Profile

Professor Gabriel Kabanda is an accomplished academician and researcher, seasoned strategist, open and distance learning (ODL) practitioner, an experienced information and communication technology consultant, and a university/ corporate leader with wide ranging experience spanning over 25 years. Gabriel is the Pro Vice Chancellor at the Zimbabwe Open University since January, 2008. He is a Full Professor of Management Information Systems (MIS)/Computer Science with extensive university lectureship experience mainly at postgraduate levels. Prof Kabanda was conferred and appointed a Fellow of the Zimbabwe Academy of Sciences in October 2009 in recognition of exceptional merit and distinction in science and technology, and has worked in both public and private sector for many years. He acquired considerable experience in providing information technology and strategic management consultancy services to various corporates in Zimbabwe, SADC, East and West Africa, the United Nations and Microsoft International. Prof Kabanda has written various technical papers and books, and presented and facilitated at several international conferences, workshops, seminars, and study schools. Gabriel holds a Ph.D. degree in Computer Science (California, USA), Master of Science in Computer Science (Wales), a B.Sc. in Mathematics and Physics (University of Zimbabwe), Gold Diploma in Computer Programming (London) and a Diploma in Applied Meteorology (Reading). He received an international award on Outstanding Contributions to Education in 2013 in Malaysia at the World Marketing Summit, a Golden Academic Excellence and Professional Achievement award and a Prof Philip Kotler (USA) initiative. He was awarded the world-wide honour of Who’s Who of Professionals in 1997 in recognition of his outstanding academic and professional achievements. He received a life time award for outstanding Leadership and Research in ICT on the African continent given by the African Society for Information Systems and ICT University (USA) in February, 2013. Gabriel is a member of the Technical Committee on Collaboration (TCC) of the African Council for Distance Education (ACDE) since April 2009 and Leader of the Research working group. Prof Kabanda is a Board Member of the Zimbabwe National Army Schools & Welfare Trust (ZNASWT), the Chairman of the IT Governance & Cyber Security Institute (ITGCSI), and an External Examiner of a South African university and a Zimbabwean university.

Declaration of Intent for the post of Vice Rector – Academic Affairs at Free State University I, Professor Gabriel Kabanda, do hereby declare my intent to be considered for the application of Vice Rector – Academic Affairs at Free State University. I further certify that I possess the relevant experience to hold said office, as evidenced by the statements narrated below in support of the application. I believe that I am the most suitable candidate for the leadership position at Free State University because of my qualifications, wealth of experience and value adding contributions to the growth, institutional performance, collaboration and quality of education of the university. I am an accomplished academician and researcher, seasoned strategist, open and distance learning (ODL) practitioner, an experienced business/information and communication technology consultant, and a university/ corporate leader with wide ranging experience spanning over 25 years of which 10 years have been spent in Senior Management at Zimbabwe Open University (7 years as a Pro Vice Chancellor and 3 years as the Director of Information and Communication Technology (ICT)). I have worked as the Pro Vice Chancellor for ZOU since January, 2008 working directly under the guidance of the Vice Chancellor primarily responsible for the Key Result Areas (KRAs) of each of the Units under my jurisdiction and the performance thereof, and any other duties requested by the Vice Chancellor. I have a vision to make a difference in support of the institutional dreams for Free State University whose vision is “A university recognised across the world for excellence in academic achievement and in human reconciliation”. During my tenure as the Pro Vice Chancellor (PVC), I have had responsibility over key result areas that include strategic/corporate planning, academic affairs, research, marketing, resource mobilization, budgeting, professional development, collaboration partnerships, materials development, learner support and technology, and university governance. My leadership approach is premised on the following characteristics:

I have had experience in international education mainly through the African Council for Distance Education (ACDE), where I am a member of the Technical Committee on Collaboration (TCC) of the African Council for Distance Education (ACDE) since April 2009 and Leader of the Research working group. The African Council for Distance Education (ACDE), a continental unifying body of African Open and Distance Learning Universities and the African Union’s lead implementing agency for distance education, was established to promote research, policy and quality in open and distance learning (ODL), so as to increase access to education and training in Africa. My interest in international education is on collaboration and internationalization. Education enables individuals to make informed choices, broaden their horizons and opportunities and to have a voice in public decision-making. Although internationalisation is not at all new to universities and higher education policies, the forces and tensions understood by the umbrella concept of ‘globalisation’ constitute a dramatically different environment for higher education institutions and policy makers to operate in. The overall force of globalisation to international education includes the following areas of interest in leadership development at Free State University:

the rise of the ‘network’ society, driven by technological innovation and the increasing strategic

importance of information, and symbolised by the expansion of the Internet;

the restructuring of the economic world system, with the transformation to a post-industrial

knowledge economy in the core, the emergence of newly industrialised nations, and the growth of

new forms of dependency in the developing world;

the rapid integration of the world economy with increasingly liberalised trade and commerce,

resulting in new opportunities but also in relocation of production;

the political reshaping of the post-Cold War world order, with strategic shifts in power balances

and the emergence of new regions challenging the hegemony of the 20th-Century superpowers,

but also with increasing global insecurity and an endless list of regional and local conflicts;

the growing real but also virtual mobility of people, capital and knowledge, possible because of

new transport facilities, the development of the Internet and an increasingly integrated world

community, but also provoked by the will among the hopeless to escape poverty, new mass

migrations and refugees escaping war and insecurity;

the erosion of the nation-state and its capacity to master the economic and political

transformations, together with the weakness of the international community and its organisations,

widening the gap between economic activity and socio-political regulation, and leading to

unbound global capitalism but also to new international forms of crime;

the very complex cultural developments, with on the one hand aspects of homogenisation such as

an increasing cultural exchange and multicultural reality, but also the worldwide hegemony of the

English language and the spread of commercial culture, and on the other hand elements of

cultural differentiation and segregation such as fundamentalisms of various kinds (including new

nationalisms), regressive tendencies, intolerance and a general feeling of loss of identity.

These forces and tendencies are not the only ones which define the social environment in which

higher education has to operate at the start of the 21st century; reference has to be made as well

to the demographic challenges, the spread of aids, endemic poverty or religious conflicts, just to

name a few. Globalisation also means that institutions and even states no longer can give their

own answers to all these challenges, but that they also have become interdependent in their

policy-making processes.

As the Pro Vice Chancellor of my current university, I have had experience in leadership in the

following university committees:

I directly managed and supervised university faculties through their Deans from 2008 to 2011,

and established the university Quality Assurance Framework with the following elements

include the following:

External Reference Points with the Regulatory Authority (ZIMCHE) Programme regulations and academic policies Examination Boards and External Examiners Senate programme approval processes Programme and Module review processes Collaborative programmes with Associates, Affiliates and other partners Student involvement in Quality Assurance and Learner Support

I was responsible for learner support of the university from 2008 to 2011, and in the process

provided leadership on issues that affect the learner with a focus on Student Management

Services. Learner Support evaluates the presence and quality of learner support, materials

availability, and learner help functions. The portfolio on learner support included:

Other information worthy of consideration includes the following achievements:

1. I received an international award on Outstanding Contributions to Education, a Golden

Star Academic Excellence and Professional Achievement award in Putra Jaya, Malaysia,

on 28th

September, 2013. This is a Professor Philip Kotler (USA) initiative held at the

World Marketing Summit in 2013.

2. I received a life time award for outstanding Leadership and Research in ICT on the

African continent given by the African Society for Information Systems and ICT

University (USA) in February, 2013. I am the country (Zimbabwe) representative on the

African Society for Information Systems.

3. I am a Fellow of the Zimbabwe Academy of Sciences - one of the few of Zimbabwe's

accomplished scientists elected from among leading scholars in the physical sciences all

in recognition of outstanding international, regional and national research and

transformation initiatives in Zimbabwe, Africa and beyond in support of sustainable

development, appointed fellow in October 2009.
