VIII. Student RemarksAfternoon senators, my name is Ryan Traher; senior; Public relations major. Nice to see this room full again. After 3 months working in the cave, I love it but it’s very nice to see all your faces. I mean it sincerely when I say I missed legislative branch. I came here to speak to you tonight simply because, I would absolutely love your help not only with my job but in your goals with the money you’re allocating. As you know I’m the Director of Communications in the executive branch and my job is to not only manage the website & communications with the media but also with social media. Through not only social media strategy and also many efforts on my part and many people of the office, we’ve had a really successful past 2 weeks in regards to social media. Not only did I organize invite-drive, I also have been going out of my way to get photos of the students at events that we’re hosting and tagging them. We’ve gotten a lot of traffic; we’ve increased followers by nearly 200 in span of 2 weeks. I’d really like to continue that, specifically I’m here to request after senate to jump on Facebook, making sure you’re actually following UNF Student Government, this way when I make posts about things you’re advocating for you can like it & share with your friends. Make sure people are coming to events that you’re spending so much of they’re money

on. Also were on twitter and I’ve created an instagram as well. So if you like seeing photos on there please follow us on there as well.

IX. Guest Speakersa. TapShield – Billy Wiegel

First of all my name is Billy; just drove up from Orlando so if I seem a little tired, it’s all good. I want to let you know about something that’s already in the works at UNF; I’m not a vendor here to try to sell you something. I want to let you know something about a conversation; I sat down with President Delaney to talk about, he’s presented to a safety meeting over the summer. I was fortunate enough to meet with Carlo about it; a new campus safety technology called TapShield, that’s the company I work for. This is something that was created by people like yourselves. One of the co-founders of the company was Jordan Johnson, he was the former student body president of the University of Florida, a state school. Another guy, Josh Greenburg, he runs a website called groovershark.com; 40 million users a month, mostly college students so it was really nice coming together from a couple people. Somebody that’s a student body president for the University of Florida, he’s a trustee positions, met with all the safety committee meetings, all the police chiefs etc. At the time there was something for campus safety, now there is something even better than campus safety that I’m really excited to talk to you guys about. Probably the highest motivation for why were pushing this company forward is because there’s some really good polling statistic on national campuses, specifically against women, and that is 25% of all females on campus will experience attempted or completed rape. That’s really uncomfortable to talk about but that’s the truth. That’s something very personal to a few people working at this company, myself included; some things that have happened in the past; that’s kind of the motivation for this. One of the ways these police chiefs across the country and in the state of Florida, they’ve done with their safety budget, they’ve gone out and gotten these blue lights. You see them o your campus; they’re great. They give you a 20-yard halo of fuzzy feeling; we all feel safe, we feel like hey there’s a blue light. But they aren’t contributing to safety, and this is coming from police chiefs across country. Number 2, they’re expensive, they break a lot, they’re just like cell phones; something breaks you can’t go buy the piece; it’s a cost that’s $10,000 more. After talking to a couple of these police chiefs, some things that we need to overcome are the fact that they’re static. So for campus safety these blue lights are static and they’re just sitting there and so we’re trying to come up with an idea to students and how students can reach out to dispatch more efficiently. The statistics are, the majority of the time, the crimes that are happening on campus and on campus jurisdictions are happening away from blue lights; they’re happening in dorms and apartments. It’s a really big deal. We’re trying to figure out how to take those crimes that are happening away from the blue lights and get those in front of the dispatch in front of the security and to the police chief so they can do something about it.

Lets look at the numbers. I just want to take a step back and talk to you that this is a newer technology that is being implemented right now. I’m not standing in front of you saying to get rid of the blue lights all together, because I don’t think that would be a great idea. In fact, what we are is the virtual compliment to the blue lights systems. This slide is to talk about average US numbers; the average US state school; you’re looking at 20,000 people of students, and blue lights are about $60,000 pop, so you’re talking about really expensive. For example, Jordan lobbied for a lot of these blue lights at University of Florida; they now have 354. So you’re math is about 3.5 million; that’s a lot of money. Plus the maintenance on

Page 3: University of North Florida Student   Web viewUniversity of North Florida Student Senate. ... one word not 2 words. ... it’s a simple job of checking IDs and signing people in;

all these things; they break and you have to upgrade. So what this slide is showing is that this is an easier way of entry into a large organization. These aren’t exact figures, these are more average. This is a lot less expensive and more efficient. Here is what it looks like on your phone; right now we’re on iOs, Android, and Windows phone. Let me explain exactly what this is.

