On behalf of the University of Calcutta, I extend a warm welcome to this august gathering on the occasion of the Convocation of the University for the year 2018. It is a great honour for me to be standing in front of you to give my first convocation report as Vice­Chancellor.

I welcome His Excellency, the Governor of West Bengal and Hon'ble Chancellor, University of Calcutta, Shri Keshari Nath Tripathi, who has been leading this University on the road to academic excellence and good governance. Sir, on this memorable day, I am extremely thankful for your kind presence and for presiding over this Convocation.

On behalf of the University of Calcutta, I especially welcome the esteemed Chief Minister of West Bengal,

Hon'ble Mamata Banerjee, who has kindly consented to deliver the convocation address. Hon'ble Madam, you have been an alumna of this University, and have remained a constant source of inspiration and sustenance in our University's quest for excellence.

I also sincerely welcome Hon'ble Dr. Partha Chatterjee, Minister-in-charge, Departments of School Education & Higher Education, Science & Technology and Biotechnology, Parliamentary Affairs, Government of West Bengal as the Guest of Honour in today's programme. We express deep gratitude to Dr. Partha Chatterjee for extending his help in all matters of the University.

Today, the University feels privileged to be able to confer the degree of the Doctor of Literature (Honoris Causa) on Hon'ble Mamata Banerjee, the esteemed Chief Minister of West Bengal, in recognition of her outstanding contributions towards Arts, Literature and Social Services. The degree particularly underlines her pre-eminent role in, and contribution to, public affairs.

Hon'ble Chancellor Sir, this Convocation will award special medals and prizes to eminent personalities in recognition of their achievements in their respective fields. Today, nineteen eminent personalities will receive such awards. ·

I warmly congratulate the awardees on my own behalf and on behalf of the University.

In this Convocation, D.Sc. Degree will be awarded to Sri Sekharchandra Ghosh, Dr. Ashis Kumar Mukherjee, Dr. Birendranath Bhattacharyya and Dr. Ena Ray. It is a proud moment for the University that 1004 candidates will receive Ph.D. degrees, the number being considerably higher than the last few years. M.Phil. M.Tech. and M.E. (PH) degrees will also be awarded to the successful candidates. Let me convey my congratulations to the recipients of these degrees.

The occasion of an Annual Convocation is an opportunity for the Vice-Chancellor to talk about the University's achievements over the past year. Let me take this opportunity to briefly share with you some of the achievements of the University in recent times.

As we consolidate the rapid strides we have made in recent years, I am proud to report that the NAAC peer team which visited our university during 19-21 December, 2016 has awarded us an 'A' grade. The NAAC team appreciated the University's academic standard and research environment. The following institutional strengths have been pointed out in the reviews by NAAC:

Distinguished Guests, Ladies and Gentlemen, it is a matter of pleasure and honour for us that :

o QS has announced the names of the best universities among BRICS nations, 2018 and the University of Calcutta has secured its position towards the top, with rank ten in India. The ranking is based on a comprehensive evaluation of several parameters ranging from teaching to research, and from industry­academia linkages to diversity and outreach.

o The University has secured 6th position among the Indian universities as per World University Rankings released by Times Higher Education for the subject of Life Sciences, 2018.

o UGC recognized the University with Potential for Excellence (Phases 1 and 2).

o NAAC accredited us with Grade A during 3"'Cycle.

o DST-Purse (1st Phase completed and 2nd Phase commenced) has been achieved.

o University of Calcutta is the only University from West Bengal, identified by the MHRD and the UGC as one among 5 Universities in India for 'Connect to India' Programme.

o The University successfully completed its tenure as India's only Nodal Centre for the UNO's Education Impact Programme.

o The UGC has recognized the academic excellence of 27 departments by bringing them under the ambit of Centre of Advanced Studies I Department of Special Assistance/Department of Research Support Programmes. At present, we have 5 CAS, 4 DSA and 13 DRS programmes running in the University.

o The University Library has secured the 1st position among all state and central universities in India, contributing the highest number of Ph.D. theses to Shodh Ganga under UGC­INFLIBNET, as on 1" January, 2018.

