The labeling cited above and submitted in connection with registration under the Federal Insecticide, Fungicide, and Rodenticide Act (F1FRA), as amended, is accepted subject to the comments reflected on the enclosed sheet. A copy of your proposed labeling stamped • ACCEPTED WITH COMMENTS· is enclosed.

WHAT THIS ACCEPTANCE MEANS:

Based on your certification, the Agency has accepted the labeling changes that are necessary to comply with the Worker Protection Standard (WPS) labeling requirements of 40 CFR part 156, subpart K, do!scribed in PR Notices 93-7 and 93-11. Any other labeling changes submitted in connection with this amendment application but not directly related to compliance with the WPS have not been reviewed or accepted by the Agency. If you wish to make such changes, you must submit a separate amendment application proposing them. If your product is currently suspended, the acceptance of this labeling amendment does not affect the suspension in any way.

The following specific comments pertain to your WPS labe~ing submission concerning the product cited above:

User Safety Recommendations must either be placed in a box or printed on the label in a contrasting color from surrounding text.

The glove requirement for "applicators and other handlers" in the "Personal Protective Equipment" section on your proposed labeling is missing orincorrect. Remove the incorrect requirement (if any) and add "Waterproof gloves." The exact location is shown in Sections A and B on Part I of the Product Worksheet in Supplement Three-A to PR Notice 93-7.

The Agricultural Use Requirements section must be located in a clearly separate box on the product labeling with lines or other graphic indicators (such as contrasting color) to separate the section from the surrounding text.

The glove requirement for early entry in the Agricultural Use Requirements box on your proposed labeling is missing or incorrect. Remove the incorrect requirement (if any) and add "Waterproof gloves". The exact location is shown in Sections F and G on Part 2 of the Product Worksheet in Supplement Three-A to PR Notice- 93-7.

This ch .. ical has been identified in liaited ground water saapling and there is the possibility that it can leach through the soil to ground water, .specially where soils are coarse and ground water is near the surface. Following application, and during rainfall avents that cause runoff, this cheaical may reach surface water bodies including streaas, rivers and reservoirs.

Care must be taken when using this product to prevent back siphoning into wells, spills or iaproper disposal of excess pesticide, spray mixtures or rinsates.

Storage and Disposal

Do not contaainate water, foodstuffs, feed or seed by storage or disposal.

STORAGE: NOT SUBJECT TO FREEZING.

Product can be stored under either heated or unheated conditions.

DISPOSAL: Wastes resulting froa the use of this product that cannot be used or cheaically reprocessed should be disposed of in a landfill approved for pesticide disposal or in accordance with applicable Federal, state or local procedures.

Emptied container retains product residue. Observe all labeled safeguards until container is destroyed.

Completely eapty bag into application equipaent. Then dispose of empty bag and box in a sanitary landfill or by incineratIon or, if allowed by state and local authorities, by burning. If burned, stay out of saoke.

Applicators should evaluate soil and weed conditions carefully to assure that they choose the lowest effective label rate.

Th~ recommended use rates of this product and the other herbicides labeled for use in tank mixtures with this product generally vary with soil texture. Unless soil texture is specifically named, rate tables throughout this label refer to only three soil texture groups: coarse, medium. and fine. The following is a complete listing of soil textures included in each of these three soil texture groups:

EqUipment Cleaning , Bepair

Cleaning and repair of transfer systeas and application equip.ent is a source of exposure to this product. Care should be taken to miniaize exposure during cleaning and repair of application equipaent. Whenever possible, these syst... or equipment should be rinaed before beineJ cl_ned or repaired. When repairs .ust be aade during transfer or application, the equipaent should be shutdown, and spacial care taken to avoid contact with the pesticide.

Always predeteraine the coapatibility of Partner or labeled tank .ixtures of Partner with water carrier or sprayable fluid fertilizer carrier by mixing saall proportional quantities in advance. See the "STANDARD SPRAYABLE FLUXD FERTILIZER COMPATIBILITY TEST" section in this l~l to deteraine the compatibility of this product and the labeled tank mixtures reco .. ended for use with sprayable fluid fertilizer carrier.

