Leveraging the System for Enrollment
Update on Applications. Chancellor Leach provided an update on fall admissions activity and an overview of preliminary discussions with campus leadership about the viability and value of a common USNH application and other strategies to maximize enrollment systemwide. He stated that the Administrative Board supported (1) addition of language and/or a mechanism within the Common App already being used by the large majority of students to extend application to all USNH institutions and (2) a process for outreach to denied applicants regarding other enrollment opportunities within the system. Trustees asked that an implementation plan with goals and time frame be presented at the April committee meeting.

Outreach and Enrollment Center. Lisa Thorne, USNH communications director, and Jim Sirmon, education call center consultant, provided an overview of OEC operations and strategies that support campus admissions and retention efforts, inquiry cultivation, financial aid, enrollment IT technical assistance, surveys, marketing, alumni relations. Development of seamless CRM capability and data sharing between the OEC and partner institutions is underway. Chancellor Leach stated that the Administrative Board has approved continued funding to further build out capability. Trustees asked for data on the number of touches or contacts that resulted in responsive engagement, as well as the cost per enrollment conversion. Systemwide Communications Plan. Lisa Thorne and Tim Davies, president of Decibel, presented an overview of the systemwide marketing campaign and communications strategy developed as Board-identified strategic priority. The campaign responds to the Board’s charge to develop a cohesive communication plan to promote public higher education in NH and to strengthen the brand affinity of each institution. Two key themes – University System of NH is YOURS and Pride of the Granite State – will drive messaging about USNH’s connection to the current and future workforce, student and alumni successes, and partnerships with business and industry, state agencies, and local communities. Campaign launch is slated for the first week of March. University System Student Board (USSB)
Student trustees and representatives provided information about recent campus activities related to student governance; diversity, equity and wellness initiatives; and communications improvement. Chair Eastwood commented on the good information presented and asked the students to provide a written summary of the information shared at the meeting. She also requested that going forward the students provide their written reports with the advance meeting materials, so that trustees can be prepared for a more productive discussion.
Alternate Credentials Update
Chancellor Leach provided an overview of the latest findings on alternative credentials (e.g., badges, certificates, micro-credentials) that were predicted to transform the higher education landscape. Rather than upending the traditional degree market, alternative credentials are instead playing a complementary role, creating the building blocks for newer, more affordable degree programs and representing innovation in terms of service expectations associated with the delivery of degree. The provosts presented information about the current state of alternative credentials at USNH institutions and the potential for systemwide collaboration.
Other Business
Chair Eastwood stated that each meeting going forward will begin with a review of the top jobs in the state to reinforce the committee’s focus on opportunities to support workforce needs in alignment with USNH missions. Adjournment

Dear members and guests of the Educational Excellence Committee,
The past few weeks at UNH have been uniquely challenging for our students, but their perseverance is inspiring, and the students have communicated their thoughts and frustrations well. Many senior students were, as you all know, extremely disappointed that graduation could not continue as planned, but they are very grateful that our administration listened to their wishes and has promised to reschedule a physical ceremony for a later date, which has not yet been determined. We are seeking input from seniors about the proposed dates and plans.
In addition to concerns about graduation, many students were concerned with the potential hardships their classmates may be facing through online classes. As many have pointed out, the equalizing factor of a college campus is missing for many students, and professors, at home. Many professors have adjusted their courses to better accommodate these students. Some have utilized synchronous virtual discussions, while others have utilized asynchronous discussion forums or writing prompts; students have mixed opinions on these approaches. Students also gave feedback about the Pass/ Fail option via survey responses and petitions. The responses overwhelmingly demonstrated a desire for a flexible choice that would allow for traditional letter grades or P/F grades depending on the needs of the student in question. Ultimately the university settled on a policy that allows students to “opt
in” to a P/F grade between April 13th and April 28th; they can also drop one course prior to the 28th without facing any academic penalties. All students were encouraged to consult with their advisor before making any changes.
There was also notable concern from students regarding the potential use of the “Respondus
Monitor” software, which is an online proctoring service. On its website, Respondus Monitor states that it “uses a student’s webcam to record and analyze student exam sessions” and many students felt that this was an invasion of privacy and that recording could also contribute to testing anxiety. Several student petitions were created in opposition to the recording which garnered almost 2,000 signatures. In the long term, we need to find a more effective way to ensure academic honesty during online evaluations, however, the use of recording has been categorically rejected by the student body and the Office of the Student Body President. Members of administration listened to these concerns and have assured us that professors will not be using the recording feature right now, but some professors may use the “lockdown
browser” which prevents students from navigating to a new tab during an examination.

UNH Graduate School Representative’s Report to USSB Chair Submitted in advance of the April 23-24 2020 USNH BOT Meeting
COVID19 In response to state and university directives meant to limit the impact of the novel
coronavirus pandemic, GSS has been conducting meetings remotely since early March. We’d been using Zoom for remote attendance for a couple years so we were already set up for that kind of connection; the big difference now is that we’re all Zooming in, an experience that is common to all staff, faculty, and students at UNH and beyond. We’re all telecommuters these days and for the foreseeable future. That reality has necessitated changes in the way we meet, the way we’ll conduct exit interviews for GSS members who are completing their year or years of service, and the way we will orient newly-elected members to the Executive Committee, who will take on their new roles July 1.
GSS has worked hard to keep functioning despite the disruption and the sudden shift in priorities. In addition to the changes to meeting format, GSS has also been busy gathering and sharing information about:
● housing for graduate students who were unable to find alternate housing on short notice; ● fee refunds for services unused or unusable during social distancing measures; ● possibilities for pass/fail grading for Spring 2020; ● possibilities for postponed and/or reformatted commencement.
While every aspect of governance has been geared toward the COVID19 response, it is important to remember that the basic functions of GSS remain the same. In that spirit, it is instructive and inspiring to return to the Preamble of our GSS Constitution, which calls on our body to “serve as an advocate for all graduate students” and to do so “regardless of school, college, degree level, and living arrangement.” Some things have changed, but our commitments to graduate students and their success won’t budge!
Graduate Student Senate Elections GSS held its annual elections in March. The elections are always conducted online, so we
made no changes to the process to account for COVID19 social distancing. With a participation rate of around 8%, the results are in and the Executive Committee members-elect include:

This leadership team, along with the 20-odd other Senators, will take over June 1, and will continue the efforts begun last month. Whether the campus lockdown continues through the summer or even into the fall semester, we know that GSS and all of UNH’s graduate students will be in capable hands. • Plymouth State has begun the process to become a JED certified campus.
o What that means:
▪ It all starts with the Jed foundation. The Jed Foundation is a non-profit
organization that exists to protect emotional health and prevent suicide
for our nation's teens and young adults. JED partners with high schools
and colleges to strengthen their mental health, substance misuse and
suicide prevention programs and systems.
▪ Through this, Plymouth State has begun a partnership with this
organization in order to take steps to better protect emotional health and
prevent suicide of students.
o How to become JED certified:
▪ First, an initial assessment is taken, and information gathered. Once done
the campus receives feedback and begins to develop a strategic plan for
implementation over their four years in the program.
o This is a $30,000 grant from the JED Foundation, and over the next three years,
we will be taking steps in order to become a JED certified campus.
o Plymouth State is taking the steps towards becoming a JED campus, joining UNH
in this process. They are the only two states in NH currently taking advantage of
this program.
