UNIVERSITY CONGREGATIONAL UNITED CHURCH OF CHRIST

Looking Ahead –Directions

We will explore and define what it means to be a

Christian today at University Congregational United

Church of Christ.

Offer a series of classes in order to forge a common

understanding of and language around what it means

to be a Christian and how we can be effective Christian

leaders.

Explore how to strike a balance between welcoming

“believers, seekers and doubters” and

supporting/welcoming those who identify as strong

Christians and seek affirmation in boldly proclaiming

their faith.

Create a board/ministry assessment and accountability

tool and use it to better understand if we are applying

our resources as we truly want to.

Create a stronger “brand” and market our church within

our own community so that people know about the

ministries we do; then expand that out into the larger

community.

1. How do we let people know who we are?

2. How are we meeting our neighbor?

3. Can we share social justice activities with

other churches?

4. Can we articulate to each other more clearly

what we are willing to take a stand around?

Strengthen the ways that we tell our story – to

ourselves and others. Review the way we tell our story

inside and outside our building – banners, signs,

directions, etc.—and make appropriate changes.

We will intentionally bring renewed imagination and

energy to our evangelism.

In the next year, explore establishing a small “satellite”

congregation to serve those who do not identify with

traditional church settings.

Seek ways to re-think how we connect to others.

Consider how we can retain the strengths of our

“institutional church” while becoming more inclusive

and inter-generational, open to diversity and inter-faith

experiences.

Practice articulating our common faith story, embracing

the strength of our Christian beliefs and finding new

and exciting ways to proclaim our faith.

We will renew our efforts to achieve financial and

operational sustainability and effectiveness into the

future.

Restructure our budgeting process to ensure greater

consistency and sustainability

Create a manageable, effective and efficient process to

better utilize the physical plant resources we have in

order to:

1. Fulfill our social justice ministry (car camping,

shelter, meeting space)

2. Connect with others (e.g. fellowship,

community outreach)

3. Offer extravagant welcome to everyone.

Review our church covenant and consider adding a

section related to stewardship.

Develop and implement a comprehensive technology

strategy and plan that better reflects the integration of

appropriate technology into our church life.

We will develop and support small groups as a pathway

for all to find connection and purpose in their lives at

University Congregational UCC

Use small groups as a means to transform the world

and transform ourselves; to connect with each other

and connect with our deepest purpose, what God is

calling us to do and be

Explore expanding our efforts in seeking justice for the

homeless, and children and youth, through the

formation of small groups that are intent on living out

these goals.

Establish a sustainable process to follow and direct

new people into small group offerings in support of

fellowship, spiritual growth, meal sharing, and other

activities.

Reach out to and welcome visitors and new members

into our community with grace, excitement and

intentionality; continue to expand on the “Rose

Welcome” program by recruiting and training additional

greeters.

Continue to explore ways for community members to

deepen their faith through education programs, Bible

study and faith-focused activities in small groups.

We have had our primary banking relationship with BECU for the last two years. They have not

been particularly helpful or responsive to our business account, and in fact have charged us some

unnecessary research charges. They also don’t have a retail deposit function at their U District

office: all deposits are just forwarded to a central location. In addition, they do not offer business

credit cards. So our credit cards are still with Wells Fargo, our former primary banker. Wells

Fargo has not been excited to have our credit business and not our deposit business so has not

been easy to work with for credit card issues.

We received a very good proposal from HomeStreet Bank, who wants our business, handles

commercial accounts, and is also nearby. It is time to move our banking to a bank that is more

appropriate for our needs. We will probably continue to use BECU for our automatic

contributions and some other minor activity, but we will plan to move our primary relationship to

HomeStreet.

The UCUCC church council endorsees the proposal from Worship and Music Board to call Kris

Garratt as “Artist in Residence” to this non-stipend, one-year, renewable position. The church

council asks that the Worship and Ministry Board continue to take the lead in supporting the

position and the church’s commitments.

Artist in Residence

Purpose: This position will enable us to continue to draw on Kris Garratt’s artistic leadership

and gifts and enable us to train members of the congregation to provide support for liturgical art

installations.

In coordination with the worship and music board and worship staff the artist in residence will:

1) Coordinate liturgical art in the sanctuary based on worship themes for each season.

2) Oversee sanctuary change-outs and train a crew of congregation members on the

mechanics of changing liturgical art in the sanctuary.

