Let's go with Modi

Dear fellow citizens of Delhi,

We all are to vote on 7th February, 2015 to elect a new government in Delhi. However these elections to the Delhi Legislative Assembly are very crucial and significant. This election would decide our fate as well as the future of Delhi and the country. This would decide whether Delhi would continue to struggle with the politics of Dharnas, agitation and accusations or it will be a city moving on to the path of Development.

We all are aware that the immature and irresponsible decisions and style of functioning of the Congress and AAP parties and their leaders forced on the people of a burden of another election within a span of one year. The residents of JJ Clusters and unauthorized colonies in whose name a party came to power, will also have to bear the financial burden involved in the election.

Elections are both a foundation of a democracy and an opportunity as well. February, 2015 elections are once again providing us a golden opportunity to strengthen and support the politics of development initiated by our Prime Minister Shri Narendra Modi and to determinedly negate the politics of lies, anarchy, caste and deception, at the same time.

Friends the whole country is full of a sense of pride and honor. Every citizen including sensible opponents of BJP, admits that after Shri Modi ji took over as Prime Minister, there is a fast change in the style of work and culture of administration and a wave of new social and economic change is flowing across the country. Politics of development is replacing the politics of caste, creed and region. Not only this, the entire world community accepts the administrative and diplomatic maturity and competence of Shri Modi and calls him a 'Man of Action'. This is the reason why the people of state after state like Maharashtra, Haryana, Jharkhand and even J&K reposed their undying faith in the dynamic leadership of Shri Narendra Modi and returned BJP to power there. The 'Committee of Nations' are exhibiting a strong belief in and hopes from India and consider India to be the important player in the world affairs.

The Shri Modi Government in the absence of Delhi Government since the desertion by the AAP, took many policy and administrative decisions for the welfare and development of several sections of the society including the poor, the middle class, the traders, youth and women. Examples can be taken as Jan Dhan Yojna, regularization of unauthorized colonies, water from the Munak Canal from Haryana and establishment of skill and development department with a view to generate more jobs for the youth.

This my earnest appeal to you to vote BJP to power with majority so as to ensure government that is stable, responsive, experienced and development oriented. Come with us to make Delhi beautiful, world class, smart and developed city.

INTRODUCTION

On Saturday, February 7, 2015, the people of Delhi will participate in their first

mid-term election since 1993. It is an election forced upon the people by the cynical and

self-serving Aam Admi Party-Congress regime which quit after only 49 days, plunging

the nation's capital into anarchy. The Bharatiya Janata Party (BJP) is participating in this

election with the solemn promise of giving Delhi's 1.8 crore citizens a stable,

transparent, technology-driven government marked by high quality of life, job

generation, security for women and respect for migrants.

In May 2014, the BJP, under the leadership of Shri Narendra Modi, got the

biggest mandate for 30 years when it formed a government at the Centre with its own

strength of 282 seats. Delhi, being the capital of India, must reflect the best of the new

age. Prime Minister Narendra Modiji has taken a personal interest in converting this

ancient city into a world-class capital showcasing development, social equity and

technological breakthrough.

The BJP formed the first government of Delhi between 1993 and 1998. In those

five years, the first steps were taken to make Delhi a modern city with the best facilities

for education, health and transportation. However, what followed between 1998 to 2013

was wholly unfortunate. Delhi's infrastructure, far from being expanded along logical

lines, collapsed in the mire of corruption. Jobs vanished as the once-flourishing private

sector packed up under the pressure of a pernicious system and relocated to the

neighbouring states. Housing became unaffordable for the common man and the city

imploded into hundreds of slums and unauthorized colonies deprived of minimum

services. As a result, today, more than 60 percent of Delhites live on the margins.

The BJP's chief ministerial candidate is Dr. Kiran Bedi, an internationally

recognised administrator who is famous for incorruptibility and ingenuity. By choosing

this non-professional politician, Shri Modi has proved his determination to resolve the

problems of Delhi.

The Vision Document adopted by the BJP bubbles with new, out-of-the-box solutions for

Delhi's long-standing problems. It is a roadmap for change, a promise for inclusive,

transformational, growth.

