Projects and Design AssessmentDesign effectiveness has a huge impact on addressing costs in construction work. Recent statistics point out that:• 30% of construction work is repeated;• 40% of projects are late or over budget;• mistakes in planning lead to repetitive work processes accounting for 15% of total project cost; • 40% of the manpower used on construction sites can be wasted.Best international practices to prevent these problems are based on a simple principle: ‘separate the design phase from the construction phase and introduce the design assessment between them two’. Many European countries introduced ‘by law’ the design assessment in infrastructure projects as a pre-requisite to construction. Inspection during construction processBuilding Technical Control aims at providing an on-going monitoring system on site during the construction process in order to reduce risks related to compliance, rework and litigation. Based on inputs provided by customers (Quality plan, customer requirements, project description, designs and drawings, etc.), ASACERT prepares a fully tailored Control Plan for a specific project outlining type, amount and frequency of controls. Such controls are carried out from the launch of the project to its completion according to the work program.ASACERT controls normally include: • a site preparation audit;• control of work in each construction phase (from start to the end of works)• design and contractual requirements’ compliance verification;• codes and standards’ compliance verification;• materials suppliers’ certification and monitoring; • quality control of incoming materials;• testing of building materials; • non-destructive tests;• inspection of structures and super- structures;• inspection and testing of electrical and utility system; • verification of functioning of technological installations.Specific tests can be conducted in qualified testing laboratories to check the strength, durability and suitability of construction materials (aggregates, rocks, concrete, bricks, mortar, plaster, steel and polymers).

Customers receive systematic reports as listed below:

• Site Inspection Reports (SIR) issued at the end of each Inspection Audit and addressed to Site Engineers;• Intermediate Inspection Report (IIR) issued after three to four days and providing evidence (pictures, test reports, etc.);• Monthly Report (MR) issued at the end of each month and delivered to the Engineer or other designated officers,

summarising non-conformities raised in the previous month (resolved, pending, etc.)• Management Information System (MIS) delivered along with the monthly report and addressed to the top management.

Inspections in existing buildings - Building comfort inspectionBuilding comfort inspection beyond energy efficiency, comfort is important for many types of buildings (hotels, hospitals, residential buildings, office buildings, etc.). Any time ASACERT can inspect relevant features of existing buildings (or during construction) which have a direct impact on the building users’ satisfaction.

ASACERT comfort inspections may include: • Thermal comfort inspection;• Acoustic comfort inspection; • Lighting comfort inspection; • Structural integrity.ASACERT identifies visible and hidden features that can be improved in the above areas.

Technical Due Diligence

This service aims at verifying the state of the projects and programmes through a documented and physical analysis in order to evaluate the overall current conformity status.ASACERT provides customers with documents describing the project’s conformity with applicable and laws, based on the documental, technical and functional evidence of compliance compared to the actual status of the project or programme. Such service may be useful for property transactions.

Technical due diligence includes:• Document Inspection: verification of all documents provided by the client to verify compliance with current

legislation and identify eventual documental gaps such as lack of construction permits, of cadastral practices and other technical documents required by law;

• On-site Inspection: verification of the building status, of maintenance level and compliance. The aim is to identify possible criticalities and non- conformities based upon:

Quality Management Systems [ISO 9001]ASACERT is an Accredited Certification Body for Quality Management Systems. Companies of ASACERT GROUP have been accredited by the Italian accreditation body ACCREDIA, by the UK Accreditation Service UKAS and the Dubai Accreditation Department DAC. Environmental Management Systems [ISO 14001]Companies of ASACERT Group certify ISO 14001 Environmental Systems, under DAC (Dubai Accreditation Department) or UKAS (UK Accreditation Service). Energy Management Systems [ISO 50001:2011]ISO 50001:2011 ‘Energy Management Systems - Requirements and guidelines for use’ defines the requirements to create, start, maintain and improve an energy management system. Such system enables the business to have a systematic approach to constantly improve its energy performance in terms of a more efficient and sustainable use of energy, regardless of its form.ISO 50001 is applicable to all factors determining energy performance and that can be controlled and influenced by the company. The structure of the standard is aligned with that of other system standards such as ISO 9001 (quality management systems) and ISO 14001 (Environmental Management Systems), therefore it can either be used independently or it can be integrated with other systems.The standard is applicable to chemical, pharmaceutical, electronics, engineering, metallurgical, textile, paper, food, business services, ESCO (Energy Service Company), Public Administrations, mass retailers, trade associations and, generally speaking, to any business that wants to prove their compliance with energy policies through self-evaluation and self-declaration of conformity or through third party certification of their energy management system. CE Marking of Construction Products and Ready Mix Concrete Factory ProductionOne Company of ASACERT Group, as part of the Construction Products Regulation (EU) no. 305/2011 (CPR), operates as a Notified Body to the European Community (no. 2021), authorized by the Italian Ministry of Economic Development and the Ministry of Infrastructure and Transport. Under this regulation ASACERT can assess the compliance of aggregates, of precast concrete products and of road materials with harmonized standards of Factory Production Control, according to the attestation system 2 +. The activities involved in the certification process for Factory Production Control are carried out by our inspectors in accordance with procedures defined by competent ministries and harmonized standards of product.

The ‘Ready Mix Concrete Factory Production Control’ Certification, issued by an independent third party Certification body, is recognized all over the world as a guarantee for buildings quality construction. One Company of ASACERT Group has the authorization of Italian Authorities to issue the FPC Certification of Ready Mix Concrete plants. The ‘Ready Mix Concrete Factory Production Control’ Certification procedure is carried out by ASACERT inspectors in accordance with international regulations and specific procedures in harmony with the international Ready Mix Concrete guides.

Evaluation and estimates for insurance purposes.An estimation, updated at end of each year, brings many benefits to the client. It allows the insertion of a clause in the policy of Special Convention. Such a clause called ‘insurance with a declaration of value’ is advantageous since it allows the repeal of the Proportional Rule, it reduces the time of winding damage, allows an additional margin of coverage and makes available of a list of goods updated annually.

Assessment and estimates of assets.The determination of the economic value of a company (or its individual businesses), considered as a coordinated and active set of material goods and intangible assets with an earning capacity, is usually based on past performance and expected future performance in the medium term in company’s reference market. Estimation of economic value (also used in order to monitor the changes over time) represents a technical tool aimed at verifying the achievement of business’ objectives. It is useful to improve the management of real risks and to assess the management of ordinary and extraordinary administration procedures. The estimate of the economic value of companies’ assets sometimes implies the need to define the so-called ‘current values of use’ and ‘current market values’.

Assessment and estimates of works of art.Art works do not have just an aesthetic and historical value but they have an economic value, which, if properly assessed, represents a significant source of income. The estimate of the works of art is an essential step to take before making decision regarding divisions, insurance contracts, purchases and sales.

Assessments of industrial systems.The evaluations of plant and machinery and, more generally, of technical assets are carried out in numerous circumstances. Sometimes such evaluations are requested because of extraordinary transactions: transfer of ownership to another person, check of the balance sheet, comparison of different fiscal policies, evaluation of companies or its branches, reconstruction or breakdown of historical costs related to special tax classifications.