This is an inbound incident response system. So you guys have your police force and you have a dispatch office; so the police chief has appointment someone to sit there, and on their monitor they can log in and on their software they can log in and they can see a map. At any time there’s ever an emergency situation, any student on campus jurisdiction at any point in time all you literally have to do is tap one app one time. That’s it; and if that’s all that you can do in a situation because your your motor skills are down to zero and that’s what we’re programmed to do on your mobile phone, then that’s all you need to do. You information is going to be transmitted to dispatch with your GPS and a real time tracking location, and if you move it will follow you, along with your profile information. This is what the app looks like on your iPhone, if you look for it it’s “TapShield”, one word not 2 words. There are 3 different ways you can use this: in an emergency situation, there’s an emergency mode, a chat mode, and a timer mode. This is a free app to students, faculty, staff users, this is not something you’re going to have to pay $0.99 for. It’s actually al yearly annual licensing fee paid for by the institution. All of your info is voluntary, because we have to go around the HYPPA and FERPA guidelines. In an emergency situation, the red triangle icon, when you hit that on your phone you get a countdown in the middle of the screen, we have to prevent false positives. So upon downloading this app on your phone you’re going to have to create a disarment code; it’s a personal 4-digit alarm code that you have to enter to disalarm. After that countdown goes, it’s going to send all your information to dispatch immediately; they’ll know where you are, who you are, what they’re going after, and medical information, etc. It also has another feature, let’s say it’s a non-emergency situation, you see something suspicious you see something that’s not good and you want to let someone you, you can literally chat with dispatch. They’ve got a keyboard in front of them, and works with your phone.. The third type of alarm is a passive mode. So let’s say you’re jogging across campus or jogging the track, it’s going to take you 20 minutes, well you can set a time for 15 minutes; passive alarm. At the end of that you did not enter your disalarm code, your information is going to be sent to dispatch, but don’t worry it’s going to let you know when you’re getting close to remind you about that.. Here’s the shield command or the left portal is going to let the dispatch know. On the left side you can see real time queue, what comes in, there’re icons so those dispatchers know exactly what you’re trying to chat or if it’s an emergency situation, or passive timer. There’s a chat column where they can chat with if you’re using that. There’s a GPS through location that’s actually through Google maps, and the right side is your profile.

Another big part of crimes on campuses is aggregating the data. You have an internal software situation to help do that. We’re actually going to help put more information into that. The more date the more information you have, the better your decisions are going to be with the future of campus safety. We’re going to show you things like heat maps, you can look back at any point in time, that’s going to help forward with your budget, there will be better lighting in this area, let’s post up a few different officers in these hours, etc. A few diff things to set us apart from any other company, because we don’t have very many competitors to be honest. It’s a new feel, this technology has only really been around for a few years. Not many companies have made any traction, and it looks like the 2 big

Page 4: University of North Florida Student   Web viewUniversity of North Florida Student Senate. ... one word not 2 words. ... it’s a simple job of checking IDs and signing people in;

players are us and a company in Canada. So that’s my American duty to tell you guys who we’re up against. The first thing in the top left is yank technology. During passive alarm you set that timer, you have headphones plugged in, it will ask you if you’d like to enable this feature, you hit yes, and if at any time you’re running whatsoever you can simply disengage your headphones from that jack and it’s automatically going to put that 15 second countdown before it goes to dispatch. We are the only company on the face of the planet that has that ability right now. Number 2, we’ve just teamed up with a group of scientists that are helping with total infoor location tracking, so police chief says Google maps only shows the building but this building is 6-stories, so where are they. Well we’re gonna have you covered, say it’s on the 5th floor in the 5th room, 502.

Really what we’re looking at here is the future of campus public safety. I can’t tell you how many police chiefs I’ve sat down with and said we’re looking for something like this, I’m very interested, we need to find out more information about this because the blue lights are costing more and more and this is just something that’s very ubiquitous because everyone has a mobile phone. Statistics are going to show that by the end of 2014 calendar school year, 85-90% of all students on campus will have a smart phone. And I’m’ sure we can all understand that because every time something goes wrong with your phone they’re making new upgrades. Thank you for your time.

Sen. Tortolero – Have you contacted the UPD department of this university and if you did what kind of feedback do you think you’d have from them?

Billy Wiegel , TapShield – From this university, we actually went straight to President Delaney who wanted to speak with to us instead of going by the bottom up. I sat in his office and he presented to his safety committee. They obviously like it, but it’s something they have to internally discuss.

Sen. Mack – How much is the annual licensing fee for the university?

