Executive Summary

Travelling Wheat Seminar (TWS) 2017 was organized by the Pakistan Agricultural Research Council (PARC) in cooperation with Wheat Productivity Enhancement Program (WPEP)- CIMMYT in three parts:

First part during 03-15 March, 2017 from Tandojam to Faisalabad Second part during 02- 06 April 2017 from Chakwal to Peshawar Third part during 15-19 May 2017 Upland areas of Balochistan

The seminar brought together a diverse team of researchers i.e. Plant breeders, Pathologists, Agronomists, Physiologists, representatives from FSC&RD and Agriculture Extension from Punjab, Sind, Balochistan, Khyber Pakhtunkhwa (KP), Azad Jammu & Kashmir and Gilgit Baltistan. It provides a forum to young as well senior researchers to visit general wheat crop, seed companies, National Uniform Yield Trials (NUYT), wheat research experiments conducted at various Stations/Institutes and on farmers' elds across the country. Detail is as follows:

Farmers interviewed: > 100 Districts covered: 39(Sindh=11 & Punjab = 15, AJk= 1, KP= 5 and Balochistan=7)

Research Institute/Centers visited: 23 Seed Companies visited: 6 (Public: 1 and Private: 5) NUYT Trials observations: 26

In addition, the group also noticed the production technologies being adopted by progressive and resource poor farmers, collected disease incidence data of general elds and NUYTs across various ecologies in the country.

Observations

The observations made by this diversied group are as follows: Overall, wheat crop condition is satisfactory in Sindh, Punjab, Plain and upland areas

of Balochistan and KP Enhanced timely planting (In Month of November).

Cultivation of approved varieties at large scale was noted in Sindh and Punjab - effective role of Punjab based private seed companies and Seed Corporation (PSC).

In KP mostly farmers are relying on Punjab based seed companies. The climatic conditions remained conducive which has positive impact on wheat

grown in cotton and rice belt. Global warming is pushing the normal date of planting further towards the month of December.

Enhanced use of balanced fertilizer (particularly by progressive farmers) due to timely availability of fertilizers at prices xed by the Government, announced in kissan package.

Weeds infestation was medium to high in Sindh, Balochistan and KP despite herbicides use by the farmers.

Weeds control in Punjab was observed to be better as a result of Weed Eradication Campaign by the Govt. of Punjab.

Non availability of timely rain in rain fed areas reduced acreage in Punjab as well as in KP.

Due to the change in weather, considerable increase in plant height of wheat was observed across the country which predisposes to lodging.

· About 60% area in Sindh is covered by TD-1 and varietal constraint has been observed in this province.

Purity of varieties in Punjab is much better than other provinces.· In Punjab Punjab Seed Corporation (PSC) is much active but in other provinces seed

production system is not properly functional. Shift in climatic conditions resulted in emergence of disease pathogens such as stripe

rust in Sindh, which is alarming. · Active involvement of Punjab extension department in weeds eradication and

production technology transfer among farmers was noted and appreciated. Water saving is very essential through promotion of water saving techniques in

upland Balochistan.

Requires Development of new wheat varieties according to the different ecological zones of the Balochistan province.

Pakistan Agricultural Research Council (PARC) in cooperation with International Maize and Wheat Improvement Centre (CIMMYT) through Wheat Productivity Enhancement Program (WPEP) organized Travelling Wheat Seminar (TWS) 2017 in three parts.

· The rst part started on March 03, 2017 from Tandojam and which covered areas of Sindh, plain parts of Balochistan and South & Central Punjab concluded on March 15, 2017 at Faisalabad.

· The second part was commenced on April 02, 2017, covering areas of Azad Jammu & Kashmir, Northern Punjab and Khyber Pakhtunkhwa, and concluded on April 06, 2017 at the National Agricultural Research Centre (NARC) Islamabad.

· The third part was commenced on May 15, 2017 from Quetta and concluded on May 19, 2017 which covered upland parts of Balochistan.

Travelling Wheat Seminar-2017 was inaugurated by Chairman Pakistan Agricultural Research Council Dr Yusuf Zafar T.I. at Nuclear Institute of Agriculture (NIA) TandoJam Sindh on March 4, 2017.

