INTRODUCTIONThepurposeofthishandbookistoprovideapplicantstoandstudentsintheMasterofScienceinClinicalMentalHealthCounseling(CMCH)programwithinformationabouttheprogramrequirements,expectations,policiesandprocedures.Facultydiscussthehandbookwithstudentsatorientation,andstudentsareexpectedtoreadthehandbookandaskforanynecessaryclarification.Thefacultyreservetherighttochangeormodifythehandbookatanytime.Uponmodification,enrolledstudentswillbenotifiedofanysubstantivechanges.

PROGRAMDESCRIPTION&HISTORYTheClinicalMentalHealthCounselingprogramisaprofessionalcounselinggraduateprogramthatleadstotheMasterofScienceinClinicalMentalHealthCounselingdegree.Theprogrampreparesgraduatestoworkasprofessionalcounselorsbyservingasthepre-credentialeducationalrequirementforlicensureasaprofessionalcounselorinthestateofWisconsin*.TheprogrammaintainsacounselingidentityaspartofthePsychologyDepartmentandtheCollegeofNaturalandHealthSciences.

Theneedforclinicalmentalhealthcounselorscontinuestoincreaseintheregionandstate.Withthedevelopmentofmentalhealthparitylaws,morepeopleareaccessinghealthinsuranceandmentalhealthservices.Thedemandforhighlytrainedcounselors,offeringevidence-basedinterventionsinmentalhealthtreatmentsettings,existsinclinics,agencies,integrativecaresettings,andprivatepractice.Studentswilldevelopskillscriticaltoeffectiveclinicalmentalhealthcounselingsuchas:assessment,diagnosis,intervention,advocacy,andprogramevaluation.

ACMHCmaster’sdegreecanleadtoworkasaprofessionalcounselorworkingwitharangeofpopulations(adults,couples,groups,andfamiliesandchildren)inavarietyofsettingsincluding:•MentalHealthoutpatientcare•Hospitals•Clinics•Agencies•IntegrativeCareSettings•PrivatePractice

Theprogramusesafull-time,cohortmodel.Newstudentsareacceptedtobegintheprograminthefallsemester.Ablendoftraditionalface-to-face,onlineandhybridcourses,aswellasfull-andhalf-semestercourseformatsareusedtoaccommodatestudentneedsandresponsibilities.Studentsareabletocompletetheprograminseven,continuousacademicterms.TheBoardofRegentsoftheUniversityofWisconsinSystemauthorizedtheprogramin2017.The2018-2019academicyearwastheinauguralyearoftheprogramandcoincidedwiththe50thanniversaryoftheUniversityofWisconsin-Parkside,whichiscommittedtobecoming“apremierregionaluniversitythattransformslives”throughcareer-relevantacademicprogramsthatprepare“individualsforthecomplexityof21stCenturylife.”(UW-ParksidePillarsofExcellence:https://www.uwp.edu/explore/offices/chancellor/strategicplanning.cfm.)*Theprogrammaysatisfytheeducationalrequirementsforlicensureinotherstates/provinces.Studentsinterestedinworkingasaprofessionalcounselorinotherstates/provincesshouldcheckwiththecredentialingagencyintherespectivestate/provincepriortobeginningtheprogramtolearnabouttheireducationalrequirements.

VISION,MISSION&OBJECTIVESVisionTheClinicalMentalHealthCounselingprogramattheUniversityofWisconsin-Parksideseekstotrainandeducatestudentstobeprofessionalcounselorswhomeetthementalhealth,wellness,educationandcareerneedsofallmembersoftheircommunitiesandthebroaderregion.Programfacultyaimtofosterstudents’professional,personal,andsocialgrowthsostudentsdeveloptobeethical,trauma-informed,multiculturallycompetentcliniciansandleadersinthecounselingprofession.ThisbuildsuponthevisionoftheCollegeofNaturalandHealthSciences(CNHS):“TheCollegeofNaturalandHealthScienceswillbearegionalleaderthroughexcellenceinteaching,researchandservicetotheuniversityandgreatercommunity”.(VisionStatementoftheCNHS:https://www.uwp.edu/learn/colleges/naturalhealthsciences.cfm).MissionTopreparecounselors-in-trainingtomeetthementalhealth,wellness,educationandcareerneedsoftheircommunitiesandbroaderregion,withacommitmenttounderservedpopulationsandworkingtoeliminatementalhealthstigma,throughbothprofessionalleadershipandprovidingethical,trauma-informedandculturallycompetentcounselingservices,informedbycurrentresearch,holisticcare,andclinicallyeffectiveinterventions.ThisbuildsuponthemissionofthePsychologyDepartment,which,inpart,iscommittedtopreparingstudents,throughcollaboratingwithfaculty,toaddresscommunityneedsandprovidingserviceatthecampus,local,nationalandgloballevels.Additionally,thisbuildsuponthemissionoftheCNHS,whichis:

Broadeningtheintellectualexperienceofstudentsthroughinquiry-basedlaboratoryandfieldcourses,originalresearch,andhands-oninternships,undertheguidanceofteacher-scholarswhoareactiveinscholarshipandresearch.

• Ensuringthatstudentsmastereffectiveoralandwrittencommunication,reasonedjudgment,andsocialandpersonalresponsibilitynecessarytoassumeleadershiprolesintheirprofessionsandinlocal,regionalandglobalspheres.

ProgramObjectivesProfessionalCounselingisdefinedbytheAmericanCounselingAssociationas“aprofessionalrelationshipthatempowersdiverseindividuals,families,andgroupstoaccomplishmentalhealth,wellness,education,andcareergoals”.1Therearefivecorecompetenciesandassociatedlearningoutcomesthatstudentswilldemonstrateasaresultofcompletingtheproposeddegreeprogram.CompetencyA:Understandthehistoryandfoundationofthecounselingprofession,andtherolesofProfessionalCounselors.Uponcompletionoftheprogramstudentswillbeabletodemonstratethiscompetencythroughthefollowingoutcomes:

• Describeprofessionalrolesandfunctionsofprofessionalcounselorsintreatmentsettings,communityorganizations,andprivatepractices.

3. minimumundergraduateGPAof3.0.a. ApplicantswhodonotmeettheminimumundergraduateGPArequirementmay

ProfessionalRecommendations.Threeprofessionalrecommendationsfrompeoplefamiliarwithyoureducationand/orworkexperienceneedtobesubmitted.Therecommendationsincludealetterofrecommendationandcompletionofarecommendationratingform.

Allthreerecommendationsmustbeacademicorworkreferences.Thiscanbefromfull-timeorpart-timework;paid,volunteerorinternshipwork;andfromhumanservicesorothertypesofworkexperiences.Recommendationsfromworkexperiencesmustbefromindividualswithasupervisoryrelationshiptoyou.Personalrecommendationsarenotacceptable,suchasthosefromfamilymembers,co-workers,friends,one’spersonalmentalhealthcounselor,one’spersonalclergymember,etc.

partofstatelicensureinWisconsin.Studentswillbechargedanexamfeeduringtheirfinalsemesterintheprogram.AtthewritingofthisHandbook,thecurrentcostoftheCPCEis$75.OptionB:Master’sThesisStudentsinterestedincompletingathesisshoulddiscussthiswiththeiradvisorduringtheirfirstsemesterintheprogram.AthesisrequiresastudenttofindaprogramfacultymemberwillingtosupervisetheprojectandtotakeCMHC799(Thesis).Althoughstudentscompletingthethesisoptionareonlyrequiredtotake3creditsofCMHC799,thecompletionofathesisrequiresmorethanonesemesterofwork.Only3creditsofCMHC799cancounttowardsfulfillmentoftheelectiverequirements.Studentschoosingthethesisoptionwillneedtocompleteatleast3creditsofelectivecourseworkotherthanCMHC798orCMHC799.Master’sDegree“withdistinction”StudentscompletingallrequirementsforthedegreewithacumulativeGPAof3.83orhigherwillbeawardedthemaster’sdegree“withdistinction.”