Achievements so far

• Petrol prices reduced 11 times in 7 months. Prior to the Lok Sabha election, petrol price was Rs.71.41 and diesel price was Rs.56.71 and now petrol is Rs.58.91 and Diesel Rs.48.26. LPG cylinders were Rs.928.50 whereas now it is Rs.615 only.

• 40,000 people have benefitted from the pension schemes.

• Prime Minister's 'Jan Dhan Yojna' launched providing an accident insurance of upto Rs.1 Lac and a provision to withdraw more than Rs.5000/- .

• Decision to distribute 80 lakhs LED bulbs to 1.40 lakh residents of Delhi. This will result in 88% reduction in the electricity consumption and saving in bills.

• Grids at Pappan Kalan of 220 KV, at Tughlagabad of 440 KV and at Peeragarhi of 220 KV dedicated to the people of Delhi.

• Subsidy on electricity bills of Rs.1.20 upto 200 units consumption. Subsidy of 80 paise for consumption of units between 200-400 units.

• Leasehold areas like Sadar Bazar, Pahar Ganj, Karol Bagh, Darya Ganj etc. were converted to freehold.

• All illegal colonies constructed before June, 2014 regularized.

• One Lakh E-Rickshaws plying in Delhi have been legalized.

• Permission has been given for 10,000 more autos to ply on Delhi roads.

• Increase in the salaries of Delhi Govt. employees.

• Ownership rights were given to those 5 villages who till now were paying Chulha Tax.

• Everyone is aware of the deplorable condition of the industrial areas. Work has started in industrial areas in Kirti Nagar, Lawrence Road, Badli, G.T. Karnal Road, Jhilmil, Wazirpur, Azadpur, Mangol Puri to provide basic facilities like roads, electricity etc.

• The families of riot victims of 1984 given the cheques of increased compensation of Rs.5 Lakhs each.

• Gas cylinders weighing 5 Kg were made available in Delhi.

• Foundation stone of East Campus of Guru Gobind Singh Indraprastha University was laid.

• Waste disposal management is effected under 'Swaccha Bharat Abhiyan' .

• New train service from Delhi to Bhatinda-Rohtak-Malda Town-Saharsa-Satragadhi introduced.

• A trial run of semi-speed train service between Delhi-Agra and Agra to Delhi was successfully completed.

• The four year graduation course at DU which was introduced by the previous Govt. was scrapped and was reverted back to 3 years course.

• A 50 crore financial provision was made in the budget to construct Renuka Dam.

• Work Plan on Mission of providing homes to all homeless by 2020 was started.

• Action Plan to clean all rivers including Ganga & Yamuna launched.

• Introduction of 'Himmat' a scheme of Union Home Ministry for the safety and security of women.

VISION: Delhi – A World Class City Our vision is to make Delhi the most beautiful, safe, environment, friendly and developed capital under the dynamic and efficient central administration led by Shri Narendra Modi and the leadership of Kiran Bedi.

Having world class infrastructure is the first requirement for the same. In order to achieve the same, we will :

• Interconnect Metro Rail, DTC Bus Service, Metro feeder buses, trams and ring railway in such a manner that they complement each other and the public gets a complete cohesive transport system.

• Single smart card for Metro Rail, DTC Buses and Metro feeder buses will further ease the comfort of commuters.

• Auto Rikshaws and E-Rikshaws form an integral part of public transport system. Establishment of pre-designated auto rikshaw stands, quick resolution of the grievances, availability of loans with low interest rates will significantly improve the system.

• Inter State and Inter-city world class Bus Depots to be constructed.

• All public transports to have GPS and CCTVs.

• A third ring road and Western and Eastern Periphery roads to be constructed

• Expansion of Metro services to NCR and small towns/villages & DTC bus services to be strengthened in remote village areas.

• The infamous BRT to be scrapped.

• Introduction of Integrated transport system for the benefit of all passengers from NCR.

• Projects of Mono Rail to be implemented and Metro and Mono rail to be synchronized to complement each other. The number of coaches in the Metro trains will be increased.