The rankings reflect the hard work and untiring effort by all members of the University community.

Faculty members of our University continue to be honoured with national and international awards for their academic exercises. International and national patents have been registered in the names of faculty members of science and technology. The University faculty members have published extensively in national and international journals, and remain prominent in international, national and regional conferences. Publications of some teachers have also been released in international forums. While it is not possible to give a full list of all achievements here, an account of some of the achievements will give an indication of the quality of teaching and research at the University of Calcutta today:

Research Publications

The faculty members of the University have been actively publishing research papers in international and national journals as well as in conference proceedings. While it is not possible to give a full list of all achievements here, including a list of publications

in esteemed refereed journals, the following account will give an indication of the quality of research publications during the period under review :

Since our last Convocation A search on SCOPUS, the largest database of peer­reviewed literature covering journal articles, conference proceedings, books along with patent literature from across the world, reveals that:

• The University academic community published 2230 papers.

• The University community overwhelmingly published (78% of the total documents published) their articles in peer-reviewed journals, a fact which testifies that the University strongly focuses on innovation and research.

• During the period, 19 patents were published by various disciplines under the University of Calcutta as recorded in Scopus, which again highlights the ongoing efforts of the University in pursuit of improved R&D activities.

• It appears from record that the maximwn number of articles were published in the subjects of Physics and Astronomy, followed by Engineering, Computer Science, Chemistry, Material Science, Mathematics, Social Sciences, Economics, Business Management, Arts and Humanities, etc. which indicates a distinctive multidisciplinary as well as interdisciplinary focus of the University covering the domains of

science, technology, arts & humanities, management and social sciences.

A search on Web of Science, a citation indexing service that provides a comprehensive citation search, consisting of 12,000 journals and 148,000 conference proceedings across the sciences, social sciences, and arts and humanities to find the high-quality research, reveals that:

• A total no. of 1636 documents was published during the period 2016-2017.

• The average number of citations per document was 1.69.

• Total number of citations received against the published documents was 2758.

• University h-index for the period under review is 11. It indicates high quality research productivity of the University scholarly community.

Nature Index, 1 January 2016 to 31 December 2016

The Nature Index is a database of author affiliation information collated from research articles published in an independently selected group of 68 high-quality science journals. The database, compiled by Nature Research, presents research outputs by institution and country.

It appears from the above report of 2016 that the University of Calcutta has secured its position close to the top with rank 24 in India in terms of publications of high-quality scientific articles. Among the universities in India, the University of Calcutta has been ranked at 2 and among the state-aided universities, it tops the list. The data also highlight that the University has improved considerably in the field of science and technology over the past year.

Patents

Since our last Convocation

The University has earned Rs.0.81 crore from technology transfer fees and royalties. The faculty members held 23 patents during the year under review, as below :

Research & Development Overview

During the year, the University has witnessed significant growth in its research and development activities. The number of externally funded ongoing projects has increased. New research and development projects were initiated in all the areas of science, engineering & technology, management and social

sciences, arts and humanities typically ranging from two to five years' duration. These include short term consulting projects and long-term sponsored research projects. I would like to acknowledge the pioneering efforts of the distinguished faculty members of the University who are actively carrying out various research-oriented jobs in different departments of the University. Funds for these research-oriented jobs are being received from various funding agencies such as CSIR, DBT, DST, DAE, JCMR, ICSSR, !CAR, JCHR, INSA, AICTE, etc. During the financial year 2016-17, the University has received Rs. 19.32 cr. from these agencies.

Conferences I Workshops I Symposia

Various conferences, seminars and workshops were organised by the departments and centres of the University during the year in order to increase their scholarly visibility as well as to connect with national and international universities and researchers. Several national and international dignitaries visited the University and delivered lectures. The departments have been very active in organising seminars and conferences with a high level of faculty and student participation.

