University College of Medical Sciences (a maintained institution of the University of Delhi) was established in the year 1971. Because of its excellent academic and research infrastructure the college ranks amongst the top colleges in the country. The College which was earlier located at North Campus, University of Delhi then shifted to Safdarjung Hospital Complex and finally to its present campus at Dilshad Garden in the year 1986.

The institution is situated on the link road from G.T. Road about 4 kms from Shahdara. It can be approached easily from either Nizammudin, I.T.O or I.S.B.T. bridges over the Yamuna River. The College is fairly well connected by Delhi Metro and D.T.C. bus service. The Guru Teg Bahadur Hospital (G.T.B.H.) with a bed strength of over 1028, is the associated teaching Hospital. The UCMS & GTB Hospital Complex is spread over a an area of 89 acres comprising of College Block, Library & conference block, spacious Out Patient Departments, Indoor Wards, Central Laboratory Services & O.T. Block and many other ancillary facilities.

The number of students admitted every year has been increased from 100 to 150 in MBBS course, from 10 to 15 in B.Sc. (Medical Technology-Radiology) and various post-graduate courses w.e.f. the academic year 2009-10 as per guidelines of CEI-Act 2006, Govt. of India. The college has also increased intake of students for various MD/MS Courses from 51 to 68 w.e.f. the academic year 2009-10 in various clinical, pre-clinical and para-clinical subjects and also some students to the Ph.D Course in various departments. UCMS & GTB Hospital has 21 academic departments with 174 faculty members. The faculty provides expertise to various apex institutions like UNICEF, WHO, ICMR, NACO, DST, DBT and CSIR etc.

Separate hostels for undergraduate Boys and Girls and resident doctors are available in the campus. For recreation, well laid-out playgrounds, with outdoor games facilities for tennis, basketball, football, hockey and cricket are available along with the indoor games for the students.

1. Admission to the Library

ThelibraryisopentothebonafidemembersoftheUCMSlibrary.TheadmissiontothelibraryisallowedonproductionoftheIdentityCard/ConsultationCard.Membersarerequiredtosigntheregisterkeptattheentrancegate.Personalbelongingslikebags,briefcases,books,eatablesetc.arenotallowedinsidethelibrary.Thesemustbekeptattheprivatepropertycounteratreader’sownrisk.Whileleavingthelibrary,membersmaybeaskedtoshowtheirfilecovers,booksetc.tothestaffonduty.

2. Library Hours

Thelibraryisopenfrom9.00a.m.to12.00(midnight)onweekdays(Saturdays9.00a.m.to4.00p.m.).Thereadingroomisopen24hoursaday.

4. Loan Privileges and Conditions

OneBook/journalwillbeissuedagainsteachticket.

5. Issue and Return of books / Journals

a) Allthebooksissuedfromthelibraryshallbereturnedwithinfourteen(14)daysof the date of issue.

b) Allthejournalsissuedfromthelibraryshallbereturnedwithinseven(7)daysof the date of issue.

c) Referencebooksandperiodicalsondisplayarenotordinarilyissuedonloan.However, under special circumstances, they are issued for overnight only.

6. Loss or Damage of Books/Journals

a) Borrowersmustsatisfythemselvesaboutthephysicalconditionofthebook/journal before borrowing; otherwise they will be held responsible for any damages or mutilation noticed at the time of return.

b) Ifamember losesordamagesanybook/journal,he/sheshould report to theLibrarian immediately in writing.

c) Thefinewillbeleviedfromthedateofthepertinenttittleisdue/datethelossis reported to the Librarian as per rule 5.

d) Duringtheperiodafterthereportandthereplacementofthebook/journal,iftheborrowedbook/journalisfoundbythereader,he/sheisliabletopaythefineforthe whole period.

e) Thelostbook/journalwillhavetobereplacedbythereaderwithinthreemonthsfromthedateofissue,failingwhichthecurrentcostofthebook/boundjournaland the cost of the whole volume in case of lost issue of journal will have to bedepositedwiththecollege.Thepriceofrare/outofprint/unobtainablebook/journal will be determined by the Principal.

f) Nobook/journalshallbeissuedtoaborrowerwhohaslostatitle,untilsuchtime,that the lost title is replaced or paid for the stated above. In special circumstances, this may be waived at the discretion of the Principal.

LossofReader’sTicketsmustbereportedinwritingimmediatelyonprescribedformavailableatthelibrarycounter.DuplicateReader’sTicketswillbeissuedafteronemonthonpaymentofRs.20/-perticket.Themember,however,willcontinuetoberesponsibleforanylosswhichthelibrarymaysufferthroughtheloss/misuseoftheticket.

