1.0 INTRODUCTION

This document constitutes the final report prepared by Viacom Inc. (formerlyknown as CBS Corporation and before that as Westinghouse ElectricCorporation) for the completion of the Remedial Action at the Griffin Propertylocated in Bloomington, Monroe County, Indiana. This site was remediated inresponse to the USEPA Administrative Order on Consent (AOC), docket numberV-W-OO-C-573, dated December 3,1999.

With the concurrence of the USEPA, the Griffin Property was remediated as partof the Lemon Lane Landfill Remedial Action. The location of the Lemon LaneLandfill Site and the adjacent Griffin property are shown in Figure 1.

The work plan and health and safety plan required by the AOC for the GriffinProperty are included in the Remedial Design/Remedial Action Work Plan (WP)for the Lemon Lane Landfill. The final approved Work Plan was issued on May17,2000.

This report documents the remediation of the Griffin Property. The workdescribed in this report was performed from September to October 2000. Theactivities covered in this report include delineation of the contaminated areas, theremoval of PCB contaminated material from the site, verification sampling andsite restoration. TSCA material, with PCB content greater than or equal to50 ppm, was transferred by truck to the Wayne Disposal TSCA Landfill in Wayne,Michigan. Soil with low level PCB contamination, over 5 ppm but less than50 ppm, was consolidated in the Lemon Lane Landfill under the RCRA Subtitle Ccap installed as part of the Lemon Lane Landfill remedial action.

This final report includes a descriptive narrative of all the work performed. Thereport documents the remediation activities and presents the sampling andmonitoring data accumulated during the project. Section 2 of this report, SiteBackground, describes the site and its history and presents the previousdelineation sampling data used to establish the original excavation area.Section 3, Remediation Activities, discusses the soil excavation and removalactivities and site restoration. Section 4, Sampling Activities, presents the soilconfirmation sampling results obtained after excavation to verify that the requiredcleanup levels were met.

Section 4 also briefly discusses the perimeter air monitoring results obtainedduring the Griffin excavation. With the approval of the USEPA, the Griffinproperty was combined with the entire Lemon Lane Landfill site for the purposesof perimeter air monitoring. The WP specifies the air monitoring proceduresused. The Final Report of the Remediation of Lemon Lane Landfill fully presentsthe air monitoring procedures and the results obtained during the entire LemonLane remediation, including the air monitoring results during the remediation ofthe Griffin property.

Tables and figures have been included in this report to supplement this narrativeand provide a summary of what occurred. Photographs of the work in progresshave been included in Appendix A.

Weekly progress reports were issued to the USEPA describing the significantdevelopments during the preceding week. The reports included activities for boththe Lemon Lane and Griffin Property remediations. The reports included thework performed, any problems encountered, and analytical data received duringthe reporting period. Developments anticipated during the next reporting period,including a schedule of work tasks to be performed, were also included.

Additional detailed records associated with this project, including manifests,certificates of analysis, chain of custody forms, etc., are available for review atthe Viacom Inc. offices in Pittsburgh, Pennsylvania. Estimates of total costsincurred and relevant documents generated during the removal action (e.g.,invoices, bills, and contracts) are on file at Viacom and are available uponrequest.

2.0 Site Background

2.1 Site Description

The Griffin property is located at 1817 West Gray Street in Bloomington, MonroeCounty, Indiana. The site is bordered on the north by the intersection of Gray Streetand Lemon Lane, on the south by active CSX railroad tracks, to the east by anempty lot and on the west by the Lemon Lane Landfill. The Griffin property liesadjacent to the southern portion of the east fence line of the Lemon Lane Landfill asshown in Figure 2.

The Griffin site contains a trailer home, which is occupied by the Griffins and theirteenage son. The property had a former garden in the back yard and a steel shed.The site is surrounded by fence on all sides, with a barbed wire fence on the westand south sides along the Lemon Lane Landfill and the railroad right-of-way. Aseptic field for the trailer was located in the low area of the backyard.

2.2 Site History

Several sampling events by IDEM, the USEPA and Viacom since 1995 haveshown that parts of the Griffin property are contaminated with PCBs. Afterrepeated unsuccessful attempts to obtain access from the owner to remediatethe problem, IDEM referred the site to the USEPA on November 16, 1998 toassist with the cleanup.

On February 5, 1999, USEPA served CBS (now Viacom Inc.) with a GeneralNotice of Potential Liability for the Griffin property. Viacom agreed to perform thecleanup of the Site. In the spring of 1999, Viacom installed a six-foot chain linkfence around contaminated areas and posted warning signs.

