About the UNIMED General Assembly

The UNIMED General Assembly, organised by UNIMED in collaboration with University Paris 1 Panthéon-Sorbonne, represents an important yearly event of our association’s life, where the University Presidents, their Delegates in International Relations, the Officers from International Relations Departments, students and representatives of the cultural world, organisations and institutions are invited to attend.The Assembly is a two-days event. On the first day, both representatives of International Organisations and of political and cultural institutions are invited to deliver a speech. The second day will be dedicated to thematic workshops.

This workshop aims to enhance the participation of the Mediterranean Partner Countries’ in the H2020 Programme.The workshop will particularly aim to:• Inform participants on the EUROMED R&I cooperation policy, initiatives,

priorities and instruments;• Inform participants about H2020 and presenting its different elements, with

specific focus on WP 2018-2020 of the H2020 calls for proposals;• Provide participants with guidance on how to apply for H2020; as well as

build their capacity for proposal writing for the programme.

ParticipantsThis workshop will aim to bring together around 50 researchers, representatives from academia and industry and research institutes, technology transfer centres, incubators, technology platforms, grant offices at universities and research centres from EUROMED countries.

StructureThe sessions of the workshop will familiarize participants with the EROMED R&I cooperation policy and initiatives and present the overall programme design of H2020. The Work Programme 2018-2020 of H2020 will also be outlined, with a particular reference to the most relevant call- topics for the Euro-Mediterranean cooperation (as well as Africa in case of North African med countries).The sessions of the workshop will also provide in-depth training on proposal writing and project management for separate working groups.

Food and Water are two crosscutting issues of increasing importance in the Mediterranean region. Food and Water are two crosscutting issues of increasing importance in the Mediterranean regionIn the context of agricultural production under climate change particular attention is given to the sustainable management of water, the use of innovative methodologies for monitoring and recovering degraded land areas, and the challenge of the integration of bioenergy and agro-industrial sectors in different rural contexts. Food and water are also crosscutting for rural development, the mitigation of desertification plus socio-economic challenges such as poverty decrease in rural areas. Thanks to the initiative of the University of Evora, UNIMED recently launched a Subnetwork on Food and Water in order to gather university departments, research and documentation centers, scholars and independent researchers. The UNIMED Subnetwork on Food and Water aims at encouraging the sharing of good practices and at stimulating joint research works for a greater impact and results. It also seeks to establish a strong cooperation with international initiatives such as PRIMA in order to contribute to its research and innovation activities. This parallel workshop during the UNIMED General Assembly 2017 will be the official kickoff of the UNIMED Subnetwork Food and Water. It will serve as a session to present and exchange research initiatives and ideas on the topic and to open the way for future collaborations.

While movement of people has been a reality since the earliest of times, today we are witnessing an unprecedented and increasing amount of displaced people. This deepening refugee crisis puts a lot of pressure on the education systems of hosting countries. Although UNESCO estimates a 40 million tertiary-educated worker-shortage in the world by 2020, most young refugees do not have the opportunity to access university education as well as technical and vocational training. At the higher education level, only 1% of refugees attend university, compared with a global level of 34% for nonrefugees.Quite a number of international initiatives and projects have been put in place to tackle the crisis of hosting countries’ education systems. These projects cover topics such as enabling refugees to access formal and non-formal education by identifying their education level and supporting their adaptation to schools by providing them with language training or cultural orientation. Yet, the crisis is escalating, with an increasing burden on hosting countries infrastructure and growing strain on intercommunity relations. In this context, IAU UNESCO Chair in Cultural Diplomacy, Education and Governance, UNESCO Chair on Education for Sustainable Development and UNIMED - Mediterranean Universities Union organises a workshop on “Refugee Education: Sharing Experiences”. The aim is to discuss the challenges in developing and implementing education and skills development programmes and projects for refugees in cross-cultural context, share good practices and lessons learned and formulate recommendations for policy and practice.

During the last decade doctoral education has witnessed a massive reform. Not only in Europe, but even globally, it was facing serious reconsideration. Actually, many higher education institutions were confronted with completion rates and time to degree figures, which were dissatisfying and calling for actions. Moreover, the future employment perspectives of doctorate holders became increasingly difficult. On one hand side politicians were asking for more researcher to support the knowledge society and contribute to economic development in the region, while on the other hand doctorate degree holders were experiencing difficulties to get appropriate positions, in particular outside academia, as the academic job market was stagnating in most countries where the higher education sector is either well developed or struggling with limited resources. Research excellence, attractive institutional environment, internal quality assurance, exposure to industry and other relevant employment sectors, interdisciplinary research options, international networking and transferable skills are recognised as the key principles of innovative doctoral training (European Commission, 2011. Principles for Innovative Doctoral Training). However, most universities are still locked into conventional strategies and the evolution of doctoral education in South-Mediterranean countries leads to some considerations on the lack of accountability and of QA in the management of doctoral education. In a global international environment of HEIs competition, quality assurance management in doctoral education is a key asset to boost excellent research. In the South-Mediterranean countries, universities are creating graduate/doctoral schools or programmes and are particularly concern with providing accountability and quality enhancement. The workshop seeks to deal with the emerging issues related to quality assurance in the management of doctoral education in order to professionalise staff working within doctoral education field and to enhance doctoral degree holders by giving them transversal and transdisciplinary skills. The pivotal issues that will be tackled by the workshop are the following :- need for a clear strategy at institutional level for implementing quality assurance and accreditation standards in doctoral education;- need for infrastructure and support for scientific research, in order to improve performance and increase the connections with the business sector;- need for transparency concerning standards and rules;- need for transdisciplinary and international perspective within the doctoral programs.

Universities of the Mediterranean region are already playing a key role in preparing the decision makers of tomorrow, in fostering innovation in all fields and in transferring knowledge beyond national borders. However, they are called to increasingly engage in mutually reinforcing partnerships with public authorities, international organisations, civil society and the private sector to tackle the unprecedented challenges the Mediterranean region is already facing.Interreg MED Programme is promoting an innovative cooperation architecture that Universities should look at with more attention for its short-term and long-term positive effects. In this framework, public authorities, International Organisations, Universities and NGOs are encouraged to join forces to set the path towards a more sustainable development of our region. Structured around four strategic axes – Natural and Cultural Resources, Low Carbon Economy, Innovation and Governance – Interreg MED Programme’s aim is to create communities of Mediterranean stakeholders who can actively work together to promote territorial cooperation in Europe, even after the formal end of the projects.This innovative cooperation framework is a liquid architecture, which continuously adapt itself for a more effective response to the ongoing transformations of our societies. Such an approach entails great challenges for the involved partners and the managing authority, but we believe it has a great potential to have a real impact.Five key actors of Interreg MED–funded projects will present their motivations, challenges, expectations and lessons learned so far under very different angles as they are public authorities, international organisations and universities.
