I INTRODUCTION

1. PREAMBLE

This guide to cotutelle doctoral programs is designed for students of the University of Ottawa and

those of universities outside Ontario (partner universities) who are considering a cotutelle

doctoral program at the University of Ottawa and for students already in a cotutelle doctoral

program who want to be better informed about the essential points of this type of program.

NOTICE

The information contained in this guide sets out the essential points of the cotutelle doctoral

program. It also invites students to become better informed about these points. It is not a

substitute for the official sources of information of the University of Ottawa (for example, the

FGPS General Regulations, tuition fees, and the International Office), which remain relevant to all

types of programs.

2. WHAT IS A COTUTELLE DOCTORAL PROGRAM?

Under a cotutelle doctoral program, the University of Ottawa and a university outside Ontario

share responsibility for the study and supervision of a doctoral student. To this end, two thesis

supervisors, with the agreement of their respective universities, prepare a joint academic program

of study for the student, who takes courses and carries out research at the two universities

alternately. The student defends his thesis before a jury selected by the two partner universities,

which each confer a separate diploma noting that the doctorate was completed under a cotutelle

doctoral program with the partner university.

Thus the cotutelle doctoral program involves one or more periods of residency at both the

University of Ottawa and at the partner university outside Ontario, as well as shared supervision of

the thesis.

3. PURPOSES OF COTUTELLE DOCTORAL PROGRAM

The purposes of the cotutelle doctoral program are to consolidate and improve the education of

our doctoral students, to support scientific co-operation between research teams at the University

of Ottawa and at other partner universities, and to promote mobility of doctoral students.

4. GENERAL TERMS AND CONDITIONS

THESIS SUPERVISORS

The doctoral student takes courses and carries out research under the supervision of the

two thesis supervisors at the partner universities. The supervisors may have already worked

together (for example, on research projects, joint publications, seminars, lectures and scientific

exchanges); if this is not the case, the cotutelle doctoral program will help establish this

co-operation.

ACADEMIC PROGRAM OF STUDY

With the doctoral student, the thesis supervisors define the student’s program of study (academic

requirements, courses and seminars, comprehensive examination) and the periods of residency at

each university. These points are set out in cotutelle doctoral program agreement that is drawn up

for each student using a generic agreement form. This agreement constitutes a legal contract and

is therefore binding on all the parties.

The doctoral student is responsible for fulfilling the academic requirements and observing the

academic regulations of the two universities. The student is also responsible for adhering to the

terms and conditions of the programs in which the student is registered at the University of

Ottawa and at the partner university. The student must pass the courses, in which the student is

registered as well as the comprehensive examination, and then write and submit the thesis in

accordance with the academic regulations and procedures in effect.

STEPS IN ORGANIZING A COTUTELLE DOCTORAL PROGRAM ARRANGEMENT

A cotutelle doctorate program may be initiated either by the student or the thesis supervisor. In establishing

a cotutelle, various steps have to be taken by the student, the director, the department or faculty, the

student’s home faculty, , the faculty which is not the student’s home faculty and by the Faculty of Graduate

and Postgraduate Studies of the University of Ottawa.

1. The student must define his or her research project and discuss it with the thesis supervisor

2. When a cotutelle is being considered another supervisor must be identified in the university

outside Ontario.

3. When co-supervisors engage in a cotutelle, their home university must be determined as well as

the partner university

4. The student’s academic program of study must be determined by the co-supervisors and the

student on the basis of the thesis project

5. A calendar of academic activities is then determined (courses, comprehensive examinations, thesis

defence) as well as the location where these activities will be held

6. A cotutelle agreement must be filled out, validated by the program director and authorization by

the dean of the faculty in question (equivalent in the partner university)

7. The agreement must be validated by the dean of the Faculty of Graduate and Postdoctoral Studies

of the University of Ottawa

8. All official signatures must be obtained (student, supervisors, program supervisors, faculty, Faculty

of Graduate and Postgraduate Studies and the equivalent at the partner university)

Once the agreement is formally established the student is officially registered in the cotutelle program.

The steps required to establish a cotutelle program must be completed in the first year of the

doctorate program.

THESIS

The thesis is defended only once, at the student’s home university—either the University of

Ottawa or the partner university outside Ontario—before a jury selected from among scientists

designated as peers by the two partner universities. The jury includes two experts from the

University of Ottawa, two experts from the partner university, and one member from outside the

two universities. However, it does not include the two thesis supervisors.