• Metro to connect to all unconnected areas, specially in rural areas.

• Keeping the future requirements in mind, a master plan for parking will be made with the help of experts in this field. More multi level parkings will be constructed.

• Four large terminals to be made for buses and trucks at different entry points.

ROADS

• Action on a comprehensive and time bound scheme centered on construction of alternate roads to decongest Delhi of traffic jams.

• Delhi roads to be made pedestrian and cyclist friendly.

• To get rid of traffic congestion in Delhi, the Western Expressway connecting Kundli – Manesar and Palwal and Eastern Expressway connecting Sonepat – Ghaziabad – Palwal to be completed.

• BOT Sulabh toilets will be installed in large numbers near foot over bridges, subways and pedestrian crossings.

• Crowded crossings to be connected by flyovers and ultra modern pedestrian foot over bridges.

• Railway crossings also to have foot overbridges and under passes to be constructed to avoid traffic congestion.

• Greater importance to be given to Najafgarh, Narela and Bawana areas, and the rural areas here will be connected with better and broader roads.

Safety

• Training of Police will be strengthened in order to enhance their capabilities.

• The Government will take special measures to improve the conditions of work of the police.

• The age old methods of community policing will be reviewed to usher in new ways and means to bring the Police closer to the public in accordance with the changing environment.

Women Safety

• Women security will remain our utmost priority. Steps will be taken to protect their dignity and give them the confidence of safety and security.

• Self Defence classes to be a part of school curriculum with special emphasis on Martial Art.

• Every district to have a dedicated Police Station for Women.

• Number of fast track courts to handle cases related to women be increased.

• A special call centre for women security will be set up round the clock in the Chief Minister's Office.

• Women Security Force under the Chief Ministers' Office, which will work in tandem with Delhi Police to ensure fast disposal of cases.

• Laws and Punishment related to crimes against women, especially laws related to Rape will be strictly enforced.

• Information Technology will be used to enhance the safety net for women, to enable them to inform and reach out for help easily.

• Women security forces to be posted in crowded areas and market areas. CCTV cameras will be installed.

• More ladies special buses by DTC.

Electricity, Solar Energy and Alternate Energy

• Significant reduction in the rate of electricity by means of competition amongst the power companies and CAG audit. Residents will have an option to choose the power company of their choice for their supply and consumption of electricity. The power companies will also be brought under RTI.

• Scheme will be introduced whereby consumers will be encouraged to avail 5% discount on onetime payment of electricity bills which are pending for more than 1 year and disconnected connections will be revived.

• Generous government funding will be provided to set up large solar power panels on top of public buildings and roofs of residential buildings. Every effort will be made to make Delhi 'the Solar Energy Capital'. All Government offices to have solar panel systems.

• All the street lights of Delhi will be converted to LED lighting.

• BPL and poor families will be provided power at a subsidized rate.

Water

• Clean potable water will be made available to every home of Delhi.

• Water rates will be rationalized and water bills will be reviewed.

• Rain-water harvesting will be encouraged and Government will provide aid for the same. Steps will be taken towards putting a system of rain water conservation in every Government building within stipulated time-frame.

• To cap wastage of water, the basic structure of the water supply chain to be modernized and check dams will be built on Yamuna River.

• The irregularities in Delhi Jal Board will be strictly scrutinized and checked.

• Rules for new houses, multiplexes, hotels and housing complexes to have water recycling units will be enforced. This water when used in gardens and toilets will save water in large volumes.

• Every housing complex to have compulsory drinking water facilities for the domestic and other helps working there.

• Immediate concrete steps will be taken for the construction of Renuka Dam in the Himachal Pradesh, as provisioned by the Union Government.

• Water will be brought from Munak Canal in cooperation with Haryana Government.

Yamuna River

• Yamuna River is our national heritage. To develop areas around Yamuna & for cleaning of Yamuna River, 'Delhi Yamuna Development Tribunal' to be set up.

• Yamuna to be made totally pollution free in a time bound manner.

• The banks of Yamuna to be developed into beautifully laid out parks for tourism & recreation.

SEWAGE TREATMENT

• Sewage treatment plant will be installed to save Yamuna River from pollution and contamination.

