    MEMORANDUM FOR SEE DISTRIBUTION

    SUBJECT: Delegation of Authority

    I. All previous delegations of authority not provided for in existing USMA regulations are hereby revoked. The authorities delegated in this memorandum may not be flll1her delegated unless specifically stated.

    2. The Dean of the Academic Board, USMA, is hereby delegated:

    a. Authority to accept gifts of travel and related expenses for members of the t~lctdty and Dean's stalf as well as authority to accept gifts of travel and related expenses t(.)J' cadets attending AI ADs in accordance with 31 U .S.C. 1353 as implemented by Army Directive 2007-01, Policy for Travel ~Jl Department of the Army O.fficials (25 January 2007). This delegation docs not extend to authority to accept gifts of travel and related expenses for spousal and/or other family members travel.

    b. Authority to approve otlicial travel for attendance at private organization meetings held within the continental United States at Government expense in accordance with Chapter 4, Part J of the Joint Travel Regulation (JTR) and Chapter 4 of the Joint Federal Travel Regulation (JFTR).

    c. Authority to approve tuition agreements. This delegation does not extend to the authority to approve other memorandums of understanding/agreement, to include Cooperative Research and Development Agreements (CRADAs) and technology transfer agrl!ements.

    d. Authority to enter into suppm1 agreements with Department of Defense and non-Department of Defense (DoD) Federal activities, in accordance with DoD Instruction (DoD I) 4000.19, when funding is available to pay for the support, provided it is in the best interest of the United States Government, the supplying activity is able to provide the suppo1t, the support cannot be provided as conveniently or cheaply by a commercial enterprise, and it does not con nict with any other agency's authority, This authority may be delegated in wtiting to COL/GS-15 Depattment/Directorate Heads; no further delegation is authorized.

    3. The Commandant, United States Corps of Cadets (USCC), is hereby delegated:

    a. Authority to accept gifts of travel and related expenses for mcmb~rs of the USCC in accordance with 31 U.S.C. ~ 1353 as implemented by J\.nny Directive 2007-0 I, Policy for Trmrel by Department ofthe Army Officials (25 January 2007). This delegation docs not extend to authority to aL:cept gifts of travel and related expenses for spousal and/or other family members travel.

    b. Signature authority to complete DO Fom1 785 (Record of Disenrollment tlom Ofticer Candidate-Type Training) in accordance with paragraph 7-7d, AR 210-26, United States Militmy Academy (9 December 2009/RAR 6 September 2011 ). This authority may be further delegated to the Brigade Tactical Officer.

    c. Authority to approve official travel for attendance at private organization meetings held within the continental United States at Govemment expense in accordance with Chapter 4, Part J of the Joint Travel Regulation (JTR) and Chapter 4 of the Joint Federal Travel Regulation (JFTR) .

    d. Authority to downgrade award recommendations for the Meritorious Service Medal and to award Am1y Commendation Medals and lower awards l\.1r personnel assigned or attached to the USCC in accordance with para!:,YTaph 3-19 of AR 600-8-22, Militm:v ;hvards (11 December 2006/RAR 24 June 2013).

    e. Authority to enter into support agreements with Department of Defense and non-DoD Federal activities, in accordance with DoD! 4000.19, when funding is avai!Gble to pay for the support, provided it is in the best interest of the United States Government, the supplying activity is able to provide the support, the support cannot be provided as conveniently or cheaply by a commercial enterprise, and it does not conflict with any other agency's authority,.     4. The Chief of Stall~ USMA, is hereby delegated:

    a. Authority to accept gifts of travel and related expenses for members of the USMA in accordance with 31 U.S.C. 91353 as implemented by Anny Directive 2007-01, Policy .for Travel by Department of the Army Officials (25 January 2007). This delegation does not extend to authority to accept gifts of travel and related expenses for spousal and/or other family members travel.

    b. Approval authority on financial liability investigations in accordance with AR 735-5, Policies and Procedures for Propert;v Accountability (I 0 May 2013 ).

