STATUTES
UNITED WORLD KARATE (UWK) – (Country Name)
(In French) UNION MONDIAL DE KARATÉ (UMK) – (Country Name)
PREAMBLE
Mandate:
The mandate of the United World Karate (UWK) – (Country Name) is to form itself and
govern itself within the mandate of the International Federation – United World Karate (UWK)
as its member National Federation for the country of (Name of Country). As a National
Federation member of United World Karate (UWK), it must adhere to the governing principles
and policies of the UWK within the jurisdictional boundaries of (Name of country). The final
Constitution of the National Federation member shall be submitted to the UWK for final
approval as part of the membership process. Any changes to the National Federation Member’s
Constitution shall be submitted within 30 days of approval by the National Federation Member’s
Congress to the appropriate Committee of UWK for review and final approval prior to
implementation of any changes. In the event of conflict between the law of the National
Federation member country and the policies of the UWK, the country’s laws shall prevail, except
where the country’s laws violate International Law, in which case the International Law will be
used for the interpretation of UWK policy.
United World Karate (UWK) Vision and Mission:
As set forth in its founding principles, the following Vision and Mission define the purpose,
mandate and philosophical foundation of the United World Karate (UWK) which shall become
the binding mandate of each of its National Federation members and shall be contained within
each and every Constitution of the National Federation Member.
Vision:
To provide a unified effort worldwide wherein karate as a martial art in its many forms and
styles (schools) of training can become recognized by the major sport authorities of IOC, Sport
Accord and National Sport Ministers as a major global sport and holistic process for human
development.

Mission:
1. To provide a unified forum of competition that recognizes and embraces the diversity that
exists within the martial art of karate while at the same time unifies the focus and effort
to celebrate the global nature of the martial art of karate itself as a holistic process of
human development.
2. To provide a unified forum of standard for coaching principles, judging ability and
competition quality and safety that ensures all participants are able to compete to their
highest ability in a controlled environment that is safe for all participants, regardless of
the individual karate Discipline they have chosen to pursue.
3. To create opportunities for the public at large to view and understand the complexity of
karate regardless of its origin and to ensure the governing bodies of its various
Disciplines (Permanent Karate Commissions) follow the best practices currently known
for athletes and participants development, coaching and judge’s development, sport
medicine and special event organization.
4. To provide opportunities for participants to develop at all levels of activity and
competition from local community grassroots and recreational programs to international
elite competition participation, free from discrimination or bias of any kind, including,
but not limited to, gender, sexual orientation, race, color, cultural background or religious
belief.
5. To provide a unified forum for continuous research to improve the understanding of
fundamental principles and best practices that will contribute to the continuous growth
and evolution of the martial art of karate – regardless of Discipline practiced, as a method
and holistic process of human development to its highest potential.
ARTICLE 1
PRINCIPLES
1.1 Fundamentals:
These Statutes are based on International Olympic Committee (IOC) principles as established
and approved by the 101st Session in Monte Carlo (September 21-22, 1993) and as
communicated by the IOC Judicial Committee to both WUKO (now WKF) and ITKF on

September 3, 1993, recognizing these two International Federations as distinct and separate
Karate Sport activities.
These principles of inclusiveness have evolved to provide a framework within which includes a
third distinct Discipline of Karate defined as “Contact Karate”.
1.2.1 In compliance with 1.1 above, UWK – (Name of Country) contains three
independently governed and managed Permanent Karate Commission Disciplines
(GKC; and, TKC; and, CKC). Each Permanent Karate Commission reports to its
own membership and none shall interfere, control or dominate or have any
authority whatsoever over another. Rather, each will respect the other Permanent
Karate Commission Disciplines’ Technical independence and each shall operate
in a collaborative and supportive manner to the betterment of all Karate
practitioners nationwide.
1.2.2 UWK – (Name of Country) oversees all Permanent Karate
Discipline Commissions collaboratively. These include; Traditional Karate
Commission (“TKC”); and, General Karate Commission (“GKC”); and,
Contact Karate Commission (“CKC”) each of which is that defined by the
Constitution and Membership Criteria and Guidelines of the United World
Karate (UWK) International Federation.
1.2.3 The Permanent Karate Commission Disciplines provide opportunities to all forms
of karate styles and karate practitioners without regard for race, color, gender,
religion, sexual orientation or other forms of discrimination. Each Permanent
Karate Commission will be open and transparent in all of its dealings and provide
opportunities to all karate-ka who wish to follow their respective policies,
competition rules, eligibility and qualification requirements.
ARTICLE 2
GENERAL
2.1 Name:
United World Karate (UWK) – (Country Name); in French; Union Mondial de
Karaté (UMK) – Country Name.

2.2 Vocation:
To unify and administer all forms of karate and provide three major disciplines of karate
competition on a national and regional scale under one unified national body. The UWK –
(name of country) is non-sexist, apolitical, and non-racial and will not permit discrimination in
any form whatsoever.
2.3 Legal Status:
Not-for-profit, national, non-governmental organization, legal entity of unlimited duration, in the
form of an association endowed with a juridical personality and shall have the capacity to sue
and to be sued in its own name. UWK – (Name of Country) is an association established and
organised in accordance with the Laws of (Name of Country – or local legal jurisdiction).
2.4 Headquarters:
The location of the UWK – (Name of Country) General Headquarters is proposed to be
(insert local address). However, this may be changed from time-to-time by a majority
vote of the General Congress of UWK – (Name of Country).
2.5 Mission:
The mission of UWK – (Name of Country) is to unify the diverse interests of the
various forms of Karate and Karate Competition under one National Federation for the
purposes of presenting a unified national stage in the interests of local, national, regional,
international and World level competition and developmental training for all Karate
practitioners nationwide.
The UWK – (Name of Country) seeks to encourage good relations between its
member’s Permanent Karate Commissions, local and regional clubs and organizations
and their respective athletes and participants. This is accomplished by identifying,
implementing and sanctioning best practices of athletic, coaching and officiating training
through developmental and competitive programs to enhance the public presentation and
understanding of karate and the systematic and holistic training of all karate participants
regardless of their chosen avenue of participation.

2.6 Objectives:
Inter alia, the objects of the UWK – (Name of Country) are:
i) To promote karate as a local, regional and national level sport activity;
ii) To promote cordial and friendly relations between its members and with any other
body or institution with similar objectives locally, regionally or nationally and to
supervise through a membership sanction process, karate activities nationwide;
iii) To protect the interests of karate locally, regionally and nationally;
iv) To organize karate throughout the nation and to develop and promulgate the
techniques and spirit of karate-do (way of karate) as exhibited through its three
individual Permanent Karate Commissions and collaborative organizational
structure;
v) To establish the national technical, referees, medical and any other commissions
that are relevant to the improvement of the Three Permanent Karate Commissions
under its umbrella jurisdiction;
vi) To organize and sanction any National Karate Championship in collaboration
with the member’s local and/or regional organizational structure;
vii) To guard over the fair and just provision and promotion of karate among all the
regions of the nation of its jurisdiction;
viii) To advise, deliberate and cooperate with the relevant local, regional and national
sports authorities and any institution and person in the private sector on all
matters relating to the interest of its membership; and,
ix) To have karate accepted as a beneficial way to protect and develop holistic health
and human development.
2.7 Official and Subsidiary Languages:
The official languages of the UWK – (Name of Country) are English, French and
(insert Country language(s)). In the case of divergence between the English, French or
(Country Language(s)) texts, the English text shall prevail.
If the subject of such divergence refers to the sport or technique of karate, references
shall be made to the original Japanese text and definition.
2.8 Definitions:
The term “UWK – (Name of Country)” refers to the entire organization of the National
Federation of (Name of Country).