A diversied group of Scientists i.e. Agronomists, Pathologists, Physiologists and Plant

Breeders belonging to various agricultural research establishments of Punjab, Sindh, Khber Pakhtunkhwa, Balochistan, Azad Jammu &Kashmir and Gilgit Baltistan (GB) attended that session. Moreover, Senior Ofcials from PARC Islamabad, AARI Faisalabad and Nuclear Institute for Agriculture (NIA) Tandojam, Progressive Farmers of Sindh Province and representatives from international centers (USDA, CIMMYT and ICARDA) were also gathered on this occasion.

Dr Yusuf Zafar , in his inaugural address commended the importance of this activity given T.I.

that wheat has prominent position in the context of food security. Chairman PARC emphasized the participants of the seminar to clearly identify the different researchable issues of wheat crop so that the yield gap can be minimized. Such technologies need to be developed which should improve the farmer income, save water, improve the quality of product, improve soil health and control of pests and diseases in friendly environment. He urged the participants to accomplish the aims and objectives of this seminar.

Dr. Ghulam Muhammad Ali, Member Plant Sciences Division, PARC highlighted the objectives of the Travelling Wheat Seminar.

In the inaugural ceremony Syed Nadeem Shah, Dr Imtiaz Muhammad and Dr Abid Mahmood, Country Representative CIMMYT Pakistan, Vice President of Sindh Abadgar Association and Director General Agricultural Research Punjab also highlighted the role of TWS in wheat R&D. Dr. Nazir Ahmed, Director NIA, Tandojam in his vote of thanks appreciated PARC for conducting such activities and the participants, coming from remote areas of the country for their presence. More than 40 participants took part in Travelling Wheat Seminar (TWS) 2017. The ofcials of the Agricultural Extension Department and FSC&RD also joined the group at their respective districts in all provinces.

The objectives of this TWS were to:

· Integrate research activities of institutes in National Agricultural Research System (NARS).

· Strengthen research coordination among NARS partners.

· Observe the overall wheat crop condition in the country.

· Observation of NUYT Trials.

· Keep an eye on emerging or re-emerging threats or researchable issues.

· Develop capacity of the young participating scientists.

The TWS team, comprised of Plant breeders, Pathologists, Agronomists, Physiologists, representatives of Federal Seed Certication & Registration Department (FSC&RD) and Agriculture Extension from Punjab, Sind, Baluchistan, Khyber Pakhtunkhwa and Azad Jammu & Kashmir, travelled through main wheat growing parts of the country, observed

crop condition, noticed production technologies adopted by both progressive and resource poor farmers, collected data for agronomic traits and disease incidence of National Uniform Yield Trials (NUYT) across various locations in the country.

The participants of TWS travelled through Hyderabad, Tandojam, TandoAllahyar, Umerkot, Mirpur Khas, Mitiari, Shaheed Benazirabad, Sakrand, Noshero Feroze, Larkana, Sukkur and Ghotki districts in the province of Sindh; Jafarabad, Naseerabad and Usta Mohammad areas in the p la ins of Balochistan; Rahim Yar Khan, Bahawalpur, Vehari, Multan, Khanewal, Sahiwal, Fa i sa labad , She ikhupura , Lahore , Gujranwala, Norowal, Sialkot, Chakwal, Rawalpindi, Attock districts of Punjab; Mirpur area of Azad Jammu & Kashmir and Islamabad Capital Territory; Nowshehra, Peshawar, Charsada, Mardan and Sawabi districts of the Khyber Pakhtonkhwa and Quetta, Pashin, Loralai and Ziarat upland parts of Baluchistan.

TWS team visited different seed companies and Research Centres/ stations working on the wheat research and varietal development in Sindh, Punjab, KP and Balochistan. The participants also held in depth on-farm discussions with the management of following seed companies regarding various

CROP CONDITION

The following observations were recorded on crop conditions during travelling.

