The Kastelholm Talks on Peace 28.3.2019

When the Åland Islands Peace Institute organises Kastelholm talks on peace for the fifth time, the theme is"Democracy, participation and the role of civil society". The Kastelholm talks are recurring discussions aboutpeace, under the patronage of the former President of Finland, Tarja Halonen. The talks are always held inconnection with Åland's demilitarisation day, which is 30 March. The talks of 2019 will be held on Thursday, 28March. The moderator will be the Peace Institute's Director, Associate Professor Sia Spiliopoulou Åkermark.

This year’s panel consists of Ms. Maud Olofsson, former Minister for Enterprise, formerMember of Parliament and Deputy Prime Minister of the Swedish Government; Mr. PärStenbäck, former Minister of the Finnish Government, former Member of Parliament andParty Chairperson of the Swedish People's Party; Ms. Li Bennich-Björkman, Johan SkytteProfessor of Eloquence and Political Science, affiliated with the Institute for Russian andEurasian Studies at Uppsala University and Mr. Göran Djupsund, Professor of PoliticalScience, election commentator in Finnish-Swedish television and former Principal of ÅboAkademi University in Vaasa.

The Kastelholm talks are held in Swedish and consist of two parts:Firstly, a panel discussion is held at the castle of Kastelholm where the panel discusses this year’s theme.Secondly, the discussion continues in round table form at nearby restaurant, Smakbyn.

The audience consists of a hundred invited guests from the region, there are also a number of open seats to whichinterested parties can register.

Temat för 2019 års Kastelholmssamtal är "Demokrati, deltagande och det civila samhällets roll".Kastelholmssamtalen är återkommande samtal om fred, under beskydd av Finlands tidigare president TarjaHalonen. Samtalen hålls alltid i anslutning till Ålands demilitariseringsdag, som är den 30 mars. Samtalen 2019hålls torsdagen den 28 mars. Moderator för samtalet är fredsinstitutets direktör, docent Sia SpiliopoulouÅkermark.

Armed conflicts in various parts of the world are often in focus in the media, not least the wars in Afghanistan,Syria and Yemen. It is easy to get the impression that the conflict situation in the world is continously worsening.Is this correct? What was the situation in 2018, and what conflict trends can we see over time? Are there rays ofhope?

Marie Allansson, Information Officer at the Department of Peace and Conflict Research at UppsalaUniversity, talks about conflict trends, based on the university's database on conflicts in the world (UppsalaConflict Data Program). Moderator is the Peace Institute's director Sia Spiliopoulou Åkermark.

Marie Allansson, informatör vid institutionen för freds- och konfliktforskning vid Uppsala universitet,berättar om konflikttrender, utifrån universitetets databas om konflikter i världen (Uppsala Conflict DataProgram). Moderator är fredsinstitutets direktör Sia Spiliopoulou Åkermark.

Open Lecture 7.3.2019: Higher Education and RegionalDevelopment Outside of the Cities

This afternoon there will be an open lecture on "Higher Education and Regional Development Outside of theCities: Conditions and Challenges of Our Time". Speaker is Peter Aronsson, the Rector of LinnaeusUniversity in Sweden.

Professor Peter Aronsson visits the Åland Islands at the initiative of the Åland Government and the ÅlandUniversity of Applied Sciences. The lecture is also part of the network for sustainable knowledge developmenton Åland (the so-called KUT-network), which was brought forward by the Director of the Peace Institute, SiaSpiliopoulou Åkermark, and representatives from Åland University of Applied Sciences, Statistics and ResearchÅland (ÅSUB), Åland Maritime Museum, and the Åland Government.

The network published a debate article in the Ålandic newspapers in October 2018, where the aim was tohighlight the importance of a long-term investment in the development of research and project structures in orderto strengthen the knowledgebase and, in the long run, Åland's attractiveness.

The lecture is open to the public and no pre-registration is required.

I eftermiddag föreläser Peter Aronsson, rektor för Linnéuniversitetet i Sverige, om "Högre utbildning ochregional utveckling utanför storstäderna: förutsättningar och utmaningar i vår tid".