The church will

1) Support the ongoing work of the “Creativity Council” to brainstorm ideas and implement

artistic expression in worship.

2) Support the continued growth of the Janis Jacobson Memorial Fund for Worship and

Music Ministries to support our arts ministry.

Transforming our culture and identity does not happen overnight. Just like the process of Open

and Affirming, which required several years of effort, thought, and planning for people to

understand, accept, and embrace LGBT people, this process will be neither swift nor simple. It

requires change at a deeply personal level. Now it’s time to dig deeper to liberate ourselves from

racism and join in this work with others. After Rev. DaVita McAllister’s inspiring and

challenging work at Seabeck this year, and the anticipated rollout of the UCC national

curriculum on White Privilege, there has never been a better time to get started.

a. Locate all UCUCC Child Care Programs (the weekday Child Learning and Care

Center and the Trettin Drop-In Preschool) in the North Education Wing on the

second and third floors.

b. UCUCC Child Care programs should re-organize their space to respond to the

increased need created by the citywide “Preschool for All” initiative and the

increased demand for childcare, especially for those on the margins of society.

c. Locate the Interagency School entirely in the North Hallway classrooms of the

third floor of the main building.

d. Church Council should initiate a process to make recommendations regarding

repurposing the space currently occupied by Trettin Drop-in Preschool on the first

floor.

e. The lease for The Children’s School (TCS) should not be renewed, as of June 30,

2017. (Church Council voted to change the date to June 30, 2018 and

unanimously approved this recommendation with the revised date).

f. Given the change in the end date for the lease with TCS and our concern for the

security and safety of the children in the school, we recommend that, preferably

by the beginning of the 2016-17 school year, but no later than the beginning of the

school year 2017-2018, rooms 335 and 339 in the North Wing be vacated by the

church so that TCS can use these secure rooms. Concurrently TCS should vacate

Rooms 331 and 333 in the main building, which are not secure.

3. Adoption of the following policies regarding use of UCUCC Facilities:

a. Alcohol Use Policy (Appendix H-1)

b. Storage space policy (Appendix H-3)

c. Policy for Granting Fee Waiver/In-kind Use of UCUCC Facilities (Appendix H-

4)

4. Affirmation of the following guidelines:

a. Values/Principles Guiding Facilities use of UCUCC Facilities (Appendix C)

b. Guidelines for prioritizing the use of UCUCC Facilities (Appendix D)

c. Flow chart for handling request for use of UCUCC Facilities (Appendix E)

8. The Facilities & Equipment board should hire an outside consultant to set up a schedule

for long-term maintenance and/or replacement of UCUCC facilities and equipment.

9. The Turner Legacy Committee should be asked to reduce the number of remaining

Turner books and then consolidate them with other Memorabilia into one location as

quickly as possible.

10. All facility use agreements for organizations that use our facilities on a daily/regular basis

should be reviewed on a yearly basis.

Requested by: Personnel Board of the UCUCC Action/Motion or Discussion Requested:

Personnel Board is recommending a revision to the current Family Medical Leave Policy offered under the Employee Benefits of the church Personnel Guidelines (currently found as section 9.4 below section 10 Employee Benefits – apparent error in numbering in the current document). Specifically, we are recommending adoption of a new “Partially Compensated Family Medical Leave” (PCFML) policy which will provide up to 12 weeks of paid family medical leave for qualified church employees. The church currently provides 12 weeks of unpaid leave.

Expectations surrounding the need for workers to take time off in order to tend to major family life events has been evolving. The societal definition of ‘family medical leave’ and expectations of support from employers are also changing to include not only mothers for childbirth, but also to include both birth parents, adoption, foster care, as well as to attend to medical/life needs facing families. In light of this the Personnel Board has thoughtfully reviewed over the past year;

United Church of Christ guidelines and practices

Washington State Compensation laws

Public, private, and non-profit group practices in the northwest

The revised guidelines represent what we believe to be a fair and equitable step forward for our church employees and also affordable to the congregation. Accruing the necessary funds will become part of our annual budgeting process beginning with the 2017 budget. Calculations to determine the accrual rate and the total amount to be accrued will be addressed at that time. We have also consulted with Sidney Strong in his capacity as church legal advisor in crafting the specifics of the policy document. On Sid’s recommendation it should be noted that the revised guideline creates separate sections for Employee Disability Leave (section 10.4.1) and 10.4.2 Family Medical Leave (section 10.4.2) where they were previously merged into one policy.

