UNION ENVIRONMENT AND FOREST MINISTER RELEASED ORISSA SHORELINE CHANGE ATLAS
Kendrapara/Bhubaneswar:
horeline Change Assessment Atlas of Orissa and a report on Shoreline Change were
released by Shri Jairam Ramesh, Hon’ble Minister of Environment & Forests, Govt of
India on 29th April 2011 at Gupti, Kendrapara. Orissa became the third state to have a
detailed Shoreline Change Assessment Atlas which indicates the accretion and erosion
status of Orissa coast. Union Ministry of Environment and Forest has assigned Institute of
Ocean Management (IOM), Anna University, Chennai to prepare the shoreline map of the
entire country.
The primary goal of this shoreline study is to develop standardized methods for mapping
and analyzing shoreline movement so that internally consistent updates can periodically be
made to record shoreline erosion and accretion.
Overall statistics indicate that the coast of Orissa is largely accreting (46.8%) and 14.4% is
stable. Erosion (High, medium and low) accounts for 36.8% of the coast out of 480kms of
coast 8.2% is undergoing high erosion. This assessment indicates that accretion is dominant in
the central and northern part, while erosion dominates the southern part of the coast of
Orissa. It could be observed that zones of erosion are obvious to the north of ports such as
Gopalpur, Paradip and Anantpur Ports and to the south of Dhamra and Astranga Ports.
Accretion is observed on the southern side of Paradip and Gopalpur Ports and stable coast is
observed at Anantpur Port. On the northern side of Paradip Port, riprap structures are
dominant. Based on the outcome of the study it is advised that proper precautions to be
taken prior to going for any construction along the eroding coast.

To provide alternative livelihood support to the local fishers who are affected due to ban on
fishing during the breeding and nesting season of Olive Ridley turtle and ban during
breeding season of fish, the fisheries component of ICZMP is promoting SHG’s to take up
various alternate income generation programmes in the pilot project area. In this regard,
Hon’ble Minister handed over first phase of grants to 10 SHGs of the Kharinasi, Jamboo,
Talachuan, Rangani GPs of Kendrapara district under ICZM Project. Each of the SHGs will
receive up to Rs2.5lakh as grant during the project period to execute sustainable area
specific alternate livelihood programmes. The project has proposed to implement the
alternate livelihood programme through extending support to 600 SHGs from 80 affected
villages in Paradeep – Dhamra and Gopalpur – Chilika stretch.

On this occasion the Hon’ble Minister has released a fact sheet and CD on Shoreline Change
Assessment of Orissa along with a CD on mangrove Atlas of Bhitarkanika, a poster on
Shoreline Change Assessment Report on ‘Use of TED along Dhamra Coast’.

The Hon’ble Minister also released ‘Proceedings of State Level NGO Consultation
Workshop’, an ICZMP publication. The NGO Consultation Workshop was organized by the
State Project Management Unit (SPMU), Orissa to disseminate an overview of the mode of
formulation, objectives and expected outcomes of the Integrated Coastal Zone
Management Project, Orissa. The workshop was attended by 150 representatives from 97
NGOs, CBOs and Forums from six coastal districts such as Balasore, Kendrapara,
Jagatsinghpur, Khurda, Puri and Ganjam along with scientists, experts, key functionaries of
Govt of Orissa and PEAs.

Shri Jairam Ramesh, Hon’ble Minister of on his visit to Gupti and Dangamal inaugurated the
Nature Interpretation Centre & Visitor’s Information Center and Jetty at Dangamal .The
foundation layout of Crocodile Rearing Centre & Laboratory Cum Research Centre done
under ICZM Project at Dangamal were too inaugurated by the Hon’ble Minister on the same
day.
Shri Jairam Ramesh was accompanied by Dr. Aurobindo Behera, Principal Secretary of Forest
and Environment Department, GoO, J.M.Mauskar, Special Secretary of MoEF, Govt of India,
P.N.Padhi, PCCF (Wild Life), Dr. Nalini Bhat, Advisor, MoEF, Dr. A. Senthil Vel, National
Project Director, NPMU, Dr. Ajit Kumar Pattnaik, PD, ICZM Project, Orissa, Mr. Tapas Pal,
Team Leader, World Bank.
The Integrated Coastal Zone Management Project – ICZMP, a joint initiative of the Ministry
of Environment & Forest, Government of India, the World Bank and Government of Orissa is
being implemented on pilot basis in the state of Orissa. The primary objective of the ICZM
Project is to develop an integrated approach to coordinate activities of various government
agencies & departments for the sustainable management and usages of coastal resources

maintaining the natural environment. The Integrated Coastal Zone Management (ICZM)
Project in Orissa is being implemented through 10 State Govt Departments acting as Project
Executing Agencies (PEAs).
