A specialist in post-World War II diplomatic history and the Cold War, Hogan succeeds President Stanley O. Ikenberry. A Midwest native, Hogan brings to the University experience from a four-decade career in public higher education that has included progressively senior administrative appointments at The Ohio State University and the University of Iowa before joining UConn in 2007. He holds degrees from the University of Northern Iowa and the University of Iowa.

Created in 1952 to be a separate entity of the State of Illinois and is under the control of the Merit Board.
Purpose is to establish a sound program of personnel administration for the specified agencies and institutions. All certificates, appointments and promotions to positions in these agencies and institutions shall be made solely on the basis of merit and fitness, to be ascertained by examination.
Establishes Civil Service classifications, tests, and hiring guidelines.

Created by the Governor of Illinois and the General Assembly in 1941. Consistent with that, changes to the existing benefit program must be enacted through legislation.
Today SURS serves over 70 employers in Illinois including state universities, community colleges, and state agencies. SURS provides benefit services to over 180,000 members throughout the world.

Establishes guidelines for professional conduct by those acting on behalf of the University including executive officers, faculty, staff, and other individuals employed by the University using University resources or facilities, and volunteers and representatives acting as agents of the University.
Review of the Code of Conduct is a requirement of the new hire orientation program in NESSIE and must be completed during the new hire process.

• State Officials and Employees Ethics Act (Ethics Act) requires all University employees to complete an ethics orientation at the time of hire.
• On an annual basis, all University employees are required to complete mandatory ethics training to comply with the Ethics Act.

State Officials and Employees Ethics Act (Ethics Act bans the solicitation and acceptance of gifts from prohibited sources to University employees, employee's spouse or immediate family.
Gifts are any gratuity, discount, entertainment, hospitality, loan, forbearance, or other tangible or intangible item having monetary value, including but not limited to, cash, food and drink, and honoraria for speaking engagements related to or attributable to government and employment or the official position of an employee, member, or officer.