University Library System

The University Library plays a pivotal supportive role in the teaching-learning process of the University. The University of Calcutta Library System comprises the Central Library, five campus libraries, forty departmental libraries and four libraries of the Centres of Advanced Studies spread across eight major campuses. The academic community of the University, encompassing teaching faculty, students and research scholars, depend on library resources in their pursuit of academic excellence. Internet access is available to the users of the entire University academic community round the clock. Library materials, e-resources in particular, are not only a supplement to class-room instructions, but are invaluable resources to support students in their regular academic and research activities. In the period under review, nearly 70,000 users visited the Central Library alone.

During the period under review, two state-of-the-art digital libraries, equipped with modern tools and appliances, have been founded, one each at Rajabazar

Campus and Technology Campus, Salt Lake to provide enhanced access to electronic information resources.

The Technology Campus Digital Library has been set up at Salt Lake Campus in order to serve the students, scholars and faculty members of three departments that have been shifted to the Technology Campus from Rajabazar Campus namely, A. K Choudhury School of Information Technology, Computer Science & Engineering, and Applied Optics as well as the users of Centre for Research in Nanoscience and Nanotechnology.

The Rajabazar Campus Digital Library has been founded at the 2nd floor of the Meghnad Saha Building to satisfy information and communication needs of the students, scholar and teachers of Rajabazar Campus.

The University Library has completed the massive task of digitizing full-text of aroimd 11,000 theses and 8,500 medical dissertations and uploading the same to DSpace.

To provide easy access to books and to expedite the process of circulation, open access sections have been created in the 1st and the 2nd floors of the Central Library. For this purpose, custom-made wooden shelves and racks have been placed in the 1st floor. Unlike closed access system, this open access arrangement reduces the time of the users for getting books as it allows students to get direct access to stacks and find books for themselves.

Online Public Access Catalogue (OPAC) unit has been reshaped in the 1st Door of the Cent.ral Libracy, along with the introduction of newly-made wooden comput.er tables.

During the period under review, hard copies of 10,000 books have been added to the Library collection. To enhance online teaching-learning activity, the Library

provides access t.o e-resources for its academic community through internet connections available at all major campuses round the clock. More than 13,000 electronic journals, nearly 2 lakh electronic books and over 40 bibliographical databases are accessible to the users.

The University Library also supports research activities with full text access to over 3 million electronic theses and dissertations published all over the world (ProQuest Dissertations and Theses Global). Users can download full-text e-resources logging on to our website www.caluniv.ac.in from any of the eight major campuses.

The e-resources are highly popular among the user community, as is evident from a recent report. According to UGC-INFLIBNET, the University Library has achieved 6th rank among all Indian universities in respect of total download of e-journals.

The University Library is committed to provide services to the users with physical impainnents. The Braille Library, stationed at the 2nd floor of the Central Library, continues to cater to the visually challenged students. Supported with Braille books, CDs, cassettes and special software to record learning materials at the Audio Room, the Braille Library facilitates improved learning with audio and tactile stimulation.

Since the last convocation, 415 visually challenged students have visited the Braille Library. To assist differently-able students, wheel chairs are provided. Ramps at the basement and two passenger elevators, one each at the two ends of the library, ensure smooth movement of wheel chairs. Moreover, to make the Library accessible to the visually impaired students, talking elevators and talking computers have also been installed.

Chandramukhi-Kadambini Sabhagriha, a seminar complex set up at the 4th floor of the Central Library in 2007, has cutting-edge multimedia environment and supports modem facilities for organizing seminars and conferences. During the period under review, 75 seminars/ workshops/ lectures/ meetings, etc. have been organised at the Chandramukhi-Kadambini Sabhagriha at the Central Library.

The Department of Mass Education Extension and Library Services - West Bengal, in its project of convergence of university libraries with the public library system of the State, has considered our University Library for providing Hbrary services as extension to its services beyond the institutional bona fide users to the greater masses in general. The objective of the said programme is to open the vast and rich resources (both traditional resources and e-resources) of our University Library to the general public and to extend the benefits of using this library to all sections of the society. Consequently, the University Library System is all set to extend library services till 7 p.m. from the existing 5.30 p.m. in weekdays and from 11 a.m. till 6 p.m. in Satw-days in all campus digital libraries to facilitate access and use of library resources.

