Sir/Madam,
As you are aware, UGC-NET for JRF and Eligibility for Lectureship is scheduled to be held
on 30th
June, 2013. Candidates are required to submit their application Online on UGC website
i.e. www.ugc.ac.in OR www.ugcnetonline.in. A Notification for the same is available on UGC
website (www.ugcnetonline.in). Please find attached herewith a soft copy of the same which
contains relevant details about the Examination, eligibility criteria, subjects in which the Test is
to be held, list of NET Coordinating University/College and general guidelines for your ready
reference. In addition to the above, I would like to draw your kind attention to the following
points:
1. The last date for applying Online is 30th
April, 2013 and last date for receiving the
printout of online Application Form (one copy) and Attendance Slip (one copy) with Bank
Challan (UGC copy) for payment of Test fee through State Bank of India and category
certificates (if applicable) at the NET Coordinating University/College is 8th
May, 2013.
2. The Test will be held in the subjects falling under the Faculties of Humanities
(including languages), Social Sciences and also in Computer Science & Applications,
Electronic Science and Environmental Science. The details of the subjects with their Code
Nos. are given in the Notification. The Test in Science subjects falling under the faculty of
Sciences (Chemical Sciences; Earth, Atmospheric, Ocean & Planetary Sciences; Life Sciences;
Mathematical Sciences and Physical Sciences) is separately being conducted, jointly with the
Council of Scientific and Industrial Research (C.S.I.R.), New Delhi. The candidates desirous of
availing of UGC-JRF in these science subjects may be advised to appear in the UGC-CSIR
NET.
3. According to the conditions of eligibility for J.R.F., the upper age limit for admission
to this Test is 28 years as on 1st June, 2013, relaxable upto 5 years in
the case of candidates belonging to SC/ST/PWD/OBC (non-creamy layer as per the central
list of Other Backward Classes available on National Commission for Backward Classes,
Govt. of India website : www.ncbc.nic.in ) categories , women candidates and those who
have experience of research or training subject to a maximum of 5 years supported by a
certificate from the appropriate authority. Three years relaxation in age will also be
permissible to the candidates possessing L.L.M. Degree. The applications of the candidates
may be minutely examined with reference to the age requirements and other eligibility
criteria accordingly. Total age relaxation on the above ground(s) shall not exceed five years
under any circumstances.
4. There is no upper age limit for candidates appearing for eligibility for Lectureship
only.
5. For General candidates, the examination fee is Rs. 450/-, for Other Backward
Classes (non–creamy layer as per the central list of other Backward Classes available on
National Commission for Backward Classes, Govt. of India website : www.ncbc.nic.in), the
fee is Rs. 225/- and for the SC/ST/PWD candidates, it is Rs. 110/. The candidates are
expected to fill the Bank Challan Form in triplicate (Bank copy, UGC copy & candidate’s
copy) as given in the Notification. All the three copies of the challan Form have to be
submitted in any branch of State Bank of India along with the Bank charges (commission) of
Rs. 20/-. The bank will retain one copy and return two copies of the challan to the candidates.
The candidate has to attach the UGC copy of the challan with the printout of online
Application form which he/she has to submit to the Registrar of UGC–NET Coordinating
University/Principal of the College opted by the candidate. Please note that fee submitted by
any other mode like mony order, demand draft, IPO etc. will be rejected. Fee once paid will
not be refunded under any circumstances.
6. Attendance slip submitted by the candidate alongwith the application shall be retained
by the NET Coordinating University till examination. The attendance slip duly attested by the
Co-ordinator should be given to the Invigilator on duty for verification of the photograph and
signature of the candidate on the day of examination. After the examination, all the
attendance slips alongwith attendance sheet (Form No. IV) and Application Form of all
registered candidates may be sent to UGC–NET Delhi for further action.
7. For Persons with Disability (Visually Challenged candidates), 30 minutes extra
time is to be given for Paper–I, similarly 30 minutes extra time for Paper–II and 45 minutes
extra time for Paper–III. They will also be provided the services of a scribe who would be a
graduate in a discipline other than that of the candidate. The identity of the scribe must be
checked. It should be ensured that the scribe is well versed in the language/medium/symbolic
language of the subject in which the candidate is appearing for NET. Those Physically
Challenged candidates who are not in a position to write in their own hand-writing can
also avail these services by making prior request (at least one week before the date of UGC–
NET) in writing to the Coordinator of the NET Coordinating University/College. Such
Visually/Physically Challenged candidates are not allowed to bring their own scribe. Also, it
may please be noted that Physically Challenged students may be allotted venue of test nearest
to their place of residence.
The extra time and facility of scribe would not be provided to other Physically Challenged
candidates. The Roll Numbers of such candidates should be intimated to Head, NET Bureau,
New Delhi.
8. No traveling allowance (TA) will be paid to the candidates.
9. After the last date of reaching the Hard copies of Online Application Form at the NET
Coordinating University is over, the Co–ordinator are requested to inform the actual number
of candidates registered in each subject to the UGC–NET office, Delhi within 10 days as per
Form–I enclosed.
10. The UGC will send soft copy of the list of candidates including their Roll number,
who had submitted the online application. You are requested to finally check and indicate the
Roll numbers who had not submitted the printout of online application form at the NET
Coordinating University/College.
11. The copies of the Test Booklets in different subjects for the Test, forms and
instructions for the Examination Superintendents/Invigilators/Candidates will be sent to you
as per online registration figures for your NET Co-ordinating University/College. Syllabus
will not be sent to individual candidate. The syllabi of all the subjects are available on the
UGC website : www.ugc.ac.in
12. Candidates are not supposed to submit any Marksheet/Degree in support of their
eligibility and Admission Card alongwith the application form. Therefore, the candidates, in
their own interest, must satisfy themselves about their eligibility for the Test. In the event of
any ineligibility being detected by the Commission, their candidature will be cancelled.