RETENTION,REMEDIATION&DISMISSALManyofthepoliciesaddressedinthissectionarebasedonthepoliciesforallgraduateprogramsatUW-ParksideasprovidedintheAcademicCatalog.WheredifferencesexistbetweenthegraduatepoliciesofUW-ParksideandtheCMHCprogram,thepolicyoftheCMHCprogramisthemorerestrictivepolicyandtakesprecedence.StudentsshouldreviewtheGraduatePoliciessectionoftheUWPAcademicCatalog:https://www.uwp.edu/learn/academiccatalog/2019-2021/gradpolicies.cfmRetentionCompletionofProgramTheCMHCprogramisafull-time,cohortprogram,andisdesignedtobecompletedin7consecutiveacademicterms,includingsummercourses.UW-Parksideconsidersthenormalloadforafull-timegraduatestudenttobe9to12creditsforthefallandspringsemestersand5or6creditsforthesummerterm.StudentsareexpectedtocompleteallcourseswithagradeofBorbetter(notagradeofB-orless)intheorderdescribedintheProgramofStudysectionoftheHandbook.Ifstudentsbelievethatitwillnotbepossibletofulfillthisresponsibility,thentheymayrequestanexception.Furthermore,studentsmaytakenomorethansevenyearstocompletetheMSinCMHCdegree,beginningwiththesemesterinwhichtheycompletetheirfirstcourseasaUW-Parksidedegree-seekinggraduatestudent.Studentsmayrequestanexception.TorequestanexceptionfortherequirementstocompletethedegreeasdescribedbytheProgramofStudyorwithin7yearsofbeginningtheprogram,studentsshouldconsultwiththeiracademicadvisor.Followingthismeeting,theadvisorwillnotifythedirectoroftheCMHCprogram.Thestudentwillthensubmit,inwriting,therequesttothedirectoroftheCMHCprogram.ThedirectoroftheCMHCprogram,willthenholdameetingwiththeCMHCprogramfacultytomakeadecisionwithin3-weeksofreceiptofthewrittenrequest.Iftheissueremainsunresolved,thenthestudentmayappealthedecision.SeethesectionintheHandbookthataddressestheappealprocess.Ifanexceptionisgranted,thentheadvisor,inconsultationwiththeCMHCprogramfacultyandstudentwilldevelopamodifiedprogramofstudy.BecauseoftheneedsandresourcesoftheCMHCprogram,themodifiedprogramofstudymaydelaycompletionoftheprograminwaysthatthestudentdidnotanticipate.Themodifiedprogramofstudycannotbeappealed.AcademicProbationTherearetwowaysforstudentstobeputonacademicprobation.First,students,maybeadmittedtotheCMHCprogramonacademicprobation.ThesestudentsarerequiredtoearnagradeofBorbetter(notagradeofB-orless)ineachofthecoursestheytakeintheirfirstsemester(i.e.,CMHC700,CMHC702,CMHC704).IftheyearnagradeofBorhigherineachcourse,thentheyareremovedfromacademicprobationbeginningthenextsemester.If

studentsearnagradeofB-orlessinoneormoreofthesecourses,thentheyaredismissedfromtheCMHCprogram.Thesestudentsmayappealthegradeinacourseandrequestawaiveroftheperiodofdismissal(seeAppealssectioninthisHandbook).Thedismissaldecisioncannotbeappealed.ThesecondwaythatstudentscanbeputonacademicprobationisastudentwhoisnotcurrentlyonacademicprobationearnsagradeofB-orlessinanyoneormorecourses.Thestudent,inconsultationwiththeiracademicadvisorwilldeveloparemediationplan.Itisthestudents’responsibilitytoinitiatethedevelopmentofaremediationplan.SeesectionofRemediationPlansinthisHandbook.Furthermore,theUW-Parksidewillplaceagraduatestudentonacademicprobationiftheyhaveattempted6ormoregraduatecredithoursatUW-ParksideandhaveacumulativeGPAbelow3.00forallgraduateworkattemptedatUW-Parkside.Insuchcases,thestudent,inconsultationwiththeiracademicadvisorwilldeveloparemediationplan.Itisthestudents’responsibilitytoinitiatethedevelopmentofaremediationplan.SeesectionofRemediationPlansinthisHandbook.Insuchcases,theuniversitywillremovegraduatestudentsfromacademicprobationinsuchcaseswhentheircumulativeGPArisesto3.00orhigher.RetakeStudentsmaybeallowedtoretakeacourse,forexample,aspartofaremediationplan.However,becauseofthefull-time,cohortmodeloftheprogram,studentsmostlikelywillnotbeallowedtoretakeacoursefromtheCMHCprogramatUW-ParksideinwhichtheyearnedafinalgradeofBorbetter.Astudentshouldinitiatearequestforaretakebysubmitting,inwriting,therequesttotheiracademicadvisor.ThisrequestwillthenbereviewedbythedirectoroftheCMHCprogram,thedirectorofclinicaltraining(whenrelevant),andtheCMHCprogramfaculty.Astudentmaybeallowedtoretakeacourseatanotherinstitution.Astudentshouldinitiatearequestforaretakeatanotherinstitutionbysubmitting,inwriting,therequesttotheiracademicadvisor.ThisrequestwillthenbereviewedbythedirectoroftheCMHCprogramandthechairofthePsychologyDepartmenttoevaluatetheequivalencyofthecoursetothoseofferedatUW-Parkside.RetakingcoursesthathavealreadybeencompletedwithagradeofD-orbettermayhavefinancialaidimplications.Studentsareencouragedtoconsultwithafinancialaidcounselor.IncompleteGradesThistemporarygradeisassignedtoindicatethatastudentmustcompleteadditionalworkinordertoearnagradeforaclass.AgradeofIncompleteisassignedatthediscretionoftheinstructor,guidedbypoliciesdescribedintheGraduatePoliciessectionoftheAcademicCatalogue.

