    UNESCO CLUBUNIVERSITY OF THE PHILIPPINES

    DILIMAN

    Preamble

    We, the UNESCO Club of the University of the Philippines Diliman, in order to promote peace

    and development, and to foster equality, understanding, and cooperation in the community bypeaceful means, do hereby ordain and establish this constitution.

    ARTICLE I

    Identity

    Section 1. This organization shall be known as United Nations Educational, Scientific, andCultural Organization Club of the University of the Philippines Diliman. The said organizationshall be referred to as UNESCO Club UPD to stand the aforementioned name.

    ARTICLE II

    Vision & Mission

    Section 1. Vision

    a. UNESCO Club UPD shall be the premier student organization that promotes peaceand development by means of facilitating dialogues among the diverse groups within

    and outside the University.

    Section 2. Mission

    a. To promote the understanding and the embodiment of the ideals and objectives ofUNESCO to the students of the University of the Philippines Diliman;

    b.

    To increase awareness on poverty, human rights, equality, racial discrimination, andother related issues;

    c. To spearhead projects that would contribute to a sustainable environment;d. To promote the holistic growth and development of its members; ande. To develop camaraderie among its members through training and involvement in

    social activities.

    ARTICLE III

    Organizational Structure

    Section 1. General Body

    a.

    The General Body shall consist of all the active members of the organization.b. It shall be the highest decision-making body of the organization. All major decisionsconcerning the organization should be approved by the General Body.

    Section 2. Executive Committee

    a. The Executive Committee is the highest policy-making body of the organization.b. It is composed of six (6) members elected by the General Body.c. It shall be headed by the Director General.d. The incumbency of the members of the Executive Committee shall take effect after

    they have been inducted as officers.

    e.

    It shall implement the activities of the organization that were approved by the GeneralBody.

    f. It has the authority to create special committees if the need arises and dissolve thesame when the need ceases.

    g. It shall have the right to appoint members in non-electoral positions.h. It is responsible in allocating the members of the organization into one of the different

    committees considering the members personal choice and his / her abilities.

    Section 3. Committees

    The management of the organization shall be divided into 5 committees:

    a. Internals Committee1. The Internals Committee shall be responsible for the applicant recruitment and

    development.

    2. It shall facilitate the application process of the organization every semester. Thecommittee shall determine the duration of the application process and the

    requirements that are needed to be accomplished by the applicants.3. It shall oversee the completion of the requirements of members under probation.4. It shall be responsible for the development, orientation, and evaluation of its

    members.

    b. Operations Committee1. The Operations Committee shall be responsible for keeping important documents

    of the organization.

    2. It shall be responsible or informing the General Body of all the activities of theorganization.

    3. It shall be responsible for updating records and documentations of the activities ifthe organization.

    4. It shall be responsible for submitting documents required by the University for theorganizations recognition and activities.

    c.

    Finance Committee

    1. The Finance Committee shall be responsible for the collection of all dues, fees,and fines from the members.

    2. It shall be responsible for the safekeeping of the organizations funds.3. It has the right to impose fines for late payments of dues and other violations

    subject to the approval of the Executive Committee.

    4. It shall release a financial statement at the end of the academic year.5. It shall keep all cash receipts and disbursements.

    d. Externals Committee1. The Externals Committee shall be responsible for the relations of the organization

    inside and outside the University.

    2. It shall be in charge of the promotion of the organization to other organizationsand institutions.

    3. It shall be responsible in providing, seeking, establishing, and maintainingmutually beneficial partnership with other organizations.

    4. It shall manage solicitations and sponsorships for the organization.5. It shall be responsible for all alumni relations. They shall keep an updated record

    of the alumni of the organization.

    6. It shall handle the organizations social media accounts and shall be responsible inuploading publicity materials.

    e. Education, Research, and Projects Committee1. The Education, Research, and Projects Committee shall be responsible for

    planning events that would benefit the students of the University and its

    community.

    2. It shall plan events that coincide with UNESCOs development goals.3. It shall be responsible for the logistics of the organizations projects.4. Project heads shall come from this committee.

    ARTICLE IV

    Officers

    Section 1. Director General

    a.

    The Director General shall be a member of good standing elected by the GeneralBody.b. He /She does not carry a vote in all of the meetings of the General Body and the

    Executive Committee.

    c. He / She shall preside over General Assemblies.d. He / She shall enforce the provisions of the Constitution and other rules agreed upon

    by the General Body.

    e. He / She shall represent the organization in cases where representation is needed orshall delegate another member to represent the organization in his / her place.

    Section 2. Directors

    a. The Directors shall be composed of elected members of good standing elected by theGeneral Body.

    b. They shall head one committee and is directly responsible for the committeesmembers and activities.

    Section 3. Deputy Directors

    a. Each committee will have one Deputy Director appointed by the Director of thecommittee.

    b. The Deputy Directors shall report to the Director of the committee that they were putin.

    c. They shall assist the officers and make recommendations in all matters referred tothem by the Executive Committee.

    d. They shall be prepared to represent its committee in case the Director is not presentdue to acceptable reasons.