13. Candidates are required to attach copy of their OBC/SC/ST/PWD certificate
alongwith the application form, if applicable.
14. You are advised to check the eligibility conditions, i.e. at least 55% marks for
GENERAL/OBC candidates and 50% marks for SC/ST/PWD candidates in their post
graduation from UGC recognized Universities/ Institutions and SC, ST, PWD, Certificate if
applicable. The minimum percentage of 55% for GENERAL & OBC candidates and 50%
for SC/ST/PWD candidates should have been secured without rounding off the percentage to
the next higher figure. The candidates who have completed Ph. D. and have passed Masters
Degree prior to 19th
September, 1991 (irrespective of date of declaration of result) with
atleast 50% marks (without rounding off) are also eligible to appear in the NET Test. The
candidates who are appearing in the final year of their Post–Graduate examination may be
allowed to appear in this examination.
15. The UGC has revised the rates of remuneration for the personnels involved in the
conduct of UGC – NET Examination from December, 2010 onwards. You are, therefore,
requested to fillup the proforma neat and clean in all respect while submitting the claims for
reimbursement, if any, against the advance grant given to your University as per norms
prescribed by the Commission. (copy enclosed )
17. The soft copies of following formats/forms are attached herewith for your information
and necessary action.
i. Instructions for the Co–ordinator.
ii. Form–I, i.e., Statement of Subject-wise number of candidates registered for Test.
iii. Copy of the Notification.
iv. Copy of the Norms of Expenditure.
v. Seating Plan for distribution of Test Booklets in a Room/Hall
18. A list of roll numbers of all rejected candidates should be sent to UGC-NET Bureau as
per format (the format will be sent to you in due course of time), ground for rejection should
also be mentioned therein. However, irrespective of the fact, whether application rejected or
not, all candidates having valid admission card (provisional) issued by UGC at the time of
online submission of application, with duly attested identical photograph should be permitted
to appear for examination. Valid photo ID of all the candidates should also be checked at the
Venue of test by the Coordinating University/College before allowing the candidates inside
the examination Hall/Room.

sent to Head, NET Bureau, University of Delhi, South Campus, New Delhi–110021 in the
enclosed form–I latest by 20th

AND ELIGIBILITY FOR LECTURESHIP (30th

INSTRUCTIONS FOR CO-ORDINATORS
The University Grants Commission conducts the National Eligibility Test (NET) for Junior
Research Fellowship and eligibility for Lectureship twice a year in various disciplines. The
notification for 30th
June, 2013 NET is available on UGC website (www.ugcnetonline.in).
The soft copy of the Notification containing eligibility conditions, subjects & Coordinating
Universities for the examination, and other details is attached herewith for use of the
Coordinators. The examination consists of three papers. Paper-I is compulsory for all
candidates. Paper-II and Paper-III are from the optional subjects. The examinations for
Paper–I and Paper–II are to be held in the forenoon session from 9.30 a.m. – 10.45 a.m. &
10.45 a.m. – 12.00 noon respectively and Paper-III in the afternoon session from 1.30 p.m. to
4.00 p.m.
1. ROLE OF THE CO-ORDINATOR:
The Co-ordinator will be appointed by UGC on the recommendation of the Vice-Chancellor of
that particular university where NET Coordinating University is located. In case of College,
the Principal of the College will act as Coordinator. He/she will be responsible for the
conduct, arrangement and secrecy of NET. Besides, he/she will be carrying out the following
duties:
i) The Roll number, Admission Card (Provisional) and Attendance Slip will be
automatically generated by the computer immediately after online submission of
application by the candidate. A printout of online Application Form (one copy) and
Attendance Slip (one copy) is to be submitted by the candidate alongwith Bank
Challan form in original, towards payment of fee through State Bank of India
aolngwith category certificates (if applicable).
ii) UGC will intimate the list of Roll Numbers of the candidates who had applied
online, to the Coordinating University/College.
iii) Making necessary arrangements for the enrolment of candidates within the
prescribed date.
iv) Identifying venues of test and making seating arrangements for all the candidates
who had applied online. Uploading all such information regarding Test venues and
seating arrangement on the website of the Coordinating University/College.
v) Strict checking of the Bank Challan in original, towards payment of fee through any
branch of State Bank Of India (Gen. candidate Rs.450/-, for OBC (non-creamy layer
as per the central list of other Backward Classes available on National Commission
for Backward Classes, Govt. of India website : www.ncbc.nic.in ) candidate Rs.
225/- and for SC/ST/PWD (persons with disability) candidate Rs. 110/-) which is to
be enclosed by the candidates alogwith the print out of online Application Form (one
copy).
vi) Strict checking of Other Backward Classes (OBC non-creamy layer), Scheduled
Caste (SC), Scheduled Tribe (ST), Persons with disability (PWD) certificates
wherever applicable.
vii) Strict verification of printout of online Application Forms with reference to
eligibility conditions published in the latest notification of UGC-NET. Every
Application Form must be attested by the Co-ordinator with the rubber stamp
(signature) in the space provided in the Application Form
viii) The candidate will submit printout of online Application Form, Attendance Slip,
Bank Challan in original towards payment of fee through SBI, SC/ST/PWD category
Certificate (if applicable) at the Coordinating University/College. The Attendance
Slip will be retained at the coordinating University/College and given to the
‘Invigilator on duty’ for verification and taking signature of the candidate on the day
of examination in his/her presence. After the examination, Attendance Sheet as well
as Attendance Slip of only those candidates who had appeared in the Test at the
Coordinating University/venue of test MUST BE despatched to the Head, UGC-
NET Bureau, University Grants Commission, University of Delhi, South
Campus, New Delhi-110021.
ix) After checking & verifying all the printout of online Application Forms and
allotment of Venue of Test, the set of Application Forms is to be dispatched to the
Head, NET-Bureau, University Grants Commission, University of Delhi, South
Campus, New Delhi – 110021, after the Test (30th
June,2013).
x) The instructions regarding despatch of confidential material after examination will be
issued separately in due course of time.
xi) Arrangement for payment of TA/DA and honorarium and providing necessary
facilities to the OBSERVERS appointed by the Commission for the examination to
carryout their duties of inspection a day before the Test and on the day of the Test.
xii) Supplying additional information that may be required by the UGC-NET Office,
Delhi in regard to the examination.
xiii) Holding of overall charge of correspondence and liaison with the UGC-NET office,
Delhi regarding the conduct of the examination.