StudentssubjectedtoinvoluntaryFederalTitle10activationortransfer(calledtoactivedutymilitaryservice)afterthebeginningofatermmayelecttodroptheircoursesandreceiveafullrefundforcoursesstillinprogressormayopttoremainenrolledinsomeoralloftheircourses.Thestudentmayeitherrequestan“incomplete”withtheunderstandingthatthecourseworkbecompleteduponreturnfromactivemilitarydutyorrequestthatafinalgradebeassignedbaseduponworkcompletedtodate.Theseoptionsmaynotbeequallyviableforallclasses,dependingontiming,howmuchworkremainstobecompleted,orwhetherafinalexamconstitutesamajorportionofthegrade.Studentsshouldconsultwiththeinstructortodeterminethemostappropriateoption.

Giventherequirementsofcertaincourses(e.g.,courseswithsignificantexperientialcomponents)andtheneedsofclinicalplacementsites,thecompletionofagradeof“incomplete”ortheassignmentofafinalgradebasedonworkcompletedtodate,mayworkdifferentlythanformoredidacticcourses.Forexample,thegroupcounselingcoursehasagroupparticipationrequirementthathasimplicationsforaccreditationpurposes,practicumandinternshiphavehourrequirementsbasedonstatecredentialingstandards,andpracticumandinternshipsitesmayrequireacommitmenttocompleteall100or300hours,respectively,whenastudentreturns.Studentsshouldconsultwiththeiracademicadvisor,inatimelymanner,iftheyarecalledtoactivedutymilitaryservice.Theadvisor,inconsultationwiththeCMHCprogramfaculty,willworkwiththestudenttoidentifythemostviableplanforthestudenttocompletetheprogram.Furthermore,studentsshouldconsult,inatimelymanner,withclinicalsitesupervisorsifthisoccursduringasemesterthestudentisregisteredforpracticumorinternship.RemediationPlansThenature,severityandconsequencesofbehaviorswillbeusedtodetermineifremediationispossible.Remediationplansmaybedevelopedwhenthereisinsufficientacademicachievement,orunsatisfactorydemonstrationofclinicalskillsorcompetencies,orprofessional