• Participation of common man in the 'Yamuna Bachao Movement' will be ensured.

• Use of modern technology to improve the sewage system.

• Cleaning of Yamuna will be fast tracked

ENVIRONMENT

• Concrete steps towards reducing air, water and noise pollution in Delhi.

• Steps and measures to protect forest land, ridge areas. Afforestation drive to be taken up and planting of new plants to be given importance.

• Historical sites and areas under Archeological Survey of India to be maintained properly and preserve their ancient glory.

• Green area /Green belt to be increased from present 20% to 35% by 2020.

• Concrete solutions to be found for effective waste disposal, cleanliness & sanitation problems.

• All development work taken up will be environment friendly.

• Promotion of floriculture (farming of flowers). Special techniques to be made available for Organic Farming on roof tops.

• Tree Plantation drives to be taken up on regular basis with special emphasis on planting of fruit bearing trees & trees with medicinal properties.

HOUSING

• Low cost housing to be constructed with latest technology for the middle class and lower income groups and easy loans to be made available to them with easy repayment plans.

• Scheme to convert Group Housing Societies from leasehold to freehold.

• Land will be allotted to Registered Group Housing Societies.

Unauthorized Colonies

• Regularization and development of unauthorized colonies. All facilities, similar to the facilities provided to DDA colonies, will be provided

• The fund for the lay-out of these colonies will be granted by Delhi Government and the flats can be registered with the appropriate authorities.

• Community Centres will be constructed on the vacant lands available in these colonies.

Pucca Houses for Jhuggi Dwellers

• Under the dream project of Jan Punarvas Yojana by Shri Atal Behari Vajpayee, multi level housing will be constructed and provided for people residing in jhuggies at the same area – 'Jahan Jhuggi Wahin Makan'.

• These houses / flats will have free potable water supply, subsidized electricity / power supply, gas connections etc. self-employment opportunities will be extended to them through Basti Vikas Kendras.

• Proper toilets to be made in every flat and also public areas, so that no one has to go out in the open.

• The 2 kw limit will be removed for the cards of residents of jhuggi jhopri areas.

Slum Basti

• Special provision will be made for maintenance of Katras.

• The ownership right will be given to the inhabitants of katras.

• Delhi will be converted into a slum free city.

Youth, Skill Development & Employment

• 'Atal Yuva Mission' to be set up to create employment opportunities for the youth.

• Youth training in handicrafts, especially in embroidery etc. Tools to be provided free of cost along with free training.

• The youth will be trained at Centres for learning different languages to be set up such arrangement will provide large scale opportunities to them for employment as tourist guides.

• Demand for domestic helps to manage the household efficiently has tremendously increased on account of the increase in the number of working women in Delhi. To protect the rights, interests and safety of these workers, efforts to meet this increasing demand and safety of these workers will be made.

• Free short-term evening courses for imparting training to needy women for the purpose of proficiency in various household works to them. Such trained women will be registered with the re-training Centres. Their services will be made available at reasonable fees.

• Driver training centres will be opened.

• Delhi to be converted into a wi-fi enabled cyber city in a phased manner.

• Various experimental steps to be taken to involve talented and hard working youth in various vocations and free advice and counseling will also be extended to them.

• On-line courses will be started for working women and housewives so that they can increase their skills.

Senior Citizen: Safety and Welfare

• The pension of all the disabled, widows, homeless women and elderly residing in Delhi will be increased from Rs.1500/- to Rs.2000/- .

• Senior Citizens Committee to supervise the welfare of the elderly in the city.

• Special rebate on the stamp duty, if a property is registered in the name of senior citizen.

• A 'Migrant Commission' to be set up for the benefit of scores of people, who migrate and settle down in Delhi for work and livelihood.

• BJP will invest in building modern age old homes and renovate the old existing ones.

• RWA participation in Government programmes to be enforced.

Deprived Classes/Vanchit Varg

• Differently abled homeless to be given special facilities to live a dignified respectful life.

• Facilities & opportunities like Food, Education, Health facilities, Shelter, employment, self employment etc. to be provided.

