The latest battle- front is an alcohol permit for the restaurant called Avery. On Tuesday, the City Council will decide whether to deny a con- ditional use permit for Avery after Unite Here Local 11 filed an appeal citing ongoing litigation between the Shore Hotel and the Coastal Commission. The Shore and the Coastal Commission are scheduled to go to trial this summer over concerns the hotel did not provide adequate information during the permitting process and is thus operating ille- gally. Without a valid permit, the Shore could face millions of dollars in fines or be completely shutdown until meeting certain conditions. In February, the Shore agreed to pay $100,000 in back pay to three workers as part of a separate settle- ment with Unite Here. Workers complained they were disciplined and then fired after testifying at the Coastal Commission that the hotel was violating its permits. The New York based on- demand helicopter service, Blade, is also brokering trips to Palm Springs, Ojai, Santa Barbara and San Diego in under an hour. “There is no such thing as rush hour in the sky,” is Blade’s official tagline. A seat on a helicopter to Thermal or Palm Springs ran for about $700 this weekend each way. Outside of the two weekends when they are providing regular service to Coachella, Blade will not sched- ule regular flights out of SMO. Instead, flights are booked on demand through the Blade app. The app allows you to “crowd source” a flight on your own schedule and see if anyone wants to join you. A Hollywood agent trying toopen a new restaurant inside theShore Hotel has become wrappedup in a years-long conflict betweenthe hotel worker’s union and thehotel’s owners. The latest battle-front is an alcohol permit for therestaurant called Avery.

Santa Monica College (SMC) will present the 38th Annual SMC Student PhotographyExhibit April 18-29 in two locations: the SMC Photography Gallery and SMC’s Pete &Susan Barrett Art Gallery. The free exhibition showcases outstanding imagery by stu-dents in the SMC Photography Department.

Gallery receptions will be held in both locations from 6 p.m. to 8 p.m. Saturday, April 22.On display will be 167 prints created by 92 SMC student photographers. The high-cal-

iber works range from fine art to portraiture to still life and beyond. A 67-image loopingslide show highlighting work from 44 students in the Photo 1 class will also be featured.

“This annual exhibition is an exciting time for us,” said SMC Photography and FashionDepartment Chair Ford Lowcock. “We had 13 photo faculty members come in onSaturday, March 18, to jury this year’s submitted work – approximately 1,200 print and450 Photo 1 entries – which took 7 hours! And our gallery reception is always a fun event,with about 500 people coming through both galleries.”

Selected images have been awarded special recognition by SMCSuperintendent/President Dr. Kathryn Jeffery and a variety of other jurors, including thefull-time faculty of the SMC Photography Department. Each year, the award recipients arehonored for their accomplishments at the June meeting of the SMC Board of Trustees.

The SMC Photography Gallery is located on the second floor of Drescher Hall on theSMC main campus at 1900 Pico Blvd., Santa Monica. Photo gallery hours are 11 a.m. to 6p.m. Monday through Thursday.

Santa Monica seniors, here’s your chance to get fit, learn some handy safety tips, andget to the know the library system better. On Wednesday, April 19, Santa Monica BikeCenter, Santa Monica Public Library, Santa Monica Commission for the SeniorCommunity, and local non-profit Sustainable Streets team up to host the Santa MonicaSoft Pedalers Tour de Libraries, a bicycle tour of Santa Monica Public Library’s five loca-tions. The easily-paced “tour” begins at 10 a.m. and continues until noon.

Senior citizens are disproportionately affected by traffic-related injuries and deathsin Santa Monica. In a landscape that can be terrifying at any age, strength in numberswill pave the way for a safer and healthier streetscape. This Soft Pedalers bicycle rideempowers our senior community to engage in safe and smart active transportation.Along the route, we’ll share the dos and don’ts of bike riding, and at each destinationwe’ll share some of the great programs and benefits the library system has to offer.

Complaints against

Councilwoman Pam O’Connor

filed by a local activist organization

have been forwarded to the Los

Angeles County District Attorney’s

office for review.

The Santa Monica Coalition for

a Livable City filed a complaint last

month against O’Connor alleging

violations of the City Charter in

connection with the firing of

Elizabeth Riel and at least one part

of that complaint has been sent to

the county.