Protection of the thesis topic, as well as publication, use and protection of research results are

subject to the regulations in effect at each partner university in the cotutelle doctoral program.

Provisions concerning protection of intellectual property rights may be the subject of an

appendix to the cotutelle doctoral program agreement.

DIPLOMAS

On completion of the doctoral studies, the student receives two diplomas, each noting the

cotutelle doctoral program with the partner university.

5. COTUTELLE DOCTORAL PROGRAMS AT THE UNIVERSITY OF OTTAWA: SOME

STATISTICS

In recent years, cotutelle program agreements have emerged mainly in Europe, and have become

increasingly popular in the countries of La Francophonie. Already in 1996, the Conférence des

présidents d’universités (CPU), the Conférence des directeurs d’écoles et de formation

d’ingénieurs (CDEFI) *conference of directors of engineering schools and training+, and the

Conférence des recteurs et des principaux des universités du Québec (CRÉPUQ) [conference of

rectors and principals of Quebec universities] signed a framework cotutelle thesis program

agreement among institutions of higher learning in France and in Quebec. Since that time, this

agreement has had a genuine impact on doctoral studies and has proven to be extremely popular

with students.

At the University of Ottawa, this practice is more recent: the University adopted a cotutelle

doctoral program policy only in late 2008. Some 10 cotutelle program agreements have been

signed and are currently in effect; the same numbers are in preparation. Every month, as word

gets out about this arrangement, its popularity increases.

6. WOULD A COTUTELLE DOCTORAL PROGRAM WORK FOR YOU?

If you find the cotutelle doctoral program attractive but are unsure whether this arrangement

would work for you, in finding out more and making the best choice it is of the utmost importance

that you obtain sound information. Here are some important sources of information that may

enlighten your decision: your home department and your thesis supervisor and your faculty.

Do they have experience with cotutelle doctoral program agreements? What is their opinion of

the overall relevance of this arrangement to their discipline? Do they have special connections and

partners at universities outside Ontario to whom they could direct you? Does a cotutelle doctoral

program appear to be appropriate for your thesis project? Do the characteristics of your university

career to date constitute obstacles, or clearly positive contributions, to a cotutelle doctoral

program?

Faculty of Graduate and Postgraduate Studies

The Faculty of Graduate and Postgraduate Studies (FGPG) is responsible for cotutelle doctorate

agreements. It has a resource person who acts as a counsellor for the management of cotutelle

files. If you are a Canadian or a foreigner, if you already attend the University of Ottawa or if you

are considering establishing a cotutelle doctoral program in cooperation with your home

university, you must contact this person to establish your cotutelle doctoral program.

ADVICE FROM THE FACULTY OF GRADUATE AND POSTDOCTORAL STUDIES

The FGPS is the authority responsible for cotutelle doctoral programs. For this purpose, the FGPS

has a resource person who can advise you in organizing your cotutelle doctoral program

arrangement. Whether you are a Canadian or an international student, whether you are already

studying at the University of Ottawa or are considering establishing a cotutelle doctoral program

here in co-operation with your home university, you are to refer to the FGPS resource person in

organizing your cotutelle doctoral program arrangement.

II ORGANIZING A COTUTELLE DOCTORAL PROGRAM AGREEMENT

1. TWO ADMISSIONS, TWO REGISTRATIONS, ONE AGREEMENT

To be admitted to the cotutelle doctoral program at the University of Ottawa, a minimum

weighted cumulative average (MWCA) of 8 out of 10 is required.

A future doctoral student wishing to complete a thesis under a cotutelle doctoral program is to

take three steps in parallel:

1. become admitted to the two universities;

2. draw up a cotutelle doctoral program agreement;

3. register at the two universities, each semester.

The cotutelle doctoral program becomes effective once each of these steps has been successfully

completed. At the University of Ottawa, the student must submit an application for admission to

the desired doctoral program, and must be admitted under a joint decision by the student’s home

department and faculty as well as the FGPS. On the application, the candidate must indicate the

intent of completing a cotutelle doctoral program and, if possible, the name of the partner

university. At the partner university as well, the student must obtain information about the

procedures for admission to the desired program, and indicate the intent of completing a cotutelle

doctoral program.

