As you are aware during the first year of XII Plan, UGC has released the Plan grant on ad-hoc basis pending finalisation of XII Plan allocation. Now, the matter was placed before the Commission at its meeting held on 10th May, 2013. Based on the availability of funds from Govt. of India, the Commission has approved the tentative XII Plan allocation in respect of Aligarh Muslim University under Plan at Rs.162,OO,OO,OOO/- (Rupees One Hundred Sixty Two Crores Only) including Merged Schemes and Non-Net Fellowship for M.Phil./Ph.D. Scholars. 2. The XII Plan General Development Assistance to universities will be provided in the form of Plan Block Grant. For universities, it will include construction/renovation of building (including re'novation of heritage buildings), campus development, staff, books & journals, laboratory, equipment and infrastructure, annual maintenance contract, innovative research activities, university industry linkages, extension activities, .cultural activities, development of leT, health care, student amenities including hostels, Non- NET Fellowships to students, Travel Grant, Conferences/Seminars/Symposia/Workshops, Publication Grant, Appointment of Visiting ProfessorjVisiting Fellow and Establishment of Career & Counselling Cell, Day Care Centres, basic facilities for women and Faculty Development Programme, etc, 3. The concept of Merged Schemes introduced during the XI Plan has been done away with and no separate grant under the Merged Schemes will be provided during the XI! Plan. 4. It is also mentioned here that the following schemes which were earlier part of Merged Scheme now will be implemented independently by a dedicated cell of UGC and separate grant will be provided by UGC under these schemes. (i) Equal Opportunity Cell (ii) Remedial Coaching for SC/ST/OBC (non-creamy layer) and minority community students (iii) Coaching for NET for SC/ST/OBC (non-creamy layer) and minority community students (iv) Coaching Classes for entry into services for SC/ST/OBC (non-creamy layer) and minority students, (v) Scheme for persons with disabilities

1. As you are aware during the first year of XII Plan, UGC has released the Plan granton ad-hoc basis pending finalisation of XII Plan allocation. Now, the matter was placed

before the Commission at its meeting held on 10th May, 2013. Based on the availabilityof funds from Govt. of India, the Commission has approved the tentative XII Planallocation in respect of Aligarh Muslim University under Plan at Rs.162,OO,OO,OOO/­

(Rupees One Hundred Sixty Two Crores Only) including Merged Schemes and Non-NetFellowship for M.Phil./Ph.D. Scholars.

4. It is also mentioned here that the following schemes which were earlier part of

The guidelines on the above scheme are being revised and will be provided to theuniversity by the concerned bureau of UGCin due course of time.

5. An independent scheme of Internal Quality Assurance Cell and construction ofWomen Hostel will be implemented in all Central Universities and now will not be apart of merged scheme.

6. The scheme called ENCOREwhich was initiated during XI"Plan now will be a

part of XII Plan General Development Assistance. No separate funding will beprovided for this scheme.

7. Expenditure on construction and renovation of buildings should not exceed50% of the total allocation of the Plan Block Grant. No building proposals in case ofthe universities be sent to UGCfor approval. The building proposals be approved atthe University level itself. However, the university may place the building proposalbefore the Finance Committee for its approval after obtaining the approval from theBuilding Committee. The Building Committee should be constituted as per UGCguidelines. University may send the completion documents to UGCafter completionof building projects.

8. University may not initiate the work / project i.e. approach road, water pipeline, electric sub-station etc. which are the responsibility of the State Government.

University may take up the matter with State Government or Central Government asthe case may be.

9. The Central Vigilance Commission (CVe) vide its letter No.011/VGl/014 dated11th February, 201lhas circulated the instructions on "Transparency in TenderingSystem" and No.01-11-CTE-SH-100 dated 17.02.2011 (copy enclosed) regarding"Mobilization - Advance". Therefore, the construction work should be as perGeneral Financial Rules, 2005 and evc instructions issued from time to time.

10. University may follow the General Financial Rules, 2005 and take urgentnecessary action to amend their manuals of financial procedures to bring them inconformity with GFRs,2005 and those don't have their own approved manuals onfinancial procedures may adopt the provisions of GFRs. 2005 andinstructions/guideline there under from time to time. '

11. The University may follow strictly the Government of India/UGC's guidelinesregarding implementation of the reservation policy [both vertical (for SCs, STs &OBCs)and horizontal (for persons with disability etc.)] in teaching and non-teachingposts.

12. In addition to above, the following administrative reforms may also beimplemented:-

• Implementation of the Govt. of India reservation policy of 5C/5T sent in2006.

• Implementation of Central Educational Institutions (Reservation inAdmission) Act, 2006 and Central Educational Institutions (Reservation inAdmission) Amendment Act, 2012

• All statutory posts should be filled by appointment through SelectionCommittee as per UGC Regulations .

• All Vacant teaching posts should be filled up expeditiously.

13. The release of grant will also be linked to academic and administrativereforms as well as compliance of various policies of the UGCand the Government ofIndia as indicated above.

14. As per UGC (Mandatory Assessment and accreditation of Higher EducationalInstitutions) Regulation, 2012, it shall be the mandatory for each Higher EducationalInstitution to get accredited by the Accreditation Agency after passing out of twobatches or six years whichever is earlier, in accordance with the norms andmethodology prescribed by such agency or the Commission, as the case may be.Therefore, university may get accreditation if it has not been done so far failing

which UGCwill take appropriate a~tion for withholding of all grants.

15. University may maintain a separate account under plan schemes for creationof capital assets (Non-Recurring), Grant-in-Aid General (recurring) and salary headand furnish the year wise information to UGCfor each item of expenditure incurred

.under Plan Grant indicating General, SCand 5T components separately.

16. You are also requested to utilize proportionate grant on half yearly basis. Anyportion remain unutilized will be considered to be lapsed. UGC will also considerallocating the unutilized grant of the University to other Universities which are betterperforming and are also following the various academic reforms as well asimplementation of various policies of Govt. of India. Therefore, the University isadvised to utilize the grant fully.

20. I hope the university must have also initiated the Academic Reforms asalready circulated by the UGCvide its D.O.No.F.1-2-2008 (XI Plan) dated 31st January,2008 and subsequent reminder vide D.O.No.F.1-2/2008 (XI Plan) dated 17th October,2012 (copy enclosed). It may also be ensured that the university has adopted theUniversity Grants Commission (Minimum Standards and Procedure for award ofM.Phil./Ph.D. Degree), Regulations, 2009 and UGC Regulation on MinimumQualification for Appointment of Teachers and other Academic .Staff in Universitiesand Colleges and Measures for the Maintenance of Standards in Higher Education2010.

21. In the end, I would request you to ensure that the utilization of the grantsreceived by the university shall be submitted to the UGC in time to enable smoothmanagement of funds and to avoid unnecessary audit objections. The release ofgrant would depend on the pace of expenditure by the University & timelysubmission of utilization certificate / statement of expenditure.

19. For creation of non-teaching positions, the university may follow the teachingto non-teaching ratio at 1 : 1.1 and send the proposal to UGC for administrativeapproval of creation of non-teaching positions.

18. The University may obtain the prior administrative approval of UGC for

creation of any teaching posts if it required essentially.

17. You are, therefore, requested t'o work out the priorities of University within

the XII Plan allocation as decided by the Commission. Information in the enclosed

format (item wise) may be sent to UGCwithin one month for record purpose.