Professor Peter Aronsson besöker Åland på initiativ av Ålands landskapsregering och Högskolan på Åland.Föreläsningen är en del av nätverket för hållbar kunskapsutveckling på Åland (KUT-nätverket), vilket initieradesav direktören för Ålands fredsinstitut, Sia Spiliopoulou Åkermark, och representanter från Högskolan på Åland,Ålands statistik- och utredningsbyrå (ÅSUB), Stiftelsen Ålands sjöfartsmuseum och Ålands landskapsregering.

Nätverket publicerade en debattartikel i Ålandstidningen i början av oktober 2018 med syfte att belysa vikten aven medveten och långsiktig satsning på utveckling av strukturerna kring forskning och projektutveckling för attstärka kunskapsgenereringen och i förlängningen, Ålands attraktionskraft.

Föreläsningen är öppen och det krävs ingen föranmälan.

”Countries without Armies”

In countries where the military is a significantpart of the national identity, social control anddefense, the idea of the absence of militarymay seem strange. Hence, demilitarised areasand countries without a military can illustratethe potential function of a non-military state.

On 18-20.3.2019, Åbo Akademi University inVaasa in collaboration with the organizationCenter for Global Non-killing holds theconference "Countries without Armies". Theconference is a follow-up on the bookNonkilling Security and the State developed byCGNK's Nonkilling Security ResearchCommittee. There will be presenters fromCosta Rica, Switzerland, Lesotho, SouthAfrica, the United States, Spain and the ÅlandIslands.

Sia Spiliopoulou Åkermark participates andspeaks on "Demilitarisation as aninternational and regional tool: Experiencesfrom the Åland Islands".

I länder där militären är en betydelsefull del avden nationella identiteten, sociala kontrollenoch försvaret kan idén om avsaknad av militärverka underlig. Demilitariserade områden ochländer utan militär kan dockfungera som exempel på hur icke-militärastater kan fungera.

Den 18-20.3.2019 anordnas konferensen”Countries without Armies” av Åbo Akademii Vasa i samarbete med organisationen Centerfor Global Non-killing. Konferensen är enuppföljning till boken Nonkilling Security andthe State framtagen av CGNKs NonkillingSecurity Research Committee. Deltar görpresentatörer från Costa Rica, Schweiz,Lesotho, Sydafrika, USA, Spanien och Åland.

Sia Spiliopoulou Åkermark deltar och talar omdemilitarisering som ett internationellt ochregionalt verktyg, med utgångspunkt i falletÅland.

The Åland autonomy presented at seminar in Belgium

On 15-19.1.2019, the Head of Information of the Peace Institute, Susann Simolin, participated in thecolloquium ”100 years after the Paris Peace Conference - A comparison of four regions” at the Parliament of theGerman-speaking Community in the city of Eupen, Belgium. The colloquium was held on the occasion of the100th anniversary of the peace in Versailles and centered around four regions where borders shifted after the firstworld war, with linguistic minority situations as a consequence. Simolin talked on "The Åland Islands and their

particular position in Finland", and listened to presentations on Alsace, South Tyrol and Belgium’s German-speaking Community. Among the other speakers and panelists were Professor Francesco Palermo, EURAC,South Tyrol, Italy, Professor Jean-Marie Woehrling Alsace's Cultural Center and the Institut de Droit localAlsacien-Mosellan, as well as the Speaker of the Åland Parliament, Gun-Mari Lindholm.

Simolin also had meetings in Brussels, among others with the director of the European Peace Institute MichaelKeating, the German-speaking community in Belgium consul in Brussels Yves Kreins, the Head of theRepresentation of the Faroe Islands in Brussels, Elin Mortensen and the Government of Åland's Special AdvisorJulia Lindholm.