    ARTICLE VRights and Responsibilities of the Members

    Section 1. Duties

    a. Every member has the duty to uphold the constitution of the organization.b. Every member has the duty to promote and protect the name, integrity, and unity of

    the organization.c. Every member has the duty to respect the duly elected officers of the organization.d. Every member has to attend meetings or General Assemblies of the organization and

    of their committee.e. Every member has the duty to abide by all the decisions made by the General Body.

    f. Every member has the duty to pay all the required fees set by the Finance Committee.Section 2. Rights

    a. All members have the right to use the name of the organization provided that thename of the organization shall not be jeopardized.b. A member of good standing may be nominated in any elective position in theorganization.

    c. A member of good standing has the right to nominate and vote members of goodstanding for elective positions in the organization.

    d. All members have the right to express their opinions and views in the organization.e. A member has the right to present grounds of impeachment for any member of the

    Executive Committee.

    ARTICLE VI

    Membership

    Section 1. In order to become an applicant, a student:

    a. Must be a student of the University of the Philippines Diliman; andb. Must have at least 2 remaining semesters in the University upon application.

    Section 2. Applicants shall be admitted only after completing the requirements given by theInternals Committee.

    Section 3. Members of this organization shall be under the following categories: Resident

    member and Alumni.

    a. Resident Member1. Active Status

    Members who passed the application process and probationary members who

    passed / completed the requirements prescribed by the Internals Committee willbe given full membership and considered as an active member.

    2. Inactive StatusMembers who failed to pay their reaffirmation free shall be considered as inactive

    as well as members who filed for a leave of absence. In order to regain a full

    membership to the organization, the inactive member must complete the renewalprocess agreed upon by the General Body.

    3. Probationary StatusProbationary members are applicants that failed to complete the requirementsgiven by the Internals Committee. Members with this status will not be able to

    cast a vote during election of officers. In order to gain full membership to the

    organization, the probationary member shall complete the special requirementsprovided by the Executive Committee.

    b. AlumniAlumni are members of the organization who have graduated from the University.

    ARTICLE VIIElection

    Section 1. Electoral Board

    a. The Electoral Board shall facilitate all election procedures including theimplementation of election rules, approval of candidacy, supervision of voting,

    tallying of votes, and proclamation of winners.b. It shall consist of three (3) members. An outgoing member, a non-candidate, and a

    non-member. No candidate for election shall be a member of the board.

    c. The board shall not help any member running for a position in the organization.d. The board shall be dissolved after the elections.

    Section 2. Candidacy

    a. The election of the officers of the organization shall take place every February of theacademic year.

    b. There are six (7) electoral positions in the organization.c. Any member of the organization is eligible if they fulfilled the following

    requirements:

    1. Has been a member of the organization for at least one (1) academic year;2. Held a position in any committee or project; and3. Must have at least one (1) academic year to serve as an officer of the organization.

    d. An incumbent officer may run for the same positione. The candidates will be given one (1) week to file their candidacy.f. The Electoral Board shall release an official list of candidates after one (1) week.

    Section 3. Election Proceedings

    a. Candidates for different positions may have a watcher during the tallying of votes.

    b. The members of the organization shall be given seven (7) days to vote before theElectoral Board proceeds to the tallying of votes.

    c. All ballot papers shall have the name and signature of the voter which will be keptanonymous by the Electoral Board for the purpose of ensuring that he / she has voted

    only once.

    Section 4. Proclamation of winners shall be made seven (7) days after the election.

    ARTICLE VIIIImpeachment

    Section 1. Impeachable Officers

    a. All elected officers of the organization are eligible for impeachment.b. An officer can be impeached based on the following grounds:

    1. Grave abuse of power.2. Negligence of functions and duties.3. Gross misconduct.4. Unauthorized use of organization funds.5. Violation on the provisions of the constitution.

    Section 2. Tribunal

    a. The Impeachment Tribunal shall consist of the General Body.b. The Impeachment Tribunal shall assess, deliberate, and decide on the matters

    regarding the impeachment of any officer. A majority of votes (2/3 of theImpeachment Tribunal) is needed for the removal of the said officer from his / her

    position.

    ARTICLE IX

    Assembly

    Section 1. No General Assembly shall continue without a quorum. The quorum shall consist of

    fifty per cent (50%) plus one (1) of the total members of the organization.

    Section 2. General Assemblies shall be held two (2) times each month. The Executive

    Committee has the right to call for special assemblies.

    Section 3. A General Assembly without a quorum will not be able to approve decisions andanother General Assembly must be proposed to resolve matters presented.

    ARTICLE X

    Constitutional Amendments

    Section 1. Any member of the organization may propose amendments to the constitution. A

    request should be filed to the General Body.

    Section 2. The General Body has the right to approve or oppose the amendment proposed by themember.

    Section 3. A majority of votes (2/3 of the General Body) is needed to approve the proposal.

    Section 4. Upon the approval, the General Body and the Executive Committee shall do the

    necessary arrangements for the amendment to take effect.

    ARTICLE XI

    Dissolution

    In any event that the members of the organization do not see the need for the organization to

    exist, the dissolution of the said organization may then take place.