NAAC peer team, in its recent visit, highly appreciated the University Library in terms of quality of services rendered and range of facilities provided, and appraised it as being an 'institutional strength'.

Moreover, in order to make it more informative as well as for wider circulation of the faculty achievements, it has recently incorporated curriculwn vitae of every faculty member. Once the work of uploading of full-text Ph.D theses is over, the University website will serve as the sole gat.eway for global access t.o University awarded research output.

University Web Mail

The University email platform has witnessed rapid development in terms of user activity. In addition to providing email accounts to the faculty members, the University has also extended the facility to the scholars too. Moreover, the process of creating University email account has been streamlined with facility to submit forms online.

Audit & Accounts Department

The Audit & Accounts Department is the handler as well as regulator of the financial aspects of the University. In recent times, various fundamental and structural reforms have been initiated in the Audit & Accounts Department of the University, which will yield far-reaching, positive results in the years to come. The primary objective behind all these initiatives is to ensure financial discipline and to establish financial integrity.

The Purchase & Works Manual of the University of Calcutta has already been made effective on and from 18"' October, 2016.

For the purpose of maintaining transparency and accuracy in the books of accounts, necessary steps have already been taken to implement the 'double entry' system of accounting.

In order to avert submission of doubtful claims and generation of doubtful statistics with resultant avoidable malpractices, COSA software has been implemented for drawing and disbursement of salary.

Structural renovation work of the Retirement Benefit Cell and Internal Audit Section has been completed.

Provident Fund abstracts are regularly prepared.

Salary and pension of all employees and pensioners are paid through ECS with effect from April 2014.

Emphasis has been placed on rigorous internal audit, which was indeed long·ovcrdue. Internal Audit Report are prepared and duly submitted to the State Government every year after getting approval from the Finance Committee and ratification by the Syndicate.

Fund flow from UGC to the University

During the Financial Year 2016·17, the University received an amount of Rs. 9.60 er. (approx.) from the UGC. It is pertinent to highlight the concerted efforts of the distinguished professors and concerned officials of the University who have actively pursued UGC for research and development programmes so that funds are released.

Funds from the State Government

As in previous years, this year also the Higher Education Department, Govt. of West Bengal, has extended full financial and administrative support to the University. It has been possible for the University

to caITy forward its rich legacy and strive towards excellence in the current national and global competitive scenario with the help of the support received from the Higher Education Department, Govt. of West Bengal. During the Financial Year 2016-17, grants received by the University were Rs. 128.21 crore under COSA, Rs.68.69 crore under Non-COSA and Rs.26.56 crore under Non-Plan, Non-salary heads.

Funds for these research-oriented jobs are being received from various funding agencies such as CSIR, DBT, DST, DAE, ICMR, ICSSR, !CAR, ICHR, INSA, AICTE, etc. During the financial year 2016-17, the University has received Rs. 19.32 er. from these agencies.

University's Own Initiatives

With the thrust being now on augmentation of resource generation from own sources, the University is also malting all efforts to boost its own resow-ce generation. Own resource generation efforts of the University are broadly classified under two sub-heads. One takes into account the various fees, sale proceeds & miscellaneous receipts, and the other consists of service charges generating from Endowment Funds. Our own resource generation during the year 2016-17 was Rs.54. 76 crore (approx.).

Engineering Department

The Engineering Department has undertaken the following exercises to restore and renovate the University buildings, while preserving their heritage nature. The objective has been to modernize the University's spatial infrastructure, while preserving the integrity of their historical value.

1) Renovation of Syndicate Room and adjacent spaces 2) Renovation of Senate House with adjacent spaces 3) Comprehensive renovation of the heritage

buildings, i.e., Darbhanga Building , Ashutosh building, and Hardinge Building.