• Special facilities to impart education to the Safai Karmcharis. In case of death on duty of any Safai Karmchari, his/her family will be ensured Govt. employment.

• The Eunuch & transgender section of the society to be given ample and equal opportunities of education and employment.

Unorganized Sectors/Labour

• Minimum wages to be strictly ensured for workers in the unorganized sectors.

• The vendors of weekly markets to be allotted permanent space and Identity Cards to be issued to such vendors.

• Space to be allocated for Rerhi/Patari vendors and license will be made easily available to them.

• Free insurance coverage proposed for workers under unorganized sectors.

• We will start a single window clearance for VAT, excise and entertainment tax for women entrepreneurs.

• A loan facility through Delhi Financial Corporation will be extended to women entrepreneurs. Participation will be ensured for women in the Volunteer Organizations.

Minorities

• Training Centres of Proficiency to be opened to train minority workers in various skills and enterprises.

• A Madarsa Board to be set up in Delhi and modern education to be introduced.

• Proper schools and colleges for spread of education in areas with predominantly minority population.

• Religious leaders to be consulted to strengthen the WAQF Board.

People from the North East in Delhi to be protected

• Special Cells in all Police Stations and special 24 hour helpline numbers to be setup for the protection of the North Eastern People living in Delhi. To safeguard the Students of N.E. Origin, special guardianships will be arranged with local families for them.

Justice to the Victims of 1984 Riots

• To get the guilty of 1984 riots punished will be our top priority.

Respectful last rites for all

• Crematoriums and burial grounds to be upgraded & improved. Services of various Social organizations and NGO will be solicited for the same.

• Unclaimed bodies to be given a dignified funeral.

Health Services

• Compulsory health insurance for all residents of Delhi will be introduced with the help of Government.

• All districts would be provided with a 'Trauma Centres' and a scheme of mobile hospitals to take health care to the door-step of the lower income group residents would be introduced.

• Fair Price Medicine Shops will be opened to provide the residents of Delhi, generic medicines at low cost. Generic medicines will be provided to the masses under Government supervision at 50% less price.

• Essential Drug Policy' introduced by Dr. Harsh Vardhan to be implemented again so that every citizen can get 25 essential medicines free during his lifetime. This Act will be implemented in alternate medicines like Ayurveda, Unani and Homeopathy also.

• Local family Clinics to be opened extensively in Delhi and especially in the village areas, to provide quality and inexpensive health care to the local residents.

• Tibbiya College to get University status.

• Ad-hoc and temporary recruitments to be analyzed and reviewed.

• Primary Health Centres and services will be strengthened.

• 15 bed hospitals and ambulance with paramedical staff to be made available at every 5 kms of Delhi.

• Institute of Integrated Medicine to be set up for health care, research and development. Coordination of all streams of medicine like Allopathic, Unani, Ayurveda and Homeopathy, under one roof, for personalized treatment of patients.

• Introduction of private OPD facilities by Government specialists in all Government hospitals from 5 pm – 7 pm in the evenings.

• To ensure that infant mortality rate is brought down from 28 per 1000 to 15/1000.

• Yoga and Ayurveda are ancient Indian civilizational gifts to the mankind. We will encourage public investment in the fields of Yoga and Ayurveda for their research and expansion.

• Introduction of integrated courses for Indian System of Medicine, modern science and Ayurvedic economics. We will set up institutes that will launch an intensive programme on standardization drive for Ayurvedic medicines.

• Will ensure that every hospital having 100-150 bed capacity has an ultrasound & CT scan machines.

• We will work towards strengthening of Delhi Govt's health related schemes like medical insurance, Delhi Aryog Kosh, Delhi Aryog Nidhi, Janani Surakhsa, Maternal Health Scheme etc.

• Central Government's Health Department had introduced Maternal & Child Health Policy and National Mental Health Policy. These policies will be introduced in Delhi as well.

• Efforts would be made to open CGHS/DGHS dispensaries in the rural areas and urbanised villages.

• All India Institute of Homeopathy would be established. Research in Homeopathy would be encouraged.