Riel was offered a position with

the City of Santa Monica in 2014,

only to have the offer rescinded

before her first day of work. Riel

sued the city and the case was set-

Prices are going up for the Big Blue

Bus and officials are holding a public

meeting on Sept. 10 to preview changes

and hear public feedback.

BBB will host a meeting from 6-7:30

p.m. at the Main Library (601 Santa

Monica Blvd.) to update customers on its

proposed fare updates and service

changes.According to staff, BBB will be adding

11 percent more service over the next 12

months as part of the Evolution of Blue

campaign to provide connections to the

upcoming Expo Light Rail Line.

To offset costs and bring some if its

products inline with regional averages, the

base fare will increase by $0.25 to $1.25

per ride. Express fares increase to $2.50

(50 cent increase), seniors/disabled fares

will be unchanged, tokens will increase to

$1.25 (25 cent increase), day passes are

unchanged, the 13-ride ticket increases to

$14 ($2 increase), a 30-day pass goes to

$50 ($10 decrease), a youth 30-day pass

drops to $38 ($2 decrease), an express 30-

day increases to $89 ($9 increase). A new

rolling 7-day pass will be available for $14.

According to the staff report, the goal is to

incentivize prepaid media and limit the

amount of cash transactions as a means of

increasing efficiency. Currently, cash cus-

tomers take an average of 23 seconds to

board while prepaid customers take less than

4 seconds.“Currently, 2 percent of customers use

30-day passes, 2 percent use 13-ride pass-

es, 3 percent use day passes, and 1 percent

use tokens,” said the staff report. “These

low percentages of current prepaid fare

media use are directly attributable to the

WHILE A HANDFUL OF HOLLYWOODA-listers — Robert Redford, Meryl Streepand Ed Begley Jr., to name a few — have beenactively campaigning for the environmentfor decades, a new wave of green celebrities isusing star power to help convince millions offans around the world to live greenerlifestyles and speak up for environmentalprotections and climate mitigation.

Leonardo DiCaprio continues to distin-guish himself as one of the greenest stars outthere. He started the Leonardo DiCaprioFoundation in 1998 with the mission of pro-tecting the world’s last wild places, and hassince then channeled millions of dollars ingrants toward various direct action initia-tives and awareness-raising campaigns allover the world. His 2007 documentary, The11th Hour, features interviews with a varietyof leaders and luminaries in documentingthe grave environmental problems facing theplanet’s life systems, while his 2016 film,Before The Flood, focuses on the environ-mental impacts of global warming on differ-ent locales around the world. LastDecember, DiCaprio met with then-President-Elect Trump to discuss the impor-tance of the U.S. remaining committed toreducing greenhouse gas emissions and hon-oring its commitments as part of 2015’sParis climate agreement.

Another big star that’s gone green isArnold Schwarzenegger. The Terminatorearned his environmental cred during his sixyears as California’s governor when he shep-herded legislation through a hostile state leg-islature establishing the most stringent emis-sions reduction mandates in the nation, andissued executive orders to up the energy effi-

TheA-list actor is outspoken against the environ-mental and health ills of fracking, a techniquethat recovers gas and oil from shale rock bydrilling down into the Earth to direct a high-pressure water mixture at the rock to releasethe gas inside. He founded the non-profitWater Defense in 2009, and later went on tojoin engineering professor Mark Jacobson,banker and solar executive Marco Krapelsand filmmaker/activist Josh Fox to launchThe Solutions Project, which aims to helpmove the U.S. to 100 percent renewable ener-gy. He has also been active alongside theStanding Rock Sioux in fighting the DakotaAccess Pipeline in North Dakota.

Notice is hereby given that the City of Santa Monica has developed the Proposed FY 2017-

18 One-Year Action Plan. The One-Year Action Plan is submitted annually to the U.S.

Department of Housing and Urban Development (HUD). It delineates the City’s specific

projects and activities for one-year use of Community Development Block Grant (CDBG)

and HOME funds in order to meet the City’s overall housing and community development

needs as specified in the 2015-19 Consolidated Plan adopted by City Council and sub-

mitted to HUD in May 2015. The City is seeking community comments on the Proposed

One-Year Action Plan.