Foreseeable objections: Too expensive, loss of staff time, hassle of temporary staffing. Rebuttal: The church has been committed to providing a just workplace including the recent adoption of the $15 Living Wage. We believe that providing Paid Family Medical Leave is another important component of providing a fair and just workplace and in keeping with important trends in the broader workplace. The PCFML fund will not be fully funded this first year. The Budget Committee will decide how much can go to fund PCFML for 2017 budget. Staffing for leaves of absence/sabbaticals is an ongoing process at the church and typically comes in the form of volunteers, job-share/shifts, and paid temporary staff to provide coverage of key roles and tasks. This new policy would not change the current approach, although for budgeting purposes it may be beneficial to accrue specific funding to support PCFML.

10.4 Employee Disability and Family Medical Leave The Church’s employee disability and family medical leave policy is available to employees as set forth below in 10.4.1 and 10.4.2. Employees may be entitled to leave for the following reasons:

1. Employee Disability Leave:

a. For a serious health condition or illness that makes the employee

temporarily unable to perform the functions of his/her position.

b. For a disability that makes the employee temporarily unable to perform the

functions of his/her position.

c. To provide reasonable accommodation as may be required by law.

2. Family Medical Leave:

a. For the birth of a child of the employee or to care for such child within the

first 12 months after birth.

b. For the placement of a child with the employee for adoption or foster care

within the first 12 months of placement.

c. In order to care for an immediate family member - child, step-child, parent,

step-parent or spouse - who has a serious health condition.

10.4.1 Employee Disability Leave Employee disability leave is allowed for a serious health condition or disability that makes the employee unable to perform the functions of his/her position. If eligible for disability leave, an employee may be able to take up to 12 weeks of unpaid leave during the calendar year.

When requesting disability leave, the employee must provide the Church with as much advance notice as is reasonably possible. Medical certification will be required for all disability leave requests. The Church, at its expense, may require an examination by a second health care provider if the Church has a reasonable question regarding the medical certification provided by the employee. Failure to provide the requested medical certification in a timely manner may result in denial of the leave until it is provided. The Church will maintain health care benefits for the employee while on disability leave, but the employee is responsible for paying the normal monthly contribution(s). If the employee elects not to return to work at the end of the leave period, the employee will be required to reimburse the Church for the cost of premiums paid for maintaining coverage during the leave period. Sick leave and vacation time cease to accrue during the unpaid portion of the leave. Employees must use any accumulated sick, vacation time, or personal time to the extent available during this leave period. Employees who are covered by church-provided disability insurance coverage may be entitled to benefits during their disability leave. Please refer to that policy for further details. Absences in excess of these accumulated days will be treated as leave without pay. Upon return from leave, the employee will be restored to his/her original or an equivalent position. If an employee fails to return at the end of disability leave, the employee will be considered to have voluntarily resigned his/her position with the Church. It may be medically necessary for some employees to use intermittent disability leave. The Church will work with employees to arrange reduced work schedules or leaves of absence in order to care for their own serious medical condition.

If an employee requests an extension of leave beyond the 12-week period because of his/her own serious medical condition, the employee must submit medical certification of a continued serious health condition in advance of the request. The Church will review such requests on a case-by-case basis in order to determine whether it can reasonably accommodate such a request. Reinstatement is not guaranteed when granted extended leave and will depend upon the business needs of the Church.

10.4.2 Family Medical Leave

Family medical leave is allowed for employees with at least 12 months of service and who have worked at least 1250 hours within the preceding 12-month period. If the employee and his/her spouse both work for the Church, they are both eligible for family medical leave.

Employees may be entitled to leave for the following reasons:

a. For the birth of a child of the employee or to care for such child within the first 12

months after the birth.

b. For the placement of a child with the employee for adoption or foster care within

the first 12 months of placement.

c. In order to care for an immediate family member - child, step-child, parent, step-

parent or spouse who has a serious health condition.

The employee may receive up to 12 weeks of paid family medical leave. Family medical leave does not accrue and unused leave is not payable upon termination. Leave due to birth or adoption of a child must be completed with the 12-month period beginning on the date of the birth or placement of the child. It may not be taken intermittently.

sometimes walk into the church looking for financial or other assistance, or a place to hang out are

assisted through well established procedures.