• Welfare activities would be started for the benefit of workers engaged in the TB and Malaria eradication programmes without break for long period.

• To safeguard the mental and physical growth of the infants due to the presence of the excessive lead in the environment, a 'Childhood Lead Screening Programme' to be started.

Education

• Delhi to be projected as a Knowledge Hub in various ways. Knowledge and education, research and development, life sciences and health related studies, tourism, constructive and creative ventures will be encouraged and promoted.

• An Innovation Council will be set up in Delhi.

• In view of the growing population of Delhi and keeping the requirements of less or under-developed areas of Delhi in mind, special emphasis will be given to opening of adequate number of new schools and colleges.

• Vacant posts in schools, colleges and universities to be filled immediately and enough new hostels for students accommodation to be constructed. Primary importance to be given to opening of Girls' schools and colleges in rural areas. Steps to ensure admission of all children applying for admission in nursery classes by opening more primary schools.

• To avoid bias of any kind, scholarships to be awarded based only on income of the family.

• Importance on providing quality primary education to rural, backward and endangered classes of the society.

• Chapters on conservation of resources like water, electricity, road safety, politics and governance to be introduced in school curriculum. Life skills education, including patriotism will be taught to children, making them more responsive.

• Delhi Colleges to have 85% reservation for students who are from Delhi schools or 4% relief in cut off marks for Delhi students, whichever part of India their families have settled here from.

• Every school to promote and train in traditional Art & Crafts.

• Role of SCERT to be expanded and made more effective.

• All vacant positions of teachers and professors in schools, colleges and universities to be filled immediately and their long ongoing demands related to removal of anomalies.

• Regional literature and regional languages also to be included in Literature courses.

• Punjabi and other regional languages as options will be made available to the students and tutors/teachers will be appointed for the same.

• Infrastructure to be strengthened and upgraded in existing universities. New courses to be introduced in collaboration with top foreign universities, which will enable students of Delhi to get opportunities to go abroad and study and do research at the same fee structure set up by the Government.

• Delhi Government will digitize all the degrees given by the Universities to enable easier verification.

• Garhwali-Kumaoni Academy to be set up.

• Computer terminals and other facilities would be increased in the Libraries and Cluster Library will be established in all the villages.

• Right to Education (RTE) will be strengthened and implementation will be made effective.

• The process of sanctioning education loan to students to be made simpler and repayment terms made easier.

• Various programmes and schemes to be introduced to encourage and attract the younger generations towards careers in science and research & job opportunities will be provided. We will take steps to make the various services in the fields of Biotechnology, IT, Science & Research and Development etc.

• National Modernization Programme for Madrasas will be started.

• New colleges for post-graduate studies will be opened under Guru Gobind Singh Indraprastha University.

• New Medical College in Delhi with 250 seats will be opened.

• New courses in Art, Culture and Films to be introduced in various schools and colleges and an option to study various regional languages besides English and Hindi will be given to students.

• East Delhi to have its own IT Centres at the earliest.

• Delhi will be made the second financial capital of the country on the lines of Mumbai. This will generate thousands of job opportunities for youth.

• Dr. B.R. Ambedkar University will be expanded and will make it affiliating University.

• East and West Campus of Delhi University to be established.

Sports

• Sports University will be set up in Delhi

• Sportspersons to be given attractive career packages with security in their chosen fields and government jobs to strengthen them professionally.

• Sports to be made compulsory in school syllabus. Students will have to qualify in sports exams to be promoted to the next class.

• A new sports stadium to come up in Narela.

• Traditional Indian sports like Kabaddi, Kho-Kho, Malkhamb and Kushti to be encouraged and popularized.

• With the expansion of urban townships, spaces for children to play are diminishing day by day. It will be our endeavor to provide more space for children to play. We will ensure that the existing sports complexes are furnished.

• New residential colonies will have to make provision of sports ground compulsory in the area.

• School and colleges will be provided with all modern sports equipments & facilities. This will help in training players as per International Standards.

Good Governance

• Values of dedication and commitment shall be inculcated in Government employees to improve people's life and also to improve quality and efficiency of public services.