The term “General Headquarters” refers to the integrated structure of all three of the
Permanent Karate Commissions and the seat of the UWK – (Name of Country).
The term “Country” refers to any state, country, territory or part of territory which is
recognized by the United Nations or is recognized by the IOC as a National Olympic
Committee. The name of member federations or associations (hereinafter “National
Federation” or “NF”) must correspond to its territorial limits.
The term “Traditional Karate” (TK) refers to that Karate Discipline other than those
defined as General Karate Discipline and/or, Contact Karate Discipline. In accordance
with the IOC Judicial Committee directive of 1993 and the IOC 101st Session, the “TK”
Discipline and its Permanent Karate Commission (TKC) is specifically defined under the
governance of the Constitutional authority, Technical requirements and Rules of
Competition of the International Traditional Karate Federation (ITKF)
The term “General Karate” (“GK”) refers to that Karate Discipline other than those
defined as Traditional Karate Discipline and/or, Contact Karate Discipline. In
accordance with the formation of UWK, the “GK” Discipline and its GK Permanent
Karate Commission (GKC) is defined under the governance of the Constitutional
authority, Technical requirements and Rules of Competition of the organizations
representing “GK” discipline through the collaboration of the World Union Karate
Federation (WUKF); World Karate Confederation (WKC). These two organizations
trace to the 1996 General Karate definition of the Unification Constitution developed by
the Joint Working Committee approved by the IOC and used in the current unification
process.
The term “Contact Karate” (“CK”) refers to that Karate Discipline other than those
defined as Traditional Karate Discipline and/or, General Karate Discipline. In
accordance with the formation of UWK, the CK discipline and its CK Permanent Karate
Commission (CKC) is defined under the governance of the Constitutional authority,
Technical requirements and Rules of Competition of the International Karate
Organization Kyokushinkaikan (IKOK).
The term “Karate” refers to all sports activities under the jurisdiction of UWK –
(Name of Country).
The term “Karate Discipline” applies to TK, GK and CK. It is not intended to be a
reference to any one particular karate “style” or system of training.
“Eligible Style Organization” (ESO) applies to the various karate styles or systems of
training which meet the Technical and participation requirements of any one, or all, of the
Permanent Karate Commissions (GKC; or, TKC; or, CKC) under the umbrella
jurisdiction of the International Federation of UWK.

The term “TKC” refers to the Permanent Commission of the TK.
The term “GKC” refers to the Permanent Commission of the GK.
The term “CKC” refers to the Permanent Commission of the CK.
The term “GTC” member means UWK member’s National Federation which governs all
three Karate Disciplines under a single National Federation in its respective country, i.e.
General Karate; Traditional Karate; Contact Karate.
The term “G Member” means UWK member’s NF which governs only GK.
The term “T Member” means UWK member’s NF which governs only TK.
The term “C Member” means UWK member’s NF which governs only CK.
The term “H Fund” means fund of UWK – (Name of Country) General Headquarters.
The term “T Fund” means fund of TKC.
The Term “G Fund” means fund of GKC.
The Term “C Fund” means fund of CKC.
The Term “EC” refers to the Executive Committee of UWK – (Name of
Country), which is comprised of elected representatives of the three Permanent
Commissions.
The Term “DC” refers to the Directing Committee of UWK – (Name of Country).
2.9 Disputes:
Any dispute arising from the application or interpretation of the Statutes or other rules
and regulations of the UWK – (Name of Country) to which the parties cannot reach an
amicable settlement shall be submitted to the Dispute Resolution Panel of the UWK –
(Name of Country). The EC is entitled to create rules and regulations related to the
Dispute Resolution Panel of the UWK – (Name of Country). However, the Dispute
Resolution Panel shall be a Permanent Panel established with its Rules and Procedures
clearly stated and approved by all Three Permanent Commissions of the UWK – (name
of country). Appeals against decisions of the Dispute Resolution Chamber of the UWK
– (Name of Country) shall be settled exclusively and finally by a Panel formed from
the Dispute Resolution Panel of the International Federation of UWK. The parties
undertake to comply with the provisions of the said Statutes and Regulations and to
execute in good faith the award pronounced by the International Federation Dispute

ARTICLE 3
MEMBERSHIP AFFILLIATION
3.1 Members:
3.1.1 The Members of the UWK – (Name of Country) may be individual members of
National Federations governing TK, GK and/or CK in its country that meets the
requirements as set forth by the International Federation of UWK. The admission
and exclusion of members of the UWK – (Name of Country) fall within the
jurisdiction of the UWK – (Name of Country) Congress. The International
Federation of UWK shall recognize only one National Federation for TK, GK
and/or CK, or only one joint National Federation which will govern TK, GK and
CK as the case may be, per country. Provisional admission will be decided by the
EC of UWK – (Name of Country).
3.1.2 Formation of a National Federation Member of UWK must include the current
representatives of the TK, GK and CK as defined and recognized by the
International Federation of UWK.
3.1.3 In those countries where there is a NF governing three Karate Disciplines
(provided that NF member has three separate and distinct commissions governing
TK; GK; and, CK), the UWK will admit a single NF as a member. In each
instance, the name used for such a National Federation may be; “United World
Karate - name of country ”. (i.e. UWK + acronym of country)
3.1.4 In those countries where there may not be representation from all three Karate
Disciplines and the single NF does not govern the three distinct Karate
Disciplines of UWK, the UWK may recognize the NF in its partial form of
governance, provided the NF has adhered to the policies of the UWK and has
reserved the appropriate place, including vacant positions for the elected officials
for the missing UWK Discipline(s). The purpose shall be to have the respective
country represented through a single NF member for all three Karate Disciplines.
Therefore, combinations of representation will determine the NF and Voting
structure UWK needs to recognize and implement.

3.1.5 Those NF members governing all Disciplines of TK, GK and CK and recognized
as doing so by their respective Permanent Commissions (TKC, GKC, CKC) will
be designated as “GTC Members”.
Those NFs governing TK and recognized as doing so by the TKC will be
designated as “T Members”.
Those NFs governing GK and recognized as doing so by the GKC will be
designated as “G Members”.
Those NFs governing CK and recognized as doing so by the CKC will be
designated as “C Members”.
GTC Members, G Members, T Members and C Members constitute four distinct
categories of membership. All rights and obligations of all GTC, G, T and C
Members within the UWK – (Name of Country) are equal, subject solely to the
exceptions expressly provided in the Statutes of the UWK – (Name of
Country); and, in compliance with all rules, regulations and policies of the
International Federation of UWK.
3.1.6 All NF Members must promote a Discipline and style of Karate which has been
recognized by the International Federation UWK Congress and represent a
country as defined in Article 2.8.
3.1.7 NF Members including Local or Regional Organizational Members of the NF
must be endowed with a juridical personality in their respective areas or regions
as a sport governing body.
3.1.8 All Members are required to be recognized by the respective Permanent
Commission governing their Discipline.
3.1.9 All Members must grant equal opportunity for participation to all athletes under
the jurisdiction of their respective Discipline’s governing body.
3.1.11 All Members must function democratically and in accordance with their
respective country’s laws.
3.1.12 All Members must be members of their respective Continental Unions in order to
participate in Continental karate activities. The International Federation UWK’s
recognition of Continental Unions, shall not affect the right of the UWK to deal
directly with each Member and vice versa.
3.1.13 All Members shall comply with all policies and Statues of the UWK – (Name
of Country). The Statutes of the UWK – (Name of Country) must be
consistent and in full compliance with the Statutes of the International
Federation UWK. If

the Statues of the local or Regional Organizational Member are in conflict with
the Statutes of the UWK – (Name of Country) Membership in UWK –
(Name of Country) shall cease. Similarly, if the NF Member Statute is in
conflict with the International Federation UWK, membership of the UWK –
(Name of
Country)in the International Federation of UWK shall cease.
3.1.14 An individual athlete, referee or official may maintain multiple membership and
qualification status in each Karate Discipline pursuant to the rules of each
Permanent Karate Commission.
3.2 Admission to UWK – (Name of Country):
3.2.1 For new Members, an applicant for membership shall submit an application for
recognition as a Member, in such form as UWK – (Name of Country) shall
require, which application shall include all supporting documentation and any
additional information as is considered necessary or appropriate by EC.
3.2.2 Applicants for membership shall become G, T or C Members following the
recommendation of the respective UWK – (Name of Country) Discipline’s
Permanent Commission. In the case of a GTC applicant, it is necessary to receive
recommendations from all three Discipline’s Permanent Commission before
membership shall be granted.
Local or Regional Organizational Members (i.e. States or Provinces) wishing to
join as representative Members shall send to the General Secretary of UWK –
(Name of Country) a complete dossier giving detailed information as to standing
and official capacity of their organization, along with recommendations from the
respective Discipline’s Permanent Commission(s). The organizational Structure
must be in keeping with the spirit of the organization of UWK – (Name of
Country). Consequently, it is desired that any Local or Regional Organizational
member (i.e. State/Province) represent all three Disciplines. The same
accommodation as within the NF shall be made for those area representative
organizational members wherein there is only partial representation of the three
Disciplines.
3.2.3 The General Secretary of the UWK – (Name of Country) shall receive
recommendations for membership from each Permanent Commission. The EC
must then consider membership recommendations within 90 days of receiving the
application.
EC may recognize membership applicants as a Provisional Member when
applicant meets all UWK membership criteria.

