Five Main Recommendations1. Develop the UHR capacity to provide more strategic services to meet the long-

term workforce needs of NC State.2. Redesign the current HR service delivery model and organizational structure

to deliver strategic and consultative services to campus.3. Enhance HR processes and leverage technology to improve service-level
