President Cross recommended approval by the Board of Regents of the establishment of the

Institute of Community Development (ICD) effective July 1, 1945, the date of the appointment

of Dr. Leonard M. Logan as its director. The Regents Approved on May 14, 1947. The ICD was

a service agency of the University to Oklahoma towns and cities in matters relating to

community planning and organization. The ICD engaged in social research. Additionally, the

ICD cooperated with other State Departments and Agencies as well as various University

departments in research projects of mutual interest. A Bachelor of City and Regional Planning

was first offered in 1946 and administered by an interdisciplinary committee including people

from the social sciences, engineering, and architecture. Financing was provided in the budget of

the College of Arts and Sciences. In 1948, a Coordinating Committee began administrating a

graduate program leading to a master’s degree in regional and city planning.

In January 1960, the ICD was renamed the Oklahoma Center of Urban and Regional Studies

(OCURS). Logan distinguished three categories of activities associated with OCURS:

Promotional, Adult Education, and Research. Promotional activities were those intended to

promote and stimulate local interest in community development. Adult Education referred to the

training and education of the local citizen in community activity. Research involved the

assembling, classifying and interpretation of data. In the early 1960s, the Department of Regional

and City Planning was established within OCURS. Academically this department was under the

auspices of the Graduate College; administratively it was under the Dean of the College of Arts

and Sciences.

In 1972, OCURS became the Office of Regional and City Planning and continued under the

administration of the College of Arts and Sciences. In 1984, Regional and City Planning became

a department of the School of Civil Engineering and Environmental Science. By 1988 Regional

and City Planning was a division of the College of Architecture under the direction of Thomas

Selland.

Biographical Notes:

Dr. Leonard M. Logan came to the University of Oklahoma as Assistant Professor of

Economics in 1923. In 1926, he became Assistant Professor of Business Administration.

After a leave of absence between 1927 and 1929, Logan returned as Associate Professor

of Economics in 1929. After another leave of absence between 1935 and 1937, Logan

became Director of Short Courses, a department of the Extension Division. He also was

Associate Professor of Sociology. After a third leave of absence between 1941 and 1944,

Logan returned as Professor of Sociology. Retaining his credential as Professor of

Sociology, Logan was made Director of the ICD on July 1, 1945. With the renaming of

the ICD to OCURS, he became Director of OCURS in 1960. Logan became Director of

OCURS and Professor of Sociology Emeritus in 1961 upon his retirement. Logan

remained active with OCURS until 1970.

Joseph Lee Rodgers, Jr. came to the ICD as a research assistant in 1949. By 1951, he was

a Senior Planner. Upon his return after a year absence (1954-55), he resumed his position

as Senior Planner. In 1957, Rodgers was a Senior Planner as well as an Assistant

Professor of Regional and City Planning. In 1961, Rodgers became Acting Director of

OCURS. He was made Director of OCURS, Chairman of the Department of Planning,

and AssistantProfessor of Regional and City Planning in 1962. In 1963, he became an

Associate Professor of Planning. During 1964-65, Rodgers took a leave of absence from

his duties as Director of OCURS, but continued as Chairman and Associate Professor. He

resumed his duties as Director in 1965-66. Upon the reorganization of OCURS in 1972,

Rodgers became Director of the Office of Regional and City Planning, a role in which he

continued until 1984. In 1977, he became a David Ross Body Professor of Regional and

City Planning, a position he continued until 1986.

Robert L. Lehr came to the ICD as a Community Planner in 1953. After a year absence

(1954-55), Lehr became an Assistant Planner. In 1960, he became a Planner II in the

newly renamed ICD (OCURS). Following a year as Senior Planner, Lehr became an

Assistant Professor of Regional and City Planning in 1962. During 1964-65, he was

Acting Director of OCURS. In 1968, Lehr became an Associate Professor of Regional

and City Planning, a position in which he continued until 1989.

Charles Robert Goins came to OCURS in 1960 as a Planner. By 1966, he was a Visiting

Assistant Professor of Regional and City Planning as well as Deputy Director of OCURS.

In 1967, he became Assistant Professor of Regional and City Planning. By 1972, Goins

was Associate Professor of Regional and City Planning. Following a year as Chairman of

the Department of Regional and City Planning, Goins became its Director in 1987.

Thomas Selland assumed Director responsibilities in 1989.