    c. Authority to review and decide tonnal grievances submitted by civilian employees of the USMA in accordance with Article 48 ofthe current collective

    bargaining agreement between the American Federation of Government Employees, Local 2367 and the United States Military Academy; and Article 7 of the cuJTent collective bargaining agreement between the International Association of hrc Fighters, Local F-7 and the United States Military Academy.

    d. Authority to sign as the certifying official on the Department of Energy Form 5631.20 (Request for Visit or Access Approval) allowing USMA staff, faculty, and cadets access to rcstticted data and Critical Nuclear Weapons Design lnfonnation in accordance with AR 380-5, Department of the Army ll?formation Security Program (29 September 2000).

    e. Authority to approve ofticial travel for attendance at private organization meetings held within the continental United States at Government expense in accordance with Chapter 4, Part J of the Joint Travel Regulation (JTR) and Chapter 4 of the Joint Federal Travel Regulation (JFTR).

    f.     g. Authority to sign documents such as policy memorandum "FOR THE SUPERTNTENDENT" in the same manner and circumstances that staff ot1icers exercise this authority under Chapter 6 of AR 25-50, Preparing and Managing Correspondence ( 17 May 2013). .

    h. Final approving authority for fonnal line of duty investigations in accordance with para. 1-1 Ob of AR 600-8-4, Line o( Duty PoliC:l'. Procedures. and ln1estigations (4 September 2008).

    5. The Commander, U.S . Anny Garrison. West Point (USAG), is hereby delegated:

    a. Authority to accept gifts of travel and related expenses for members of USAG in accordance with 31 U.S.C. ~ 1353 as implemented by Anny Directive 2007-0 I, Policy .for Travel by Department ofthe Army Officials (15 January 2007). This delegation docs not extend to authority to accept gifts of travel and related expenses for spousal and/or other family members travel.

    b. Authority to approve environmental documentation requiring installation commander approval in accordance with AR 200-1, Environmental Protection and Enhancement ( 13 December 2007).

    c. Authority to take all actions on matters pertaining to private organizations authorized to operate at West Point in accordance with AR 210-22, Pri1'0tc> Orguni::ations on Department of'the Army Installations (22 October 200 I), DoD Instruction I 000.15, Private Organizations on DoD Installations (24 October 2008) and DoD Regulation 5500.7-R, DoD .Joint Ethics Regulation ( 17 November 2011 ).

    d. Authority to recommend that National Headquarters, Am1y Emergency Relief, declare Anny Emergency Relief loans uncollectible in accordance with paragraph 1-16 of AR 930-4, Army Emergency Rclie/(22 February 2008).

    c. Authority to suspend or curtail operations on the installation, or any part thereof: during duty hours for administrative, public safety, or security reasons due to adverse weather conditions; criminal, anti-terrorist, or other emergent disaster-related events; or other similar circumstances, and to authorize a liberal leave policy for those employees who are not in essential operations.

    f. Authority to initiate DA Fom1 337 (Request for Approval ol' Disposal of Buildings and Improvements) for the disposal of all excess real prope1iy and to approve the disposal of real property, including the demolition of public buildings or facilities but excluding family housing, when the current real property cost of any item is less than $25,000, in accordance with AR 405-90, Disposal ofReal Estate (10 May 19R5).

    g. Authority to bar military and civilian personnel fiom the installation. Circumstances which would warrant a bar include, but are not limited to, the following situations:

    (I) Participation on the West Point Military Reservation (WPMR) in picketing, demonstrations, sit-ins, protest marches, political speeches, circulation of petitions f(.)r signature, or other similar activities in violation of DOD, Army, or USMA Regulations, Policies, Directives, and Instructions.

    (2) Thefts, including shoplifting, and other crimes committed on the WPMR.

    (3) A refusal to vacate designated areas, including assigned quarters on the WPMR, or a re-entry into such areas or quarters, atler the eil'ectivc date of the notice of evic
