The Congress's answer to this problem hasbeen the introduction of a number of bills intended to createa stronger interface between industry and university research.It is hoped that these actions will enhance innovation, theprospect of technology transfer and the introduction of newproducts and services into the marketplace with an ultimateresult of new jobs and decreased inflation through a betterbalance of payments in foreign trade.

Passage of some of those bills, which seems assured,will most probably require university business officers andthe Director to devote more of their time to many expectedand unexpected problems evolving from increased University­Industry contacts. It seems clear that the years ahead willbe filled with new challenges for NACUBO. I believe mybackground and experience could make a difference in meetingthese challenges.

Mr. Latker, Patent Counsel for the Department of Health, Edu­cation and Welfare, is in charge of the Patent Branch, Office ofthe General Counsel. This Branch is responsible for administrationof the Department patent program and for legal services to theDepartment relating to and involving a patent, inventions, and otherforms of intellectual property reSUlting from the DepartJllent'sone-bi11ion-seven-hundred-mi11ion dollar annual research anddevelopment program. He also advises the Veterans' Administration

, and the Agency for International Development on an ad hoc basis.

He is currently a member of the Executive Subcommittee of theCommittee on Government Patent Policy of the Federal Gouncil forScience and Technology, and Chairman of the Subcommittee on UniversityPatent Policy. He served on the inter-agency committee which draftedthe new patent section for the Federal Procurement Regulations. Herecently served on the patent Task Force advising the Commission onGovernment Procurement and the committee assigned 'to draft the ERDApatent provisions.

In the past, he had-been Patent Counsel to the National Institutesof Health; served on the Staff, Judge Advocate of the Air ForceSystems Command, Washington, D., C.; was Assistant to the Chief PatentAdvisor, Army, Ordnance Tank Automotive Conmand, Detroit Arsenal,Warren, 'Michigan; and was a 'Patent Examiner in the United StatesPatent Office. .

With the exception ofa three-month :period after law school with_the Chicago general law firm of Friedman, Zoline and Rosenfeld,all my :professional ex;perience has been gained with the FederalGovernment.

Since leaving law school, I have taken additional courses in,elec'bricity, electronics, transistors; organic chemistry, and. advanced organic chemistry. I am now attending classes in bio­chemistry. .The ap:plications :pertained, in the main, to structures involVingmeasuring and testing equi:pment (thermostatic controls, thermo­couples, rate of speed indicators; side slip indicators., etc.),acoustics, geometrical instruments, circuit makers and breakers,wooden, metallic, masonry, and concrete buildings. ,My duties with the Staff Judge Advocate entailed responsibilityfor drafting Section 9, "Patents and Data,'" of the Air ForceProcurement Instructions, processing deviations of ,Section 9 ofASPR, surveillance of contracts to insure use of proper patentand data clauses, staff visits to all AFSC Divisions and Centersto advise legal and procurement personnel, rOy'alty and infringe'investigations, investigations of claims of misappropriation ofideas, data or trade secrets, coordination of drafts, of new reg­ulations which dealt with patents or technical data, copyrights,and review of evaluations and dispositions of all inventionsreported to the Divisions and Centers of the AFSC. ,I furtherserved on an Ad Hoc committee, "Data Management Working Group,"instituted at the direction of General Schriever to solve tech­nical data problems. On September 11, 1963, I left the Air ForceSystems Command to take a GS-14 position as'the National Institutesof Health's Patent Advisor.

My duties at the Detroit Arsenal entailed the preparation andprosecution of patent applications for employees and contractorsemployed by the Detroit Arsenal, the rendering of opinions oninfringement claims, royalty investigations, copyrights, resolvingquestions pertaining to the acqUisition andu~ of beclmieal daba,surveillance of contracts to insure use of proper patent and data