NOTE: Partner and all tank mixtures listed for corn and soybeans in the "DIRECTION FOR USE" section aay be applied in sprayable fluid fertilizers. DO NOT apply Partner or labeled tank mixtures of Partner in sprayable fluid fertilizers on any other crops.

Mix Partner or labeled tank mixture of Partner with the appropriate carrier as follows:

1. Place a 50 mesh screen or wettineJ basket over filling port.

2. Through the screen, fill the sprayer tank one-half full with the appropriate carrier.

3. If a compatibility agent is necessary. add it to the carrier while maintaining agitation to improve mixing or to prevent the foraation of undesirable and unsprayable gels or precipitates. Use only compatibility agents cleared by FDA for this use. Read and follow all directions for use, cautionary stateaents and all other inforaation appearing on the selected compatibility agent label. Check for adequate agitation.

4. Remove the screen prior to adding this product to the spray tank. Mixing of water dispersible granule foraulations in sprayable fluid fertilizer carriers may be enhanced by preslurryin; with water and addineJ slowly through the screen into the tank. Continue agitation.

5. If a wettable powder or dry flowable foraulation is used, make a slurry with water and add it slowly through the screen into the tank. Continue agitation.

6. If a flflWable foraulatior: is used, add slowly through the screen into the tank. Mixing and coapatibility may be improved when the flowable is preaixed one part flowable with one part water and added to the tank in diluted fora.

7. Make a slurry of Partner with water. Add it slowly through the screen into the tank.

8. Co.plete filling the sprayer tank with carrier. If GrllllOxone!ll Extra is used, add the required aaount near the end of the filling process. a_ove hose frOll tank i.aediately atter filling to avoid siphoning back into the carrier source.

Maintain good agitation at all times until the contenta of the tank are sprayed. NOTE: If the spray aixture is expected to set unagitated for 8 hours or .ore (overnight), add a resuspendability agent prior to shutdown (i.e., Hold-Up!ll at 8 ounces per 100 gallons of spray solution) or nitrogen liquid fertilizer solution (i.e., 28 percent) at 4 gallons per 100 gallons of spray solution. Allow resuspendability agent to .ix with spray .ixture before shutting off agitation. Agitate the spray .ixture thoroughly to resuspend settled product before resuaing spraying.

Keep by-pass line on or near botto. of tank to mini-mize foaaing. Screen size in nozzle or line strainers should be no finer than 50 mesh. Carefully select proper nozzle to avoid spraying a fine aist. Check for even distribution of spray droplets. To reduce loss of the chemical due to drift of a fine mist, apply at nozzle pressures below 40 psi.

Herbicides may not always mix evenly throughout a sprayable fluid fertilizer or the coaponents may separate too quickly to make their combined use of practical value. This may be due to certain characteristics of the different fluid fertilizers. A simple test using saall quantities of the components is suggested to provide compatibility potential.

The test follows:

A. Katerials Required For A coapatibility Test

1. TWo one-quart jars with lid or stopper (marked' 'with" and "without' ').

2. TEAspoons (for a more exacting test, a five to ten milliliter (ml.) pipette or graduated cylinder is desirable).

3. sprayable fluid fertilizer to be tested.

This coapatibility test is designed for 25 gallons of spray per acre. For changes in spray voluae or herbicide rates, .ake appropriate changes in the ingredients of the test. Regardless of spray voluae, the amount of compatibility agent should be equal to two or three pints (two pints a \ TEAspoon or 1.2 .illiliters, three pints ~ 3/8 TEAspoon or 1.9 .illiliters per pint of sprayable fluid fertilizer) per 100 gallons of liquid fertilizer.

Five minutes after the final addition and mixing, observe both jars for the formation of large flakes, sludge, gels or other precipitates. Obse=ve if the herbicide(s) cannot be physically mixed with the liquid fertilizer but r .. ains as saall oily particles in the solution.