2. ADMISSION CARD / ROLL NUMBER :
Once appointed, the Co-ordinator should not leave his/her charge mid-way. Any change after
the start of process must be done with prior approval of the UGC and may be done in case of
emergency only. The Roll Number, Admission Card and Attendance Slip are generated
automatically by the computer while submission of online application by the candidate. The
candidate has to submit one copy of printout of online Application Form and Attendance Slip,
along with Bank Challan form towards fee payment through SBI, and category certificate (if
applicable) etc.
The candidates should retain the print out of online Admission card with them and will bring it
on the day of examination after affixing the identical passport size photograph. The
photograph must be signed across by the candidate after affixing, so that a part of the signature
spreads over the Admit Card. Besides, it should be duly attested by the Head of the University
Department/ Principal of the College/ class-I Gazetted officer.
The Venue of Test and seating arrangement is to be allotted by the NET Coordinating
University/College to the candidate and same may be uploaded on website of NET
Coordinating University/College at least 15 days before the Test, i.e. 15th
June,2013.
It may be noted that no Admission Card will be issued by the respective NET Coordinating
Universities/Colleges. Candidates have been asked to ascertain their Venue of the Test/seating
arrangement from the website of the respective NET Coordinating University/College and
note it in their printout of online Admission Card at least 10 days before the Test, i.e. upto 20th
June, 2013.
UGC-NET Bureau has changed the structure for allotment of Roll Number from June,2010
UGC-NET onwards. The Roll number will be automatically generated by the computer
immediately after online submission of application by the candidate.
The new Roll Number contains eight digits. In these eight digits Roll Number, first two digits
(from left to right) indicate the NET Coordinating University/College code, next two digits
indicate the Subject Code and the remaining four digits indicate the serial number of candidate
for a particular Subject.
For Example:-
The candidates who are submitting the Online Application Form and have opted Aligarh
Muslim University (NET Coordinating University/College code No. 01) as NET
Coordinating University/College, will be automatically allotted the subject-wise roll numbers
as given in table below :

After completion of the Test, all Application Forms of registered candidates must be sent to
Head, NET Bureau, University Grants Commission, University of Delhi, South Campus,
New Delhi-110021 office for further necessary action.
3. OPENING OF TEST BOOKLETS:
3.1 Packets containing Test Booklets for Paper-I and Paper-II should not be opened before
7:30 a.m. and those for Paper-III (afternoon session) not before 12:00 Noon on the day
of the examination.
3.2 These will be opened by the Examination Superintendent in the presence of at least two
persons from amongst the Coordinator/Observers/Invigilators (presence of UGC
observer must be ensured) and the certificate in Form No. III should be signed by all the
three persons.
3.3 The Handling of question papers must be done in most confidential manner.
3.4 The Co-ordinator shall be responsible for any lapse or leakage of paper. Under any
circumstances, the Test Booklets will not be opened except as mentioned above. The
presence of the UGC observer is must.
3.5 The Coordinator has to inform UGC beforehand about the Venue of Test.
4. CHECKING OF TEST BOOKLETS :
4.1 Immediately after the packets containing Test Booklets are opened, it should be verified
that the required number of Test Booklets have been received in all the subjects for
which candidates have been registered at the NET Coordinating University/College.
4.2 In addition to this, each Test Booklet should be checked with reference to page numbers,
serial number of the questions and subject opted by the candidate. This may be got done
with the help of the invigilators.
4.3 In case, it is found that the number of Test Booklets received in a particular subject falls
short of the number of candidates registered at the Coordinating University/College, then
the required number of Test Booklets should be got photocopied at a confidential place
in the presence of Observer(s) appointed by the UGC and Coordinator/Superintendent.
The Co-ordinator shall inform the Head, NET Bureau over Phone (011-24115419,
09560228560) and take his prior permission to do so.
4.4 It may please be noted that a packet marked ‘Emergency Packet’ containing three small
packets for all the three papers will also be sent to you separately. One small packet
marked ‘Emergency Packet Paper-I’ will contain four copies of the Test Booklet in
Paper-I and ‘Emergency Packet Paper-II shall contain one Test Booklet in each of the
subjects for Paper-II. Similarly, the packet marked ‘Emergency Packet Paper-III’ will
contain one copy of the Test Booklet in each of the subjects for Paper-III. In case,
sufficient number of Test Booklet for Paper-I, Paper-II and Paper-III have not been
received, requisite number of photocopies may be made from the copies in these packets.
This may be done after obtaining approval over Telephone/Fax from Bureau Head,
UGC-NET, Delhi (011- 24115419 & 24116316, 09560228560).
4.5 If contact with the Head, UGC-NET Bureau is not possible due to any reason, the Vice-
Chancellor of the University must be taken into confidence.
MOST IMPORTANT
4.6 The work of photocopying should be supervised by the UGC Observer(s) and the
Co-ordinator/Superintendent of Examination. For this purpose, the Co-ordinator is
requested to make prior arrangements for photocopying of the material.
5. GENERAL INSTRUCTIONS :
5.1 The Co-ordinator may please go through the instructions meant for (a) the
Superintendents, (b) the Invigilators and (c) the Candidates and ensure that these are
carried out strictly.