Overall , wheat crop condition was satisfactory in the Sindh, Punjab and Plain areas of Balochistan and KP. Generally timely planting was reported (In Month of November). Cultivation of approved varie-ties at large scale was noted in Sindh and Punjab. It showed that the private seed companies and Punjab Seed Corporation (PSC) are playing their role effectively. However in KP mostly farmers are relying on Punjab Seed Companies though some farmers are not properly managing wheat crop. The climatic conditions remained conducive for production. In cotton and rice belt the climate change has positive impact on as timely wheat cultivation due to the harvesting of rice and picking of cotton early in this belt. Enhanced use of balanced fertilizer was noted due to timely availability of fertilizers at prices xed by the Government announced Kisan Package. Weeds infestation was medium to high in Sindh, Balochistan and KP despite herbicides use by the farmers whereas the weeds control in Punjab was observed to be better as result of Weed Eradication Campaign by the Govt. of Punjab. Active involvement of Punjab extension department in weeds eradication and production technology transfer among farmers was noted and appreciated. Due to unavailability of timely rain in rain fed areas a considerable acreage could not be planted in Punjab as well as in KP. Due to the change in weather, considerable increase in plant height of wheat was observed across the country which predisposes to lodging. Shift in climatic conditions resulted in emergence of disease pathogens such as stripe rust in Sindh, which is alarming.

Varietal Diffusion

Sindh

TD-1 is main dominant variety being grown in Sindh followed by Kiran-95, TJ-83, NIA-Amber Benazir, Imdad, Khirman, SKD-1, Moomal, NIA-Sunhari and NIASaarang. NIA-Sunder, Sassui, Hamal, Sarsabz, Mehran, NARC-2011, and Zincol 2016 were also found in some specic areas of the province in patches. Punjab varieties such as Faislabad-08, Glaxy, Abdul Sattar, and Saher 2006 were found in Ghotki district and adjacent areas. In Shikarpur and Jacobbad Thori called “Desi Variety” was planted which is low yielding. Varietal diffusion is good in Umerkot area where ve to six varieties were found growing in balanced proportion which is good. However, most of the farmer using their own saved seed which was not upto standard.

Balochistan

TD-1, Faislabad-2008 Galaxy, Saher-2006 and Abdul sattar was found dominating varieties in the area visited. Aaas, Kiran-95, NIA-Amber were also reported in the eld. Extension persons had reported that they are disseminating seed of disease resistant varieties such as Benazir, NIA-Saarang, NARC-11, and NIA-Sunhari in Balochistan wheat belt. In upland areas of Balochistan maximum area (42.0%) was under wheat variety Zardana, while other wheat varieties i.e. Bhakkar, Zarghoon.

Punjab

Galaxy was found main dominating variety followed by Faisalaad 2008, Saher-2006, Punjab -11 and Abdul Sattar. Aaas, Millat, Miraj, NARC-2011 were also found in some area of the province The seed availability in Punjab was better as compared to other provinces. Punjab Seed Corporation and other private seed companies produced sufcient amount of seed for farmers to meet their requirements.

Khyber Pakhtunkhwa

Varietal diffusion in KP has changed little bit. Last year Galaxy was dominating Variety, now Faislabad-2008 Saher-2006, Glaxy and Pirsaabak2013 was found dominating varieties in the area visited. However 67% of the KP area is rainfed, there was none of the recommended variety was found growing in large area in rainfed area.

Crop Stand

Sindh

Most of the eld of lower Sindh that is in Tando Allah yar, Mirpur Khas, Umerkot, Hyderabd, Sanghar, Matiari and in central Sindh, Shaheed Benzeerabad, Nausheroferoz and Khairpur, the crop has matured two to three week earlier due to heat stress which can negatively affect yield. Crop condition seems more affected due to heat stress than last year. This year crop condition is better than last year in upper Sindh, Sukkur, Shikarpur, Larkana and Ghotki areas. Yield production gap is higher in Umerkot and Shikarpur area of Sindh Province which can be minimized by using proper package of technology from soil preparation, Quality seed and planting of recommended varieties such as drought tolerant varieties.

Balochistan

Overall crop stand was good than last year in Balochistan, weeds were less in the area visited. Crop was at grain lling period. However there is great yield gap in Balochistan area.

Punjab

Overall, crop stand was good in Punjab, weeds were well controlled. However wheat area in Rahim Yar Khan has decreased due to planting of sugarcane. Crop was at grain lling period. In rice belt area near Narowal and Sialkot the crop condition was good. Lodging this year in Punjab and in other province is negligible as compare to last year.

Khyber Pakhtunkhwa

As most of the area of KP is rainfed. There is no timely rain at sowing and at grain lling stages of crop. Hence area of wheat has reduced in this belt. Grain yield is also likely to reduced. However crop condition in irrigated area of KP like Charsadah, Mardan and Sawabi is satisfactory.