Billy Wiegel, TapShield – Great question. The annual licensing fee, there are 16,500. Our annual licensing fee is structured on $3 per student level. It’s not actually the student’s price to pay if I’m downloading the app, it’s the university’s. That’s how we scale our pricing right now. For 16,000 students that’s $48,000 in an annual licensing fee, that’s unlimited licenses, because at the end of the day your police department is not only responsible for you guys, for students, but for faculty, staff, anybody that walks onto UNF’s campus, visitor, vendor, etc. But we’re also talking to President Delaney about an evaluation period to where you wouldn’t even pay for like a semester; check it out, see how you like it, get some feedback.

Sen. Abreu – How many campuses are utilizing this?

Billy Wiegel, TapShield – At the moment I can’t say any are. It’s a new company, the idea is about 1 year old; we started in January. We’re working with negotiations with a lot of colleges right now, and until that’s closed. There’s some larger state schools, the state schools work a little differently. So if you’re going to try to be a vendor for UNF, UF, UCF, USF, they go through more of a governmental hoops situations. So the University of Florida who we’re working with right now opened an RFQ, and we’re in the final stages of that. So when that happens, it’s the first domino for schools like UNF, because they have to follow suit with that, they kind of piggy back on top of that. Some smaller schools I’ve

Page 5: University of North Florida Student   Web viewUniversity of North Florida Student Senate. ... one word not 2 words. ... it’s a simple job of checking IDs and signing people in;

talked to like University of Miami, those are private so they can make their own decisions; those are on the table right now. But at the moment we don’t have in higher education, only one at a construction company, Sanska International Construction Company.

Sen. Pino – You may have mentioned this but if you take your phone off campus does it automatically not work?

Billy Wiegel, TapShield – If you use this inside geo-located boundaries it’s going to go right to dispatch. If you’re ever off campus or foot pass campus and you’re not in jurisdiction, it automatically calls 911.

X. Judicial Branch Reporta. Chief Justice – Alex Goetz ([email protected]) (5-minutes)

Hey everyone. The judicial branch has 1 vacancy currently. We’re going to start the interview process next week to hopefully get you the best candidate possible. Currently looking into changing the parking appeals process to streamline it a bit to help parking services out and to help us out. However, they don’t like it. We’re still in talks with that. Other than that, the constitutional revisions for some friendlies are coming up to you. I’ve reviewed them personally, and I think Paige did a great job and whoever helped her on that.

XIV. Executive Agency Reports: (3-minutes each)a. Osprey Productions – John Chwalisz, Director [email protected]

Good afternoon I hope you all had a great summer and a good first week of classes. I do want to start by saying Week of Welcome has been a huge success for not only Osprey Production but the university as a whole. We’ve hosted a couple of events, we’ve also partnered with some such as Student Union Extravaganza and Cookies and Comedy. Both of those events had amazing attendance, we had about 800 for Cookies and Comedy and about 1000 for Student Union Extravaganza. This week we also hosted our first OP event with the trivia night, which we had Carlo Fassi and your Budget and Allocations Chair Fransua Estrada, they were both on Team Illuminaty playing with us, so if you guys ever want to play trivia please come on out. It’s a lot of fun, you also get free boathouse meals. We had about 20 teams play and about 90 in attendance. Second event we had was The Great Gatsby, which had about over 500 students come out. We had a lot of SG representation there, which was mostly from executives but would love to see some legislative guys there so you could talk more about senate. But it was great; students really asked questions and really enjoyed it. Some of the upcoming events we do have, are Ozzie’s Weekend. Who hasn’t heard about Ozzie’s Weekend; that means you all are going to be there. That show does start at 8:00 pm tomorrow and it is happening rain or shine; so please still come on out. We do have a movie night next week. We’re showing the movie Oblivion, and that is one of my coordinator’s even, his name is Joe; he would love to see you all there as well. Next Thursday we have our 4th annual Root Beer Pong Tournament. So if you’re great at the game root beer pong, please come on out. Last thing, I do want to give a special thanks to Sen. Garrity and Sen. Anderson, you guys are beyond helpful at the Your Voice Your Choice Convention yesterday. Everyone if you ever want to get into event planning my office is literally on the other side of that wall; I’d love to have you guys. Last thing I have to say is I really encourage you to come to our events. We’ve seen an

Page 6: University of North Florida Student   Web viewUniversity of North Florida Student Senate. ... one word not 2 words. ... it’s a simple job of checking IDs and signing people in;

increased excitement in Student Government with everyone that’s been there. So please come on out and give representation, even if you can only come and help out for 10 minutes. I do have an open meeting at 2:00pm in the ballrooms; there is free food so if you guys end on time come on over.

b. Club Alliance – Brett Wiesman, Director [email protected]