• To ensure proper and efficient use of public funds, Accountability Commission to be set up.

• An easy telephone helpline number will be made available, facilitating reporting of scams.

Let's go with Modi

• Time bound disposal of grievances shall be ensured by setting up of Public Grievance Cells in all Government offices.

• Lokayukta shall be made more effective and powerful.

• Effective implementation of Citizen Charter in all the departments and institutions of Government.

• Right to Service Act to be reviewed.

• Social and environmental audit of all Government schemes and programmes.

• Efforts would be made to protect the interests of contractual workers in different departments like Anganwadis, Asha, DTC and various other departments. Interests of Daily wage workers will be protected.

• Wasteful Government expenditure shall be cut/reduced and the surplus thus generated shall be used for social welfare.

• System of social audit will be established and involvement of NGOs will be encouraged and strengthened.

E-Governance

• Video conferencing facilities from CM Office to communicate centres in all districts.

• Digitalization of all official documents will be given top priority for easy accessibility.

• More and more services will be made online to make Delhi corruption free.

• The tender process will be displayed on websites and tender selection process to be recorded on video in order to ensure corruption-free, transparent and accountable governance.

• Time-bound schemes for legal, administrative and systemic reforms using information technology.

• Records of all the houses and buildings in Delhi to be computerized.

Law & Order

• BJP is committed to ensure justice to all. Justice is delivered and on time. Justice delayed is equal to denial of justice. Therefore, in view of the long list of pending cases, BJP will explore all options within the legal system to fast track these cases.

• A Justice Commission will be immediately set up to find more effective ways for early disposal of pending legal cases, along with more evening courts.

• More fast track courts to be introduced to address heinous crimes like rape and violence against women and special courts for early hearing of cases filed by senior citizens.

• Comprehensive changes will be brought in the Security Commission formed by the Central Government and strengthening law and order in Delhi. Proper representation from all sections of the society and regular meetings of this Commission will be ensured.

• To improve the Judicial system, new judges will be appointed on priority, vacant posts will be filled and new courts will be established.

• A Court Modernization Fund will be created to improve the quality, effectiveness and capability of the courts.

• A system like Lok Adalats or Public courts and Tribunals shall be developed and improved to provide alternate methods of dispute redressals.

• All tribunals to be brought under one roof.

• To improve security of the citizens, civil defence/home guards, and retired defence personnel, volunteers will be activated and trained for disaster and emergency preparedness.

Public Conveniences

• Protect the rights of sanitation contract workers and other similar workers.

• Public conveniences to be made available on priority basis at habitats of economically weaker sections, especially women.

• In view of the fast expanding working population, all markets and crowded areas to have public utilities within a set time frame and expansion/operation of present ones. New toilets to be constructed.

Public Distribution System to be improved

• To improve the effectiveness and accountability of the PDS Scheme, food distribution system, would be completely computerized and made available online. This will help in maintaining the transparency of the same.

Trade and Industries

• Private participation will be encouraged in Orphanages / Juvenile / Delinquent Homes.

• Hi-Tech tourist buses with all utility services to be started to make the tourism experience more attractive.

Municipal Corporations of Delhi

• Municipal Corporations of Delhi to be delegated more powers. Central grants and funds for development to be made more magnanimous. The development plans of Municipal Corporations of Delhi to be made more people centric. For this, various Social Organizations and NGOs to be roped in. Group housing societies to be brought under Municipal Corporations of Delhi & funds to be sanctioned to the corporation for their upkeep and maintenance.

• Permission will be granted to the areas where drains have been covered to use these for weekly markets and as community areas.

• In view of the increasing population of Delhi, a master Parking Plan will be drawn and implemented upon.

• The vacant position in all govt. officers to be filled in by SC/ST/OBC and handicapped candidates and will be given increments and promotion in due course.

• To provide training to differently-abled people to be self reliant.

• A help Centre to be set up to provide tools and aids free of cost to the differently-abled, residing in Delhi.

• BJP will ensure proper and correct utilization of funds, granted for the SC/ST/OBC & Specially-abled people.

• One Lakh dwelling units will be constructed every year for the Middle income groups.
