WHOWE ARE

Based in Turin, Italy, the United Nations System Staff College(UNSSC) is the primary provider of inter-agency trainingand learning within the UN system. Its main objective hasalways been to promote and support UN inter-agencycollaboration and increased operational effectivenessof the system as a whole.

The College conducts a variety of learning and trainingactivities, in Turin as well as at the regional and country level.All such programmes are conducted on an inter-agencybasis and are effectively a blend of four different elements,combined according to requirements:

• Leadership for the 21st Century: Strengthening leadershipcapacity within the UN system is a principal missionof the Staff College.

• Collective Processes: Taking the United Nations DevelopmentGroup (UNDG) policies as its starting point, the Collegehelps managers make effective use of the various instrumentsand processes at the disposal of UN Country Teams.

• Emerging Issues: The College conducts a varietyof programmes which explore current or emerging issues,such as climate change, disaster preparedness and conflictprevention. These are enriched by the interdisciplinaryapproach inherent to inter-agency discussions.

• Knowledge Management: The College seeks to harnessthe power of the internet, through e-learning modules,web-based communities of practice, and other toolsto enhance knowledge sharing, team work and overallsystem performance. It also trains and maintains a cadreof trainers throughout the UN system.

In 2010 alone, its services reached more than 13,000 UN staffworldwide through more than 120 face-to-face eventsand several online activities.

In addition to the standard courses presented in thiscatalogue, the College organizes tailor-made learningprogrammes to meet the specific needs of inter-agencygroups and bodies.

The UNSSC’s mandate is to provide training and learningopportunities to UN personnel, as such, all coursesare intended for staff of the United Nations system only.Specific information on fees and application procedurescan be found under each course.

SENIOR LEADERSHIPEXCHANGEThe Senior Leadership Exchange is a strategic learningexchange for Assistant Secretaries-General (ASGs).It is designed to impart a strong sense of the overallUN mission and focuses on ASG’s leadership forthe improvement of the conditions of the world.It will provide participants with an opportunity to reviewand calibrate their leadership approach in light of theirresponsibilities, and to place their own activity withinthe wider context of UN history, its complex structure,and the global issues the UN is asked to address.Participants will be exposed to ideas and experiencesfrom within and outside of the UN system, explorethe perception of the UN by the world, and will gaininsights and vision into the possibilities of theirown leadership for UN mandate fulfillment, especiallyin regard to strategic collective leadership.

1 UN LEADERS PROGRAMMEThe UN Leaders Programme is specifically designedfor senior UN staff to highlight strategic leadership theory,skills and practice. In collaboration with leaders in fieldsas wide as industry, music and haute cuisine, we offera distinctive practical programme in which collectiveUN leadership is reflected, discussed, tested and appliedin a safe learning environment. HUMAN RIGHTS - BASEDAPPROACH AND RESULTS- BASED MANAGEMENTIN-COUNTRYWORKSHOPSHuman Rights-Based Approach to developmentcooperation and Results-Based Management(HRBA-RBM) in-country workshops are designed forthe UN Country Teams in preparation for the developmentof the UN Development Assistance Framework (UNDAF).Participants will benefit from this workshop at any pointin the UNDAF process. It is most relevant duringthe Road Map and Country Analysis phases.For maximum effectiveness, participants should be UNstaff serving on thematic groups that will engagein country analysis exercises and UNDAF preparation.

10 11 TRANSLATINGPOLICY INTO ACTIONThe course will introduce participants to tools that minimizethe gap between intended policies and implementedprogrammes. It will proceed from specifying a policyto developing a model for monitoring the implementedprogrammes and making needed adjustments.The course is designed to reflect on an analysis of thecurrent situation of UN policy making and implementationby drawing on case studies, and by illustrating lessonsand good practices. 21 DECENTRALIZEDGOVERNANCE ANDCONFLICT PREVENTIONAND PEACEBUILDINGThe course aims to provide participants with insightson the concept of decentralized governance and itsrelationship with conflict. The objective of the courseis to ensure that participants gain sound groundingin the theoretical concepts and to provide participantswith the tools to enable them to analyse the complexityof decentralization processes and their effects in volatileand post-conflict contexts. Contributions come fromexperts and practitioners from the UN and academiaworking in the field of decentralization and localgovernance, and with wide-ranging experiencein various parts of the world.

22 UN UNIFIED RULEOF LAWTRAININGThe UN is highly committed to strengthen coherence,quality and coordination of rule of law policy and guidancewithin the UN system.