An Administrative Order on Consent (AOC), dated December 3, 1999, wasissued by EPA to Viacom in accordance with section 106 of the ComprehensiveEnvironmental Response, Compensation, and Liability Act (CERCLA) to removeand dispose of PCB-contaminated soils from the Griffin property and to restorethe property grounds.

2.3 Previous Site Investigations

Between July 1995 and June 1999, several soil studies were performed on theprivately owned Griffin property. In July of 1995 Viacom sampled the Griffinproperty for PCBs. A ten by ten-foot grid system was set up on Griffins' propertyas shown in Figure 3. Soil boring samples were collected from 48 grids along thenorth and west borders of the property, and in the Griffins' septic field. Anothernine 8-ft. by 10-ft. grids were sampled in the Griffins' garden.

Samples were typically collected in six-inch intervals. In general, compositesamples were homogenized from five grab samples collected from the 0- to 6-in.depth interval at each location. Several borings were further advanced at 6-in.increments to a maximum depth of 48 inches. Samples were analyzed for PCBsusing immunoassay methods, and approximately 10 percent of the samples weresubmitted for laboratory confirmation. Polychlorinated biphenyls were identifiedat concentrations ranging up to 1,520 ppm at the surface (0 to 6 in. from groundsurface), and at concentrations ranging up to 52 ppm in the deepest sampleinterval (42 to 48 in. below ground surface).

In August 1995, Viacom collected samples from 21 additional grids to determinethe lateral extent of contamination within the Griffin property. Figure 3 presentsthe PCB results for the July and August 1995 sampling events. Also, in August1995, the USEPA collected 16 soil samples for PCB analysis. Polychlorinatedbiphenyls were identified in 14 of the samples at concentrations ranging from0.98 ppm to 1,037 ppm.

In December 1998, the Ecology and Environment, Inc. (E&E) SuperfundTechnical Assessment and Response Team (START) conducted a siteassessment at the Griffin Property site on behalf of the USEPA. E&E collectedsamples, evaluated threats to human health and the environment, and maderecommendations to the USEPA. On December 9, 1998 E&E collected soilsamples from the centers of nine of the Viacom-designated grids (G5, G9, G28,G38, G48, G49, G53, G56, and G59) to verify the Viacom data. Samples weretaken using a hand auger and core sampler. Samples were collected at 1-ft.depth intervals to a total depth of 4 ft. below grade. Thirty-two samples weresubmitted for laboratory analysis of PCBs. EPA sample results were similar tothe Viacom results. Polychlorinated biphenyls were identified in 16 samples atconcentrations ranging from non-detect to a maximum of 3.89 ppm.

In June 1999, Viacom collected soil samples from six 10-ft. by 10-ft. grids thathad not met the clean up criteria of 5 ppm in the 1995 sampling event. Sampleswere taken in grids G21, G22, G24, G32, G33, and G34 to determine the verticalextent of PCB contamination. Samples were collected at 12-in. depth intervalsfrom the center of each grid starting at the ground surface using direct-pushsampling methods. Borings were advanced to sampler refusal at the bedrocksurface. Selected soil samples from various depth intervals were submitted forlaboratory analysis of PCBs. The results of the investigation showed PCBs atconcentrations ranging from less than 1.0 ppm at depths of 1 to 5 ft. below gradein grid G34 to 31 ppm at a depth interval of 4 to 5 ft. below grade in grid G24.Figure 3 presents the PCB results for this sampling event.

3.0 Remediation Activities

3.1 Project Overview

The remediation contractor that was selected by Viacom to do the remediation ofthe Griffin Property and the Lemon Lane Landfill was WRS Infrastructure &Environment, Inc. PSARA Technologies, Inc. was contracted to perform soilsampling, perimeter air monitoring and to provide survey and health and safetyoversight. The Environmental Quality (EQ) Company was contracted to providethe Wayne Disposal TSCA Landfill in Belleville, Michigan for the final depositionof the TSCA material.

The Griffin property is located near the southeast corner of the Lemon LaneLandfill site and outside the existing Lemon Lane fence line. The AOC requiresthat the Griffin Property be delineated and that soils with PCB content above5 ppm be excavated and removed.

