for the period up to 2021-22. These nancial statements are the responsibility of NSDF’s management. Our responsibility is to express an opinion on these nancial statements based on our audit.

2. This Separate Audit Report contains the comments of the Comptroller and Auditor General of India (CAG) on the accounting treatment only with regard to classi cation, conformity with the best accounting practices, accounting standards and disclosure norms, etc. Audit observations on nancial transactions with regard to compliance with the Law, Rules & Regulations (Propriety and Regularity) and ef ciency-cum-performance aspects, etc., if any, are reported through Inspection Reports/CAG’s Audit Reports separately.

3. We have conducted our audit in accordance with auditing standards generally accepted in India. These standards require that we plan and perform the audit to obtain reasonable assurance about whether the nancial statements are free from material misstatements. An audit includes examining, on a test basis, evidences supporting the amounts and disclosures in the nancial statements. An audit also includes assessing the accounting principles used and signi cant estimates made by management, as well as evaluating the overall presentation of nancial statements. We believe that our audit provides a reasonable basis for our opinion.

4. Based on our audit, we report that:

(i) We have obtained all the information and explanations, which to the best of our knowledge and belief were necessary for the purpose of our audit;

(ii) The Balance Sheet, Income & Expenditure/Receipts & Payments Account dealt with by this report has been drawn up in the Uniform format of accounts prescribed by the Ministry of Finance, Government of India.

(iii) In our opinion, proper books of accounts and other relevant records have been maintained by NSDF in so far as it appears from our examination of such books.

(iv) We further report that:

A. Balance Sheet:

A.1.1 Earmarked/Endowment Funds (Schedule 3) – Nil

The above does not include Rs.25 crore received from Coal India Limited (CIL) during 2016-17 under Corporate Social Responsibility for support for training and preparation of Sports persons for Olympics and Para Olympics to be held in 2020, 2024 and 2028. As the amount was received by NSDF for speci c purpose, it should have been depicted under Schedule 3 - Earmarked/Endowment Fund. This resulted in understatement of Earmarked/endowment Fund and overstatement of Corpus/Capital by Rs. 25 crore each.

B.1 Current Assets, Loans & Advances (Schedule-11) - Rs. 96.67 crore

B.1.1.1 Financial Assistance of Rs. 1.09 crore released as advance to athletes for purchase of training equipment and training had been booked as nal expenditure. This has resulted in understatement of Current Assets (Loans and Advances) as well as Capital/Corpus Funds by the like amount. This same issue was reported in the previous years’ report, however no action was taken by NSDF.

B.1.1.2 Advances amounting to Rs.56.44 lakh released to SAI for training expenses had not been depicted under Current Assets-Loan and Advances. This has resulted in understatement of Current Assets (Loans and Advances)as well as Capital/Corpus Funds by the like amount. This same issue was reported in the previous years’ report however no action was taken by NSDF.

C. General

C.1 No provision for retirement bene t was made in the annual accounts by NSDF on actuarial valuation which is in contravention on of AS-15 and Uniform Format of Accounts as prescribed by Ministry of Finance. The disclosure in Notes to Accounts for the same has not been made.

C.2 Depreciation on xed assets has been provided on written down method instead of straight line method as prescribed in Uniform Format of Accounts as prescribed by Ministry of Finance.

D. Grants-in-aid:

At the beginning of 2018-19, NSDF had a Capital/Corpus Fund of Rs. 133.25crore. During the year 2018-19, NSDF received Rs. 2.00 crore as contribution from the Ministry of Youth Affairs and Sports. Besides, it also received contribution of Rs.7.85 crore from other agencies. It had further earned an interest of Rs. 2.77 crore. Against the total available funds of Rs. 12.62 crore, it incurred an expenditure of Rs. 49.21crore during the year. The de cit of Rs. 36.59 crore was taken to Corpus/Capital Fund. Thus, at the end of 2018-19, it had Rs. 96.66 crore in its Corpus/Capital Fund.

(i) Subject to our observations in the preceding paragraphs, we report that the Balance Sheet, Income & Expenditure Account and Receipts & Payments Account dealt with by this report are in agreement with the books of accounts.