Copies of the Proposed FY 2017-18 One-Year Action Plan are now available to the public

for a 30-day community review period ending April 24, 2017. Copies are available at City

While Deering declined to describe theirtarget clientele, Blade advertises itself as apremium service. Over the weekend, thecompany set up a lounge for customersheading to Coachella sponsored by thetequila company Casa Dragones. Passengersreceived a glass of tequila with a single hand-cut cloudless spherical ice cube (yes, artisanice is now a thing) when they arrived. A teamof flight attendants takes care of the travel-er’s bag – which has a maximum weight of25 pounds.

“The experience starts as soon as you getto the lounge, it’s not just the helicopterflight,” Deering said.

It’s not clear what impact this new servicemay have on airport traffic. Year over year,helicopter operations are down 36 percent atthe airport, with 149 flights in February2017, according to the most recent monthlyoperations report. Helicopters accountedfor just three percent of total operations.

Anti-airport activists fear the new service

As for the City, leaders were caught offguard by the news of the service on GoodFriday. City Manager Rick Cole told theDaily Press Friday afternoon he was trying toget Blade’s president on the phone to learnmore about their business. Cole believesBlade at a minimum needs a business licenseto operate in Santa Monica and may need acommercial operating permit.

“You would absolutely think that wouldbe worked out before they took off, but onthe other hand they are operating like Lyftand Uber,” Cole said.“These are new compa-nies operating in the grey area of the law.”

Cole says the company is pushing theenvelope on charter operations. Blade servesas a liaison between commercial pilots whopresumably have permission to fly out ofSMO and passengers. When it comes to cur-rent law, the fact Blade does not usuallyschedule flights – but merely facilitates them– may be an important distinction. Coledeclined to comment on how the service fitsinto the City’s overall goals for the airport.

“It’s not really a question about our feel-ings, the question is what are the rules.”

Unite Here’s research analyst Danielle Wilson is hopingthe City Council will step in and make a statement about theShore Hotel’s past actions by denying the alcohol permit forthe restaurant.

“I think the bottom line for them is that they originallyapproved a limited amenity hotel and the Shore is trying todisobey that,” Wilson said. While the Shore did at one pointlist the new restaurant as an upcoming amenity, it has sincetaken the advertisement off its website.

There is limited information available about the restau-rant called Avery that will be opening inside the hotel,except the owner is Peter Trinh, a Hollywood agent whoalso owns the Craftsman Bar and Kitchen in downtownSanta Monica.

“The Landlord has zero say in our operation and business,”Trinh said in a letter addressed to the City Planning Division.Trinh did not return the Daily Press’s phone calls asking forcomment. In the letter, Trinh says his company, Full of FlavorLLC, is simply a tenant in a lease agreement and not involvedin the legal dispute surrounding the Shore.

“We are really confused as to why we are gettingdragged into a dispute between the Appellant andLandlord,” Trinh said.

City staff reached out to the Coastal Commission, andrepresentatives told them pending litigation should notimpact the CUP for alcohol service by a third party appli-cant, according to a staff report provided to the Council.City staff is recommending the Council deny Unite Here’sappeal and grant the permit.

The Planning Commission debated the issue over twoseparate meetings before granting the alcohol permit toFull of Flavor earlier this year. Commissioner MarioFonda-Bonardi said that absent a proven link between therestaurant’s owner and the Shore, he couldn’t deny theapplication.

While Full of Flavor is a distinct entity from the ShoreHotel, critics argue hotel guests will benefit from the prox-imity of the restaurant.

“There are a lot of question marks here for us and for thecommunity,” Wilson said.

Avery will open regardless of the Council’s decision onthe alcohol permit.

ON APRIL 4, AT ABOUT 8:47 P.M.While patrolling the 2000 block of Main Street officerssaw a bicyclist riding his bicycle with no light in violationof a vehicle code. Officers attempted to stop the bicyclistbut the bicyclist did not comply and ignored the officer’scommands. The suspect fled from the officers and roderecklessly not obeying traffic laws. Officers were ablecatch up with the suspect at Pico Blvd and Ocean Avenuewhere the suspect was placed under arrest. A search ofthe subject led to the recovery of narcotics paraphernalia.The suspect also had an active arrest warrant for nar-cotics possession. Roy James Lambert, 26, from LosAngeles was arrested for resisting/delaying an officer,possession of narcotics paraphernalia and Santa Monicawarrant. Bail was set at $20,000.