5.2 The invigilators are required to report for work at 7.45 a.m. for the forenoon session and
at 12.30 p.m. for the afternoon session and remain in position till the Examination is over
and Test Booklets are handed over to the Superintendent/Coordinator.
5.3 For Persons with Disability (Visually Challenged candidates) candidates thirty
minutes’ extra time shall be provided separately for paper-I and Paper-II. For paper-III,
forty five minutes’ extra time shall be provided. They will also be provided the services
of a scribe who would be a graduate in a discipline other than that of the candidate. The
identity of the scribe must be checked. It should be ensured that the scribe is well versed
in the language/medium/symbolic language of the subject in which the candidate is
appearing for NET.
Those Physically Challenged candidates who are not in a position to write in their own
hand-writing can also avail these services by making prior request (at least one week
before the date of UGC-NET) in writing to the Coordinator. Such PWD candidates are
not allowed to bring their own scribe. The extra time and facility of scribe would not be
provided to other Physically Challenged candidates. The Roll Numbers of such
candidates should be intimated to Head, NET Bureau, Delhi. Also, it may please be
noted that Physically and Visually Challenged candidates may be allotted venue of test
nearest to their place of residence.
The seating arrangements for persons with disability (PWD) should be made on the
ground floor, in an accessible building equipped with disabled friendly toilets as far as
possible. Separate seating arrangements in an appropriate place should be made for the
scribe users in order to avoid disturbance. Separate invigilator to be deployed for such
candidate in order to stop the use of the unfair means.
5.4 Care should be taken to ensure that candidates are provided with the correct Test
Booklets. If, however, a mistake occurs in which a candidate, in the forenoon session, is
supplied by mistake with the Test Booklet for Paper-III, then the wrong Test Booklet
issued to the candidate should be withdrawn immediately and the candidate be provided
with the test booklet for Paper-I and Paper-II. It should be ensured that during the break
between Paper-I, Paper-II and Paper-III, such a candidate does not mix-up with other
candidates. For this purpose, he/she should be kept in a separate room during the break
and provided refreshments/tea etc. there only, if necessary.
5.5 The candidates should be allowed to carry the Test Booklets of Paper-I,II & III
alongwith carbon copy of OMR Sheet on conclusion of examination. However, no
candidate should be allowed to take the Original OMR Sheet or any other material out of
the examination hall. The Original OMR Sheet should be immediately taken back after
the Examination is over.
5.6 Instructions must be given to Examination Superintendent that no candidate shall be
allowed to carry Cellular Phone/Satellite Phone/Pager/Digital diary or any electronics
gadget etc in the examination Hall/Room, which may help him/her in examination hall.
5.7 The Co-ordinator must ensure that seating plan during examination is done as per the
UGC norms. A copy of seating plan is attached herewith (Form No. X).
5.8 SPECIFIC METHOD FOR DISTRIBUTION OF TEST BOOKLETS:
To avoid the chances of copying, UGC has the system of jumbling the questions and
UGC has prepared four sets of question papers for paper-I. These are coded as W, X,
Y and Z. The Test Booklets are given serial numbers in an ascending order and are to
be distributed to the candidates as per the serial numbers only from front to back in the
first row, from back to front in the next row and so on (i.e. the Test Booklets are to be
distributed in U shape). If the candidate is absent, his/her Test Booklet should be left
on his/her desk and collected after 20 minutes of commencement of the Test.
Care must be taken that students of same subject should not be seated one after
another continuously in a row and in a column. One subject must be followed by
another subject.

7. UGC shall not be sending the syllabi and sample questions to the Co-ordinator for

9. After the examination is over, the Co-ordinator will submit a statement of expenditure

examination duly signed by the Registrar/Principal.

NORMS OF EXPENDITURE

1. The actual expenditure incurred by the NET Coordinating University/College on postage,
stationery, xeroxing/cyclostyling, conveyance etc. in connection with the conduct of the
examination will be reimbursed by the University Grants Commission. The expenditure on these
items should be incurred as per University Rules.
2. The Co-ordinator will be paid remuneration at the following rates from the date of beginning of
Online Registration till one day subsequent to the examination.

For each NET Coordinating University/College, the examination will be conducted under the
guidance of a Superintendent. The Superintendent will be assisted by the Assistant Superintendent
and Invigilators. There shall be One Assistant Superintendent for a group of 300 candidates
registered, subject to maximum of three in a centre and one Invigilator for every group of 20
students or part thereof.
4. The work relating to the enrolment of candidates, verification of forms, issue of admission cards
etc. may be got done on part-time basis under the guidance of a Co-ordinator, who shall be of the
rank of at least Deputy Registrar. The Ministerial and Class IV staff engaged for the examination
work (including the day of examination) shall be paid out of a fund to be created @ Rs. 25/- per
candidate registered at the NET Coordinating University subject to a minimum of Rs. 5000/-.
Amount spent on any miscellaneous expenditure will also be met out of this fund.
5. i) The Commission will appoint Observer(s) to inspect the conduct of examination and give a
report thereof. Observer(s) may be reimbursed for travel by train AC Second Class or by
Taxi/own car as per the UGC rules up to 700 Kilometres to and fro (up to 350 km. one way) or
actual distance covered whichever is less @ Rs.8/- km. If the distance covered is more than 700
km. (both ways), the reimbursement will be limited to 700 km. (both ways) only. In case of travel
by air or in AC (I Class) by train, the reimbursement shall be limited to II AC train fare only.
ii) To and fro Travel by Observer –
For travel by Observer from Residence/Office to Railway Station/ Bus Terminal, Railway
Station/Bus Terminal to the examination centre and vice-versa, reimbursement shall be made on
actual basis but not exceeding Rs. 300/- in each case.
iii) Honorarium is to be paid to the Observer(s) @ Rs. 1,500/- only for the day of the examination.
iv) The outstation Observer shall be paid Daily Allowance (DA) @ Rs. 250/- per day by the
University.