EC must report decisions for Provisional Membership status to Congress so that
Congress may consider full membership status within one (1) year of the EC’s
decision. Congress has the authority to extend the term of Provisional
Membership.
3.2.4 Provisional Members have the same duties and responsibilities as UWK –
(Name of Country) Members and can participate in all UWK – (Name of
Country) sanctioned championships and activities, but shall not have voting
rights.
3.2.5 NFs assume the rights and duties as members of the UWK – (Name of Country)
as set forth herein on the date of the EC’s or Congress’ decision.
3.3 Associate Members:
3.3.1 Those members who may not qualify for regular membership or do not meet the
minimum requirements of any one, or all, of the Discipline’s Permanent
Commission for which they are applying, may apply for and be granted Associate
Members.
3.3.2 Associate Members may participate in all activities and events sanctioned by the
UWK – (Name of Country).
3.3.3 Associate Members must abide by all UWK – (Name of Country) Rules
and Regulations. They have the same duties as other members but have no
voting rights.
3.5 Member’s Rights and duties:
3.5 Rights and Duties of Members
3.5.1 A Member in Good Standing has the following rights (“Rights”):
(a) to take part in the Congress;
(b) to take part in UWK – (Name of Country) sanctioned competitions for
which they are eligible; and
(c) to do or engage in any other act to which a Member that is in Good Standing is
otherwise entitled to do.
3.5.2 All Members are obligated to do the following (“Obligations”):
(a) to support UWK – (Name of Country) in its efforts to achieve its objectives;

(b) to act in accordance with the decisions of UWK – (Name of Country) and its
Congress;
(c) to pay the annual fee and all other financial obligations;
(d) to maintain itself as a Member in Good Standing;
ARTICLE 4
NATIONAL CHAMPIONSHIPS & OTHER REGIONAL OR LOCAL
COMPETITIONS
4.1 National Championships:
4.1.1 The UWK – (Name of Country) is the sole organization in the (Name of
Country) qualified to organize a National Karate Championships including GK,
TK and CK karate Disciplines (National Championships). TK, GK and CK may
conduct separate National Championships upon sanctioning of the UWK –
(Name of Country).
4.1.2 National Championships shall be held every year in a region and city within the
territory of UWK – (Name of Country) as chosen by its Congress.
4.1.3 A National Championship shall be hosted by the respective area’s GTC member
or by G, T and C member’s NFs acting as joint hosts. Hosts must form the
Organizing Committee.
The Host shall pay any sanction fee upon application to the UWK – (Name of
Country) under conditions determined by the Congress and within three (3)
months of assessment by the UWK – (Name of Country). The sanction fee
is non-refundable.
The Organizing Committee shall plan all details of a National Championship in
accordance with the UWK – (Name of Country) Rules and Regulations and
with the decisions of Congress. World Championship details must be approved
by the EC within the time frame determined by EC.
4.1.4 The highest authority in all administration matters regarding the National
Championship shall be the EC. All technical competition programs, and

competition matters will be controlled by the respective Discipline(s) Permanent
Commissions. All fiscal and legal responsibilities related to the National
Championship belong to the Host Organization(s).
Organizing Committee is responsible to report the results and records of the
National Championships to the UWK – (Name of Country) General
Secretary within sixty days following completion of the National
Championship.
The Organizing Committee shall continue to function until these responsibilities
have been fulfilled.
4.2 Local or Regional Competitions:
4.2.1 The UWK – (Name of Country) may organize or sanction other local or
regional karate competitions for GK, TK or CK or any joint combination of the
respective Karate Disciplines.
4.2.2 The title “Championship” may only be applied to a National or Regional
(state/province) event which is organized by UWK – (Name of Country). All
other events may be called “Competition or Tournament.” A Championship event
must allow participation by all UWK – (Name of Country) Members eligible for
the event within the country or region in accordance with the published eligibility
criteria of the Permanent Commissions.
4.2.3 Any regional or local competition must receive the sanction of the UWK –
(Name of Country). This includes joint and separate events of GK, TK or CK,
age group or gender specific events or other special events.
UWK – (Name of Country) sanctioned competitions must be approved by
the EC and held in accordance with the Discipline(s) Permanent
Commission(s)’ Technical Criteria.
4.2.4 No Discipline’s name may be attached to any event in which multiple Disciplines
participate if it distinguishes less than all of the Disciplines participating. All
competitions which include multiple Disciplines must be referred to generically as
“Karate”.
In the case of a competition in which only one Discipline is included, the name of
that Discipline must be used.
4.2.5 The competition shall be hosted by the member organization of that respective
Discipline. Technical control shall belong to the respective Discipline’s

Permanent Commission(s). All responsibilities, fiscal and legal, for UWK –
(Name of Country) sanctioned competition belong to the host member.
ARTICLE 5
ELIGIBILITY
5.1 The eligibility conditions applicable to the participants in all sanctioned UWK – (Name
of Country) karate competitions including National Championships, shall be determined
by the EC.
5.2 To be eligible for participation in the competitions of the UWK – (Name of Country),
a competitor must:
(i) Observe and abide by the Statutes, Rules and Regulations of the UWK –
(Name of Country).
(ii) Meet the UWK – (Name of Country) Eligibility Code as established by the EC.
(v) Must meet the technical qualifications and eligibility requirements which are
established by the respective Discipline’s Permanent Karate Commission related
to the specific competition.
ARTICLE 6
ORGANS AND DECISIONS
6.1 Organs:
6.1.1 The Organs of the UWK – (Name of Country) are:
(i) the Congress;
(ii) the Executive Committee (EC); and
(iii) the Directing Committee (DC); and
(iv) the Dispute Resolution Panel (DRP).

6.1.2 The UWK – (Name of Country) shall include three Permanent
Commissions, namely;
(i) the General Karate Commission (GKC); and
(ii) the Traditional Karate Commission (TKC); and
(iii) the Contact Karate Commission (CKC); and
The powers of these three Permanent Commissions are established in the Statutes
of the International Federation UWK.
6.2 Congress:
6.2.1 The Congress is the supreme authority of the UWK – (Name of Country). It
is composed of all the delegates representing the membership.
6.2.2 Each GTC member shall appoint three (3) delegates, namely one delegate
representing GK (hereafter “G Delegate”); and one delegate representing TK
(hereafter “T Delegate”) and one delegate representing CK (hereafter “C
Delegate”). All delegates must be present in order for any delegate to vote.
Each GK member’s Permanent Commission shall appoint one (1) G Delegate.
Each TK member’s Permanent Commission shall appoint one (1) T Delegate.
Each CK member’s Permanent Commission shall appoint one (1) T Delegate.
Delegates are required to residents of their respective regions represented by their
Permanent Commission. Each delegate must present at the Congress a certificate
signed by the respective Permanent Commission’s President.
All the delegates have the right to take part in their respective Permanent
Commission’s deliberations. Each delegate has one vote.
Proxy votes are not accepted.
6.2.3 The Congress shall convene every year in the place appointed by the preceding
Congress. The President shall convene an extraordinary Congress by request of
the EC or by joint request of the GKC, TKC and CKC.
Such requests shall be sent in writing to the General Secretary of the UWK –
(Name of Country).
Upon request for such an extraordinary Congress, the EC shall choose the city in
which the Congress shall be convened. The Congress shall then be held within
three (3) months following the date of the request. The General Secretary of
UWK – (Name of Country) shall prepare an agenda for the extraordinary
Congress which shall be sent out by fax or email in addition to registered mail to
the Members at least sixty (30) days before the Congress. The extraordinary