dispositions,ifremediationispossible.Ifremediationisnotpossible,thenthestudentwillbedismissedfromtheprogram.Ifremediationisdeterminedtobepossible,studentsareresponsibleforinitiatingaremediationplan.Studentsinitiatethisprocessbycontactingtheiracademicadvisor,inwriting,torequestameetingtoinitiatearemediationplan.Theacademicadvisor,inconsultationwiththeCMHCprogramfaculty,clinicalsupervisors,andothernecessaryindividuals(e.g.,graduateassistantshipsupervisors)willworkwiththestudenttodeveloparemediationplan.Theremediationplanwillidentifythecriteriathatstudentsarerequiredtocomplete,andtheplanformonitoringprogress(includingdates,andwhoandhowprogresswillbeassessed).Theintentoftheremediationplanisnotpunitive.Theintentoftheremediationplanistoprovideopportunitiesforthestudenttomeetnecessarylevelsofacademicknowledge,clinicalskillsandcompetencies,andprofessionaldispositionstodevelopasacounselor.Remediationplansmayresultinstudentsretakingcourses,additionaldidacticinstruction,adecreaseincourseload,adecreaseinortemporarysuspensionofclinicalresponsibilities,receivingadditionalclinicalsupervision,increasedfacultyadvisement,participatingintheirownpersonalcounseling,takingaleaveofabsencefromtheprogram,andbeingdismissedfromtheprogram.Thisisnotintendedtobeanexhaustivelistofpossiblecoursesofaction.Therequiredcoursesofactionofaremediationplanmayresultinstudentstakinglongerthan7semesterstocompletetheprogram.Remediationplansarepartofstudents’academicfile.DismissalStudentsarerequiredtomaintainhighlevelsofprofessionalandethicalbehavior.Problematicbehaviors,ethicalviolations,incompetence,orimpairment,asdefinedbytheAmericanCounselingAssociationCodeofEthicsandWIStateStatute,willnotbetolerated.Studentswhodemonstratesuchbehaviorswillbegivenanopportunityforremediation,ifremediationispossible,ordismissedfromtheprogram.Thenature,severityandconsequencesofbehaviorswillbeusedtodetermineifremediationispossible.StudentswhodonotearnagradeofBorbetter(notaB-orlower)inacourseafterretakingacourseonetimemaybedismissedfromtheprogram.CMHCstudentswhoareonacademicprobationwillbedroppedfromtheprogramunderthefollowingconditions:

1. IftheywereadmittedtotheCMHCprogramonacademicprobationanddonotearnagradeofBorhigher(notaB-orlower)inallthreeofthecoursesrequiredfortheinitialsemesterintheprogram:CMHC700,CMHC702andCMHC704.

2. IftheywereplacedonacademicprobationafterearningagradeofB-orlowerinoneormorecoursesanddonotearnagradeofBorhigher(notaB-orlower)inallcoursestakeninthefollowingacademicterm.

3. IftheyearnagradeofB-orloweronaretakeofacourse(theyinitiallyearnedagrade

ofB-orlower)aftertheywereremovedfromacademicprobationifremediationisnotpossible.Forexample,mostCMHCcoursesareofferedonceperyear.Ifastudentreceiveda“C”inCMHC702inFall,wasputonacademicprobation,wasremovedfromacademicprobationbecauseearnedallgradesofBorhigherinSpring,earnedallgradesofBorhigherinSummer,butagainearnedagradeofB-orlowerinCMHC702thefollowingFall,thentheycouldbedismissediftakingCMHC702athirdtimewouldnotremediatetheissue.

4. Iftheyhaveattempted9ormoregraduatecreditsatUW-Parksidewhileonprobation

andhavenotraisedtheircumulativeGPAforallgraduateworkattemptedatUW-Parksideto3.00orhigher.

5. IftheirGPAforgraduateworkattemptedinanysemester(includingasummersession)

fallsbelow3.00.However,nostudentsadmittedonprobationwillbedroppeduntiltheyhaveattemptedatleast9graduatecreditsatUW-Parkside,regardlessofsemesterGPA.

Anyoftheprovisionsabovenotwithstanding,studentswhosecumulativeGPAfallsbelow2.00willbedroppedfromtheuniversity.Thisprovisiondoesnotrequirethatstudentsbeonprobationinitiallyanddoesapplytostudentsadmittedonprobationwhohaveattemptedfewerthan9credits.Studentswhoaredismissedfromtheprogramorfromtheuniversitymaynotbereadmittedforoneyear.ReadmissionStudentswhohavebeendroppedmustapplyforreadmissionontheusualgraduateapplicationform.Dependingonthereasonfordismissal,theseapplicantsmayberequiredtotakeanexaminationsuchastheMATorGRE,providedocumentationofongoingcounseling,orfurnishothercredentials.Applicantsforreadmissionmustpresentevidencetotheprogramthattheyarenowlikelytodosatisfactorywork.Readmittedstudentsaresubjecttotherequirementsineffectatthetimeoftheirreadmission.