My name is Brett, I’m the Director of Club Alliance. We couldn’t be any happier with the luau. If you didn’t already know, Club Alliance has always done 2 recruiting events in the past: Club Fest and Spring Bash. This is the first year we’ve been a part of Week of Welcome. We had over 2,000 plates of food served. Somewhere around 2,000 people came; it’s impossible to judge how many people exactly came. We are adding 20 new events in addition to the luau; smaller club fairs every Thursday right after Market Days. So every single Thursday you’ll have a smaller specialized club fair, specific to what the club does, whether it’s an academic club, religious club, etc; we’ll have a specific time them. Club Fest is October 3rd from 10:00am – 3:00pm will be the big club fair; we’re trying to make it even bigger this year as always. The general meeting, is Friday, September 13th; if you’ve never been before please come. If you’re a part of a club you are required to come. Talon painting; we did get approved by athletics for the talon painting. We’re going to go all the way from where they start now, all the way to the arena, and splitting off all the way to the student entrance.Originally we were just going to go to the front of the arena, but athletics requested we go to the student entrance as well. We’re thrilled about it; we’ve got 80 organization signed up and now we’ve got about 85 spots. Also, for the luau I want to thank Tony Stevens, Thomas from Lend-a-Wing, OP, Amy Shuman, Ryan Traher, and Joe Turner for helping out, I really appreciate it. Anyone who wants to help out with Club Fest, I really appreciate it.

Sen. Estrada – If we wanted to attend the talon painting party what day would that be?

Brett Weisman, Club Alliance Director – Friday the 13th, immediately following the general meeting.

XI. Executive Branch Reportsa. Attorney General – Paige Lehman [email protected] (3-minutes)

I’m currently working on outlining discrepancies or contradictions within the constitution and statutes. I want to reiterate what Alex said about the joint resolution being on the agenda, and also send a big shout out to Sen. Garrity and Sen. Ramirez for all of your work. Just to go over what the JR includes; this is the first time we’re doing a joint resolution on constitutional friendlies. It’ll go through joint resolution, the senate will have to pass unanimously, the president will sign it and then the judicial branch needs to pass unanimously for it to then follow suit; that way it doesn’t have to go before the students.

b. Treasurer – Joseph Turner [email protected] (3-minutes)

We have been hard at work here making sure the students’ money is being well spent. I want to let you guys know that we have swept up $472,000 from the previous fiscal year. To explain how that money comes about and what we do with it: so at the end of every year we allocate based on line items. So at the end of every year if you have unexpended funds within any line itme, we sweep that

Page 7: University of North Florida Student   Web viewUniversity of North Florida Student Senate. ... one word not 2 words. ... it’s a simple job of checking IDs and signing people in;

money up and we put it into our fund balance. Every year when we pass our budget, we pass provisionary language, and this year we passed a couple provisions that says $150,000 of that sweep-up money goes immediately into our special request fund. That’s how we’ve been funding our special requests. A couple have gone through over summer and I believe we’ve spent almost $90,000 out of that initial 150. Out of that 472, with keeping that 150 in there, there is an additional $200,000 provided for in our provisionary language that can be accessed through the special request process. And fairly soon we’re going to have to start tapping into that. The only difference between the $150,000 and $200,000 is that $200,000 is still in the fund balance. Technically we need a 2/3 vote as opposed to the regular special request funds process that requires simple majority. That’s the sweep up funds.

At end of every year we also have an encumbrance bill that needs to come through and it comes through in this fiscal year. What that is, is all the funds that were expended out of last year’s line allocations that have not received this year, so the index whose department bought things that did not come in before the end of the fiscal year, are charged to this year’s account, they had the money in last year’s account but due to timing issues and university’s policy they were unable to get paid for it out of last year’s budget, so we pay for them out of this year’s budget, through the special request process. In one of your subsequent senate meetings to this you will see an encumberance bill, and it will be for approximately $53,000.