With the two thesis supervisors identified, the student is to prepare the academic program of

study to be completed under the cotutelle doctoral program. This program of study is to be in the

form of an agreement that, once approved by the two universities concerned, will allow the

student to be officially declared to be in a cotutelle doctoral program at the two universities and

to enjoy the privileges of that status.

ACCEPTABLE TIMING

These three steps are taken in parallel. In fact, there is often a time lag between the time the

doctoral student is admitted to the first university and the time the agreement is duly signed and

declared at the two universities. Whatever the reasons for this time lag, it must be kept to a

minimum: ideally, admission should be simultaneous, that is, for the same semester, at the

two universities, and the cotutelle doctoral program should be declared during the first semester

of doctoral studies

WHAT FORM SHOULD THE AGREEMENT TAKE?

The University of Ottawa has available a cotutelle agreement form setting out the essential points

of a cotutelle doctoral program agreement. When a cotutelle is from a university outside of

Ontario, mostly from a university located abroad and the University of Ottawa is considered as a

partner university, the model cotutelle agreement from the other university will be proposed. In

such a case the two universities agree on the forms adapted to their internal regulations and

policies.

N.B.: Any change to the agreement proposed by a doctoral student or a partner university must be

approved by the student’s home department and faculty as well as the FGPS. It is best to have any

changed wording checked before initiating the signature process.

SOME KEY POINTS IN YOUR AGREEMENT

The agreement is a legal document which is binding on each party. It informs and protects each of

the parties and also establishes obligations for them. You must be sure to understand the

obligations which concern you.

In case a student has to apply for an extension of the study period, that student must have the

change officially authorized by his or her supervisors and the authorities of both universities. A

rider to the cotutelle agreement must above all be duly prepared and signed by both parties.

PERIODS OF RESIDENCY AT EACH UNIVERSITY

In your agreement, after discussion with your two thesis supervisors, you are to prepare your

thesis project, indicating the academic activities and the university at which they are to be

completed. Although this project is certainly anticipatory and you may change it along the way, it

is in your best interest to prepare a good thesis project at the outset, taking into account all your

obligations at each university. It is better not to discover these obligations along the way! Later, if

you want to change the thesis project, be sure to obtain the approval of all the parties responsible

for it under your cotutelle doctoral program.

THE PRINCIPLES WHICH GUIDE THE PREPARATION OF YOUR ACADEMIC PROGRESS ARE

THE FOLLOWING:

ENRICHED EDUCATIONAL EXPERIENCE

The reason you are making a commitment to a cotutelle doctoral program is to benefit from the

support of the two academic and research settings, the expertise of two supervisors and an

international context. Accordingly, you are to immerse yourself in each of these two settings.

Your choice of periods of residency at each university will depend primarily on your responses to

the following questions:

What periods of residency, and what terms and conditions, will allow you to optimize the

benefits of your experience at each university?

Will you be taking courses, working in a laboratory, or working as a member of a research

group?

Although approaches will vary depending on disciplines, remember that a cotutelle doctoral

program is not just joint doctoral supervision combined with a period of individual research (for

example, consulting archives or conducting research in a library).

DURATION AND CONTINUITY OF PERIODS OF RESIDENCY

If you are a student of the University of Ottawa and if it is your home university

You must spend no fewer than six semesters at the University of Ottawa and three semesters at the partner university.

If you are a student from outside Ontario and the University is your partner university

You must spend no fewer than three semesters at the University of Ottawa and six

semesters at your home university.

The simplest arrangement is sequential (see table): one year at one university and one year at the

other university (this arrangement minimizes travel, allows students to adjust to university

schedules which do not exactly match and in many cases facilitates statements of residency and

payment of tuition fees.

Other arrangements may be considered however if your education experience requires or allows

them.

COMPREHENSIVE EXAMINATION

The comprehensive examination is an integral part of all doctoral programs at the University of

Ottawa. The doctoral student is to take the comprehensive examination no later than the

sixth semester following initial registration. That said, certain programs schedule their

comprehensive examinations differently, and thus it is important to understand clearly the local

practices for the comprehensive examination. The doctoral student is to determine with the thesis

supervisors the appropriate time for this stage in the program. If this time coincides with a period

of residency outside Ontario, provision must be made for a return trip or for technological support

(for example, an examination by video conference) that will make it possible to proceed at a

distance.