4) Installation of 6 new lifts at College St. Campus and Goenka Hospital have been approved and financially sanctioned. 7 other lifts are under process by PWD.

5) Construction of Ground floor of Workshop at Technology Campus, Salt Lake, is in progress.

6) One new lift has been installed at Jute Technology Campus.

7) Renovation and modification of rooms of Anthropology Department and Zoology Department are in progress.

Administrative Staff College

The Administrative Staff College at the 10th floor of the Central Library building offers training and orientation programmes for the employees of the University as well as for the employees of its affiliated colleges. The training course covers imparting ICT skill, providing overview of University Act, Statute and Ordinance, affiliation system, institutional accreditation, IQAC, reservation facilities, UGC guidelines for colleges, application of open source software, promoting the use of E-resources in teaching and learning, legal affairs, etc. During the period under review, the Administrative Staff College has conducted five training programmes.

University Examinations

Controller of Examination's Department is one of the biggest and diligent department of this Oldest University. The Department holds annually more than

700 UG and PG examinations, annually about 3,60,000 candidates are enrolled for examinations, which is an enormous number. There are about 62 subjects taught in UG level, 103 programs and 61 other programs are taught in the PG level. Thus examination related activity of all these subjects and programs are catered by this Department all the year round. About 147 colleges of different types and categories are affiliated with this University. Number of certificates issued are about 92,100. Department of Controller of Examinations has 10 sections serving Examinations at UG level, 08 sections serving the Examinations of PG faculties and 09 sections are of common function. Every section work to best of their ability to carry out Examination related work.

Department has taken many new initiatives in recent years that include centralized Spot evaluation and pre- publication scrutiny of answer scripts of some subjects; providing examinees Facility for Self Inspection (FSI) of evaluated answer scripts; introduction of water proof and tamper proof packets for sending confidential question papers and finally introduction of coding system of answer scripts of some PG Examinations and implementation of CBCS System in U.G. Commerce and PG levels.

As the Department is very dynamic in nature it is ever evolving in both its policy, system and technology thus there are ample scope of development and modernization in near future. Some of the plans of developments are :

1. Development of dedicated web domain for Controller of Examinations Department to carry on all examination related activities both pre-examination and post-examination works.

3. Uploading of students' marks by examiners I Head examiners I Coordinators I re-examiners and in an online system in e-award lists. A hard copy may be kept for back up or other uses.

4. Elaboration of online application for UG and other PG Examinations and option for e-Admit card generation.

5. Introducing Bar coding on unexamined answer­scripts to maintain confidentiality of examinees and minimize the chance of biasness.

6. Introduction of preservation of all educational data of the examinees in the University/National Academic Depository (U/NAD) (Online issuance of various educational certificates, grade cards and other documents and verification of educational documents of the examinees through U/NAD}.

7. Organizing training and awareness programmes for the teachers and employees relating to University examination system.

8. Proper use of l.C.T. (Information and Communication Technologies) in the examination system within the department and networking with colleges and different departments of the University to expedite work speed and minimize paper work.

9. Introduction of a single window dedicated service for all documents (certificates/ marksheets, verification work/duplicate generation) provided by Controller of

Offices of the Faculty Secretaries

The Offices of the Faculty Secretaries of different faculties act as forums for the faculty-members as well as advisory bodies to the Deans. These Offices are playing a pivotal role in promoting e-governance. They act as a bridge in facilitating coordination within the faculty-members as well as between the faculty­members and administration of the University. Moreover, the Calcutta University Industry-Institute Partnership Programme (CUIIPP) Cell is running successfully under the aegis of the Office of the Secretary, UCSTA. Through the efforts of this office, in the area of University-Industry partnership, the University has made significant achievements. The University has been able to generate revenue of Rs. 17.10 crore (approx.) as on 18.09.2017 from online P.G admission through online SBI Collect.