6. The actual expenditure incurred by the University on tea/lunch provided to Coordinator,
Observers, Superintendent(s), Assistant Superintendent(s), Invigilators and Ministerial staff on
duty on the day of examination will be reimbursed by the Commission subject to a maximum of
Rs. 141/- per person (i.e. Rs. 100/- for lunch, Rs. 10/-for tea/coffee (twice), Rs. 20/- for
refreshments/snacks and Rs. 11/- for cold drinks (once).
7. No TA will be paid to the candidates.
8. In the case of a University/Institute which has not been declared fit to receive Commission’s
assistance under UGC Act, it has been decided that for the reimbursement of expenditure incurred
in connection with the conduct of the NET, the NET Coordinating University/College shall
have to send a statement on the prescribed proforma duly signed by the statutory auditor of the
University. It may please be noted that in the absence of an audited statement of expenditure, the
amount spent by the University in connection with the conduct of said examination will not be
reimbursed.
9. The details of the expenditure incurred by the NET Coordinating University/College in
connection with the conduct of JRF/Lectureship Eligibility Test should be submitted to the UGC
in the prescribed proforma immediately after the examination. 10. These rates are applicable from the UGC-NET examination to be held in December 2010, and
onwards.

1) i) Before submission of the online Application Form, the candidate should read this
notification carefully.
ii) The University Grants Commission announces holding of the National Eligibility Test
(NET) on 30th
June 2013 (SUNDAY) for determining the eligibility of Indian nationals for
the Eligibility for Lectureship only or Junior Research Fellowship (JRF) and Eligibility
for Lectureship both in Indian universities and colleges. UGC will conduct NET in 78
subjects (listed under item no. 9) at 79 (Seventy Nine) selected NET Coordinating
Universities (listed under Item no. 10) spread across the country.
The result of the UGC-NET to be held on 30th
June, 2013 will be made available on the UGC
websites: www.ugc.ac.in and www.ugcnetonline.in as and when it is declared. The
candidates will not be individually intimated about their result.
The candidates who qualify for the award of Junior Research Fellowship are eligible to
pursue research in the subject of their post-graduation or in a related subject and are also
eligible for lectureship. The universities, institutions, IITs and other national organizations
may select the JRF awardees for whole time research work in accordance with the procedure
prescribed by them. The award of JRF and Eligibility for Lectureship both OR Eligibility for
Lectureship only will depend on the performance of the candidate in all three papers of NET.
However, the candidates qualifying exclusively for lectureship will not be considered for
award of JRF. Candidates appearing in NET should clearly specify in the prescribed
Application Form whether they are applying for both JRF & Eligibility for Lectureship both
OR only for Eligibility for Lectureship. Candidates who qualify the Test for eligibility for
Lectureship will be governed by the rules and regulations for recruitment of lecturers of the
concerned universities/colleges/state governments, as the case may be.
Scheduled Caste (SC)/Scheduled Tribe (ST)/ Persons with disability (PWD)/Other
Backward Classes (OBC) (Non-creamy layer), as per the central list of Other Backward
Classes available on National Commission for Backward Classes (NCBC), Government of
India website : www.ncbc.nic.in, candidates will be given such special concessions as may be
decided by the Commission.
2) JUNIOR RESEARCH FELLOWSHIP :
Candidates qualifying for the award of Junior Research Fellowship will be eligible to receive
fellowship of UGC under various schemes, subject to their finding placement in
universities/IITs/institutions. The validity period of the offer is two years w.e.f. the date of
issue of JRF Award Letter. However, in case the candidates who have already joined
M.Phil/Ph.D., the date of commencement of fellowship shall be from the date of declaration
of NET result or date of their joining, whichever is later.
3) CONDITIONS OF ELIGIBILITY :
i) Candidates who have secured at least 55% marks (without rounding off) in Master’s
Degree OR equivalent examination from universities/institutions recognised by UGC in
Humanities (including languages) and Social Science, Computer Science & Applications,
Electronic Science etc. are eligible for this Test. The Scheduled Caste (SC)/Scheduled
Tribe (ST)/Persons with disability (PWD) category candidates who have secured at least
50% marks (without rounding off) in Master’s degree or equivalent examination are
eligible for this Test.
ii) Candidates who have appeared OR will be appearing at the qualifying Master’s degree
(final year) examination and whose result is still awaited OR candidates whose
qualifying examinations have been delayed may also apply for this Test. However, such
candidates will be admitted provisionally and shall be considered eligible for award of
JRF/Lectureship eligibility only after they have passed their Master’s degree examination
or equivalent with at least 55% marks (50% marks in case of SC/ST/PWD (Persons with
disability) category candidates). Such candidates must complete their P.G. degree
examination within two years from the date of NET result with required percentage of
marks, failing which they shall be treated as disqualified.
iii) The Ph.D. degree holders whose Master’s level examination had been completed by 19th
September, 1991 (irrespective of date of declaration of result) shall be eligible for a
relaxation of 5% in aggregate marks (i.e., from 55% to 50%) for appearing in NET.
iv) Candidates are advised to appear in the subject of their post-graduation only. The
candidates whose post-graduation subject is not covered in the list of subjects in item No.