Congress shall comply with all other requirements for a Congress and the actions
taken shall have equal effect.
6.2.4 The Congress shall constitute a quorum if at least one-third (1/3) of the G
Members, one-third (1/3) of the T Members and one-third (1/3) of the C Members
are present. In the case of GTC Members, each Discipline’s representative shall
be calculated as one member present. These Statutes may only be amended if 2/3
of the Members are present. Any amendment of the Statutes needs to be approved
by a 3/4 majority of the members present
Should a quorum not be present within two consecutive meetings, the quorum
definition shall be reduced to at least one-quarter (1/4) of each of the respective
Discipline’s representation in accordance with the calculations set forth in the
preceding paragraph.
Members of the EC need to attend the Congress to support the Chairperson, but
have no voting rights at the Congress.
6.2.5 In case Congress makes a decision affecting the affairs within a particular karate
Discipline, the following applies:
6.2.5.1 All the decisions below shall be taken by a majority of the votes cast only
by the respective delegates for the specific karate Discipline being affected
alone, the other delegates not taking part in the vote:
(i) As provided by the Statutes, the G delegates shall elect the Members of
the GKC; and, T delegates shall elect the Members of the TKC; and, C
Members shall elect the Members of the CTC.
(ii) As provided by the Statutes, the G delegates alone shall elect the G
Members of the EC; and, the T delegates alone shall elect the T Members
of the EC; and, the C delegates alone shall elect the C Members of the EC.
(iii) All decisions coming within the jurisdiction of the Congress and relating
to eligibility, technical or competition rules concerning the respective
karate Disciplines of GK, TK, or CK – only G delegates can vote on G
matters or on G matters within GT; and, only T delegates can vote on T
matters or on T matters within TK; and, only C delegates can vote on C
matters or on C matters within CT.
(iv) As provided by the Statutes, the respective karate Discipline’s delegates
shall make all decisions regarding their specific discipline. That is, G
delegates alone for all specific G matters; and, T delegates alone for all
specific T matters; and C delegates alone for all specific C matters.
6.2.5.2 Voting G, T and C delegates can meet in separate areas at the same
location in order to determine decisions affecting their particular karate
Discipline. The Chairperson of each respective Permanent Commission

for the Discipline shall chair any decision-making meetings of separate G,
T and C delegates.
6.2.6 The Congress approves or rejects actions of officials since the preceding
Congress, decides as the final authority on all questions relative to the aims of the
UWK – (Name of Country), approves or rejects the reports or proposals of the
EC, makes all decisions on proposals submitted by member’s and Permanent
Commissions or Regional Unions.
6.2.7 At the Congress, an item may be added to the agenda by a two-thirds (3/4)
majority vote of each of the attending G, T and C delegates.
6.2.7.1 At least four (3) months before the date fixed for the Congress, the UWK
– (Name of Country) General Secretary shall invite the member’s,
Permanent Commission(s) and Regional Union(s), to submit items which
they wish to be included in the agenda.
6.2.7.2 Member’s, Regional Union(s) and Permanent Commission(s) submit
proposals to EC which then examines and selects the proposals for
Congress’ agenda. EC cannot select proposals which are contrary to
fundamental principles of UWK – (Name of Country). EC may
recommend proposals from member’s, Regional Union(s) and Permanent
Commission(s) which are considered important and necessary for UWK –
(Name of Country).
6.2.7.3 At least four (4) weeks before the date fixed for the Congress, the UWK –
(Name of Country) General Secretary shall send the agenda formulated
by the EC to the member’s, Permanent Commissions and the Regional
Unions. The Congress many only consider items set forth in the official
agenda. Provided however, new items of sufficient importance, may upon
a vote of two-thirds (2/3rds) majority for each G, T and C attending
delegates, be added to the agenda if time permits or referred for discussion
to the next Congress.
6.2.7.4 The agenda must include the following:
(i) approval of the minutes of the preceding Congress.
(ii) approval of the reports and proposals from the EC including the
Activity Report, Financial Report, Business Plan and Budget.
(iii) approval of new members or changes in membership status.
(iv) approval of reports and proposals from the Permanent
Commissions.

6.2.8 Observers may be invited to the Congress on the recommendation of the EC.
They may answer questions through the Chairperson, but cannot otherwise raise
issues or vote.
6.2.9 The verification of the Certification of delegates will be carried out by a
Committee composed of the Vice-Presidents, the UWK – (Name of
Country) General Secretary and the UWK – (Name of Country) Treasurer
before the official opening of the Congress. In the case of any contest of the
process the UWK – (Name of Country) General Secretary shall submit the
claim to the Congress.
6.2.10 The UWK – (Name of Country) President is the Chairperson of the Congress.
If the President is absent the following order shall be used in determining who
takes the Chairperson’s place; First Vice President, Second Vice President and
UWK – (Name of Country) General Secretary and UWK – (Name of
Country) Assistant General Secretary. If none of these officers are present, the attending
delegates select a Chairperson by vote. The Chairperson has no voting rights
unless there is a tie vote, in which situation the Chairperson shall vote to break the
tie.
6.2.11 Each Permanent Commission and Regional Union can send two representatives to
the Congress. They can answer questions through the Chairperson but cannot
vote.
6.2.12 Other than those covered by these Statutes, Congress normally makes decisions
based on a simple majority vote of delegates present. In the case of a tie vote, the
final decision is made by the Chairperson.
In order for the Congress to reject proposals, reports or recommendations of the
EC, a majority vote from each respective Discipline’s members present is
required. If not rejected, such proposal, report or recommendation shall be
accepted.
Generally, voting shall be done by showing of hands or by call over. For
elections or questions of particular importance of delicacy or whenever half of the
delegates shall demand it, voting shall be by secret ballot.
The notice for the Congress shall be made by e-mail or by telecopy (fax) and by
regular mail signed by the President and UWK – (Name of Country) General
Secretary. This notice shall be sent at least four (4) months before the date fixed
for the Congress.

6.2.13 The Minutes of the congress must be signed by the President and UWK – (Name
of Country) General Secretary. The UWK – (Name of Country) General
Secretary keeps the original minutes and sends copies to all member’s NFs,
Permanent Commissions, Regional Unions, and members of the EC within six (6)
weeks after a meeting.
6.2.14 Extraordinary Congress must be held within 3 (3) months following the date on
which the request sent by e-mail and regular mail and containing the reasons for
the meeting as received by the General Secretary of the UWK – (Name of
Country). The agenda for the meeting must indicate the reasons for the
extraordinary Congress.
The discussions and decisions of an extraordinary Congress will have equal
validity and comply with the same conditions as an ordinary Congress.
6.3 Executive Committee (EC):
6.3.1 The Executive Committee (EC) is composed of:
(i) the President; and,
(ii) three Vice-Presidents (one from each of the karate Disciplines (GK, TK
and CK which are not in the position of the President); and,
(iii) the General Secretary and Assistant General Secretary of the UWK –
(Name of Country); and,
(iv) the Treasurer and Assistant Treasurer of the UWK – (Name of Country);
and,
(v) the Chairpersons from each of the Permanent Commissions; GKC, TKC
and CKC.
6.3.2 The EC manages the affairs of the UWK – (Name of Country) and represents
it pursuant to the Statutes. It is qualified to make all decisions which are not
reserved by law or by the Statutes for the UWK – (Name of Country) or for
the Commissions.
6.3.3 If any position on the EC is vacated, the position shall be filled by a selection
made by consensus of the EC. The replacement shall serve until the next
Congress.
6.3.4 Other than the specific restrictions outlined in these Statutes, the EC makes details
and execute decisions made by the Congress.

6.3.5 The EC shall meet at least once a year according to the decision in the preceding
meeting. Extraordinary meetings of the EC may however, be convened either by
the President in agreement with the UWK – (Name of Country) General
Secretary each time both deem it necessary, or on the written request of one-half
(1/2) of the members of the EC.
Notice of a meeting must be sent at least four (4) weeks prior to the meeting with
the signature of the President and the UWK – (Name of Country) General
Secretary.
6.3.6 A mail vote by the EC is accepted when four-fifths (4/5) of the members of the
EC respond. Notice of mail vote must be sent at least four (4) weeks in advance
by e-mail and regular mail or by telecopy (fax). A PDF of the form with original
signature of the member sent via email is acceptable as a mail vote.
6.3.7 Other than those covered by these Statutes, the EC makes all decisions by a two-
thirds (2/3) majority. In order to be considered valid, any meeting of the EC must
include at least two-thirds (2/3) of its members. EC members must be present in
person; no proxies are accepted. “In person” holds the same definition for
video/teleconference meetings and must attend for the entire meeting.
6.3.8 The President is the Chairperson of the EC. If the President is absent, then the
first Vice President, then the second Vice President takes the position of
Chairperson. The Chairperson has no voting rights. The only exception will be
when the President is absent. In this case the Vice President will continue to
serve in that capacity, as well as Chairperson and retain the right to vote.
6.3.9 The minutes of the EC meetings are the responsibility of the President and UWK
– (Name of Country) General Secretary and must be signed by both. The UWK
– (Name of Country) General Secretary keeps the original minutes and sends
copies to the members of the EC. At the direction of the EC, the minutes may be
sent to additional persons. An accurate record of attendance, which includes the
signatures of attendees, forms part of the meeting minutes.
6.4 Directing Committee (DC):
6.4.1 The Directing Committee is composed of:
(i) the Members of the EC; and,
(ii) G, T and C Chairmen of the Regional Unions; and,
(iii) one additional delegate from each of the respective karate Disciplines;
GK, TK and CK.
6.4.2 The terms of office shall be four (4) years.