Regulations.

COTUTELLECOTUTELLETHESIS DEFENCE

Under a cotutelle doctoral program, the thesis is defended only once, at the student’s home

university; the thesis defence is recognized by the two universities.

Thesis defence formalities and procedures vary from one province to another and from

one country to another. Thus the student in a cotutelle doctoral program must obtain from the

thesis supervisor (at the home university) information about the formalities required by that

university.

DIPLOMAS

Once the program of study has been completed and the thesis defended and accepted, the

student in a cotutelle doctoral program receives two diplomas, one conferred by the University of

Ottawa and the other conferred by the partner university. Each diploma notes the co-operation

and the cotutelle doctoral program with the partner university.

SOCIAL SECURITY

Under the cotutelle doctoral program agreement, the student must be covered by health care

insurance and civil liability insurance, whether studying at the University of Ottawa or outside

Ontario. At the University of Ottawa, international doctoral students must each subscribe to the

University Health Insurance Plan (UHIP) as a condition of registration. University of Ottawa

students studying during a period of residency outside Ontario must obtain information about

available coverage by contacting the International Office of the University of Ottawa.

3. SIGNATURES

Your cotutelle doctoral program agreement must bear your signature and that of the following

persons, at each of the two universities; each party must sign the four original copies:

your thesis supervisors, who approve the details of your doctoral program of study and agree

to provide you with guidance;

the academic authority (that is, the director of the program ), who compares your program of

study under a cotutelle doctoral program with the regular program of study of doctoral

students in your discipline and confirms that it is of good quality and complies with the

regulations;

the representatives of the two universities, that is, the Associate Dean of the FGPS at the

University of Ottawa, and that person’s equivalent at the partner university who is authorized

to commit the university under a cotutelle doctoral program.

The FGPS at the University of Ottawa manages the signature process.

III STAGES IN COTUTELLE DOCTORAL PROGRAM

1. REGISTRATION

It is of the utmost importance that the student in a cotutelle doctoral program understands that

person’s obligations for registration and payment of tuition fees at the two universities concerned.

The following information applies to the University of Ottawa. The doctoral student must also

obtain information about the procedures for registration and tuition fee invoicing at the partner

university.

REGISTRATION EACH SEMESTER AT UNIVERSITY OF OTTAWA

The student in a cotutelle doctoral program is responsible for compulsory full-time simultaneous

registration at the two universities and for maintenance of uninterrupted registration for the full

duration of the student’s program, that is, until the diplomas are conferred.

At the University of Ottawa, this registration is done each semester: in September for the fall

semester, in January for the winter semester, and in May for the summer semester. At most a

university in Europe, registration is valid for the entire academic year; however, that may not be

the case in other parts of the world. The doctoral student must check in order to avoid unpleasant

surprises, and risk all sorts of difficulties if this vital administrative link is not maintained or if

periods of residency are too fragmented.

N.B.: It is very important that doctoral students from outside Ontario who are spending the first

year of their doctoral program outside Ontario still make sure that they are registered at the

University of Ottawa, right from the start of the semester indicated on their admission letter. If

this administrative link with the University of Ottawa is not maintained by this process of

registration each semester, the student may not obtain the necessary authorization to enter

Canada when the time comes to continue the doctoral program at the University of Ottawa.

You have received an admission offer at the University of Ottawa? Please read your admission

offer carefully!

2. REGISTRATION, TUITION, AND COTUTELLE PLACEMENT ADMINISTRATION FEES

Compulsory registration each semester automatically generates an invoice for tuition fees. The

student, whether Canadian or an international student, is responsible for paying the invoice,

unless the student is attending the partner university during the semester concerned, in which

case the student must pay the cotutelle placement administration fee, as provided in the cotutelle

doctoral program policy. Cotutelle placement administration fees ($405 per semester) correspond

to the administrative fees payable by cotutelle students during their stay in the partner university.

3. ENTRY AND RESIDENCY REQUIREMENTS OUTSIDE ONTARIO

Students of the University of Ottawa will find all the information they need to organize a period of

residency outside Ontario at the International Office Website.