Yesterday, Carlo, Fransua, Matt Brockelman, we met with an individual named Ruben Pressman. He is a former Vice President of the student body of the University of South Florida, St. Petersburg campus. He has developed an application that I believe will really benefit our operation and not only our but student affairs and the university. It’s called “Check I’m Here”. I’m going to try to get him to come in and speak to a senate meeting, and I really want to move forward & look into this process more; I think it will be a great help to us. What it does, is that it could be used by our agencies, our clubs, our A&S funded departments, our various indexes to track attendanve; for our clubs to track their attendance so they can tell, by swiping their Osprey1Card through, almost like a square reader but it’s a specially designed one for this company, to let us know what students come to events and the demographics of those, to allow us to breakdown and do some statistics and analysis of who’s coming out to events, how often they’re coming out; it’ll gie us a lot more information than we have currently, which will allow me to analyze that information, our clubs to analyze that information so I can propose a better budget and so that our A&S fees get more bang for our buck and they’re extended more effectively and efficiently to aid our student body. Hopefully we can get him out here to give you more information about that. I hop we can get it up and rolling so we can start using that information for this next budget cycle. While we’re waiting for that to come in, last week I sent out emails requesting all A&S funded indexes and departments submit to me a monthly report with their usage information. I pretty much requested that everyone who walks into their office, that they log everyone who they serve, so that information will come to me so I can really see how effectively we’re really spending our fee and what every dollar we spend of the students’ money, what kind of return we’re getting at as far as the service. I’ve also asked that if they do programming and we fund their programming, they can submit to me their After Action Reports, how much attendance their was and how much was spent for their events. It’ll give me some more information so I can do a better job of managing the budget and seeing where our students’ money is

Page 8: University of North Florida Student   Web viewUniversity of North Florida Student Senate. ... one word not 2 words. ... it’s a simple job of checking IDs and signing people in;

going and make sure we’re doing so responsibly. I just wanted to say a quick word that Brett and John, our agencies, have been doing a fantastic job this summer. I’ve really gotten the great opportunity to work with them, help them, in what they’ve been doing that I didn’t necessarily get the year before. If you have the chance, go to one of their events, help them out, try to see what goes on behind the scenes because they do a great job. I probably would say they are unmatched in the state as far as their professionalism and their effective, so they deserve a round of applause; they do a great job for our students.

c. Vice President – William [email protected] (3 minutes)

Minewill be brief today, I just want to thank everyone that came out yesterday that helped in the Your Voice Your Choice Convention and the Jaguar ticket sales. In terms of overall objectivity, we were successful in the event, we did get people to vote, we were able to give away giveaways and free prizes and food, and we were able to get students to buy tickets. We sold about a total of 1500 tickets; it is a lot but not enough unfortunately, so we will be holding 2 more Jaguar ticket sale events next week Tuesday from 10:00-1:00 and Wednesday from 4:00-7:00. So if any of you guys are willing to volunteer again, it’s a simple job of checking IDs and signing people in; nothing as big or as extensive as it was yesterday.

Sen. Ramirez – Could you repeat the time for Wednesday?

William Namen, Vice President – Wednesday is from 4:00-7:00pmWed is 4-7 pm. The reason why we did 2 different times was, 10:00-1:00 would hit your typical undergraduate students and the 4:00-7:00 would hit the graduate students who can’t be here because of work.

Sen. Waychoff – How many did you need to sell?

William Namen, Vice President – Our contract is for 3500, so we are short 2000. It’s not a problem at all because we’re really the only university that can sell tickets. I think it was a confusion of times as well as just trying to get students out there. Not every student can make 10:00-1:00 or 12:00-1:00 or whatever the typical time that other students can.

Sen. Brown – Are we going to advertise or send out emails?

William Namen, Vice President – Within the hour of having the event ended, I sat down with Joe Turner and a few other people and talked to the Jaguars about already setting up our goal for the next week. So we have already printed out 500 flyers. Those will be passed out tomorrow at Ozzie’s weekend. Carlo will be talking a little bit about it during the concert on Saturday. We will be sending out all-student emails and doing our all social media blasts as well. So don’t worry, we’ve already been starting, if you will.

d. President – [email protected] (5-minutes)

It’s interesting saying good afternoon considering we’ve had the last 4 years of Senate on Mondays. It is great to see the amount of people here, especially in the back of the room that are joining or just really engaging more on what SG is about. Over the summer this body here, with the exception of those who took a leave of absence, passed around a $50,000 special request for the executive branch to increase the amount of hours certain members of my cabinet can work,

Page 9: University of North Florida Student   Web viewUniversity of North Florida Student Senate. ... one word not 2 words. ... it’s a simple job of checking IDs and signing people in;

as well as finalizing a salary for a lobbyist within Student Government, Mr. Matt Brockelman. I made it a point to mention to the remaining senate that wasn’t here over the summer and I’d be glad to speak with any of you with regards to how that money is being spent, what program we purchased to track legislation in Tallahassee and how my travel funding is being spent on a regular basis with regards to the Board of Governors meetings, for the Student Association meetings, for anything state-level related. So please if you have a question come to either myself or the office of governmental affair, which is Paige Lehman, our attorney general, Ryan Traher, Director of Communications, Hailey Guerra, Director of Governmental Affairs, and Matt Brockelman, Director of the Office of Governmental Affairs. So if you have any questions about how that 50 grand is being spent please let me because that is an additional 50 grand toward what the executive branch was given in the bill that granted our budget for this fiscal year.