Agronomic practices and technology adaptation

Sindh

Weed problem in Sindh has increased than last year may be due to climate change or weedicide spray at improper stage can be the main reason of increase in weeds. Awareness compain may be launched to control weeds at farmers eld. Still traditional method of broadcasting is preferred by the farmers. At some eld relay, ridge, bed and drill sowing were also observed.

Intensive cropping such as wheat with sugarcane, Onion with sugarcane is being practiced at various farm which is good sign for income increase and adaption of new technologies to feed increasing population. Sugarcane area is increasing in Ghotki district where wheat area is reducing. Imbalance use of fertilizer was more in Sindh Province especially high input of Nitrogen fertilizers were found common. However, micronutrient and foliar nutrient spray has been increasing in Sindh and no doubt it has apparently helped plant growth and stands but its use should be judicious and should be with the suggestions of nutrient experts.

Balochistan

Zero tillage was adapted in some part of Balochistan for sowing of wheat crop timely immediately after rice harvest. Fertilizer use was less as recommended. There was shortage of irrigation in most of the areas. Land leveling was also other issue affecting imbalance supply of water and fertilizer.

Punjab

Balance use of fertilizer, irrigation and land preparation, soil fertility maintenance were the main factor that would contribute better crop yield in the Punjab. Tube well was also helping farmers not to miss irrigation on critical growth period. However, farmer’ in Rice belt need different production technology than irrigated eld.

Khyber Pakhtunkhwa

Weed control is less here in irrigated areas. Where as in rainfed areas weeds were less due to availability of water. There was no proper production technology package was followed as recommended by scientists for sowing. Fertilizer application, weedicide spray was not done at proper stage or delayed. There is big gap for land preparation to proper selection of seed, timely sowing, fertilizer and irrigation management, weed control all key factor need to be managed on time to increase productivity.

Disease situation in wheat growing areas and National Uniform Yield Trials

Surveillance and monitoring of wheat diseases especially wheat rusts in eld conditions was important part of travelling wheat seminar. During rst part of TWS 2017, NUYT trials, farmer elds and seed multiplication plots of seed companies were visited to assess wheat crop in Sindh, Balochistan, Southern and Central parts of Punjab. In southern parts of Sindh province the prevalence of leaf rust was more as compared to yellow rust. The severity of leaf rust in NUYT trials ranged from traces to 60S. A maximum of 35 NUYT entries showed leaf rust symptoms at NIA Tandojam followed by 34 entries at Hyderabad, Umerkot area. In farmer eld leaf rust up to 70S was observed on commercial varieties. The incidence and intensity of yellow rust was more in Central and Upper parts of Sindh. Yellow rust up to 80S was observed on commercial varieties in Saleh Pat area in District Sukkur. In Balochistan areas leaf rust and yellow rust were observed in the farmer elds but its incidence and severity was in traces. In Punjab areas wheat crop was relatively late than in Sindh and Balochistan. The prevalence of yellow rust was more than leaf rust in the surveyed areas of the province. Total of 36 NUYT entries were found infected at Kot Naina area in District Sialkot. Similarly a severe attack of yellow rust was observed in farmer eld in Hazabad area where yellow rust up to 80S was recorded. In this wheat season a uniform occurrence of loose smut of wheat has been

observed in NUYT entries and farmer elds. The wheat crop in Sindh province had attained its maturity and was ready for harvest therefore the impact of wheat diseases on its yields would not be signicant. However the cultivation rusts susceptible varieties in the area is a major concern. Such varieties favor the build up and proliferation of rust inoculum. In the surveyed areas of Punjab, overall crop condition is good and presence of wheat rust will not affect the production of crop in this season. The major problem in this province is the presence of rust susceptible varieties in eld. Therefore the areas of such varieties in both provinces may be limited to ensure disease free and sustainable wheat production in the country.

