Saudi Arabia is subject to strict import regulations – all imported goods must be accompanied by a Certificate of Conformity in order to clear Saudi Customs
Since January 1 2019, the certification process has been regulated by SASO under the Saudi Product Safety Program called SALEEM. The program is operated via a new online system called SABER
SABER has been implemented gradually since 2019. As each technical regulation (TR) is implemented, importers of related products are required to register their products in the system to obtain the Certificate of Conformity (CoC)

Stipulates product characteristics, production methods and manufacturing processes – including mandatory usage regulations
Over 30 different technical regulations have been issued
All products covered by technical regulations are classified as Regulated Products
Other products are classified as Non-Regulated Products

All products must be registered via the SABER online system created by SASO
Importers are able to use SABER to request Product Certificates and Shipment Certificates for regulated products

Apply Category request as per groupings based on fiber composition (Natural fiber, animal fiber etc..)
Provide technical documentation (product test report, technical description and images, etc.)
Select QIMA (Conformity Assessment Body), depending on export region
Compliance procedures will be implemented in accordance with Saudi Technical Regulations

To reduce the number of PCoCs required to import products to Saudi Arabia, importers can group items by the following characteristics:

Factory Audit Approach
Only Children’s Products and Undergarments requires a factory audit
Factory audit should be conducted every year
It is Manufacturing audit to make sure the quality of the product.
Factory should have ISO 14001 or able to demonstrate implementation of EMS

Without a SABER certificate, products cannot be imported into Saudi Arabia
1. The importer registers for a SABER account. Note that SABER account registration is only available to importers
2. All imported products must be registered on the SABER system using the free ‘Basic Registration’ function
3. The importer applies for a product certificate (regulated) which is valid for 1 year QIMA Fee: SAR 2,000 + SAR 500 SADAD)
4. The shipment certificate ; SAR 350 SADAD