9, may appear in a related subject.
v) Candidates belonging to SC/ST/OBC (Non-creamy layer)/PWD category are required to
submit attested copy of the category Certificate along with online printout of their
Application Forms (obtained while applying on-line). Other candidates are not required
to submit any certificates/documents in support of their eligibility along with printout of
their Application Form. Therefore, the candidates, in their own interest, must satisfy
themselves about their eligibility for the Test. In the event of any ineligibility being
detected by the Commission at any stage, their candidature will be cancelled and they
shall be liable for legal action.
vi) Candidates having post-graduate diploma/certificate awarded by Indian
University/Institute or foreign degree/diploma/certificate awarded by the foreign
University/Institute should in their own interest, ascertain the equivalence of their
diploma/degree/certificate with Master’s degree of recognized Indian universities from
Association of Indian Universities (AIU), New Delhi. (www.aiuweb.org)
4) AGE LIMIT & RELAXATION :
i) Junior Research Fellowship: Not more than 28 years as on 01.06.2013. A relaxation
upto 5 years is provided to the candidates belonging to SC/ST/ PWD/OBC(Non-creamy
layer, as per the Central list of OBC available on website : www.ncbc.nic.in ) categories
and to women applicants. Relaxation will also be provided to the candidates having
research experience, limited to the period spent on research in the relevant/related subject
of post-graduation degree, subject to a maximum of 5 years, on production of a certificate
from appropriate authority. Three years’ relaxation in age will be permissible to the
candidates possessing L.L.M. Degree. Total age relaxation on the above ground(s) shall
not exceed five years under any circumstances.
ii) Lectureship: There is no upper age limit for applying for lectureship eligibility.
5) EXEMPTION (ELIGIBILITY FOR LECTURESHIP) :
i) NET/SLET/SET shall remain the minimum eligibility condition for recruitment and
appointment of Assistant Professors in Universities/ Colleges/Institutions. Provided
however, that candidates, who are or have been awarded a Ph. D. Degree in accordance
with the University Grants Commission (Minimum Standards and Procedure for Award
of Ph.D. Degree) Regulations, 2009, shall be exempted from the requirement of the
minimum eligibility condition of NET/SLET/SET for recruitment and appointment of
Assistant Professor or equivalent positions in Universities/ Colleges/ Institutions.
ii) The candidates who have passed the UGC/CSIR JRF examination prior to 1989 are also
exempted from appearing in NET.
iii) For SET Candidates: The candidates who have cleared the State Eligibility Test (SET)
accredited by UGC for eligibility for Lectureship held prior to 1st
June 2002, are
exempted from appearing in NET, being eligible to apply for Lectureship anywhere in
India. For SET held from 1st June 2002 onwards, the qualified candidates are eligible to
apply for the post of lecturer only in the universities/ colleges situated in the state from
where they have cleared their SET.
6) EXAMINATION FEE AND MODE OF PAYMENT :
For General candidates, the examination fee is Rs.450/-; for Other Backward Classes
(Non-creamy layer, as per the Central list of OBC available on website :
www.ncbc.nic.in ), the fee is Rs. 225/- and for SC/ST/PWD candidates, it is Rs. 110/-.
i) After filling all the details for applying online for NET, the computer will
automatically generate your ‘Bank Challan’ indicating your details therein A
print out of this Bank Challan may be taken by the candidate for payment through
cash, on the next working day (after generating the challan from
www.ugcnetonline.in) at any branch of State Bank of India (SBI) alongwith bank
charges (commission) of Rs.20/-
ii) Two days after the payment of fee at SBI through filled Bank Challan, the candidate
is required to check the status of fee payment at UGC website
(www.ugcnetonline.in) and if the status is ‘OK’ the candidate will be able to take the
printout of online Application Form (one copy), Attendance Slip (one copy) and
Admission Card (one copy) on separate A-4 size papers.
The candidate has to attach the UGC copy of the challan with the printout of online
Application Form which he/she has to submit to the Registrar/Principal of UGC-NET
Coordinating University/College opted by the candidate.
Please note that fee submitted by any other mode like money order, demand draft, IPO
etc. will be rejected. Fee once paid will not be refunded under any circumstances.
7) SCHEME AND DATE OF TEST :
i) The Test will consist of three papers. All the three papers will consist of only objective
type questions and will be held on 30th

Paper-I shall be of general nature, intended to assess the teaching/research aptitude of
the candidate. It will primarily be designed to test reasoning ability, comprehension,
divergent thinking and general awareness of the candidate. Sixty (60) multiple choice
questions of two marks each will be given, out of which the candidate would be
required to answer any fifty (50). In the event of the candidate attempting more than
fifty questions, the first fifty questions attempted by the candidate would be evaluated.
Paper-II shall consist of 50 objective type compulsory questions based on the subject
selected by the candidate. Each question will carry 2 marks.
Paper-III will consist of 75 objective type compulsory questions from the subject
selected by the candidate. Each question will carry 2 marks.
All questions of Paper-II and Paper-III will be compulsory, covering entire syllabus
(including all electives, without options).
The candidate will have to mark the responses for questions of Paper-I, Paper-II and
Paper-III on the Optical Mark Reader (OMR) sheet provided along with the Test
Booklet.
The detailed instructions for filling up the OMR Sheet will be uploaded on UGC
website (www.ugcnetonline.in or www.ugc.ac.in) in the last week of May, 2013. It may
noted that instructions to candidates will not be sent to the candidate by post.
PROCEDURE & CRITERIA FOR DECLARATION OF RESULT:
This will comprise of following steps:
Step I: Minimum marks to be obtained in NET for considering a candidate for the
award of JRF and eligibility for lectureship:
The candidates are required to obtain following minimum marks separately in Paper-I,
Paper-II and Paper-III as given below:

Step II: Amongst those candidates who have cleared step I, a merit list will be prepared
subject-wise and category-wise using the aggregate marks of all the three papers
secured by such candidates.
Step III: Top 15% candidates (for each subject and category), from the merit list
mentioned under step II, will be declared NET qualified for eligibility for lectureship
only.
Step IV: A separate merit list for the award of JRF will be prepared from amongst the
NET qualified candidates figuring in the merit list prepared under step III.
