Note by the Secretary-General

1. In accordance with articles 5 and 7, paragraph 1(d), of the Optional Protocol to the

Convention against Torture and Other Cruel, Inhuman or Degrading Treatment of Punishment, the

First Meeting of the States parties to the Optional Protocol will be convened by the

Secretary-General at the United Nations Office at Geneva, on Monday, 18 December 2006, to

elect the first ten members of the Subcommittee on Prevention.

2. In accordance with article 6, paragraph 3, of the Optional Protocol, the Secretary-General,

in a note verbale dated 18 July 2006, invited the States parties to the Optional Protocol to submit

their nominations for the election by 18 October 2006.

3. In compliance with the provisions of article 6, paragraph 3, of the Optional Protocol, the

Secretary-General has the honour to list below, in alphabetical order, the names of persons

OPCAT/SP/1 page 10 Name and first Name: Maumoon HAMEED Date and place of Birth: 08/01/1973 Working languages: English Current position / function: Holding the post of Director General at the Attorney General’s Office, Mr. Maumoon Hameed currently heads an in-house team of lawyers preparing the draft legislation required to be submitted to Parliament as part of the implementation of the President’s Reform Agenda. Main professional activities: Mr. Hameed was a member of the Core Group of local experts that assisted in the drafting of the new Maldivian Penal Code Bill, the Sentencing Guidelines Bill, and the Criminal Procedure Code Bill. He also drafted the Police Bill, as well as the Police Integrity Commission Regulations. He also represented the Maldives during the expert discussions on the drafting of the Optional Protocol to the SAARC Convention on Terrorism, as well as the 1st INTERPOL Symposium on Bio-Terrorism. Educational background: Mr. Hameed obtained his LLB (Hons) degree at Anglia Polytechnic University, United Kingdom. Other main activities in the field relevant to the mandate of the treaty body concerned: Formerly the Legal Counsel at the Maldives Police Service, Mr. Hameed has experience in both police management and investigations. He was a member of the Police Management Board, heading both the Legal Affairs section and the Crime Analysis Department. Presiding over the formation of the Internal Affairs Department, he has led internal investigations into allegations of torture during police investigations, as well as investigations into allegations of sexual offences committed against detainees by police officers. He has also served as the Coordinator, INTERPOL National Central Bureau Maldives, handling matters relating to international police cooperation.

OPCAT/SP/1 page 14 Name and first name: Petersen, Hans Draminsky Date and place of birth: 23.3.1947, Gentofte, Denmark Working languages: Danish, English, Spanish, (French) Current position/function: From 1993- 2000, and from 2002, I have worked as a consultant in medicine and gastroenterology in three departments of medicine in Danish hospitals. In this capacity, I have participated in the management and administration of hospital departments. My current work is at a provincial hospital in Frederikssund, near Copenhagen, covering a population of approximately 135.000 people with a non-selected uptake. Main professional activities: Apart form my duties in my hospital, I am affiliated to a NGO in Honduras as a consultant for the Rehabilitation and Research Centre for Torture Victims in Copenhagen (RCT). My main area is systematization of observations of (ill-) health and monitoring of treatment of torture victims incl. prisoners. Moreover, I have been ad hoc consultant of RCT in an assessment study of the impact of Human Rights training in prisons in Ecuador (2005) and I participate regularly in this organizations dialogue on documentation and prevention of torture e.g the international meeting on the implementation of the OPCAT, May 2005. In co-operation with colleges from Spain, I have published a systematic quality assessment of medical documents issued by police doctors. At the moment, the same research group is in the process of finalizing a follow-up study. The aim is to document possible changes over time in the quality of medical documents issued by police doctors on examinations of detained persons who claim to have been ill-treated. Educational background: Medical doctor from the University of Copenhagen, January 1974. Authorised as general practitioner and as specialist in medicine and in gastroenterology. I have published 52 articles in scientific medical journals, approximately half of which concerned torture and ill-treatment. Other main activities in the field relevant to the mandate of the treaty body concerned: From 1979, I have been member of the Danish medical group of Amnesty International (AI). I have examined a number of asylum applicants in Denmark with the aim of appraising statements of torture. As a consultant of AI and Physicians for Human Rights/ Denmark, and on a few occasions as a consultant for the UN and the Council of Europe, I have participated in fact-finding missions and research projects on torture and ill-treatment in Greece, Spain, Turkey, Thailand, Venezuela, Indian and Pakistan Kashmir, Peru, Burma (via Thailand), and Zimbabwe. For two

years I was employed full time in the International Department of the Rehabilitation and Research Centre for Torture Victims (RCT) as coordinator of health issues, and for five years I have been an external consultant of this organisation. Cargo o función actual: Director Legal y de Políticas Institucionales de la Organización “Human Rights Watch”. La función asignada a este cargo es la del principal asesor político y legal de Human Rights Watch. Responsable por la aplicación de políticas institucionales en relación a los países sobre los que trabaja actualmente la organización. Su principal responsabilidad es la de asegurar que las publicaciones y mayores intervenciones públicas de la institución sean acordes con la políticas institucionales y los principios del derecho internacional de los derechos humanos. Dirige un equipo de doce técnicos. Es miembro del equipo superior de gestión de Human Rights Watch. Principales actividades profesionales: Además de las actividades señaladas anteriormente, supervisa las funciones de Human Rights Watch en relación con la elaboración de normativa internacional en materia de derechos humanos (Standard setting). Durante los últimos quince años ha estado directamente involucrado en el proceso de elaboración de, entre otros, los siguientes instrumentos internacionales: Declaración las Naciones Unidas sobre la protección de todas las personas contra las desapariciones forzadas; Convención Interamericana sobre Desaparición Forzada de Personas; Declaración sobre los “defensores de los derechos humanos”, Directrices de Naciones Unidas sobre la cuestión de la impunidad y la Convención Internacional para la Protección de todas las Personas contra las Desapariciones Forzadas. Actualmente es miembro del Directorio del Consejo Internacional para la Política Internacional de Derechos Humanos (Ginebra) y de la organización INTERIGHTS se especializa en litigar casos de violaciones de los derechos humanos ante foros internaciones.
