INTRODUCTION
On April 7, 1917 a group of 31 seamen meeting in Vancouver
formed the Shipmasters and Officers Association of Canada . By November
of that year, its name was changed to the Canadian Merchant Service Guild ,
and Andrew Goodlad was hired as Secretary . On June 6, 1919 the C .M .S .G .
was incorporated as a national union . On January 10, 1921 it merge d
with the Canadian Merchant Service Guild of Ontario ;the Ship Masters '
Association No . 1 ; and the Masters, Mates and Pilots of America . The
new organization, called the Canadian Navigators Federation, was organize d
into four divisions : Western, Great Lakes, St . Lawrence, and Eastern .
Because of a legal technicality, in 1922 the Western Division reverte d
to its original name of Canadian Merchant Service Guild, Inc . In 1946
the C .M .S.G . established a regional office in Montreal, and assumed
jurisdiction over the three eastern divisions of the former Canadia n
Navigators Federation (C .M .S .G ., Western Branch, Folder 13 - 13) . On
January 20, 1966, the National Association of Marine Engineers merge d
with the C .M .S .G . (N.A .M .E . Papers, Box 3) . On Sept . 28, 1965, the
revised By-Laws of the C .M .S .G . formally established the division of
the union into the Eastern and Western Branches .
The Western Division or Branch has always been the most active
section of the C .M .S .G . It has primarily been concerned with organizatio n
of deck officers and engineers working the ferries, towboats, and ships o f
the British Columbia coast, the Interior lakes, and the Mackenzie Rive r
system. In addition to representing its members in collective bargaining
and grievances, it acts as a hiring agency, lobbies for improve d
navigational and safety regulations, and sets standards for training o f
marina officers .

ORGANIZATION OF THE COLLECTIO N
The materials in the C .M .S .G . Western Branch collection wer e
deposited with Special Collections on August 1st and 23rd, 1978 . The
arrangement and description of boxes 1 to 21 was partially completed by
a volunteer. The remainder of the project was completed by James Bowman
in March and April, 1983 .
The original order of the collection is outlined in the two "mini -
inventories" appended to the inventory . Some artificial reorganization of
the collection has taken place, although the integrity of the content s
of most boxes has been retained .
Folders 31-18 to 35-41, which consisted of individual files an d
loose papers apparently unrelated to the rest of the collection, wer e
artificially arranged by categorizing them as Internal Communications ,
External Communications, or Ephemera .
Because the collection has been handled by many different person s
in the C .M .S .G . and in Special Collections, the continuity of som e
sequences of records has been broken, and some records have been groupe d
under misleading subject headings .
The researcher is advised to become thoroughly familiar with th e
inventory before searching for a particular document or group of documents .
RELATED MATERIAL S
Special Collections holds the Year Books of the C .M .S .G . for
1920 - 1955, catalogued as HR VK1 C353 A55 . The Minute Books of the
C.M .S .G . (1917-1965) and the records of the National Association o f
Marine Engineers (1919-1966) are kept as separate collections in th e
Manuscript Room .