TheReader’sTicketisthepropertyofthelibraryandistobereturned,duesifanypaidandclearancecertificateobtainedbeforetakingUniversityExaminationorterminatingconnection with the UCMS & GTBH.

Facility for getting photostat copies of the library literature and other research material is also available near college library on subsidized cost.

Library is providing Internet services to students and faculty members.

co-cURRIcUlaR actIvItIes

Various student-directed activities have been provided by the College so that students can participate in Co-Curricular Activities. There are - Students Publication committee (SPC):CommitteeforCulturalandCreativeActivities(CCA);StudentsSportsandGamesCommittee;‘Manchayan’theDramaticSocietyofthecollege.

The committees have frequent interaction with the students and for the purpose from 1st year admissions, a talent search is made.

Students Publication Committee (SPC) :

The committee encourages students literary activities articulated through various studentspublications.Inadditiontoannualmagazine-‘Sankalp’otherperiodicalbulletinsand newsletters about the students activities, their views on variety of issues mostly related to campus life, is encouraged by this committee. These activities provide the students opportunities for training in creative writing.

TheEnglish andHindi sections of the committee together take up the task ofpublishing various literary magazines. The proposed magazines provide channels for the cultivation of literacy sensibilities and for widening awareness.

Inaddition,thecommitteealsoholdsworkshopsoncreativewritingandcompetitionsfrom time to time to generate good articles.

The budget allocation for various activities during the year are proposed by the committee and students will have freedom of initiation with individual committee members under the over all purview of the SPC.

The committee can also propose ways to raise funds to meet the expenses on activities from time to time.

There are excellent residential facilities provided for the students to the boys and girls. There are three hostels - two for boys and one for girls. The hostels are provided with co-curricular activities and indoor sports and games facilities as well as indoor gyms. hostel RUles anD RegUlatIons

1. Thecollegeprovidessingleroomaccommodationtostudents(bothboysandgirls)admitted in the M.B.B.S. in the separately built Boys and Girls Hostels in its Campus.

2. Students desirous of having hostel accommodation should submit Applications alongwithproofofpresent residenceon theprescribed form to theHostelOffice.Rooms will be allotted on priority basis.

3. Everyresidentisresponsibleforthecareofroomallottedtohim/herandthefurnitureprovidedtherein(Table,Chair,BedwithoutmattressandTeepai).Nofurnitureitemisallowed to be removed from or additional furniture brought in the hostel without the prior permission of the Warden in writing. In case of damage, the resident is supposed to inform the Warden, in writing. A resident may be charged for damage and loss of any such item.

4. No resident is permitted to shift from the room allotted to any other room in the Hostel.

5. Inordertosafeguardagainstthefts,residentsarerequiredtousegoodlocks.Residentsshouldnotkeepcostlyitems,likeJewellery,electronicitems(DVDPlayer,Musicsystemcameraandtelevisionetc.)intheirrooms.

6. IncaseofInterns,theroomwillhavetobevacatedwithinaweekfromthedateofcompletion of the internship. The interns shall have to surrender the rooms 12 months aftercompletionoffinalprofessionexamination.Intheeventofnon-completionofinternship due to personal reason, hostel facility shall not be provided.

7. Residentsshallnotbeallowedtoengageanypersonforserviceofanykind,personalor otherwise.

8. NomessbeareroranyotherHostel/Messemployeeshouldbeaskedtodopersonalworkbyanyresident.

9. Residents should pay all their dues and submit the Hostel Leaving Form in the Hostel OfficebeforegettingaClearanceCertificateatthetimeofleavingtheHostel.

10. a) GuestsareallowedtostayintheGuestRoomofhostelonlywiththepermissionof the Warden.

b) TheguestchargesofRs.50/-perdayshouldbedepositedinadvance.Thebillingwill be done from 12.00 noon to 12.00 of the following day ( and the fraction of adaywillbetreatedasonefullday).Aguestisallowedtostayforamaximumperiodofthreedays.TheWarden/Provost/Principalreservestherighttowithdrawthe permission at any time without assigning any reason.

c) Theresidentshallbeheldresponsiblefortheconductofhis/herguest.

11. a) EveryresidentmustinforminwritingtotheWardenabouthis/herabsencefromthehostelifhe/shestaysoutformorethan24hours.Oneshouldalsoleavetheaddressatwhichhe/shecouldbecontactedifnecessary.Thisruleshouldalsobe followed when residents leave the hostel during vacation. For providing information about leaving the hostel, a register will be available with the Security Staff and accordingly entries should be made.

b) AllresidentsareexpectedtobebackintheHostellatestby10.00p.m.

