С. Eligibility
Athlete Eligibility
All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors). Only those athletes who have complied with the Olympic Charter may participate in the Minsk 2019 European Games. Age Requirements The athletes participating in Gymnastics in the Minsk 2019 European Games must be born: • Men’s Artistic Gymnastics – before 1 January 2002 (18 years); • Women’s Artistic Gymnastics – before 1 January 2004 (16 years); • Rhythmic Gymnastics – before 1 January 2004 (16 years); • Trampoline Gymnastics – before 1 January 2003 (17 years); • Acrobatic Gymnastics – before 1 January 2005 (15 years); • Aerobic Gymnastics – before 1 January 2002 (18 years).
Medical and Anti-Doping Requirements To be eligible to participate in the Minsk 2019 European Games, all athletes must satisfy the medical requirements according to the EOC Medical and Anti-Doping Guidelines. To be eligible to participate in the Minsk 2019 European Games, all athletes must comply with doping control process in accordance with the EOC Medical and Anti-Doping Guidelines and the EOC Anti-Doping Rules.
D. Qualification Process The qualification system allows for the participation of the best athletes through a fair and transparent process within the framework of the Olympic Charter.

Note: The order of qualification of athletes is by Team (non-nominative), the Individual All-Around (nominative), then Apparatus Final (nominative). If the NOC qualified with two (2) athletes from the Team qualification, the NOC may have one (1) more place from the apparatus finals. If the NOC qualified with one (1) athlete from the All-Around qualification, the NOC may have two (2) more places from the apparatus finals. If the NOC qualified with no athlete from the Team and All-Around qualification, the NOC may have three (3) places from the apparatus finals. In the case one (1) athlete qualified in more than one Apparatus Final, the following rules will apply to choose the apparatus: 1. The highest ranking 2. The highest score 3. Olympic order
If one NOC qualified more than three (3) athletes, they may choose the athletes they will send from the qualified apparatus places. Unused places are reallocated to the next best ranked eligible team or gymnast, based upon the results of the relevant qualification competition. Reallocation of unused nominative places: after three trials of nominative reallocation, based upon the before mentioned rule, the still unused places are allocated to the next best ranked eligible NOC from the All-Around qualification event (non-nominative reallocation). If the Host NOC did not qualify an athlete at all, the Host NOC will be allocated one non-nominative Quota place, male and/or female athlete, by replacing the 18th qualified gymnast of the All-Around qualification event (ECh 2019) in order to fulfil the Host NOC quota (see no. 3) All Qualified athletes are allowed to compete on all apparatus. After Individual Qualification, 18 gymnasts will be qualified in All-Around Final, and six (6) gymnasts will be qualified in Apparatus Finals.

Qualification Process: Synchronised (places 1-16) The eight (8) best placed pairs in the Synchronised event Final will each qualify two (2) non-nominative quota places for their NOCs. The two (2) athletes selected by their NOC as a pair for Synchronised event MUST also compete in the Individual event at the Minsk 2019 European Games. Qualification Process: Individual (places 17-24) The best placed athletes in the Individual event Final will qualify max. two (2) non-nominative quota places for their NOCs, not yet qualified. The next best placed athletes of the Individual event Semifinal will qualify one (1) non-nominative quota place for their NOCs, not yet qualified. If not all quota places are allocated the next best athletes from Individual event Qualification (1st and 2nd routine) will qualify one (1) non-nominative quota place for their NOCs, not yet qualified.

The total number of athletes taking part in Men’s and Women’s Individual events at the Minsk 2019 European Games could therefore reach a maximum of 24. The athletes selected by the NOCs under the spots 17-24 may NOT compete in the Synchronised event.
Note – Synchronised Qualification: If needed, the Host NOC’s pair will replace the NOC’s pair qualified as 8th in the Synchronised event.
Note – Individual Qualification: Individuals representing NOCs, qualified from the Synchronised qualification (places 1-16), are NOT taken into consideration for the Individual qualification (places 17-24). If needed, the Host NOC’s athlete will replace the NOC’s athlete qualified as 8th in the Individual qualification.

If there are not enough European either Women Groups or Mixed Pairs in the ranking of the qualifications of the 2018 World Championships, then the following allocation rules apply: European NOCs, which have Junior category athletes (13 – 19 years) at the 2018 World Age Group competition, but have not Senior category athletes at the 2018 World Championships in ranking order; NOCs, which have Senior category athletes at the 2017 European Championships, but have not at the 2018 World Championships in ranking order; NOCs, which have Junior category athletes (13 – 19 years) at the 2017 European Championships, but have not Seniors athletes at the 2018 World Championships in ranking order.

The Gymnastics Qualification Process has been designed to maximise the number of eligible NOCs that can compete at the Minsk 2019 European Games, and as such, there will be no allocation of Universality places.
E. Confirmation Process for Quota Places The results will be published after the Qualifying event or at the end of Qualification period on the UEG website as detailed in Section G. After the Qualifying event or at the end of Qualification period, MEGOC on behalf of the UEG will inform, in writing, the NOCs of their allocated quota places as detailed in Section G. The eligible NOCs have to confirm, in writing, to MEGOC whether or not they intend to use the allocated quota places and participate in the Minsk 2019 European Games as detailed in Section G. The UEG will reallocate all available unused quota places and inform, in writing, MEGOC as detailed in Section G.

F. Reallocation of Unused Quota Places If any allocated quota places obtained through the qualification process is declined by the NOC or is not confirmed by the NOC by the deadline as detailed in Section G, the quota places will be reallocated to the next best placed athletes/NOC, not yet qualified, respectively. This process will be repeated until all places are allocated. MEGOC will inform, in writing, the NOCs of their reallocated quota places as detailed in Section G. NOCs should confirm, in writing, use of reallocated quota places to MEGOC as detailed in Section G. MEGOC will inform, in writing, the UEG about using of reallocated quota places by the NOCs as detailed in Section G.