The second part of the travelling wheat seminar stated in the rst week of April 2017.The main objective was wheat crop assessment in upper Punjab, Islamabad, AJK and KP. In Mirpur area of AJK crop was mature but the incidence of yellow rust was maximum (90%) with a severity of 80S at Dhoke Awan Mangla area, whereas a trace incidence of leaf rust was noticed in the same eld. Apart from wheat rust the occurrence of FHB like symptoms, especially pinkish discoloration on spikelet, were also observed in the elds. In Punjab area NUYT trials at BARI Chakwal and BARS Fateh Jhang were visited. The yellow rust was less at BARI Chakwal than at BARS Fateh Jhang where 25 NUYT entries showed YR symptoms. Loose smut was observed on four entries each at both locations. While in the farmer elds yellow rust up to 50S with 60% incidence on commercial varieties or their mixture was noticed. However there was no attack of leaf rust was observed in farmer elds in surveyed areas of the province. In KP NUYT trials at ve locations i.e. CCRI, NIFA, AUP, BARF Charsada and SCRI Mardan were visited. These places are very important to screen the wheat material in eld conditions against yellow rust. This will also help wheat breeders to select disease free genotypes under a high disease pressure. All the surveyed areas of KP were free from Leaf rust however loose smut of wheat was observed at every location of NUTY in KP. The overall severity of YR in NUYT trials was RMR-80MSS.The cultivation of disease susceptible varieties at farmer led and even at the farms of R&D organizations in the surveyed areas is a major concern. Such varieties help the pathogens to mutate and threat the existing sources of resistance. The areas under these varieties must be replaced by new varieties with good potential of rust resistance. Therefore the provision of good quality agri- extension services to educate the farmers in this regard must be ensured. In NUYT most of varieties were found lodged where crop was irrigated and storm and high wind affected that crop. Variety Punjab-11 was tolerant to lodging . Loose smut was observed occasionally on some candidate lines however intensity was low as compared to last year.

Aphids were also seen on candidate lines with higher intensity in Southern Part of Pakistan. Barley yellow dwarf virus was most prominent on various candidate lines in KP province. Most of the trials were timely planted, with few exceptions, covering various crop rotation patterns such as cotton-wheat in Sindh and south Punjab, Mungbean – wheat in arid zone, Rice – wheat in Punjab, Maize – wheat in KP and Fellow – wheat in rainfed areas of Pakistan.

Farmers Interviewed

During Travelling Wheat Seminar (2016-17) total 110 farmers were interviewed regarding wheat crop production and different issues related to this crop. Forty ve farmers from Sindh, 52 from Punjab, 9 from Balochistan and remaining from KP and AJK were interviewed. The following observations were made regarding the different aspects of wheat crop production.

Seed Rate

The survey showed that the 50% farmers using 50 Kg/acre seed rate for wheat in all provinces but some farmers are using 60Kg and 40-50Kg.

Sowing Time

About 80% sowing of wheat was completed in growing areas of Sindh, Punjab, Balochistan and KPK in Month of November followed by some area was sown in November-December.

Sowing Method

Survey Showed that about 80% farmers use broadcast method for wheat sowing in Sind, Punjab, Balochistan and KP but in AJK 50% broadcast method was used and 50% with drill the sowing was completed.

Wheat Varieties in Field and their Performance

The TWS team observed the major wheat variety is TD-1, followed by Kiran-95 and Bainazir-13 etc. Other wheat varieties include Sarsabz, NIA Amber, AS-2002, Sehar-2006, T.J-83, Galaxy-13, Chaghi, etc. in Sind. In Punjab province, Faisalabad-08, Galaxy-13, Ujala-16, Johar-1, Gold-16, Sehar-2006, AS-2002, Aas-11 were planted. In last season the yields of different wheat varieties in Punjab province varied from 25-60 maunds/acre. In plain areas of Balochistan TD-1 variety was main variety in eld while in upland Balochistan was Zardanasa with average yield 40 maunds/acre In A.J.K during the cropping season 2015-16, the dominant wheat varieties were Faisalabad-2008 and Sehar -2006, while during the cropping season 2016-17 the dominant wheat varieties were Faisalabad-2008 and Galaxy-2013 with 40-45 maunds/acre yield.

Fertilizers Use

The average application of DAP increased during cropping season 2016-17 as compared to 2015-16 in whole country, however a little changes were observed in the use of Urea.

Fertilizers Prices

As Kissan Package announced by the Government of Pakistan, the survey showed that in all the provinces, farmers had purchased all types fertilizers like DAP, Urea, Nitrophos and Potash etc. on less prices during the cropping season 2016-17 as compared to the cropping season 2015-16. .

Weed Infestation

The interviews of the farmers indicated that weed infestations in different visited areas varied from eld to eld ranging from low to medium to high. The eld visits in the different areas showed that on overall basis by the use of weedicides, weed infestation was less in all the areas but still there were many elds in all the provinces, where weed infestation especially Phalarous Minor and Avena Fatua were obvious.