12. TheUseofalcoholicdrinksorintoxicatingmaterialisstrictlyprohibitedinthehostel.Strictdisciplinaryactionamountingtoevenexpulsionfromthehostel/collegeshallbetakenagainstthoseviolatingtherule.

13. a) Noresidentwillbeallowedtouseelectricalbulbsofmorethan100Watts.

b) Theresidentshouldnottemperwithelectricalinstallationprovidedinroomsorin the premises of the hostel.

c) Ondetectionofmisuseofelectricalinstallationintheroomorinthehostel,disciplinaryactionwillbetakenagainsttheresident.

14. Any case of illness should immediately be reported to the Warden.

15. NoresidentisallowedtocollectanykindoffundfromhostellerswithoutpriorwrittenpermissionfromWarden/Principal.

16. Theresidentsofthehostelarenotpermittedtoholdanykindofmeetingsinthehostelpremises. However, for such activities, prior permission may be obtained from the Warden/Provost/Principal,inwriting.

17. EachstudentshouldgetanIdentityCardfromthehosteloffice.Onerecentpassportsize photograph is to be submitted for the purpose along with the admission form.

18. a) TheresidentwillbeunderthedisciplinaryjurisdictionofthePrincipalofthecollege and such other authorities who may be vested with the authority to exercise discipline under the Act, the Statues, the Ordinances and the Rules framed by the University.

b) Aresidentwhoviolatesanyoftheserules(existinginthehostelortheuniversity)orcreatesdisturbancesinthehostel,isliabletodisciplinaryactionbytheWarden/Provost/Principal.

19. The College authorities reserve the right to alter or revise any of the hostel rules at any time.

23. Aresidentwhoisawayfromthehostelduringvacationorduetoanyspecificreasonforaminimumperiodof7daysanddoesnottakefoodinthehostelmessisentitledtoclaim rebate at the rate of Rs.15.00 per day. To claim the rebate, a resident is supposed toinforminwritingintheRebateFormaboutthedatesofhis/herleavingandthetentativedateofreturn.Allclaimsforthemessrebateshouldbegiventohostelofficeonorbeforethe5thdayofthefollowingmonthinordertofinalisethemessaccountsfor the previous month in time.

Common Room facility :

24. a) TheCommonRoomfacilitiesareavailablefrom5.00p.m.to11.00p.m.everyday except on Sunday and other holidays when common room remains open from 9.00 a.m. to 11.00 p.m. However, subject to the teaching curriculum, the residentscanmakerequesttoopenthecommonroomonsuchoccasionslikespecial TV Programmes at any time during the day depending on the transmission of such programme.

b) Onholidaysandweek-ends,residentsmayavailtheDVD/VCRfacilityinthecommonroomforviewingfilmswiththepriorpermissionoftheWarden,allsuch requests should be routed to Warden through the cine-club Secretary of the hostelwiththetitleonthefilmandtimeofviewingsothatnecessaryfacilitiesmay be provided.

c) Privateviewingofanyfilmintheroomandplacesotherthanthecommonroomis strictly prohibited.

Visiting Hours for Parents, Guardians and Guests

25. Thevisitinghoursarefrom5.00p.m.to8.00p.m.However,incaseofemergency/urgency, the resident may request for visitng room facility. Any one found misusing thevisitorroomfacilitymakeshim/herliablefordisciplinaryaction.

Hostel fees and Annual Charges

26. After submitting the fees and annual charges, if a student decides not to avail the hostel facility in the same month in which the fees and other charges are paid, one is entitled to get a refund of Caution money only. Annual charges and mess fee are not refundable. However, one may claim rebate on mess fee for the period in which the mess facility is not availed as laid down in preceeding paras.

27. AllHostelduesarepayableinadvancebythe18thofeverymonthwithoutfine.AfineofRs.1/-perdaywillbechargedfrom19th.Ifduesarenotpaidby26thofthedue month the resident may be required to vacate the room. He may be considered for readmission depending upon the circumstances of the default.

28. AsthefinancialyearofthehostelclosesonMarch31,alltheHostelchargesincludingthat for March must be cleared by March 10.

DIscIplIne

1. Students are responsible for their conduct to the Principal and are prohibited from doing anything either inside or outside the College which may amount to breach of disciplineorinterferencewiththedisciplineandnormalworkingoftheCollege.

2. At the time of admission, every student shall be required to sign a declaration that onadmission,he/shesubmitshimself/herselftothedisciplinaryjurisdicationoftheVice-Chancellor and other authorities of the University who may be vested with the authority to excersie discipline under the Act.

3. A student shall be liable to the disciplinary action for violation of any of the rules of disciplineanddisciplinaryactionmayinvokewarningand/orfineandsuspensionfrom classes, from examination, from use of College Library or even expelled from the College.

