Russia and India Permit and Visa Changes

• As of June 2013 you no longer have to obtain your oflt and/or landing permits from the Central Department of Operational Services (CDOS) directly as they no longer have that monopoly.

• You can now elect to obtain your permits through your handling agent if they are certified to do so (Streamline / Rusaero).

• However, if you are making multiple stops in Russia and having to use different handlers it is recommend that you obtain your permit(s) through CDOS.

• Before you can obtain your landing permit you must have both

your slot confirmation (in SCR or AFTN format) and your ground

handling confirmation. Both must include the schedule/times and

must match the permit request.

• Required Documents:

AOC (If applicable)

Aircraft Insurance

Aircraft Registration

Aircraft Airworthiness

Aircraft Noise Certificate

Proof of the aircraft’s MTOW (certificate or official document)

• Permit revisions are no longer required for schedule changes

within the same Zulu date for which the permit is approved plus

24 hours…caution!

You are scheduled/approved to depart on Jan 30, 00:45 UTC, your

pax arrive early and want to depart an hour ahead of schedule (Jan

29, 23:45 UTC) = you must revise your permit.

You are scheduled/approved to depart on Feb 1, 23:50 UTC, you

are delayed and file to depart Feb 2, 02:00 UTC = your permit is still

approved, no revision required.

• In addition, as long as the departure and arrival points remain the

same, you no longer have to revise permits for changes in the

routing (airway structure).

• Crew members on corporate aircraft are required to have

Russian visas prior to arrival.

• There are only three Moscow airports where crew visas can be

arranged on arrival (Vnukovo-UUWW, Domodedovo-UUDD,

Sheremetyevo-UUEE).

Ensure your agent has advance notice and a scanned color copy of

each crew members passport.

Each crew member will need to have a passport sized color photo of

themselves.

The process can take 1 – 1.5 hours.

• It is illegal to purchase caviar in Russia with the intent of taking it

out of the country. It is allowed as part of a catering order for

consumption during the flight. Russian Customs authorities

check for this closely when crew/pax are departing Russia.

• Russian Customs is requiring extra paperwork to allow catering

purchased in the city to be onboard for international departures.

Catering from hotels or groceries from a store are no longer

allowed. Thus catering has to be arranged through the local

handler.

• Slot Windows: Less than three hour flight +/- 30 minutes. More than three hour flight +/- 45 minutes.

• Slot Allocation Family, Athletes, Sports Fed, and Sponsors (Should have been submitted NLT 01 Dec 2013)

• Slot Allocation for all other charter and/or private flights

• Slot applications to be submitted to Sochi Airport NLT 5 working

days prior to date of flight. Consideration and notification within

3 working days after receiving the application.

• Parking: for non-official sponsors maximum parking time is 2

hours. Only allowed to drop-off, repo, and return for pick-up.

• Crew must have Russia visas prior to arrival!

• Lead times for landing permits. Three (3) business days unless a flight is coming from one of the following then the lead time is seven (7) days: Afghanistan, Iran, Iraq, China, Pakistan, Sudan, Nigeria, Somolia, North Korea.

• Lead times for oflt permit is now 1 business day unless a flight is coming from one of the before mentioned – then 3 business days.

• However, if you are going into a military airfield you will need to

provide the following at least 3 weeks prior for crew and 1 week

prior for passengers (Agra/VIAG, Pune/VAPO, Jodhpur/VIJO,

Port Blair/VOPB)

Nationality, DOB, and place of birth (country, state, city)

Passport number, issue date, expiration date, & place of issue,

Russia and India Permit and Visa Changes

• Crew visas are required for all foreign citizens and should be

obtained prior to arrival.

• As of Sept 2013, Gov’t of India has reinstated the conditional

visa on arrival for crew on non-scheduled flights. At this point in

time these VISAS are only valid for 72 hours and can only be

obtained at Delhi, Bengaluru, Hyderabad, Chennai, and Kolkata

(NOT available at Mumbai).

• Crew of the following nationalities may not be given visa on

arrival: Afghanistan, China, Ethiopia, Iraq, Iran, Nigeria, Pakistan,

Somalia, Sri Lanka, and foreign nationals of Pakistan origin.

• Due to recent restrictions imposed on tourist “T” visas it is

recommended that crew and passengers that need to make

multiple entries into India obtain business visa.

• Foreign tourist departing India with visitor “T” visas will now

receive a stamp in their passport at the port of departure that

indicates that the bearer will not be allowed to reenter India for

two months, regardless of length of stay or validity of the visa.

• If you wish to return before the two-month period will require a

visit to an Indian Embassy, High Commission, or Consulate

abroad to present your case for reentry. Each case address on a

per-case basis and becoming more discretionary.
