Evaluation of future energy sources options: -In 2008, national projections indicated demand for energy to increase by
about 9% per year, and therefore would increase three-fold by 2020.
- Nuclear power is a proven, environmentally attractive and cost-
competitive electricity-generation option.
Legal Framework -- Federal Law by Decree No 6 of 2009
Concerning Peaceful Uses of Nuclear Energy (Nuclear Law)
In September 2009, Nuclear Law establishes Federal Authority
for Nuclear Regulation (FANR) as an independent legal
personality with “full legal competence and financial and
administrative independence”
• FANR determines all matters in control & supervision of
Nuclear Sector to ensure Safety
• FANR is fully separate from interests in nuclear sector
• Government reporting conducted via Annual Report to the
Minister for Presidential Affairs
Emirates Nuclear Energy Corporation (ENEC) founded in
December 2009, mandated with the deployment, ownership and
operation of the UAE’s nuclear power plants.
Unlike FANR, ENEC is a commercial entity wholly owned by the
local Government of Abu Dhabi.
International Cooperation
ENEC selected the Korea Electric
Power Corporation (KEPCO) in a
consortium to design, build and jointly
operate four APR-1400 nuclear power
plants.
A number of other bilateral agreements
have been forged so that the UAE
could benefit from experienced and
responsible nuclear-user countries.

are currently in place

Human Resource Development
• Stakeholders have launched scholarship programmes:
Bachelors, Masters and PhD in nuclear engineering
- ENEC’s Energy Pioneer Training Programme
- Emirati Plant Training/Qualification programme with on-the-job
training in Korea for five week.
• Gulf Nuclear Energy Infrastructure Institute (GNEII) supports
education and research for professional working in Middle East
nuclear power programmes (partnership between Khalifa Univ.,
Sandia National Lab, and Texas A&M Univ.)
• Nuclear Energy Management (NEM) school, in cooperation
with the IAEA, provides training courses for young professionals
in the regional nuclear sector
Public Perception:
-Stakeholders hold public forums, active engagement in social media
-TNS national poll showed high support for nuclear (82 % of
respondents in favour of nuclear)

- Construction Licence for Units 1 & 2 – July 2012
- Construction License for Units 3 & 4 – September 2014
- Application for Operating License for Units 1 & 2
submitted – March 2015