However, on Sundays before, during and immediately after worship when the number of people in the

building is at its greatest, we are paradoxically the least protected. More doors are opened and the large

and changing crowd allows for more anonymity. There are a number of folks around for parts of Sunday

morning (the Elementary and Preschool Education Coordinator, the opener, the ushers, the pastors, the

greeters, the folks who put together the morning coffee and Sunday family breakfasts.) However, each of

these individuals has important primary duties and almost all are “on duty” for only a part of the morning.

From time to time there have been instances of visitors coming in the building that have appeared

troubled and/or confused, or have wanted to explore areas of the church that are away from and on

different floors from the narthex, lounge, sanctuary or restrooms.

As a result some staff and members have worried about whether all areas of the church are as safe, as we

all would like, for those staff members and members to be alone. We have had instances of individuals

trying to remain in the building past the early afternoon when worship and meetings are long over and the

building is being locked up.

Now, often when we have visitors that seem troubled, confused, lost there is no problem at all. They find

their way to service, or the restroom, or the lounge for coffee with or without help from other folks in the

narthex. However, there is no one “go-to” person that keeps their eye out for such situations, that will

greet the person and ask what assistance they might need, that will assess the situation and handle it in a

supportive way. Neither is there a single person that the greeters, ushers, openers, coffee people, etc can

share their concerns with, knowing that the appropriate action will be taken. As it is, the responsibility for

these type of situations are “everyone’s” which means, of course, that they are “no one’s”.

The congregation is stable, healthy, and vibrant. Together we are discerning where the Spirit might be leading us, asking: Where do the strengths and gifts of this congregation meet the needs of the surrounding community? How might UCUCC stretch, grow, and learn new ways to embody and proclaim the Good News of God’s radical love and welcome to all people? One possible avenue for this embodiment and proclamation would be for UCUCC to create and support a “satellite church” -- a spiritual community that shares the same DNA as UCUCC but expresses and lives out that faith differently. This new community would be geared toward people who are not likely to attend traditional worship, but who nonetheless have spiritual longings, a desire for community, and a willingness to explore faith in the Way of Jesus. This new spiritual community would function as a kind of R&D (Research and Development) wing of UCUCC, exploring new ways of creating spiritual community and of living together as followers of Christ. This extension of UCUCC would be an outpost from which to explore the church of the future. How does this fit with the values and vision of UCUCC? A community like UCUCC, based on relational covenant rather than doctrinal agreement, is well positioned to proclaim Good News into a fast-changing postmodern culture. The radical welcome, explicit embrace of questions, and Open and Affirming stance further distinguish University Congregational from many other congregations in the Seattle area. An important characteristic of the DNA of UCUCC is the commitment to being a community that is active in God’s work of justice, peace, and earth-care while also valuing personal spiritual growth and maturity.

All of these characteristics are essential in creating the kind of community envisioned above. And all of these values would be carried forward into the new community. UCUCC is a large, multi-staff church, with many programs, active ministries with children and youth, and traditional (yet very lively) worship services complete with choir, liturgy, prayer, and sermon. This worship culture meets the spiritual needs of many people, and helps them to live out their faith. Yet, we are aware that not everyone is drawn to this type of structure. There are many people with genuine spiritual longings and desire for connection who will never set foot in UCUCC on Sundays. What it means to be “church” is changing. We are aware that many large, mainline churches are declining, and that the structure (building, staff, program) that University Congregational enjoys may not be what the church of the future looks like. New models are emerging and must be considered. A satellite congregation is one such model.

Response to Budget Committee Report

Deep deep gratitude to the Budget Committee for their excellent and challenging work on this!

Responses to Recommendations:

A. Pledging Units:

1. Pastoral connection: pastors are reviewing the list provided by John Coleman. Many of the

names on this list have a story which explains their current relationship/ability. Peter will follow

up with notes on the list of those who might warrant a follow-up connection from a

congregational member.

2. Agree and affirm for the pledge committee.

3. We did that last year and will continue to do this on a regular basis. Primary motivation is

connection and check-in, and we know that has implications for naming potential pledgers.

4. Agree and affirm for the pledge committee.

5. Agree and trust that the committee will work with John Coleman to provide this information.

We do want to acknowledge the realities of our congregation as one with significant pledgers

and givers who are aging, and the reality that younger givers and pledgers do not give in the

same manner or amount. This is not unique to this congregation and is noted in other places.

