General Situation/Overview:
On January 21, 2020, the Centers for Disease Control and Prevention (CDC) and Washington State Department of Health announced the first case of 2019 Novel Coronavirus (COVID-19) in the United States and in Washington State. As of 3/19/2020 a 24, 48, 72-hour planning projection of the response is being done daily. Friday’s planning projection will encompass Saturday and Sunday, then resume normal planning projections on Monday.

may not have died of COVID-19. That’s why the dashboard may show a higher number of deaths than we previously reported.
DOH is currently updating their definition, and in the coming days, the total number of deaths reported on the dashboard may
decrease

OPERATIONS SECTION:
OUTBREAK MITIGATION: Identify the COVID-19 spread, including clusters; track any lab confirmed cases and determine
potential exposures. Identify the spread of COVID-19 in long-term care and community living facilities and provide infection
control guidance and resources to those facilities. Input data from Epi into existing systems; WDRS and Redcap surveys.
Currently there are 19 confirmed active outbreaks – these outbreaks meet the definition of an outbreak and have
had active cases within the last 28 days. Additionally, there are 9 Long Term Care facilities that have active outbreaks
School Task Force continues to work with OSPI, DOH and local superintendents to develop school plans with a focus
on outbreak mitigation and safely re-opening. School plans must be submitted no later than 2 weeks before school
starts
BFHD is developing a “toolkit” for outbreaks investigations in Schools
EPIDEMIOLOGY AND CARE COORDINATION:
A DOH Strike Team is here assisting BFHD significant outbreak at two farms and H2A Housing Facilities in the area.
One of the H2A housing has a 66% positivity rate
An Online Survey Portal for businesses to report COVID cases at their facilities is available on the BFHD website at
https://redcap.iths.org/surveys/?s=YNJCRHP9F7. A business is required to report if there are 2 or more cases in
the business or there is a risk of COVID spreading in the business. This on-line reporting tool will provide easy access
for businesses to report to BFHD and will allow BFHD to prioritize these business outbreaks by level of risk
BFHD Community Recovery Webpage has been updated to use the State COVID-19 Risk Assessment Dashboard for all
metrics reporting. There are three tables - Benton - Franklin - Washington State You are able to view our two
counties as well as the rest of the counties in the

COMMUNITY TESTING:
BFHD is in the planning stages with Seattle Fire Department for COVID Testing assistance in our area.
BFHD has partnered with MTI to conduct “Pop Up” mobile testing throughout Benton and Franklin Counties. Days
and times will be posted on the BFHD Facebook Page
The National Guard and BFHD continues testing at both the Toyota Center in Kennewick (back side accessed from
Grandridge Blvd) and the HAPO Center (TRAC) – No appointments and bring Insurance card - if you have coverage –
if not insurance is not required. These drive thru testing sites are available to all residents and do not require a
physician’s order to receive a test. Those that need a “free” test can still get a test. Both sites will operate Tuesday –
Saturday 0800-1300 for an undetermined amount of time. To date there has been 6189 tests administered: 3071 at
the Toyota Center site and 3118 at the HAPO Center site
The approximate positivity rate from the National Guard Testing sites is 17% - PLEASE NOTE that if a person has
previously tested positive “re-tests” through the National Guard site and is still positive they are NOT counted as a
new case – this does NOT add to our case count
TRAINING AND VOLUNTEERS Develop and administer volunteer training and coordination to supplement current staff as
needed.

COMMUNITY RELATIONS / PUBLIC INFORMATION: Keep our community informed and educated; providing accurate
information. Maintain our call center and website; providing updated information. Develop and maintain media products for
the weekly press conference.
There are 500,000 free masks available through the Washington Farm Bureau for farmers, farmworkers and
agriculture related industry. Simply request your masks at https://wsfb.com/agriculture-mask-distribution/
Benton and Franklin County are in Modified Phase 1 – as more businesses open please remember to wear a face
covering, try and maintain a 6 ft distance from others, and wash your hands. 453 businesses in Benton County have

submitted a “COVID-19 Safety Plan and 87 business in Franklin County have submitted COVID -19 Safety Plan.

City of Richland conducted a drive-thru mask distribution on Saturday July 18th distributing 1500 cloth face coverings.
Another City of Richland distribution is planned for Friday July 24th at the Richland City shops located at 2700
Duportail from 8:00 – 11:00. They plan to distribute an additional 2500 cloth face coverings. City of Prosser and West
Richland Police Department have posted on their Facebook page that cloth face coverings are available at their
facilities for those in need

Benton County received an additional 10,000 cloth masks Benton: 3000, City of Richland, 3000 Prosser Community
Center, 1000 Impact Compassion, 500 Grace Clinic, 500 Red Apple Market in Kennewick, 500 West Richland Police,
500 Finley Shopper, 500 Ki-Be Market and 500 Kennewick Police Dept
Franklin County received an additional 20,000 masks. Franklin: 1000 to Pasco Farmers Market, 5000 2nd Harvest,
2000 Connell, 2000 Fiesta Foods, 2000 Supermex, 1000 Albertsons, 500 El Torito, 500 Grocery Outlet, 1000 City of
Richland
PPE requests from Hospitals/EMS/Law Enforcement/Clinics/LTC/Dentists need to be sent to their respective
Emergency Management no later than 10:00am every Friday or as circumstances dictate – a weekly request will be
made to the state every Friday for delivery of supplies the following week