Sports Department

The Department of Sports, University of Calcutta, promotes achievements in various Inter-University competitions in Zonal as well as All India level competitions. It conducts various coaching camps and promotes its affiliated colleges in more than 30 games in the Zonal as well as All India Inter-University Level Competitions. Besides, our department successfully conducts Inter-Collegiate Games among its affiliated units, that is, more than 150 colleges, in both Men's and Women's events every year. In the session 2016-2017 the University of Calcutta Cricket (Men) team became Champion in both Ajoy Ghosh Memorial Trophy Tournament, 2016-2017 hosted by I.LT Kharagpur, and Burdwan University, and Inter­University Twenty-Twenty Tournament, 2016-2017 hosted by North Bengal University and organized by The Cricket Association of Bengal (CAB). Our University has successfully hosted the Inter-University Inter-College T-20 Cricket (Men) Tournament, 2016-17 sponsored by the Cricket Association of Bengal (CAB) and in this tournament. Umes Chandra College, Kolkata became the Champion. Two (2) Cricket players represented our University in the East Zone Team in the Vizzy Trophy Cricket (Men) Tournament for the year 2016-2017 organized by the B.C.C.I under the auspices of Mumbai University.

University Health Services

The University has a Board of Health to take care of health problems of the students of the University and its affiliated colleges. The Board has set up a clinic named Goenka Hospital Diagnostic Research Centre with a view to rendering all kinds of medical assistance to the students and staff of the University.

Backward Classes Welfare Cell

The University established a BCW Cell to implement the policies and programmes of the Govt. of India and University Grants Commission as well as those of the Government of West Bengal for providing services and due facilities to the S.C./S.T./O.B.C. candidates. The Cell was initially formed with financial support of UGC and approval of the Govt. of West Bengal. However, at present, the entire financial assistance is provided by the State Govt. The Cell is headed by a Joint Registrar. The administrative staff and other facilities to the Cell are being provided by the University from its own resource. For effective implementation of Govt. policies and on the basis of the directives of the UGC, the University has formed a Standing Committee under Chairmanship of the Vice-Chancellor. The Committee holds its meetings at a regular interval to review the problems of S.C./S.T JO.B.C. communities attached to this University and help to find out the possible solutions. The Cell takes utmost efforts to implement the reservation policies for admission to U.G./P.G. courses of the University. The Cell also monitors the reservation policies in case of recruitment and promotion of teaching and non-teaching staff of the University. For the past two years, with the assistance

of UGC, the Cell is conducting coaching programme for the S.CJS.T. candidates willing to appear at NET and other competitive examinations and remedial coaching for final year P.G. Students.

Department of Performing Arts and Music

The Bengal Music College has been included as a new Department of Performing Arts and Music.

Asutosh Museum

Established in 1939, the Asutosh Museum occupies a pride of place in the University. During the period under review, its upkeep, along with the security system, has been improved. Increasing number of scholars are using the collection of the Museum. As many as 125 foreign visitors visited the Museum during the period under review.

Conclusion

Let me conclude with some brief reflections on our University's sense of mission. The University of Calcutta was established by the British as part of wider networks of colonial infrastructure, designed to create a class of subordinate elites who would accept imperial hegemony, even as the wider population of the country was kept under violent subjection. Yet, over the decades, and particularly since the first half of the twentieth century, the University has been reshaped from an instrument of colonial subjection into a space of national freedom and social liberation. In mediating this transformation, the teachers and students of the University have played a crucial role, as they have transformed knowledge into a weapon for overthrowing \"arious kinds of social bondage, into an instrument for emancipating and intellectually enriching not just a narrow social elite, but the broadest sections of society.

The University's motto - advancement of learning -captures this crucial essence: here learning encompasses wisdom in its profoundest sense. Ancient civilizations have long revered this wisdom. The ancient Greeks knew it as Sophia; Indians worshipped it as Jnana; Sufi mystics equated this with Haqq or truth. The unleashing of this inner wisdom, ancient and yet ever new, is what our University strives ever more to achieve. The advancement of learning is but another name for the advancement of wisdom, through which alone attainment of both individual freedom and collective solidarity and cooperation is possible. I invite you all to join us in achieving this mission.