What OGA is working right now, most importantly is setting up meetings with the senate and house leadership in Tallahassee; interim committee begin the first week in October and they will happen once week for the remaining bit of the semester, and really what they’re discussing are their top priorities are going to be for the citizens of Florida, and we will be in Tallahassee to make sure that Higher Ed is on the top of their list of issues that they’d like to tackle, specifically what came out on the Florida Student Association’s conference was facilities funding, considering the public educational capital outlay, which is a revenue source for educational building son campus. The gross tax receipts have a significantly declined since the recession and we’re looking at ways to supplement our universities with additional facilities funding and that CITF bill that we’ve been talking about, how we can get the bonding for co-curricular, such as the one we’re standing in or the wellness complex. We’re also compiling data on bright futures, the changes that were put into place this fiscal year and how that’s going to affect our students body here at UNF, how it’s going to affect the students in the system overall. With that in mind at the next Board of Trustees meeting I will be looking to place some of the revenue generated from the small tuition increase we had this year into need-based financial aid, so the students that were affected by the Bright Future changes and are still need-based students can still have the aid they so desperately need. Besides that, one of the more current projects we’re working on, now that the Your Voice Your Choice convention happened yesterday and with the limit for the survey that’s online will close at midnight tonight, we will be compiling the data and figuring out ways to present it to the administration so that whatever projects we would like to pursue are reasonable. With that in mind, I’d like to echo what Director Traher mention on sharing that with social media; please, at midnight tonight is when this survey will close and we need as many students responding to it as possible. We have as of right now roughly 650 students already responded to it and that is statistically relevant, however, the more students we get feedback from the larger and more impactful our argument is when we go to President Delaney and Dr. Gonzalez or any other university administrator proposing projects to on this campus.

The one thing I have to bring up, going off of what Chief Justice Goetz mention in his recommended changes for how parking citations are appeal, I fully endorse the changes that Chief Justice Goetz is mentioning. Naturally, when you have appeals being sent to students for financial commitments, there are going to be conflicts of interest, and there’s going to be a potential student-on-student conflict or student-on-parent conflict, and that does not necessarily provide our justices with the appropriate environment to really get any impactful work done on campus. I would urge that parking services review how the judicial branch is

Page 10: University of North Florida Student   Web viewUniversity of North Florida Student Senate. ... one word not 2 words. ... it’s a simple job of checking IDs and signing people in;

involved with parking citations and I’ve asked that they listen to our Chief Justice because he knows what he’s talking about considering the amount of time he’s served.

Going off of Vice President Namen’s Jaguars ticket statement, we will be again selling tickets again on Wednesday and Tuesday of next week. Last year was the only year we actually sold out on the day of, and this year we will sell out these tickets because there is a demand on campus. However with the scheduling for yesterday, I understand students had class and couldn’t wait for 2 hours in line. There are some issues with the Jaguars, making sure they have more credit card swipers so that the line would move a little quicker, but we are working on that so if you have any questions on that whatsoever please, Billy is available.

Most of you have probably noticed there’s a building being constructed next to the dormitories. The Clubhouse pool has begun its vertical phases of construction; and it’s intended to be open as close to 24/hour as possible. It’s going to include a 1600-sq./ft. game room, a 700-sq./ft. laundry room for the residents halls surrounding it, a 2300-sq./ft. multipurpose room, and there is a 2600-sq./ft. dining space in there where we would have a vendor potentially, and I would like to know by a show of hands in a very preliminary vote, nothing too formal, some names have been thrown around and I’d like to keep it very conceptual as possible. Ozzie’s 2.0, the grill and convenience store that is in the current Fountains has been proposed, so an additional or supplemental Ozzie’s, or we can move in the direction that we have been moving in the last 2 years with more brand name vendors, things that students will traditionally purchase off campus. Will the Senate President allow a voice vote or a show of hands, would they rather a Chartwells vendor or a nontraditional from campus something more name brand, it does not have to be a Chick-fil-A but something like a Chick-fil-A, Papa Johns, Sbarros, Pita Pit, Angie’s, something that’s more known around the city of Jacksonville.

Chris Brady, Senate President. If you would like to have a Chartwells vendor, please raise your hand – no hands raised. If you would rather have a name brand vendor, similar to one of the ones named by President Fassi, raise your hand – majority of hands raised.