6.4.3 If any position on the DC is vacated, the respective EC, Regional Union, or
Permanent Commission will select a replacement until the next election.
6.4.4 Other than any specific restrictions outlined in these Statutes, the DC carries out
the decisions made by the EC.
6.4.5 The DC shall meet once a year according to the decision in the preceding
meeting. Extraordinary meetings of the DC may however, be convened either by
the President in agreement with the UWK – (Name of Country) General
Secretary each time both deem it necessary, or on the written request of one-half
(1/2) of the members of the DC.
Notice of a meeting must be signed by the President and the General Secretary
and sent out to the members at least four (4) weeks prior to the meeting.
6.4.6 A mail vote by the DC is accepted when four-fifths (4/5) of the members of the
DC respond. Notice of mail vote must be sent at least four (4) weeks in advance
by air mail or telecopy (fax). A PDF of the form with original signature of the
member sent via email is acceptable as a mail vote.

signatures of attendees, forms part of the meeting minutes.
6.5 President:
The President will be elected by the Congress for a four year term. The candidate(s) for
the election of the President are nominated alternately by the TKC, GKC and CKC every
four years in the rotation herein stated.
In order to establish the President to serve for the first term of the unified body, the
Memorandum of Understanding signed in 2014 by the Signatory Federations for

Unification and establishment of the umbrella federation proposes, in recognition of the
long standing effort of the ITKF in the unification process and recognition by the IOC
Judicial Committee that ITKF governs a distinct discipline, the first President will come
from the TKC (see Article 17).
The candidates for the election of the President to serve the second term shall be nominated
by the GKC and the candidates for the election of the President for the third term shall be
nominated from the CKC. From that point forward the candidates for the election of the
President shall be nominated in this same rotational succession every four years.
The President is responsible for the affairs of the UWK – (Name of Country) pursuant
to the statutes of the UWK – (Name of Country).
The President represents the UWK – (Name of Country) before third parties and at
all official functions.
6.6 Vice Presidents:
There shall be three Vice Presidents elected every four years in the rotation herein stated..
The Vice Presidents shall assist the President and shall perform the duties of the President
in case of absence or disability.
The Permanent Commission to be next in line for the nomination of the candidates for the
election of the President shall nominate candidates for election of the First Vice-President.
The Permanent Commission to be second in line for the nomination of the candidates for
the election of the President shall nominate candidates for election of the Second Vice
President. The Permanent Commission which nominated candidates for election of the
President shall nominate also candidates for the Third Vice President.
Vice Presidents’ terms are four (4) years.
6.7 General Secretary:
The UWK – (Name of Country) General Secretary shall keep all official records of
the UWK – (Name of Country). Moreover, the UWK – (Name of Country)
General Secretary shall perform those duties which are provided for in these Statutes of
the UWK
– (Name of Country). The General Secretary and the Assistant General Secretary
are elected every four years in the rotation herein stated.
The Permanent Commission which did nominate candidates for the election of the First
Vice President will elect the UWK – (Name of Country) General Secretary. The
Permanent Commission which nominated candidates for the election of the President will
elect the UWK – (Name of Country) Assistant General Secretary.

The UWK – (Name of Country) Assistant General Secretary shall assist the UWK
– (Name of Country) General Secretary and perform the duties of the UWK
General Secretary in case of absence or disability.
At the request of the UWK – (Name of Country) General Secretary, the EC may
appoint an Administrative Secretary, who shall not have the right to vote but who
shall attend meetings of the Congress, EC and the DC for the purpose of assisting with
the recording of accurate minutes and records.
6.8 Treasurer:
The UWK – (Name of Country) Treasurer shall keep or cause to be kept an
accurate financial record of the UWK – (Name of Country). The UWK – (Name of
Country) Treasurer shall receive all incoming funds of the UWK – (Name of
Country) General Headquarters as promptly as possible shall deposit same in a bank
account under the UWK name as determined by the EC. The UWK – (Name of
Country) Treasurer shall also perform these duties as provided for by the Statues of the
UWK – (Name of Country).
The Permanent Commission which did nominate the Candidates for the election of the
Second Vice-President will elect the UWK – (Name of Country) Treasurer. The
Permanent Commission which did nominate the Candidates for the election of the First
Vice President will elect the Assistant Treasurer.
The UWK – (Name of Country) Assistant Treasurer shall assist the UWK – (Name
of Country) Treasurer and perform the duties of the UWK – (Name of Country)
Treasurer in the case of absence or disability.
The UWK – (Name of Country) Treasurer and UWK – (Name of Country)
Assistant
Treasurer shall simultaneously serve as Treasurers for their respective Commissions.
UWK Treasurer and UWK Assistant Treasurer terms are four (4) years.
6.9 Terms, Disqualification & Vacancies of Office:
6.9.1 The term of the UWK – (Name of Country) Officials will begin at the end
of
Ordinary Congress and will continue for the next four (4) consecutive years.
6.9.2 In the case of the EC member(s) completing the last year of their term of office,
they shall remain in office and perform their duties up until the time of election of
selection of the new officials.
6.9.3 If any UWK – (Name of Country) Official(s) are found guilty of serious
violations of the UWK – (Name of Country) Rules and Regulations or
any act that jeopardizes the reputation and good name of the UWK – (Name of
Country), the Congress may disqualify them with a four-fifths (4/5) majority

vote from each of the G, T and C delegates present.

6.9.4 The Officers of UWK – (Name of Country) may be removed by a four-fifths
(4/5) majority vote by the EC which then proposes impeachment to Congress.
Removal then requires a four-fifths (4/5) majority vote by the Congress. If an
Officer is removed, a Chairperson is selected from among the EC members
from the Permanent Commission which selected the Officer for the respective
term.
6.9.5 For Officials who resign, are disqualified, or die, their respective Permanent
Commission(s) shall select their replacement. Replacement officials serve the
remainder of the original officials’ terms.
6.9.6 Should any candidate for office or an office holder be dismissed by, or lose the
support of his/her Permanent Commission, he/she shall be automatically removed
as a candidate or office holder. He/she can be placed back as a candidate or office
holder, upon a two-thirds (2/3rds) vote of the EC.
The candidate or official holder and the Permanent Commission, must both notify
the UWK – (Name of Country) General Secretary in writing of the dismissal
or loss of support within two (2) weeks. A candidate or officer holders’ failure
to report shall be grounds for permanent expulsion from the UWK – (Name
of Country).
6.9.7 The rules and regulations for the selection of all officials shall be established by the
respective Permanent Commission.
ARTICLE 7
PERMANENT KARATE COMMISSIONS
7.1 The Permanent Commission establishes the respective karate Discipline’s Technical
Rules; Technical Control of respective karate Discipline’s participation in National
Championships; and, also controls Technical Development for respective karate
Discipline and all other Sanctioned Events and activities for said karate Discipline.
7.2 UWK will include three Permanent Karate Commissions; namely, General Karate Com
UWK – (Name of Country) mission; and, Traditional Karate Commission; and,
Contact Karate Commission.
7.3 Each respective Commission shall be of equal voice within UWK – (Name of
Country) and each will be structured in exactly the same manner, operate in exactly the
same fashion, with exactly the same authority as follows:
7.2.1 Each Permanent Karate Commission will be composed of at least six (6) members
elected by a majority of votes cast solely by each of their respective Permanent