Water Aapplication and its Source

Three different kinds of water resources are commonly used for wheat crop in the irrigated areas of Pakistan. These resources include canal irrigation, tube well irrigation and canal + tube well irrigations. The availability of water through canals varies from area to area. In rain fed area of Potohar, 87.5% of the wheat crop is planted under rain fed condition, while 12.5% of the wheat crop is planted under irrigated condition. In Upland areas of Balochistan, 85.7% of the farmers use Solar system installed tube wells for the irrigation remaining area plantation depends upon the rain.. In the different visited areas of KP, all the farmers using canal water. The number of irrigations applied ranged from 1 to 2. Number of irrigations applied varies from eld to eld and area to area. The team observed that the number of irrigations is more than optimum numbers to wheat crop in some areas. The application of optimum number of irrigations not only helps in getting the maximum wheat crop yield but can also save the precious fresh water.

Farm Mechanization

Total 110 farmers were interviewed and observation was recorded that the 65% farmers have their own farm machinery in Sind, Punjab and Balochistan while in KP and AJK 100% own machinery. 28% to 75% farmers told that they use rented machinery.

Labor Use Trend

26% labor is needed on planting, at the time of irrigation as well as at the time of harvesting in Sind. In irrigated areas of Punjab 24.39% labor is needed on all main farm operational stages while in rain fed area of Potohar about 100% of the farmers carrying out all the farm operations of wheat crop production by their own but they need labor at harvesting time. In plane areas of Balochistan, 50% of the farmers do all the farming and all related farm operations by their own, while remaining 50% of the farmers need labor on only on harvesting stage. In Upland areas of Balochistan, 28.6% of the wheat crop is planted on shared basis The survey shows that in KP, along with their own self, all the farmers also use labor to carry out the different farm operations,

The surveyed farmers of all the provinces told that they were getting maximum information from the all three sources like Agriculture departments, fellow farmers print media as well as T.V/ radio.

CONCLUDING SESSION

In general, the travelling wheat seminar was very useful activity and allowed participants to gain knowledge on wheat research and breeding activities being undertaken by NARS partners. The seminar enabled participants' especially young scientists to improve their knowledge, communicate and discuss wheat production issues, enhance collaborations and strengthen international and national coordination. The TWS 2017 was concluded at the National Agricultural Research Centre (NARC) Islamabad Auditorium on 06-04-2017. Dr. Yusuf Zafar, T.I. Chairman PARC, chaired the session. Dr. Muhammad Imtiaz, CR CIMMYT and Dr. Ghulam Muhammad Ali, Ex-Member Plant Science Division were present at stage. The session was started with the recitation from the Holy Quran. After recitation Dr. Atiq ur Rehman Rattu, National Coordinator Wheat, presented the brief introduction and objectives of the seminar. He explained the areas visited and various aspects like crop assessment, rust status, crop management practices and constraints to a wheat grower in the country. He also summarized the observations of the seminar's participants and put forth the suggestions to combat various constraints. The Chair appreciated the efforts of the participants of the seminar and said Fertilizer application to the crop was enhanced through subsidized price by the government but still the balanced doses of fertilizers were not applied by most of the farmers. Seed act and breeders right act has been approved in the previous year but regulatory bodies for the implementation of these rules must be strengthen to play their role. He also emphasized to check the quality of pesticides and the varieties should penetrate into the farmer eld at a considerable area with increased life span. At the end certicates were distributed to the participants of the seminar and the concluding session was formally closed.

In the concluding session following RECOMMENDATIONS were made:

· Need to have varietal seed multiplication on proportionate basis. Moreover, Sindh Seed Corporation needs to be revitalized.

· Public- private entrepreneurship should be encouraged to promote quality seed production on commercial scale.

· Research is needed regarding the improvement of moisture conservation and water use efciency.

· There is dire need to have check and balance system in agricultural weedicides. · There remained no specic zone for rust attack across the country. Hence, the lines

must be resistant to all types of rust.· Discourage the conversion of Agricultural land into residential colonies to ensure

availability of cultivable lands.· Water saving along with the construction of dams, other water saving techniques

must be promoted in upland Baluchistan.· Strengthening of testing of trials on provincial basis and varieties should be released

through provincial seed council.