Carlo Fassi, President – Two more things: I’ll be bringing back that hand vote to the Presdient later this afternoon. The executive branch has submitted 3 special requests. Our Club Alliance Director briefly mentioned one for specialized board club fairs, this is where all the lacrosse and the sports-based clubs, wrestling, sailing, can all go out and recruit membership on their own, so this is for events, basically to publicize events and this will be heard in B&A next week on Friday. We also have a start up budget sponsored by Sen. Waychoff for the Military and Veterans Resource Center memorial to commemorate all fallen Ospreys in valor, to be placed right behind the student union next to the education building. This is something that has been spearheaded by myself, Treasurer Turner, and now Sen. Waychoff, and it’s very doable, the admissions and student affairs have been very helpful in expediting this process and we look forward to seeing what it could look like and we’ll have more information on this in a couple months. For those of you who are familiar with the SG layout, there is a mailroom in front of the senate president’s office which we would like to build out for the student government advisor. That space is prime location for the students who need advising withint the legislative, judicial, and executive branches and having them located in the rotunda actually makes complete sense. It’s been on SG’s priorities list for quite a

Page 11: University of North Florida Student   Web viewUniversity of North Florida Student Senate. ... one word not 2 words. ... it’s a simple job of checking IDs and signing people in;

few years and having that space there for our advisor would really help the students who are working up here. Lastly, and this goes to the students sitting in the back of the room as well if you’re interested or enjoying senate, if you have any idea whether it be that it’s on the convention ballot or anything whatsoever and you’d like to make some sort of change on campus, whatever I may be, whether it means financial assistance or not, please talk to myself, to our attorney general Paige Lehman, to our Student Advocate Alin Cepoi, or your senate president. Resolutions are a very unique and effective tool used by legislatures and again you guys represent the student body; I don’t know how much you know how effective you can be, but sending an email with a resolution passed unanimously by 60 of the most active students on campus really does mean something. We can be using that authority in much more effective ways, and I charge each and every one of you to take a stance on issues like whatever we’re proposing and forward these things to my desk. Only if we’re working together can we get things like Chick-fil-A or a new wellness complex or garage monitors done. As of right now we have 630 responses and I can’t urge you enough to share that enough on social media so that whatever projects you do propose to the administrations, we have a significant amount of students behind us.

XII. Legislative Cabinet Reportsa. Constitution and Statutes Committee – Chairwoman Kaitlin Ramirez

([email protected])

Good afternoon. As our Chief Justice Goetz & Attorney General Lehman perfectly explained we have a special joint resolution that’s on first read in the agenda and will be coming before the constitution and statutes committee next week. If you have any friendly suggestions yourself please shoot either myself or Attorney General Lehman an email or come before the constitution and statutes committee, we’d love to see you there. We will also be having an appeals hearing this Friday, and with that I’d like to touch on the absence points, not that I need to since all of you are here, but if for some reason you can’t make a senate meeting or a committee meeting in the future, you can accumulate up to 4 points and if you accumulate more than 4 points you will have to come before the constitutions and statutes committee for a hearing, to get any of your points reduced or not. If before getting up to that point, for example, if you missed today you would go to myself in the office or if I’m not present one of the people who works at the front desk, they will give you a form, and you fill out the form and the form will be turned in to our senate president, and from there the point with either be excused or unexcused. Thank you.

b. Budget and Allocations Committee – Chairman Fransua Estrada ([email protected])

I hope you guys had a successful and prosperous first week of classes. Our last B&A meeting we had 2 requests, which you guys have heard of today; the talon painting party, which is Friday September 13th and the OGA approvement request that came out. Next week we have 7 requests: 3 travel requests, and 4 special requests. They will be on the agenda, and 1 special request is pending. We will also be having Dance Marathon come back. One of the thing I talked about when I was trying to run for this chair was having more of a say within the Budget and

Page 12: University of North Florida Student   Web viewUniversity of North Florida Student Senate. ... one word not 2 words. ... it’s a simple job of checking IDs and signing people in;

Allocations committee and I think that the Budget and Allocations committee having so much power within the travel request process deserves to have the people who receive that funding come back. Earlier in the summer we funded Dance Marathon for a trip that they did to Utah and so they will be coming back and talking about their experience. This is something that I will continue to keep doing with those who receive funding.

c. Elections and Appointments Committee – Chairwoman Emily Antworth ([email protected])

d. Student Advocacy Committee – Chairman Aaron Anderson ([email protected])