Commission delegates. That is G delegates elect the six (6) General Karate
Commission Members for GKC; and, T delegates elect the six (6) Traditional
Karate Commission members for TKC; and, C delegates elect the six (6) Contact
Karate Commission Members for CKC.
7.2.2 The powers of each respective Permanent Karate Commission are (other than
those established by these Statutes):
(i) to elaborate all the rules and regulations concerning all forms of each
respective Karate Commission but not any other. That is, the authority of
each respective Permanent Karate Commission is restricted to the
boundaries and matters of their own respective Discipline.
(ii) to manage the funds associated with their respective Discipline and report
on same to their respective Permanent Karate Commission and UWK –
(Name of Country). That is, GKC manages only G funds; and, TKC
manages only T funds; and, CKC manages only C funds.
(iii) to manage all affairs relating to all forms of each respective Discipline’s
Permanent Karate Commission and report on same to the EC.
(iv) to perform all other missions or tasks assigned to each respective
Discipline’s Permanent Karate Commission by the UWK – (Name
of Country) Congress or EC.
(v) Each respective Permanent Karate Commission must submit a report to
each ordinary UWK – (Name of Country) Congress on its activities.
7.2.3 Each Permanent Karate Commission itself elects its Chairperson, General
Secretary, Treasurer or other necessary officials of the Commission from among
its six (6) members.
7.4 Elections of Permanent Karate Commission officials will occur in the same year of the
President’s election. Terms shall be for four (4) years.
7.5 Each Permanent Karate Commission shall operate within its own legal structure and shall
identify itself in the following manner:
(i) GKC is; UWK – (Name of Country) – General Karate Commission
(ii) TKC is; UWK – (Name of Country) – Traditional Karate Commission
(iii) CKC is: UWK – (Name of Country) – Contact Karate Commission
7.6 UWK – (Name of Country) will develop a generic logo (symbol) which it will use
exclusively to identify its NF member status within UWK. The generic mark will
incorporate the International Federation UWK logo and recognizes its ownership of such
UWK Unification Constitution – National Federation Template Page 28
symbol as the exclusive Trademark of the International Federation UWK. No other mark
or symbol may be used by UWK – (Name of Country) without the expressed written
approval of the EC of the International Federation UWK.
ARTICLE 8
SPECIAL COMMITTEES
8.1 The EC may create or disband Special Committees or Working Groups to carry out the
EC’s necessary functions or special projects. The name of the Special Committees or
Working Groups, as well as their function, size, scope and budget, will be decided by the
EC.
However, the following Standing Committees must be permanently established under
each respective Permanent Karate Commission. Each respective Permanent Karate
Commission is responsible for the membership and Chairperson of each of the following
Standing Committees:
(i) Membership and Eligibility Committee
(ii) Financial Committee
(iii) Technical Committee and Referee’s Committee (including Judge’s Qualification
Sub-committee and Competition Rules Sub-Committee)
(iv) Medical Committee
(v) Legal Committee &Dispute Resolution Panel
(vi) Public Relations Committee
(vii) Disciplinary Committee
(viii) Other Committees as requested by the respective Permanent Karate Commission
and approved by Congress.
8.2 Chairpersons of Special Committees or Working Groups shall be appointed by the EC.
Membership to Special Committees or Working Groups shall be comprised of equal
numbers from appointees from the GKC, TKC and CKC. All decisions of the Special
Committee or Wording Group require a four-fifths (4/5) majority vote of those members
present. The Chairperson has no voting rights. If the Chairperson is absent, a new
Chairperson must be selected from those Special Committee members in attendance. In
this case, the Chairperson may retain the right to vote.

8.3 Decisions of Special Committees or Working Groups require approval of the EC and
ratification by the Congress.
ARTICLE 9
FISCAL AND LEGAL
9.1 Under the authority of the EC, the UWK – (Name of Country) Treasurer is responsible for the assets of the UWK – (Name of Country) General Headquarters and the regular keeping of the accounts. The annual accounting period coincides with the
calendar year (January 1st – December 31st).
9.2 In the year when the ordinary Congress meets, each Permanent Karate Commission shall
submit its Activity Report for the past two (2) calendar years, along with its Financial
Report for the same time period to the UWK – (Name of Country) General Secretary
and UWK – (Name of Country) Treasurer respectively, four months before the date of
the Congress.
The UWK – (Name of Country) General Secretary and UWK – (Name of Country)
Assistant General Secretary shall compile the UWK – (Name of Country) General
Headquarters Activity Report of the preceeding year from the respective Permanent
Karate Commissions’ Activity Reports and the UWK – (Name of Country) General
Headquarters’ Activity Report. Both the Financial Report and the Activity Report must
be submitted to the EC for approval first and thereafter submitted to the Congress for
acceptance.
The UWK – (Name of Country) Treasurer and UWK – (Name of Country) Assistant
Treasurer shall compile the Financial Report of the preceeding year from the respective
Permanent Karate Commissions’ Financial Reports (G Fund, T Fund and C Fund) and the
UWK – (Name of Country) General Headquarters’ Financial Report (H Fund).
9.3 The EC shall appoint an independent qualified accountant, or firm of qualified
accountants, who are given the task of providing a minimum of a “Notice to Reader”
audit and report of the UWK – (Name of Country) funds to the EC and Congress.
Congress may waive this formal requirement, but must have an independent financial
review by a committee that does not contain any elected Directors.
9.4 Each respective Permanent Karate Commission shall submit its Activity Plan for the next
year along with its proposed Budget for the same time period to the UWK – (Name of
Country) General Secretary and UWK – (Name of Country) Treasurer three months in
advance of the scheduled Congress meeting.

The UWK – (Name of Country) General Secretary and Assistant General Secretary
shall compile the UWK – (Name of Country) Activity Plans for the next calendar
year from the respective Permanent Karate Commissions’ Activity Plans and the UWK
– (Name of Country) General headquarters’ Activity Plan. The UWK – (Name of
Country) Treasurer and Assistant Treasurer shall compile the UWK – (Name of
Country) forecasted Budget for the next calendar year for the Permanent Karate
Commissions’ respective G fund, T Fund, C Fund and H Fund.
Both the Budget and Activity Plans must be approved by the EC and Congress.
9.5 The revenue of the UWK – (Name of Country) derives from the subscriptions paid
by its members, the proceeds from the exploitation of all the rights of which the UWK
– (Name of Country) is the exclusive holder and all other forms of revenue, including
notably all UWK – (Name of Country) donations, grants, legacies and other gifts.
9.6 The assets of the H Fund, G Fund, T Fund and C Fund will be managed in accordance
with the following provisions:
9.6.1 The H Fund; the UWK Treasurer and Assistant Treasurer shall open and maintain
a banking account(s) under the name UWK – (Name of Country) at a location
to be determined by EC.
The G Fund; the GKC Treasurer and Assistant Treasurer shall open and maintain
a banking account(s) under the name “UWK – (Name of Country) General
Karate Commission” at a location to be determined by the GKC.
The T Fund; the TKC Treasurer and Assistant Treasurer shall open and maintain a
banking account(s) under the name “UWK – (Name of Country) Traditional
Karate Commission” at a location to be determined by the TKC.
The C Fund; the CKC Treasurer and Assistant Treasurer shall open and maintain
a banking account(s) under the name “UWK – (Name of Country) Contact
Karate Commission” at a location to be determined by the CKC.
9.6.2 The joint signature of two persons is required for all operations of whatever
nature concerning the three funds;
For the H Fund, the joint signature must be by the Treasurer and Assistant
Treasurer of the UWK – (Name of Country). The EC may establish
further requirements for the transfer of funds.
For the Permanent Karate Commissions’ respective Funds, the joint signature
must be by the Chairperson and Treasurer of each respective Permanent Karate
Commission. Each respective Permanent Karate Commission may establish
further requirements for the transfer of funds from its respective Fund.