The Griffin area was delineated using the 10-ft. by 10-ft. grid system aspreviously discussed in Section 2.3. The specific grids that required excavationare shown in Figures 4 and 5. Figure 4 shows twelve grids located on the Griffinproperty where the upper six inches were found to contain PCBs at levels50 ppm or greater. This material was to be excavated and disposed of offsite asTSCA material.

Grids that were found to contain PCBs at concentrations greater than 5.0 ppmbut less than 50 ppm were to be excavated and consolidated under the finalRCRA Subtitle C cap on Lemon Lane Landfill. Figure 5 shows 38 GriffinProperty grids that were excavated and consolidated under the final landfill cap.

Post excavation verification sampling was to be conducted in excavated grids.Per the AOC, the cleanup criterion for the excavated grids is to have an averageof 1.0 ppm or less for the entire affected area. The affected area is considered tobe only those areas that are excavated as part of this remediation. Any one10 ft. x 10-ft. grid may have a maximum residual PCB concentration of 5.0 ppm.

There is no minimum clean soil cover requirement, however the area was to bebackfilled, graded for drainage and seeded.

The AOC also required that trees, shrubs, sheds or any other personal propertybe replaced with like and kind replacement items. Older trees are to be replacedwith young, fast growing trees.

The sanitary sewer line was to be installed and connected to the City of Bloomingtonsanitary sewer system if the septic system could not be salvaged during excavation.

Excavation of the Griffin property occurred from September 20 to October 7, 2000.Viacom relocated the Griffins away from their residence on August 15. The Griffinsdecided on their own to return to their residence on October 8, 2000. At that timeremediation of the Griffin property was complete but the excavation within LemonLane was not.

3.2 Site Preparation

Prior to starting the Griffin removal, Viacom connected the Griffin trailer to thepublic sewage system. Temporary fencing was established around the Griffinproperty. The fence between the Griffins and the Lemon Lane site was removed.Two trees were cut down within the excavation area and the stumps removed.The southeast perimeter polyurethane foam (PUF) air sampler on the Griffinproperty was moved to the Griffin's east fence line as shown in Figure 2.

3.3 Remediation Activities

On Wednesday, September 20th, remediation work was started on the Griffinproperty. Griffin's old storage shed was located on grids that were to beexcavated. Grids in the north part of the property were remediated first to allow areplacement shed to be installed before the old shed was demolished. Six 10 ft.by 10 ft. grids, G9, G11, G12, G13, G49 and G53, were excavated. The top sixinches of G53 were excavated as TSCA material as shown on Figure 4 andtransported to the loadout pile at the Lemon Lane Landfill site for transport to EQ.The material excavated from the other five grids was consolidated on the LemonLane site under the RCRA cap.

After excavation, these grids were sampled to verify clean up. The sampleresults for all six grids were below detectable levels (BDL). A foundation wasthen constructed in this area for the new shed, which was then installed. Theexcavated area around the shed was then backfilled and seeded. The contentsof the old shed were moved to the new shed. The old shed was then demolishedto allow excavation to continue. The siding from the old shed was removed andstacked on a pallet for the property owner to reuse.

During the week of September 25, the remaining 33 grids in the south part of theproperty were excavated. Figure 4 shows eleven of these grids where the top sixinches were excavated and disposed of as TSCA material. Seventeen of these33 grids were ultimately excavated to bedrock. The other sixteen of the 33 gridswere sampled to verify clean up. Of the 16 grids sampled, the results from tengrids were BDL. Table 1 shows the verification sample results for all the Griffinproperty grids, including the six grid sample results that were not BDL. Theexcavation was then backfilled with clean clay from the Lemon Lane borrow area.

On Saturday, October 7th, the excavation of the Griffin property was completed.One narrow grid, G5, which had been under the guard shack was excavated andverified at BDL.

During the week of October 9, the backfilling of the Griffin property wascompleted. All excavations were backfilled and compacted. The depth of backfillvaried from six inches to ten feet. The backfilled areas were graded for drainage.Topsoil was applied. Fine grading and final seeding was then performed. Thefence between the Lemon Lane site and the Griffin property was reinstalled.

Viacom will return to the Griffin property in the spring of 2001 and repair anyerosion or settling that occurs over the winter and will reseed as required. Fastgrowing trees will be planted to replace the trees that were removed during theexcavation.

4.0 Sampling Activities

4.1 Post Excavation Verification Sampling

Post excavation verification sampling was to be conducted in excavated grids.The excavated areas on the Griffin property were to be sampled using the 10 ft. x10 ft. delineation grid system. Post excavation sampling was conductedaccording to Post-excavation Sampling and Analysis Plan (SAP), as set forth inAppendix D of the Lemon Lane Landfill Work Plan. Section 4.3.7 of the SAPapplies to the Griffin remediation.

