Great pride is taken when discoveries made at Illinois can positively affect the local communities and further. Jones is proud of how the University community has responded to this pandemic. The COVID positivity rates have been very low for the last several weeks. There are lower trends across the state as well, but we must remain vigilant with testing protocols and safety measures to continue keeping positivity rates low. The COVID-19 Dashboard has been updated and hopefully more user friendly. Strategic plans for fall 2021 are underway. If trends continue in the current direction, there will hopefully be more face-to-face instruction for fall 2021.

I. CALL TO ORDER

A regular meeting of the University of Illinois Urbana-Champaign Senate was called to order at 3:10 pm with Senate Executive Committee (SEC) Chair Rob Kar (LAW) presiding and Professor Emeritus H. George Friedman, Jr. serving as Parliamentarian.

II. APPROVAL OF MINUTES 03/08/21-01 Without objection, the minutes of the February 8, 2021 meetings were approved as

distributed.

III. PUBLIC COMMENT No requests received.

IV. APPROVAL OF FLOOR PRIVILEGES 03/08/21-02 Without objection, the following floor privileges were granted by unanimous consent.

Kevin Pitts, Vice Provost for Undergraduate Education, will be stepping out of this Vice Provost role to move into a different role at the University as the Chief Research Officer at Fermilab National Accelerator Laboratory. Provost Cangellaris announced a couple of weeks ago additional funding for the Targets of Opportunity Program (TOP). This will allow hiring 15 new faculty members through TOP between now and 2023. The recruitment piece has always been difficult, but there have been some efforts lately to actively retain some of the best and brightest, and diverse faculty members.

VII. QUESTIONS Faculty senator Cameron (LAS) asked about large lab courses being delivered in-person or virtually and the assumption that student would be vaccinated by the start of the fall semester. Jones responded that there are plans underway for the fall semester but must still wait for further guidance from public health officials. Jones hopes as many people get vaccinated as possible. Cangellaris added that underway plans make some assumptions, but also must be flexible to change depending on the positivity rates in the fall and if Phase 5 of the Restore Illinois Plan is achieved. Right now, plans are being made on the assumption that classrooms will be at 50% capacity with an upward limit of 200 students. Cangellaris hopes to maximize in-person instruction but there will still be some virtual instruction. Faculty senator Cisneros (LAS) asked about updates on when and what capacity the rapid saliva test will be offered to the broader community. Jones reported that more information on expanding testing will be announced next week or the week after. This includes offering rapid saliva testing to employee family members. The delay in offering testing services has been on the backend data side. Faculty senator Gothe (AHS) asked about vaccinations for in-person researchers and staff. Provost Cangellaris reported that the University is working with public health officials to make vaccines available to this population. Any new information regarding vaccinations will be distributed as the information becomes available.

On behalf of the Senate Committee on Committees (CC), committee member Alam introduced and moved approval of CC.21.14. There were no nominations from the floor and nominations were declared closed.

03/08/21-14 Through the online voting system Poll Everywhere, proposal CC.21.14 was approved

with 102 in favor, 0 opposed, and 2 abstentions. 03/08/21-15 CC.21.15* Faculty Nominations to the 2021-2022 Athletic Board

On behalf of CC, committee member Alam introduced and moved approval of CC.21.15. There were no nominations from the floor and nominations were declared closed.

03/08/21-19 SC.21.09* Extension of the Term for the Athletic Board Faculty Representative to the Big

Ten Conference, Christopher Span On behalf of SEC, Vice-Chair Dallesasse introduced and moved approval of SC.21.09. Dallesasse noted that this would extend Span’s term for two years past the customary ten year limit.

favor, 3 opposed, and 5 abstentions.

03/08/21-21 AD.21.03* Implementation of a Test Optional Policy for the 2022 and 2023 Admissions Cycles On behalf of the Senate Committee on Admissions, Chair Boppart introduced and moved approval of AD.21.03. This is a temporary extension of the Test Optional Policy and allows for collection of data to use in making a permanent data driven decision about testing in the future.

03/08/21-22 Through the online voting system Poll Everywhere, AD.21.03 was approved with 101 in favor, 7 opposed, and 6 abstentions.

03/08/21-23 EC.21.04* Revision to the Election Rules for the Academic Professional Electorate,

Section 5 – Conducting Elections On behalf of the Senate Committee on Elections and Credentials, Chair Graber introduced and moved approval of EC.21.04. Graber noted this proposal extends the deadline for completion of academic professional senator elections.

03/08/21-24 Through the online voting system Poll Everywhere, EC.21.04 was approved with 115 in

favor, 0 opposed, and 1 abstention. 03/08/21-25 EP.21.003* Policy Guidelines for Developing Academic Calendars to Replace the Current

Synopsis of Policies Governing the Academic Calendar On behalf of the Senate Committee on Educational Policy, Chair Moorhouse introduced and moved approval of EP.21.003. Moorhouse noted the Academic Calendar Task Force consulted with various stakeholders when developing these guidelines. This proposal does not change the approval process of Academic Calendars. Faculty senator Gothe (AHS) expressed concern about final examination scheduling. Moorhouse noted that the Task Force did not discuss final examination schedules but would make sure the committee is aware of Gothe’s concerns.

03/08/21-26 Through the online voting system Poll Everywhere, EP.21.003 was approved with 113 in favor, 1 opposed, and 2 abstentions.

03/08/21-27 SP.20.32* Proposed Revisions to the Statutes, Article X, Section 1 (Tenure of Academic

Staff)(a)6 and 7 – to permit the use of five-year appointments for non-tenure track faculty) On behalf of the Senate Committee on University Statutes and Senate Procedures (SP), Chair Gilmore introduced SP.20.32 for a second reading, and then moved approval. Gilmore reported that this proposal would allow for longer appointments to be offered

to non-tenure track faculty. The current limit is three years, and the proposal would extend this limit to five years.

03/08/21-28 Through the online voting system Poll Everywhere, proposal SP.20.32 was approved with 112 in favor, 2 opposed, and 2 abstentions.

03/08/21-29 SP.21.06* Revision to Standing Rule 17.C – Questions to the Presiding Officer of the

Senate On behalf of SP, Chair Gilmore introduced and moved approval of SP.21.06. This moves questions from the Presiding Officer to the Chancellor since the Presiding Officer of the Senate is now the SEC Chair.

03/08/21-30 Through the online voting system Poll Everywhere, proposal SP.21.06 was approved with 115 in favor, 0 opposed, and 0 abstentions.

03/08/21-31 SP.21.04* Proposed Revision to the Constitution, Article VI, Section 7

On behalf of SP, Chair Gilmore introduced SP.21.04 for a first reading. A vote will be taken at a subsequent Senate meeting. This proposal clarifies when the Presiding Officer of the Senate can vote.