If incoapatibility in any form described above occurs in the jar "with" the co.patibility agent added, the liquid fertilizer and the herbicide(s) should not be used together in the saae spray tank.

If incoapatibility as described above occurs in the jar "without" the adjuvant but not in the jar' 'with" adjuvant, the use of a co.patibility adjuvant is recommended.

Both jars should be allowed to stand and be observed periodically for one-half hour. If the separate layers of liquid fertilizer and additives can be resuspended by shaking, comaercial application is possible. An eaulsifiable concentrate no~lly will go to the top after standing; NOG's or dry flowables will either settle to the bottoa of the tank or jar, or float to the top, depending upon the density of the fertilizers.

Mix and blend the dry fertilizer and herbicide .ixture in a closed rotary-drua, vertical auger, paddle or other types of mixers, allowing sufficient tiae to ensure uniform coating or impregnation. Use at least one ton of dry fertilizer per .ixing operation. Water or liquid UAK solution (28-0-0 or 32-0-0) aust be added to the blend as a sticking agent to aaintain uniform .ixture during transport, tendering and application. Spray up to one gallon of water or UAK solution per ton of fertilizer on the fertilizer blend while aixing. Then add the herbicide and .ix thoroughly to insure a uniform blend (3 .inutes or acre). The aaount of water or UAK required depends on the wetness of the fertilizer blend. When using a.aoniua sulfate, add 2 percent dry a.aoniua sulfate by weight or 17 pounds per 100 gallons of water. ~oniua sulfate should be added to the water in the spray tank and coapletely dissolved prior to adding the herbicide or surfactant. Do not mix aaaoniua sulfate in fluid fertilizer solutions.

If amaoniua sulfate is added directly to the spray tank, add slowly with agitation. Adding too quickly .. y clog outlet lines. Nozzle tip plugging may result frca the use of low-quality ammoniua sulfate. To determine quality, perform a jar test by adding 1/3 cup of a.moniua sulfate to 1 gallon of water and agitate for one minute. If undissolved sediaent is observed, predissolve the amaoniua sulfate in water and filter prior to adding to the spray tank.

Following use of amaoniua sulfate, thoroughly rinse the spray system with clean water to reduce corrosion.

Aaaoniua Sulfate-The addition of aIIIIIIoniWl sulfate in the spray solution lIIay increase the performance of Roundup tank mixtures on elllerged annual weeds under adverse growing conditions. When using aamoniWl sulfate, add 2 percent dry aIIIIIIonium sulfate by weight or 17 pounds par 100 gallons of water. Alllaoniua sulfate should be added to the water in the spray tank and cOlllpletely dissolved prior to adding the herbicide or surfactant. Do not mix aIIIIIIonium sulfate in fluid fertilizer solutions.

If alllllloniua sulfate is added directly to the spray tank, add slowly with agitation. Adding too quickly aay clog outlet lines. Nozzle tip plugging may rosult from the use of low-quality a_oniua sulfate. To deteraine quality, perfora a jar test by adding 1/3 cup of aJIIIIoniWl sulfate to 1 gallon of water and agitate for one ainute. If undissolved sedilllent i. observed, predissolve the a .. oniWl sulfate in water and filter prior to adding to the spray tank.

Following use of a_onium sulfate, thoroughly rinse the spray sy.tea with clean water to reduce corrosion.

**Use the rates listed on this label when using linuron 4L. Use equivalent rates when using linuron 50WP or 50 percent dry flowable formulations. One quart of linuron 4L equals 2 pounds of linuron 50WP or 50 percent dry flowable formulation.

Use the hiqher rate of Partner in the recommended ranges in areas of heavy qrass infestation or when fall panicum or crabgrass will be present.

Use the higher rate of linuron in the recommended ranges on soils with greater than 3\ organic matter.

DO NOT use this tank mixture on sand or loamy sand or on soil with less than 1\ organic matter as crop injury from linuron may occur •