(ii) In our opinion and to the best of our information and according to the explanations given to us, the said nancial statements read together with the Accounting Policies and Notes on Accounts, and subject to the signi cant matters stated above and other matters mentioned in Annexure to this Audit Report give a true and fair view in conformity with accounting principles generally accepted in India;

a. In so far as it relates to the Balance Sheet of the state of affairs of the National Sports Development Fund as at 31 March 2019; and

b. In so far as it relates to Income and Expenditure Account of the de cit for the year ended on that date.

Annexure

1. Adequacy of Internal audit system

The internal audit of NSDF for 2018-19 was conducted by a Chartered Accountant Firm. It is

recommended that NSDF move to an internal audit mechanism, conducted by their own staff who

report on the results independently to the Management.

2. Adequacy of Internal Control System

Following internal control de ciencies were noticed:

(i) NSDF has not prepared its bye-laws since inception despite provision of the same in NSDF

noti cation of November 1998.

(ii) There is no practice in NSDF for preparation of budget for its annual expenditure and revenues

of the Fund.

(iii) There is lack of control over the funds by NSDF as MYAS utilized the funds from NSDF

as and when there was shortage of funds with the Ministry for its own schemes. During

2018-19, Rs.96.87 crore were released from the NSDF for the distribution of cash awards to

medal winners under the scheme of cash awards of MYAS. However, Ministry recouped total

diverted funds of Rs.96.87 upto June 20201.

In view of the above internal control system needs to be strengthened.

3. System of Physical veri cation of xed assets

The physical veri cation of xed assets was conducted up to 31.3.2019.

4. System of physical veri cation of inventory

Physical veri cation of the inventory like Books & Publication, Stationery and Consumable has

been conducted up to 31.03.2019.

5. Regularity in payment of statutory dues

As per the annual accounts, no statutory dues over six months were outstanding as on 31.03.2019.

SIGNIFICANT ACCOUNTING POLICIES , CONTINGENT LIABILITIES AND NOTES TO ACCOUNTS FORM AN INTEGRAL PART OF BALANCE SHEET AND INCOME & EXPENDITURE ACCOUNTS

A) : Signi cant Accounting Policies:

1. Accounting ConventionThe nancial statements are prepared under the historical cost convention and other mandatory accounting standards.

2. Fixed Assets and Depreciation

a) Fixed Assets are stated at cost of acquisition less accumulated depreciation.b) The depreciation on xed assets is provided on written down value method as per the rates

prescribed in the Income tax Act, 1961. c) In respect of additions to /deduction from xed asset during the year depreciation is considered on

pro-rata basis.d) The fund uses Fixed Assets including Of ce Space, Furniture , Computers etc as provided by

the Ministry of Youth Affairs and Sports , Government of India.

3. Method of Accounting

The Trust is maintaining its accounts on accrual basis in order to comply with the requirements for Central Autonomous Bodies and following the applicable accounting principles applicable in India and the accounting standards issued by ICAI.

4. Revenue Recognitiona) The Trust is following accrual system of accounting and all the revenues are recognized as and when

the same become due to receive and all the expenses are accounted for as and when the same become due for payment. Any amount found refundable by any sports person/athlete is recognized only when it is found refundable by them on the basis of statement of expenditure submitted by them. Similarly any Financial Assistance given to any sports person/athlete is recognized as nal expenditure .

b) The Income/loss from speci c projects will be recognized in the year of completion of the respective projects.

5. InvestmentsThe trust do not have any Investment of the nature speci ed in Uniform Format of Accounts (Schedule 9 and Schedule 10).

2. No provision for income tax has been made in view of exemption u/s 12 A of the Income Tax Act, 1961.

3. As per the Gazette of India Noti cation dated 12.11.1998 para 15 , NSDF has to deposit moneys of the Fund not immediately required on short term basis in Fixed Deposits /Certi cates of Public Sector Banks. Accordingly these Fixed deposits are shown by the trust in Schedule 11 under “ Bank Balances- Deposit Accounts ”.

4. Corresponding gures for the previous year has been regrouped / rearranged wherever necessary.

5. Schedule 1 to 25 are annexed to and form an integral part of the balance sheet as at 31.03.2019 and the income and expenditure account for the year ended on that date