It may be noted that the above qualifying criteria decided by UGC is final and binding.
ii) For Persons with Disability (Visually Challenged candidates) thirty minutes’ extra
time shall be provided separately for paper-I and Paper-II. For paper-III, forty five
minutes’ extra time shall be provided. They will also be provided the services of a
scribe who would be a graduate in a subject other than that of the candidate. Those
Persons with Disability (Physically Challenged) candidates who are not in a position
to write in their own hand-writing can also avail these services by making prior request
(at least one week before the date of UGC-NET) in writing to the Co-ordinator of the
NET Coordinating University. Extra time and facility of scribe would not be provided to
other Persons with Disability (Physically Challenged) candidates.
iii) Syllabus of Test: All questions of Paper-II and Paper-III will be compulsory, covering
entire syllabus (including all electives, without options). Syllabi for all NET subjects
can be downloaded from the UGC Website www.ugc.ac.in and are also available in the
libraries of all Indian Universities. UGC will not send the syllabus to individual
candidates.
iv) In case of any discrepancy found in the English and Hindi versions, the questions in
English version shall be taken as final.
8) IMPORTANT :
i) The National level Test for determining the eligibility of candidates for the award of
Junior Research Fellowship/Lectureship in science subjects (Chemical Sciences; Earth,
Atmospheric, Ocean & Planetary Sciences; Life Sciences; Mathematical Sciences and
Physical Sciences) is conducted jointly with the Council of Scientific and Industrial
Research (CSIR), New Delhi. The candidates in these science subjects, desirous of
availing UGC-JRF or obtaining eligibility for Lectureship in these subjects are advised
to appear in the Joint CSIR-UGC Test for Junior Research Fellowship and Eligibility for
Lectureship conducted by CSIR.
ii) The UGC-NET for JRF/eligibility for Lectureship will be held at the NET Coordinating
Universities/Colleges specified in the list under item No. 10.
iii) PLEASE NOTE THAT CHANGE OF NET COORDINATING UNIVERSITIY/

HOW TO APPLY (APPLICATIONS HAVE TO BE SUBMITTED ONLINE) :
1) STEPS FOR SUBMISSION OF ONLINE APPLICATION FORM
i) Candidate seeking admission to the Test (UGC-NET, June,2013) must apply online
(i.e. www.ugcnetonline.in OR through a link available on the UGC website:
www.ugc.ac.in ).
ii) Before applying Online, the candidates must possess the Scanned passport size
photograph in JPEG format of less than 300 kb.
iii) After filling all the details for applying online for NET, the computer will
automatically generate your ‘Bank Challan’ indicating your details therein
A print out of this Bank Challan may be taken by the candidate for payment
through cash, on the next working day (after generating the challan from
www.ugcnetonline.in) at any branch of State Bank of India (SBI) alongwith bank
charges (commission) of Rs.20/-
iv) Two days after the payment of fee at SBI through filled Bank Challan, the
candidate is required to check the status of fee payment at UGC website
(www.ugcnetonline.in) and if the status is ‘OK’ the candidate will be able to take
the printout of online Application Form (one copy), Attendance Slip (one copy)
and Admission Card (one copy) on separate A-4 size papers.
v) SC/ST/PWD candidates and candidates belonging to OBC (non-creamy layer) (as
per the Central list of OBC available on website : www.ncbc.nic.in ) must enclose
the attested copy of certificate for the same.
vi) Candidates seeking age relaxation must enclose the certificate of educational
qualification/research experience entitling the candidates for age relaxation. (for
details, please see item no. 4).
vii) The Application (consisting of one copy of printout of online application form and
one copy of Attendance Slip) along with bank challan and other required
documents (as mentioned in item No. 13) must reach the Registrar/Principal of the
Coordinating University/College on or before 08.05.2013.
viii) The candidates should retain the print out of online Admission card with them
and will bring it on the day of examination after affixing the identical
passport size photograph. The photograph must be signed across by the
candidate after affixing, so that a part of the signature spreads over the Admit
Card. Besides, it should be duly attested by the Head of the University
Department/ Principal of the College/ class-I Gazetted officer.
ix) It may be noted that no Admission Card will be issued by the respective NET
Coordinating Universities/Colleges. Candidates are requested to ascertain
their venue of the test/seating arrangement from the website of the respective
NET Coordinating University/College and note it in their printout of online
Admission Card at least 10 days before the Test, i.e. upto 20th
June, 2013.
x) The candidates are required to bring a photo identity card also along with their
printout of online Admission Card on the day of examination.
xi) It may be pointed out that noting of seating arrangement/venue of test from
the website of respective NET Coordinating Universities/Colleges will be the
sole responsibility of candidate only. The NET Coordinating Universities/
Colleges will not inform to the candidate separately regarding the seating
arrangement/Venue of Test.
xii) Application received after 08.05.2013 at the NET Coordinating Universities/
Colleges will not be considered.
xiii) Before applying Online, candidates are advised to go through detailed notification
available on UGC website (i.e. www.ugcnetonline.in OR through a link available
on the UGC website: www.ugc.ac.in ). Please note that Fee submitted through any
other mode like Money Order, Demand Draft, IPO etc. will be summarily rejected.
xiv) The envelope containing the Application Form should be superscribed “UGC
NATIONAL ELIGIBILITY TEST FOR JUNIOR RESEARCH FELLOWSHIP
AND ELIGIBILITY FOR LECTURESHIP, JUNE, 2013”.
xv) The candidates must affix their recent identical passport size photographs, at the
places indicated, on the printout of Online Application Form and Attendance Slip
must sign across the photograph after it is affixed so that a part of the signature
spreads over the Application Form and Attendance Slip beyond the photograph.
Besides, it should be duly attested by the Head of the University Department/
Principal of the College/Class-I Gazetted Officer.
xvi) In order to avoid last minute rush, the candidates are advised to apply early
enough. UGC will not be responsible for network problems or any other problem
of this nature in submission of online application during last days.