9.7 The following UWK – (Name of Country) Official Documents require the signatures of
both the President and the General Secretary of the UWK – (Name of Country).
(i) Legal documents including agreements and contracts with third parties.
(ii) Official documents other than those covered by UWK – (Name of
Country) Statutes and any decisions made by Congress or EC.
(iii) Official Notes from Congress, EC and DC meetings.
(iv) UWK – (Name of Country) Event Sanction Notifications.
ARTICLE 10
FUNDS
10.1 Revenue and Expenditure:
10.1.1 Operating and administrative expenses of the UWK – (Name of Country) are
covered by the revenue provided by the fees of Members, sanctions and allotted
fees from sanctioned events, qualification and registration fees, income from
UWK – (Name of Country) activity, television, social media, duplication or
other broadcasting rights, income from capital, contributions and by all
remittances from any other sources are more specifically set forth in the sub-
sections that are described and follow in this Article.
10.1.2 Each UWK – (Name of Country) member must pay an annual membership
fee due by the end of January of each year as follows:
Annual Membership Fee to be fixed by the UWK – (Name of
Country) Congress, paid to the UWK – (Name of Country) Treasurer
and deposited into the H Fund.
10.1.3 Hosts of UWK – (Name of Country) Sanctioned events will pay to the UWK
– (Name of Country) General Headquarters a reasonable sanctioning fee as
prescribed by the UWK – (Name of Country) Congress.
10.1.4 All officers and members of the EC will offer their services freely. However,
basic actual expenses including airfare, accommodations, board and a daily
allowance approved by EC for UWK – (Name of Country) Officials working
for the official mission shall be paid by the UWK – (Name of Country) or the
host organization of the sanctioned event or activity.

Administrative Staff may be employed by UWK – (Name of Country) or any
of its Permanent Karate Commissions (GKC; TKC; CKC) to assist the respective
officers with the day to day operations. However, no officer, Executive Member
elected at any level (EC, DC) for UWK – (Name of Country) or its Permanent
Karate Commissions (GKC; TKC; CKC) shall receive a salary for their work on
behalf of these respective entities.
10.1.5 All the film, television, video, radio, social media and photographic rights
(commercial and Media rights) including Internet Broadcasting to the National
Championships or UWK – (Name of Country) directly organized regional or
local competitions and all related Karate activities are the exclusive property of
the UWK – (Name of Country). However, the Permanent Karate Commissions
of GKC, TKC and CKC and Regional Unions shall each maintain the right to
conduct separate UWK – (Name of Country) Sanctioned Competitions for their
respective Disciplines, including the right to the revenue from all sources
generated from such competitions, and the ownership of all rights connected
thereto, including, without limitation, commercial and media rights. These rights
may not be sold or negotiated without the prior written agreement of the owner.
The owner may delegate its authority to negotiate the sale or utilization of these
rights.
10.1.5 There will be one Internet website developed for UWK – (Name of Country).
There will be distinct and separate portals provided to each of the Permanent
Karate Commissions of GKC, TKC and CKC which will have permanent
reciprocal links to the website of UWK – (Name of Country). Each
Permanent Karate Commission shall have responsibility for the maintenance of
their respective portal and link.
10.2 Support of the Four Funds:
10.2.1 The four funds to be set up are:
(i) “H” Fund (fund of UWK – (Name of Country) General
Headquarters) (ii) “G” Fund (fund of UWK – (Name of Country) GKC)
(iii) “T” Fund (fund of UWK – (Name of Country) TKC)
(iv) “C” Fund (fund of UWK – (Name of Country)CKC)
10.2.2 “H” Fund (headquarter fund):
The “H” Fund will be supported by:
(i) One-fourth (1/4) of Annual Membership Fees
(ii) One-fourth (1/4) of all net income generated by UWK – (Name of
Country) Commercial and Media Rights from all directly organized

competitions or from international karate participation in multi-sport
games.
(iii) One-fourth (1/4) of revenues generated by the Permanent Karate
Commissions’ activities of GKC, TKC and CKC.
(iv) One-fourth (1/4) of all net revenue generated by the sale of materials (e.g.
books, clothing, equipment, etc.) by UWK.
(v) One-fourth (1/4) of all net revenue generated by the sale of materials (e.g.
books, clothing, equipment, etc.) by each of the respective Permanent
Karate Commissions.
(vi) One-fourth (1/4) of all revenues or grants received from Federal
Government agencies or other similar national organizations.
(vii) One-fourth (1/4) of donations paid directly to UWK – (Name
of
Country) General Headquarters
10.2.3 Permanent Karate Commissions’ Fund; “G” Fund; “T” Fund; “C” Fund:
The Permanent Karate Commissions’ respective Fund will be supported by:
(i) One-fourth (1/4) of Annual Membership Fees for each respective Fund.
(ii) One-fourth (1/4) for each respective fund of all net income generated by
UWK – (Name of Country) Commercial and Media Rights from all
UWK organized competitions or from international karate participation in
UWK – (Name of Country) multi-sport games.
(iii) Three-quarters (3/4) of net revenues generated by events or activities
Sanctioned by UWK – (Name of Country) but organized and operated
by a respective Permanent Karate Commission.
(iv) One-fourth (1/4) for each respective fund for all net revenue generated by
the sale of materials (e.g. books, clothing, equipment, etc.) by UWK –
(Name of Country).
(v) Three-quarters (3/4) of all net revenue generated by the sale of materials
(e.g. books, clothing, equipment, etc.) by the respective Permanent Karate
Commission.
(vi) One-fourth (1/4) of all revenues or grants received from Federal
government agencies or other similar national organizations for the benefit
of each respective Fund.
(vii) One hundred percent (100%) of all donations made to the respective
Permanent Karate Commission Discipline.
10.2.4 Each of the “H” Fund; “G” Fund; “T” Fund; and, “C” Fund is supported by the
receipts and income from the property of that particular Fund.
10.2.5 The distribution of all revenue percentages identified above for all Funds (both to
and fro) shall be made within 60 days after the fees are received by the respective
Fund. Failure to do so shall result in the addition of a 15% late transfer penalty
being added to the amount owed to the respective Fund, from the transferring
Fund.

10.2.6 EC will appoint independent and qualified accountants, or company of
accountants at each Congress to provide a review of the respective Funds
including adherence to these Statutes and provide a report of said review to
Congress for approval through the UWK – (Name of Country) Treasurer.
The cost of this review shall be shared equally by each of the respective four
Funds.
10.3 Utilization of the Four Funds:
10.3.1 “H” Fund:
The “H” Fund will be used to cover all the ordinary running costs of the UWK –
(Name of Country) and its organs, Congress, EC and Officers, as well as for the
payment of all administrative costs, general expenses, staff expenses and those of
other authorized agents of the UWK – (Name of Country).
The “H” Fund is placed under the responsibility of the Treasurer and Assistant
Treasurer of the UWK – (Name of Country) acting together under the
authority of the EC.
10.3.2 Permanent Karate Commission Fund(s), (“G” Fund; “T” Fund; “C” Fund);
The respective Fund (“G” Fund; “T” Fund; “C” Fund) will be used to cover all
expenses related to the specific activities of the respective Permanent Karate
Commission (GKC; TKC; CKC). This may include, but not be limited to
administrative costs, general expenses, staff expenses as well as all other costs
approved by the respective Permanent Karate Commission in accordance with its
approved procedures.
The Permanent Karate Commission Fund(s), (“G” Fund; “T” Fund; “C” Fund)
shall be placed under the responsibility of the Chairperson of the respective
Permanent Karate Commission and under the supervision of the Treasurer of that
respective Permanent Karate Commission (GKC, or TKC, or CKC).
10.4 Transfer of Surplus “H” Funds to the Permanent Karate Commissions’ Funds:
In the event the EC determines there is a surplus in the account(s) of the “H”, the EC may
decide to transfer from the “H” Funds to the respective Permanent Karate Commissions’
Fund(s). All such transfers must have the approval of the EC. Such transfers must be
recommended by the Treasurer and Assistant Treasurer of the UWK – (Name of
Country) and approved in advance by the accountant of the UWK – (Name of
Country).
The following is the basic formula to be used in determining the amount to be transferred
to each respective Permanent Commission Fund:

10.5 Extraordinary Need:
In case of extraordinary need due to a deficit or lack of cash in the “H” Fund, the EC may
by mail vote and with the approval of each respective Permanent Karate Commission,
request additional funds from each of the respective Permanent Karate Commission
Funds (“G” and “T” and “C” Fund).
10.6 Responsibility to Third Parties:
10.7.1 The UWK – (Name of Country) is responsible for all its obligations towards
third parties. Each of the Permanent Karate Commissions (GKC, and TKC, and
CKC) is responsible for their respective obligations towards third parties.
10.7.2 In handling their respective affairs the UWK – (Name of Country), and its
Permanent Commissions GKC, TKC and CKC shall deal with third parties in
their own name and not involve or obligate or commit the other entities to any
third party contracts or liabilities without express written approval and consent
from the specific entity in question. The UWK – (Name of Country), GKC,
TKC and CKC shall only be responsible for their own respective obligations to
third parties and shall not be responsible for the obligations of the others.
10.7.3 The UWK – (Name of Country), GKC, TKC and CKC shall indemnify, defend
and hold each other harmless from any and all liability, obligations or damages to
third parties caused by their respective actions.
10.7 Regional UWK – (Name of Country) Unions:
10.8.1 Regional Unions shall pay the UWK – (Name of Country) a sanctioning fee for
Championships to be established by the EC.
10.8.2 The EC, upon approval of Congress, may assess a membership fee to Regional
Unions. This fee will be due and payable to the UWK – (Name of Country)
Treasurer in the same manner and process as the ordinary membership fees
collected. Failure to pay such a membership fee will result in the immediate
dissolution of the Regional Union in question and the right to host any Sanctioned
Event of UWK – (Name of Country).
10.8 Revenues Accrued by Event Host(s):
Regarding the revenue accrued by NF(s) from international events, the following shall be
the property of the event host:

(i) Income from event ticket sales.
(ii) Income from domestic commercial and advertising sales.
(iii) Income from domestic sale of event souvenirs and products.
(iv) One-fourth (1/4) of income gained from Commercial and Media coverage
of the event.
(v) Direct donations to the host from domestic sources.
(vi) Team and individual entry fees to be determined by the EC.
ARTICLE 11
EXPULSION, RESIGNATION AND SUSPENSION
11.1 Member’s NF(s), individual members or Union(s) which violate UWK – (Name of
Country) Statutes and Regulations may be expelled or receive a suspension of their
membership from UWK – (Name of Country) by a vote of four-fifths (4/5) majority of
the EC. In case of member expulsion, the respective Permanent Karate Commission shall
first evaluate the situation and make a recommendation to the EC. The EC shall then
take action. Expelled or suspended members, members or Regional Union(s) have no
rights within UWK – (Name of Country) after the date of their expulsion or
suspension.
Notice of suspension must be sent to the suspended member following the decision by the
EC to suspend. This notice must include the effective date of suspension, term of the
suspension and reasons for suspension. The suspended party may appeal this suspension
to the Disciplinary Committee of UWK – (Name of Country). The decision of the
Disciplinary Committee is final and no further appeal can be made. The Disciplinary
Committee must hear the appeal and render its decision within three months of the
original date of suspension. During the appeal process the terms of suspension are in
effect.
When an individual member, Regional member or Regional Union receives notification
of suspension, it can, only after a period of one year following the term of the suspension,
apply to the Congress for removal of the suspension and for re-instatement. The removal
of the suspension or reinstatement must be endorsed by both the respective Permanent
Commission and approved by the EC.
11.2 Membership can be suspended on the grounds of non-fulfillment of financial obligation,
failure to submit the required documentation and statements, contravention of the
prescribed organizational behavioral and disciplinary codes and/or conflicting
constitutional practices. Such contravention must be rectified by the offending party

within two (2) months from suspension. Such members remain responsible for all their
financial obligations outstanding on the date of the termination of their membership.
Should membership be terminated on the basis of non-fulfillment of financial obligations
(s), such a member shall regain its membership by paying the outstanding amounts plus a
fine determined by the EC. Full payment must be made within the time period
established by the EC. As soon as the outstanding debt is paid, the EC shall reinstate the
membership status of the member with the approval of the Permanent Karate
Commission relevant to the membership status.
Should the member fail to rectify the outstanding membership debt and fine within the
prescribed period set forth by the EC, the membership will be deemed null and void and
new applications for the respective NF(s) or Union(s) may be entertained by the
respective Permanent Karate Commission and EC.
11.3 In the case of a violation of the Statutes, Rules and Regulations of the UWK – (Name
of Country), each Disciplines’ respective Permanent Karate Commission shall have the
right to suspend the respective Regional Member or Regional Union or individual
member with the approval of the EC.
The action of suspension shall be taken in the respective Permanent Karate Commission
meeting, or by following the Rules and Regulations established in the respective
Permanent Karate Commission’s meeting previously.
Any actions taken by a Permanent Karate Commission with regard to one of its UWK –
(Name of Country) Regional member or Regional Union or individual members requires
a report to the UWK – (Name of Country) General Secretary within four (4) weeks.
11.4 The EC must report all Permanent Karate Commission’s actions to the next Congress of
UWK – (Name of Country).
11.5 In the case of any member resignation, notice must be sent to the UWK – (Name
of Country) General Secretary and the respective Discipline’s Permanent Karate
Commission. Resignation by a member does not relieve the member of its financial
obligation to the UWK – (Name of Country) or the respective Permanent Karate
Commission.
11.6 Any Regional member, individual member, or Regional Union receiving a suspension of
qualifications loses all UWK – (Name of Country) rights for the duration of the
suspension. In the case of expulsion or resignation, the UWK – (Name of Country)
Regional member, individual member or Regional Union shall lose all its respective
member’s rights from the date of which the expulsion or resignation became effective.

11.7 If any Regional member or individual member, or Regional Union leaves the UWK –
(Name of Country) through expulsion or resignation or any other reason, it shall remain
liable to the UWK for all financial obligations and amounts due and must fulfill its duties
and obligations UWK – (Name of Country) to the UWK – (Name of Country).
ARTICLE 12
GRADES AND TECHNICAL QUALIFICATIONS
12.1 Each Permanent Karate Commission Discipline’s grading, coaching, ranking, refereeing,
judging and all other technical qualifications under the auspices of the shall be solely
issued by the respective Permanent Karate Commission(s). UWK recognizes only those
qualifications as official.
The respective Permanent Karate Commission Discipline shall have the sole
responsibility for establishing the Technical Qualification requirements for its respective
Discipline.
ARTICLE 13
HONORARY MEMBERS
13.1 The Congress may give the title of Honorary President or Honorary Member to
personalities who have been of service to Karate and/or UWK – (Name of Country).
Recommendations for such nominations shall be presented to the Congress by the EC.
13.2 Honorary Presidents or Honorary Members shall have the right, as such, to attend
Congresses and manifestations of the UWK, however they have no voting rights or other
powers. UWK – (Name of Country)

13.3 Honorary Presidents or Honorary Members shall not be required to pay any membership
or other associated fees.
ARTICLE 14
RULES
14.1 The formation and implementation of Rules and Regulations for these Statutes shall be
set up as follows:
(i) The administration of matters common to all Permanent Karate Commission
Disciplines shall be set up by the EC.
(ii) The administration of matters specific to each individual Permanent Karate
Commission Discipline shall be set up by each respective Permanent Karate
Commission itself.
(iii) Technical Rules and Qualifications shall be set up and administered by each
respective Discipline’s Permanent Karate Commission for its own specific
Discipline and no other.
(iv) Amendments to Permanent Karate Commission’s administrations and technical
rules must be reported within eight (8) weeks to the UWK – (Name of
Country) General Secretary following the date the amendment was formally
passed by the respective Permanent Karate Commission.
ARTICLE 15
MODIFICATION OF THE UWK – (Name of Country) STATUTES
15.1 Any modification to the UWK – (Name of Country) Statutes and rules or
regulations require a four-fifths (4/5) majority vote from the G and T and C delegates
at the Congress.

15.2 Modification of the UWK – (Name of Country) Statutes shall become effective one
year from the date the decision was made and approved by the G and T and C delegates in
accordance with the UWK – (Name of Country) Statutes, except in cases of special
decisions by Congress which will also define a timeframe for implementation within the
decision. No changes can be enacted without the written approval of the International
Federation UWK. All changes must be immediately forwarded to the UWK General
Secretary for review and approval by the EC.
ARTICLE 16
DISSOLUTION
16.1 UWK – (Name of Country) dissolution requires a four-fifths (4/5) majority vote of
all Permanent Karate Commissions separately plus a four-fifths (4/5) majority vote of
Congress delegates. Upon dissolution, the assets of the “H” Fund are distributed in
accordance with Article 10.4 of these Statutes. The assets of the G and T and C Funds
are distributed by the decision of the respective Permanent Karate Commissions (GKC
and TKC and CKC respectively).