B. Pledging Shifts:

1. The pastors have talked about this and will incorporate this into sermons, especially during this

year’s pledge campaign: Peter will preach on October 2 the beginning of the pledge campaign.

Catherine will preach on October 30, the close of the pledge campaign. In addition, the pastors

will find ways to talk more about stewardship at other times of the year.

2. We welcome an opportunity to talk further about this. It would be a significant shift in roles,

responsibilities and expectations. And it would need to be weighed with our tradition that the

congregation and congregational lay leadership has a role and responsibility for the financial

health of the congregation, as opposed to a nonprofit model of this as a CEO/Executive

Director’s role. We currently all have these conversations behind the scenes with individuals as

appropriate and apparent, and rely on a Planned Giving and Pledge program to carry the weight

of this responsibility.

3. We agree with this and would welcome further implementation of this from Stewardship and

Finance.

4. We agree with this and are excited about our new pledge campaign leadership. We anticipate

seeing more of this in the months and years to come.

5. We agree that this is an important area that needs focus. We are glad that the Church Council

has this on their action plan for the coming year and look forward to the opportunity to

participate in this process.

6. We agree and affirm this important aspect of our life together. We encourage Stewardship and

Finance to consider ways to bring this area to life.

Transforming our culture and identity does not happen overnight. Just like the process of Open 10

and Affirming, which required several years of effort, thought, and planning for people to 11

understand, accept, and embrace LGBT people, this process will be neither swift nor simple. It 12

requires change at a deeply personal level. Now it’s time to dig deeper to liberate ourselves from 13

racism and join in this work with others. After Rev. DaVita McAllister’s inspiring and 14

challenging work at Seabeck this year, and the recent rollout of the UCC national curriculum on 15

White Privilege, there has never been a better time to get started. 16

In order to conduct this work, we want training from a skilled facilitator, and we are lucky to 18

have Diane Schmitz in our congregation, an ordained UCC minister with over 20 years of 19

facilitating learning experiences in the areas of spirituality and racial justice. Diane is recently 20

retired and starting her own racial justice consulting and training practice. 21

The purpose of the New Initiatives Fund is “to support the church’s established vision and 23

priorities by funding new activities for which there is no funding within the operating budget, 24

revolving funds, or endowments.” This seems like the perfect example of an opportunity to 25

transform ourselves and move us forward closer to our vision of love and justice. 26

bring speakers to the church, for education (and as a corollary, to keep a high profile in the 33

community) … to be used for fees for interesting and important speakers for the congregation.” 34

Having a co-facilitator of color for 77 multiracial gatherings is modeling accountability to people and communities of color. This 78 overall process will include many ongoing initiatives that are led by community members that 79 will not require additional funding such as covenant groups, learning events, etc. 80

The racial justice steering committee was born out of the desire of many people in the 131

congregation to engage more deeply with racism and its impacts on our mostly white 132

congregation. Several members of our congregation were invited by Peter to attend 2 days of 133

training with Heather Hackman, an expert on this topic, through the Church Council of Greater 134

Seattle. Based on her advice and our own history of becoming an open and affirming 135

congregation, we developed a plan to conduct a multi-year exploration of racism, white privilege, 136

and other topics to educate ourselves and engage more fully with anti-racism work. 137

Each situation has unique context. I engage in conversation to understand the needs of the 200

community, consider what strategies and timelines could be most useful, and negotiate an 201

overall cost depending on the amount of time and engagement desired. 202

My starting rate is $60/hour for nonprofit groups to make this work accessible. I also add in 203

preparation time to come up with a specific rate for the scheduled training or conversation. 204

My daily rate for a training is typically between $600-900. 205

I use a diversity of modalities and approaches for learning including individual reflection, 209

small and large group discussions, use of film, art, music, images, and storytelling. 210

I facilitate caucuses and training for people who are white and also facilitate learning with 211

mixed racial groups. When working with mixed groups, I prefer to work with a co-facilitator 212

After being hired, I build in time to meet with some members of the organization to gather 214

the context, introduce some possible strategies to get feedback and buy-in before proceeding. 215

I find it productive to build in train-the-trainer sessions within a community, whenever 216

Position Title: Ministry Representative

Appointment to position: Selected by the Ministry consisting of representatives of the Committees that

constitute the Ministry.

Duties:

1. Serve as a member of the UCUCC Church Council