12) GENERAL INSTRUCTIONS
i) The candidates must read the conditions of eligibility as given at item no. 3 carefully
and must satisfy themselves regarding their eligibility for the Test before filling the
online application and submitting the printout of Online Application Form.
ii) It may be noted that candidates will not be issued the Admission Card by the
respective NET Coordinating Universities/Colleges. Candidates should note that
their candidature is strictly provisional. The mere fact that Admission Card has been
issued at the time of online registration and the candidate is allowed to appear in the
test shall not imply that the Commission has finally accepted his/her candidature.
iii) The Application (consisting of one copy of printout of online application form
and one copy of Attendance Slip) along with bank challan and other required
documents (as mentioned in item No. 13) must reach the Registrar/Principal of
the NET Coordinating University/College on or before 08.05.2013.
iii) It may be noted that no Admission Card will be issued by the respective NET
Coordinating University/College. Candidates are requested to ascertain their
venue of the test/seating arrangement from the website of the respective NET
Coordinating University/College and note it in their printout of online
Admission Card at least 10 days before the Test, i.e. upto 20th
June, 2013.
iv) The candidates are required to bring a photo identity card also along with their
printout of online Admission Card on the day of examination.
v) It may be pointed out that noting of seating arrangement/venue of test from the
website of respective NET Coordinating University/College will be the sole
responsibility of candidate only. NET Coordinating University/College will not
be held responsible in this regard.
vi) UGC may change the NET Coordinating Universities/Colleges or date of
examination without assigning any reason.
vii) Applications received after the last date will not be entertained.
viii) No TA will be paid to the candidates.
ix) Canvassing in any form will disqualify the candidate.
x) Candidates should correspond only with their respective NET Coordinating
University/College for Venue of test/seating arrangement or any other relevant
information. UGC will not entertain any requests/queries in this regard.
xi) The use of calculators or Log Tables is not permitted. Mobile phones, pagers,
electronic devices etc. are not allowed in the Examination Hall/Room.
xii) A candidate who does not appear in paper-I, will not be permitted to appear in
paper-II and paper-III.
xiii) Candidates will not be allowed to write any question from the Test Booklet on the
Admission Card or on any other paper.
xiv) Those candidates who are not able to find out their seating arrangement/ venue of
Test from the website of the respective NET Coordinating Universities/Colleges for
appearing in the UGC-NET till 20th June, 2013, are advised to contact the office of
Registrar/Pricipal/Co-ordinator of their UGC- NET Coordinating
Universities/Colleges from 21st to 29th June, 2013.
xv) Candidates should ensure that the signatures appended and photographs pasted by
them in all the places, viz., in their Application Form, Attendance Slip and
Admission Card should be identical and there should be no variation of any kind.
xvi) The candidates in their own interest are requested to retain a photocopy of the
Application Form and Attendance Slip for their record.
xvii) Applications submitted on any other format (including old UGC format) will not be
accepted.
xviii) Printout of online application sent directly to the UGC will not be accepted.
xix) Printout of online applications received after the last date (i.e. 08.05.2013) at the
NET Coordinating Universities/Colleges will not be accepted.
xx) Submission of Online Application is mandatory. Hard copies submitted to the NET
Coordinating Universities/Colleges without online submission, will not be accepted.
xxi) Application Form must be complete in all respects as per the Notification.
xxii) All incomplete Application Forms will be rejected.
xxiii)
The marks of all the candidates will be uploaded on UGC website
(www.ugcnetonline.in) soon after declaration of result. Besides this, UGC will not
issue any mark sheet to qualified/non qualified candidates.
xxiv) There is no provision for re-evaluation.
xxv) There is no provision of revision of keys once the result is declared.
xxvi) No candidate should be allowed to leave the examination hall/room before 11.30
a.m. in the 1st session and 3.00 p.m. in the second session.
xxvii) The candidate shall have to return the original OMR Sheet of Paper I & II together
and Paper-III to the Invigilator before leaving the examination hall/room. However,
candidates are allowed to carry the Test Booklets of Paper-I, II and III along with
duplicate copy (carbon less copy) of OMR Sheet on conclusion of examination.
xxviii) The detailed instructions for the candidates will be uploaded on the UGC website
www.ugcnetonline.in or www.ugc.ac.in. during the last week of May, 2013.
Candidates may please see the instructions regarding use of Test Booklets, OMR
Sheet and Specimen copy of OMR Sheet from the UGC website. It may noted that
instructions to candidates will not be sent to the candidate by post.
xxix) There are no negative marks for incorrect answers.
xxx) The decision of the Commission shall be final in all matters.
xxxi) All legal disputes pertaining to this Test shall fall within the jurisdiction of Delhi
Courts only
13) ENCLOSURES TO BE SENT WITH THE APPLICATION
The candidates should send the following documents with printout on separate A-4 size
papers of their online Application Form (one copy) and Attendance Slip (one copy) :-
i) Copy of Bank Challan (UGC copy).
ii) Attested copies of SC/ST/Persons with Disability (PWD)/ OBC (Non creamy layer)
certificates, in case applicable.
iii) Certificate of educational qualification/research experience, in case applicable,
entitling the candidate for age relaxation, duly attested by a Gazetted Officer.
14) CHECK LIST FOR FILLING THE ONLINE APPLICATION FORM
The candidates are advised to ensure the following points before filling the Online
Application Forms:
i) Whether they fulfil the eligibility conditions for the Test as prescribed under the
heading ‘CONDITIONS OF ELIGIBILITY’ and ‘AGE LIMIT’.
ii) That they have filled their CATEGORY, viz., GEN/SC/ST/OBC (non-creamy layer),
in the relevant column correctly.
iii) That they have filled their subject and NET Coordinating University/College and
code in the relevant column correctly.
iv) That the Persons with Disability (PWD) candidates have filled the relevant column in
the Online Application Form. Only PWD candidates have to fill this column and the
others have to leave it blank.
v) Whether they have signed the printout of Online Application Form, Admission Card
and Attendance Slip.
vi) Whether they have enclosed the required documents with the Application Form
before submission at the NET Coordinating University/College.
vii) Whether they have kept a copy of the submitted documents for their own record.