Five sub-samples (aliquots) were taken per grid as required by the December 3,1999 AOC. Per the AOC the cleanup criterion for the excavated grids was tohave an average cleanup level of 1.0 ppm PCB or less for the entire affectedarea. Any individual 10 ft. x 10 ft. grid may have a maximum of 5.0 ppm PCBconcentration. The affected area is considered to be only those areas that areexcavated as part of this remediation.

Grids that were excavated to bedrock were not sampled for verification since nosignificant soil remained.

Table 1 shows the results of the final verification sample for each of the 40 gridsincluded in the remediation of the Griffin property. Seventeen grids were excavatedto bedrock and therefore not sampled. Seventeen grids were sampled anddetermined to be BDL. The remaining six verification results ranged from 1.2 ppm to3.0 ppm.

The verification samples for the entire Griffin site excavation average 0.89 ppm,compared to the AOC allowable limit of 1.0 ppm. Grids excavated to bedrock werenot sampled and therefore not included in the average calculation. BDL grids wereconsidered to be half of the detection limit for the purpose of calculating an average.The detection limit for the verification sampling was 1.0 ppm. Therefore each BDLsample result was considered to be 0.5 ppm for the purpose of calculating anaverage.

Figure 6 shows the location of the individual grid verification sample results.

4.2 Perimeter Air Monitoring

Perimeter air sampling was performed to ensure that excavation and materialhandling operations did not result in excessive airborne PCB emissions from thesite. The AOC required that air monitoring be conducted "around the perimeterof the excavation area and around the Griffin home to assess dust and PCBairborne concentrations."

Per the AOC the cleanup criterion for the excavated grids was tohave an average cleanup level of 1.0 ppm PCB or less for the entire affectedarea. Any individual 10 ft. x 10 ft. grid may have a maximum of 5.0 ppm PCBconcentration. The affected area is considered to be only those areas that areexcavated as part of this remediation.

Grids that were excavated to bedrock were not sampled for verification since nosignificant soil remained.

Table 1 shows the results of the final verification sample for each of the 40 gridsincluded in the remediation of the Griffin property. Seventeen grids were excavatedto bedrock and therefore not sampled. Seventeen grids were sampled anddetermined to be BDL. The remaining six verification results ranged from 1.2 ppm to3.0 ppm.

The verification samples for the entire Griffin site excavation average 0.89 ppm,compared to the AOC allowable limit of 1.0 ppm. Grids excavated to bedrock werenot sampled and therefore not included in the average calculation. BDL grids wereconsidered to be half of the detection limit for the purpose of calculating an average.The detection limit for the verification sampling was 1.0 ppm. Therefore each BDLsample result was considered to be 0.5 ppm for the purpose of calculating anaverage.

Figure 6 shows the location of the individual grid verification sample results.

4.2 Perimeter Air Monitoring

Perimeter air sampling was performed to ensure that excavation and materialhandling operations did not result in excessive airborne PCB emissions from thesite. The AOC required that air monitoring be conducted "around the perimeterof the excavation area and around the Griffin home to assess dust and PCBairborne concentrations."

As indicated in Section 1, the USEPA gave approval to combine the Griffin propertywith the Lemon Lane site for the purposes of perimeter air monitoring. During theGriffin excavation, the southeast sampler was relocated to the eastern fenceline ofthe Griffin property and redesignated as the Griffin sample location. Figure 2 showsthe relocated position.

Air samples were collected and analyzed to determine the concentrations ofPCBs at the boundaries of the site, per the approved Air Monitoring Plan (AMP),(PSARA Technologies, Inc., April 28, 2000). The AMP is contained inAppendix E of the approved Lemon Lane Work Plan.

The action level for perimeter air monitoring which was approved in the WorkPlan was 1000ng/m3.

Excavation of the Griffin property started on September 20, 2000 and wascompleted on October 7, 2000. The highest PDF result measured during that timeat the Griffin PUF sample location was 569.5 ng/m3 on September 28, 2000. Theprevailing wind direction that day was to the south.

The Final Report of the Remediation of Lemon Lane Landfill fully presents the airmonitoring results obtained during the entire Lemon Lane remediation, includingthe air monitoring results during the remediation of the Griffin property.