4. Ragging in any form is strictly prohibited within the premises of the College and any part of Delhi University as well as on public transport. Any individual or collective act or practice of ragging constitutes gross indiscipline and shall be dealt with under ordinance XV-C and

As per regulations of Medical Council of India, minimum 75% attendance in a subject is compulsory for appearing in the University examination.

NOTE : The admission to Medical Course shall close on 30th September of the year. The supplementary batch students of first professionalwill appear in the 2nd professionalexaminationsconductedbytheUniversityprovidedhe/shehascompletedrequiredtrainingi.e.18 months of study, if otherwise, eligible. The Principals of the Colleges, Heads of the Halls, Deans of the Faculties, Heads of the Teaching Departments in the University, the Principal, School of Correspondence courses and Continuing Education and Librarian shall have the authority to exercise the all such disciplinary powers over students in their respective colleges, institutions, faculties and teaching Departments, in the University as may be necessary for the proper conduct of the Institutions, halls and teaching in the concerned Departments. They may exercise their authority through, or delegate authority to, such of the teachers in their Colleges, Institutions or Departments as they may specify for these purposes.

6. Without prejudice to the power of the Vice-chancellor and the Proctor as aforesaid, detailed rules of discipline and proper conduct shall be framed. These rules may be supplemented, where necessary; by the principals of Colleges, heads of Halls, Deans of Faculties and heads of Teaching Departments in this University. Each student shall beexpectedtoprovidehimself/herselfwithacopyoftheserules.

7. At the time of admission, every student shall be required to sign a declaration that on admissionhe/shesubmitshimself/herselftothedisciplinaryjurisdictionoftheVice-Chancellor and the several authorities of the University who may be vested with the authority to exercise discipline under the Acts, the Statues, the ordinances and the rules that have been framed thereunder by the University.

1. Ragging in any form is strictly prohibited, within the premises of College and any part of Delhi University system as well as on public transport.

2. Any individual or collective act or practice of ragging constitutes gross indiscipline and shall be dealt with under Ordinance XV-C.

3. Ragging for the purposes of this Ordinance, ordinarily means any act conduct or practice by which dominant power or status of senior students is brought to bear on students freshly enrolled or students who are in any way considered junior or inferior by other students and includes individual or collective acts or practices which :

a) Involvephysicalassaultorthreat,useofphysicalforce

b)Violatethestatus,dignityandhonourofwomenstudents

c)Violatethestatus,dignityandhonourofstudentsbelongingtothescheduledcastesand tribes

d)Exposestudentstoridiculeandcontemptandaffecttheirselfesteem

e)Entailverbalabuseandaggression,indecentgesturesandobscenebehaviors.

4. The Principal of a College, the Head of the Department or an institution, the authorities ofCollegeorUniversityhostelorHallsofResidenceshalltakeimmediateactiononany information of the occurrence of ragging.

5. Notwithstandinganythinginclause(4)above,theProctormayalsosuomotoenquireintoanyincidentofraggingandmakeareporttotheVice-Chancelloroftheidentityof those who have engaged in ragging and the nature of the incident.

6. The Proctor may also submit an initial report establishing the identity of the perpetrators of ragging and the nature of the ragging incident.

7. If Principal of a College or a Head of the Department or Institution or the Proctor is satisfiedthatforsomereason,toberecordedinwriting,itisnotreasonablypracticalorholdsuchanenquiry;he/shemaysoadvisetheVice-Chancelloraccordingly.

8. WhentheVice-Chancellorissatisfiedthatitisnotexpedienttoholdsuchanenquiry;his/herdecisionshallbefinal.

9. Onthereceiptofareportunderclause(5)or(6)oradeterminationbytherelevantauthorityunderClause(7)disclosingtheoccurrenceofraggingincidentsdescribedinClause3(a)(b)&(c),theVice-Chancellorshalldirectororderrusticationofastudentorstudentsforaspecifiednumberofyears.

10. The vice-Chancellor may in other cases of ragging order of direct that any student or students be expelled or be not for a stated period admitted to a course of study in a College departmental examination for one or more years or that the results of the student or students concerned in the examination or examinations in which they appeared be cancelled.

11. In case any students who have abstained Degrees of Diplomas of Delhi University arefoundguiltyunderthisOrdinance,appropriateactionwillbetakenunderStatute15 for withdrawal of Degrees or Diplomas conferred by the University.

12. For the purpose of this ordinance, abatement to ragging will also amount to ragging.

13. All institutions within the Delhi University system shall be obligated to carry out instructions/directionsissuedunderthisOrdinance,andtogiveaidandassistancetothe Vice-Chancellor to achieve the effective implementation of the Ordinance.