Ålands självstyrelse presenterades på seminarium i Belgien

Den 15-19.1.2019 deltog fredsinstitutets informationsansvariga, Susann Simolin i konferensen ”100 yearsafter the Paris Peace Conference - A comparison of four regions” som ordnades av parlamentet i dentyskspråkiga gemenskapen i Belgien. Seminariet hölls med anledning av 100-års jubileet av freden i Versaillesoch behandlade fyra regioner där gränserna ändrats med nya språkliga minoritetssituationer som följd.Konferensen fokuserade på utvecklingen av regional självstyrelse på Åland, i Alsace, i Sydtyrolen och i dentyskspråkiga gemenskapen i Belgien, ur ett jämförande perspektiv. Simolin talade under rubriken "The ÅlandIslands and their particular position in Finland". Bland de övriga talarna och paneldeltagarna fanns ProfessorFrancesco Palermo, EURAC, Sydtyrolen, Italien, professor Jean-Marie Woehrling Alsaces kulturcentrum ochInstitut de droit local Alsacien-Mosellan samt Ålands lagtings talman Gun-Mari Lindholm.

Simolin deltog även i möten i Bryssel tillsammans med direktören för Europeiska fredsinstitutet MichaelKeating, Tyskspråkiga gemenskapens i Belgien konsul i Bryssel Yves Kreins, chefen för Färöarnasrepresentation i Bryssel, Elin Mortensen och landskapsregeringens specialrådgivare Julia Lindholm.

Lunch Seminar on the qualities of the Åland AutonomyOn January 23, 2019, Professor Jan Sundberg spoke under the heading "The qualitites of Ålandautonomy". The lunch seminar attracted a record audience, almost 100 people.

Seminars and lectures

On 14.2.2019 the director of the Peace Institute, and associate professor in international law Sia SpiliopoulouÅkermark, talked on "Minorities on the Border between International and Constitutional Law" at StockholmCenter for International Law and Justice at Stockholm University. The day after, 15.2.2019, SpiliopoulouÅkermark participated in a symposium at the Swedish Collegium for Advanced Study (SCAS) at UppsalaUniversity where she talked on "Universality and Particularity in Law – What ways ahead?".

Visitors26.2.2019 The Peace Institute arranged a workshop forprospective certified guides of the ÅlandIslands, of about 20 people. The afternoonconsisted of a presentation of the Institute andan introduction to the Åland example.

28.2.2019A group of committed students, studying aclass on sustainability at Åland lyceum,visited the Peace Institute. Petra Granholm,deputy mediation officer at Åland's mediationagency, gave a presentation of the PeaceInstitute and the Mediation Office along withits stance on sustainability. It was followed byan active discussion on the topic with thestudents.

Besökare26.2.2019Fredsinstitutet anordnade en workshop förblivande Ålandsguider, omkring 20 personer.Under eftermiddagen gavs en presentation avinstitutets verksamhet och en introduktion omÅlandsexemplet.

28.2.2019Fredsinstitutet fick ett trevligt besök avmycket engagerade studenter från Ålandslyceums hållbarhetskurs. Petra Granholm,vikarierande medlingsansvarig på Ålandsmedlingsbyrå, presenterade Fredsinstitutetsoch medlingsbyråns verksamheter och desshållbarhetsarbete. Presentationen följdes av enaktiv diskussion med studenterna om miljöoch hållbarhet.

Interns

Mirjam Granström is a research intern at thePeace Institute from March to May. During herinternship she will assist in the development ofnew research projects and preparation of thee-journal “JASS”. Her desire to help peoplearound the world combined with her interest inlaw and different cultures led to studies inInternational law at Åbo Akademi University,with the focal point on Human Rights law andRefugee law. She is currently writing hermaster thesis focusing on asylum and forcedmarriage.

Linn Simonsson is doing her ERASMUS+internship at the Peace Institute, from Februaryto June. Linn is enrolled in the Master'sProgram in European Studies at GothenburgUniversity which is interdisciplinary with afocus on legal, political, cultural and socialaspects of contemporary Europeandevelopment and integration. During herinternship she will amongst other things, assistwith the Kastelholm Talks on Peace.