Hello everyone. You may have seen the senate signs around campus, those will be changing weekly from general to committee times, dates and locations. If you see one being thrown in the pond please stop it. We also have some Osprey Voice sheets up here, right beside Mr. Traher. These are questionnaires that each senator needs to have 35 students fill out per question or else you get points Sen. Ramirez was talking about; just 1 if you don’t do it. We’re going to try to do these on September 3, this coming Tuesday, and the following day, Wednesday the 4th, that way you can go out to Jags ticket sales and the market day and actually get those students to respond to these 2 questions. I want them turned into myself and I’m in the legislative cabinet office, right behind the rotunda, or the student assistance who is at the rotunda desk by 5:00 pm on Friday. If you could put your name on them and they have a little time stamp thing. We will be redoing the Osprey Voice, we’re in the process of doing some online stuff, and then we’ll also probably do some in person stuff that will probably be changed. That will be in our next meeting; we’ll be voting on that kind of stuff.

e. University Affairs Committee – Chairman Justin Turner ([email protected])

Welcome back everybody; hope you all had a good summer. I haven’t gotten any reports or minutes or agenda for any of the UWC meetings yet, so if you sit on one and you’ve met, please email me whatever you have or if it’s a paper copy please give me that ASAP. I know some have already met and I haven’t gotten anything, so if I don’t get anything I have to go to chair and through you guys under the bus and say you guys aren’t giving me anything anymore. I’m going to send an email out to make sure that everybody definitely knows what committees they’re sitting on. So you need to know what times and dates they’re meeting and everything.

f. Senate President Christopher Brady ([email protected])

For my report I’m going to start with committee sign ups. Unfortunately I didn’t realize that was the last thing on the agenda, so you probably will have to wait until end of senate to sign up. Please pur your top 3 choices for a committee and also your polo size, that way when I order the senate polos I know what size to get everybody. If you do not fill this out before you leave you will be put on whatever committee I want to put you on and you will be given whatever t-shirt size I want to give you. I highly recommend you fill this out before you leave.

Thank you for coming today guys. I know some of you aren’t used to coming to senate on Fridays, I think in the future this will be really good for us, and I’m excited to see you all out here. I hope you all had a great summer; for those of you who weren’t here, we did a lot of things over the summer. The cabinet has gotten their feet wet now, they’re comfortable with their job, I’m sure they’ll all do a great job throughout this entire semester. For those of you who were not here

Page 13: University of North Florida Student   Web viewUniversity of North Florida Student Senate. ... one word not 2 words. ... it’s a simple job of checking IDs and signing people in;

over the summer, a couple things changed: the largest change for you all is going to be the senate requirements for the basic duties of a senator and to you’re your scholarship. We reviewed the policies and procedures over the summer and we’ve added a couple of requirements, for senators to get their scholarships. You all are going to be grandfathered in; you won’t be require to do all these things to obtain your scholarship because the requirements were put on in the middle of your term. However in addition to getting your scholarship section they were added to the basic duties of a senator and therefore to be fulfilling your duties as a senator you still need to be doing all these things that are under those requirements. It includes working 2 agency events every semester or 10 hours in the pantry or a combination thereof of 5 hours & 1 event. That will be every single semester, this way you all can meet more students on a regular basis that you might not normally interact with. We sit in the senate chambers all the time and our job is to represent the students in the best way we possibly can. So you all need to go out there to these events, sign up and meet students, talk to them. Be a liaison. Once you get your SG polos, which we’ll order soon after this meeting, you’ll all be able to wear those to all events and people will know you’re a student government representative and that they can talk to you about what’s going on. If you have any question about that I’m more than willing to sit down and talk with you, if that may be too uncomfortable or you think it’s too hard a requirement to do, come sit down and talk to me. In addition, I will be doing bill writing workshops for anybody who wants to learn how to write a bill. Come see me some time next week and we can set up a meeting for you to come in and write a bill if you don’t already know how to. Lastly, since Sen. Antworth wasn’t able to make it in today, I wanted to talk to you about something that she’s been working on for a while, and that’s a brand new voting system for the elections. They’re looking to do an online voting system so students can vote from their smart phones or a computer anywhere just by logging in with their N-number and password. It would be very similar to the polling stations that we have now and we’d still keep the polling stations around campus, but in addition to that, the students unable to make it on to campus during the regular hours of 9:00-7:00, they would still have the ability to vote as well from any location, as long as they have their N-number and password. It’s still in the developmental stages; they’re still finishing it up. Hopefully by the next senate meeting they’ll be done with that software and they can bring it in to show it to you all. I will say it’s a very impressive software when I saw it the other day; I wa very shocked at how great it was.

Sen. Turner – Just one thing about the polos, are they going to be normally sized because my polo from this last one is a small and that’s big on me.

Chris Brady, Senate President – Yes. The polos this year are a better quality and a better actual fit. We’re getting the exact same ones the executive branch ordered previously over the summer so we have matching polos in all of Student Government. They fit true to size.