Students from outside Ontario wishing to study at the University of Ottawa will also need to

consult the International Office Website. Have you already completed a period of residency

outside Ontario as part of your previous studies? Be careful: the procedures are not necessarily

the same this time, since you are now registered in a program of study in each of the

two countries. Please obtain the necessary information and comply with the related requirements.

4. ACADEMIC ACTIVITIES

The doctoral student must be sure to complete the academic activities set out and approved in the

cotutelle doctoral program agreement. When certain activities required for the program of study

at the University of Ottawa are completed at the partner university, the student must request and

obtain equivalencies so that the student’s record is in order. For this purpose, the student is to

obtain information from the academic assistant or academic administrator responsible for the

student’s record at the student’s home department or faculty.

Generally speaking, compulsory academic activities (such as courses and seminars) are more

numerous at the University of Ottawa than at the partner universities when the University of

Ottawa is the home university. This factor may vary, however, depending on the discipline. The

doctoral student can obtain helpful information from the thesis supervisors.

N.B.: The comprehensive examination is an academic and evaluation activity that forms an integral

part of all doctoral programs at the University of Ottawa. The doctoral student should obtain

information from the thesis supervisor and the home department.

In case the student must apply for the extension of the study period, said student must have the

change officially authorized by the supervisors and the authorities of both partner universities. An

addendum to the cotutelle agreement must be duly prepared and signed by all the parties.

5. THESIS SUBMISSION

Thesis submission is an important stage because it informs the two universities that you have

completed the program of study. You submit your thesis for evaluation at the home university,

where the thesis defence will take place in accordance with the home university’s academic

regulations and procedures (including the terms and conditions of evaluation and whether an

honourable mention will be added). The partner university will be informed of these formalities at

the same time. It should be noted that, under University of Ottawa regulations, you will no longer

be registered once your thesis is submitted.

Depending on what is set out in the cotutelle doctoral program agreement, the home university

will initiate the administrative procedures required to select a jury and will provide you with all the

documentation required for your program of study to be completed without any hitches. Although

your research may be completed at this stage, administrative procedures must still be completed

at the two universities since you are seeking double diploma recognition.

6. JURY COMPOSITION AND THESIS DEFENCE

Although the two universities that you have attended are committed to recognizing a single thesis

defence, each university has its own criteria for selecting a jury and its own procedures for

ensuring jury legitimacy. That said, under the University of Ottawa’s cotutelle doctoral program

policy, the jury is selected from among examiners designated as peers by the two partner

universities. The jury is to include one member from outside the two universities. Each jury

member is to provide a written evaluation report before the thesis is defended.

7. CONFERRING OF DIPLOMAS

The doctoral student receives two diplomas, one from the University of Ottawa and the other

from the partner university. The two diplomas note the co-operation with the partner university,

the cotutelle doctoral program, and the partner universities and programs. This last stage will

require you to complete a few more procedures with each university. You, with the support of

your usual partners, mainly your home department, are responsible for completing these last

procedures.

IV COSTS OF A COTUTELLE DOCTORAL PROGRAM

1. RESPONSIBILITIES OF DOCTORAL STUDENT

The student in a cotutelle doctoral program must ensure that additional financial resources are

available for the periods of residency at the university other than the home university, as set out

in the program of study, and for the duplication of certain administrative procedures.

The International Office will help you estimate the cost of periods of residency. Each partner

university will provide you with information on registration and tuition fees and related costs it

will charge you as a cotutelle doctoral program student.

2. SHARED COSTS OF EDUCATION

The general principle governing the costs of a cotutelle doctoral program at the University of

Ottawa and a partner university differ depending on whether the student is an international

student.

Canadian students whose home university is the University of Ottawa and who are registered in a

cotutelle program automatically receive an admission scholarship. Students must pay registration

and tuition fees to the University of Ottawa as well as related fees when completing a period of

residency in Ottawa. When they are studying abroad they must pay tuition fees and the cotutelle

doctoral program placement administration fee ($405) to the University of Ottawa, which will

manage the student’s record at a distance.

International students are exempt from tuition and related fees at the University of Ottawa when

they are attending their home university abroad, but not from the cotutelle placement

administration fee, which amounts to CA$405 in 2009-2010. International students may obtain a

complete or partial international scholarship. Each faculty has its own scholarship program with its

own criteria and scholarships are awarded until all the money is spent according to the faculty’s

priorities. It is recommended that international students check with their thesis supervisors at the

University of Ottawa.

3. PROCEDURE

When studying elsewhere than at the University of Ottawa, doctoral students must ensure that

they are duly registered at the University of Ottawa, at the beginning of each semester, within the

appropriate deadlines. Students who fail to meet this obligation will encounter undesirable

administrative difficulties.

When studying at the University of Ottawa, doctoral students must pay the usual tuition fees for

each session. They must ensure that they provide the partner university with the documentation

required to obtain any exemptions from fees to be paid at that university as the case may be.

4. COST OF REGISTRATION EACH SEMESTER AT THE UNIVERSITY OF OTTAWA

The cost of registration each semester varies depending on the student’s status as a Canadian

student or an international student. The amount invoiced to the student at the time of registration

each semester usually includes:

tuition fees ;

Incidental Fees, depending on whether the student is studying at the University of Ottawa;

the cotutelle fee if the student is studying elsewhere than at the University of Ottawa;

an insurance premium; and

interest on any unpaid balance.

5. COST OF PERIOD OF RESIDENCY ABROAD

Participants must budget for a number of costs, particularly accommodation, passport and visa

fees, and health care insurance, etc. Further information is available from the International Office

website.

6. INSURANCE

Detailed information about insurance and the procedures to be followed for Canadian students is

available from the International Office’s medical insurance website. The International Office (IO) is

the main source of information for international activities at the University of Ottawa; it works in

co-operation with the faculties and services responsible for co-ordinating exchange students’

requests.

Participation in the University Health Insurance Program (UHIP) is compulsory and an essential

condition for registration in your program of studies as an international student. UHIP covers your

medical and hospital expenses during your residency in Canada, including regular basic medical

consultations.

V FINANCIAL ASSISTANCE FOR COTUTELLE DOCTORAL PROGRAM STUDENTS

To be accepted in a cotutelle doctoral program, students must have obtained an admission

scholarship (have a minimum overall weighed average of 8.0).

The cotutelle doctoral program policy adopted by the University of Ottawa Senate sets out the

following benefits and obligations.

STUDENTS WHOSE HOME UNIVERSITY IS THE UNIVERSITY OF OTTAWA

Students whose home university is the University of Ottawa are eligible for all admission

scholarships for Canadian and international students, subject to the terms and conditions of the

competitions and scholarships concerned.

COTUTELLESTUDENTS WHOSE HOME UNIVERSITY IS NOT THE UNIVERSITY OF OTTAWA

Canadian students whose home university is not the University of Ottawa are eligible for all

admission scholarships for Canadian students, subject to the terms and conditions of the

competitions and scholarships concerned.

International students whose home university is not the University of Ottawa are eligible for

all admission scholarships for international students, subject to the terms and conditions of

the competitions and scholarships concerned. Of course the director of the program or the

thesis supervisor may propose teaching and research assistants if they wish.

THESIS DEFENCE COSTS

There are additional thesis defence costs. These costs are shared between the participating

universities, as follows:

the partner university is responsible for the cost of travel for its members of the jury;

the home university is responsible for the cost of accommodation (up to three nights) for the

two members of the jury from the partner university; and

the home university (University of Ottawa) is responsible for the cost of travel and

accommodation (up to three nights) for the external member of the jury.

These costs are covered by the FGPS thesis defence budget.

Depending on your program, other scholarships may be available. The FGPS has designed a very

effective search engine “Scholarship Potential Profile” that you can use to assess your scholarship

potential. This Website will point you to many financial assistance possibilities for the duration of

your program of study.

As well, scholarships are available depending on whether you are a Canadian student or an

international student.

In addition, the Ontario government offers financial assistance opportunities to Canadian and

international students under its Ontario Graduate Scholarship (OGS) program.

Additional scholarships, including excellence scholarships and grants from Canada’s three major

granting councils, are also available to Canadian students.

International Office Website under Financial Matters.

University of Ottawa students in a cotutelle doctoral program may also consult all the helpful

information brought together, for Canadian students and permanent residents as well as for

international students, on the FGPS awards and financial support website.

Lastly, the Embassy of France occasionally offers study scholarships and research partnerships in

France.

3. OTHER SOURCES OF FINANCIAL ASSISTANCE

Students may also take advantage of teaching or research assistantships.
