A stimulating budget

The Treasury & Resources Department’s budget package for 2014 covered many things, from petrol duty to personal income tax

allowances. But for those concerned with the buying and selling of houses the most interesting outcome of last month’s budget debate was a signifi cant reduction in document duty on property transactions at the lower end of the market.

The changes passed by the States went into immediate effect and, for the next 12 months, it means document duty is now set at a new rate of 1% on all properties sold for under £250,000, replacing the old rate of 2.5%. Meanwhile, the States duty on property sales in the £250,000 to £400,000 bracket has seen a more modest reduction from 3% to 2.5%.

When it was fi rst announced, the move by Treasury was trumpeted in the local news media as one aimed chiefl y at easing the burden for fi rst time buyers. However, while it will certainly make a positive difference to those struggling to get a footing on Guernsey’s property ladder, the reduction in document duties will apply equally to everyone who buys.

One States member, Deputy Yvonne Burford, did lead an attempt to ‘target’ fi rst time buyers specifi cally for lower rates but her bid to amend the offi cial budget proposals failed to gain much support. The desire to help the fi rst timers was there but the way the States voted showed that most had a bigger goal in mind – that of stimulating the entire market so that further down the line more properties are sold and more revenue is brought in.

As one estate agent who has been in the business for many years told Underoneroof: “I’m surprised and disappointed that the Burford amendment was defeated, and so heavily. It’s a clear message from our States deputies that they will be seen to help fi rst time buyers, up to a

point, but the true aim of the budget proposal is purely to generate revenue by stimulating the housing market.”

Nobody in the industry would disagree that the local market is in need of some sort of stimulus. While it is a stable market, the general level of activity during the fi rst half of 2013 was 20% down on the previous year according to Treasury. Even more signifi cant from a Treasury point of view is that one of the main reasons why States income for 2013 is lower than expected is a £4 million shortfall of document duty against budget.

In the short term the lowering of document duties will result in Guernsey homebuyers collectively saving in the region of £1 millon during the next year. However, the Treasury & Resources Department is pinning its hopes on this being a kind of ‘loss leader’, in the same way that supermarkets draw shoppers in with cut price offers to stimulate business.

Despite the decision not to give fi rst time buyers special treatment, all in the industry will surely welcome the new, lower rates of document duty. The estate agent we spoke to is hoping that some time next year the ‘wider economic benefi ts’ anticipated by Treasury will begin to materialise but at the same time he is cautioning against any expectation of a sudden surge in activity this winter.

For all existing homeowners it is worth noting that elsewhere in the2014 budget there was an above infl ation 5% increase in Tax on RealProperty or TRP. Nobody was surprised because TRP, which is still wellbelow the levels of property tax charged in the UK, has been creepingup incrementally in recent years. We can expect more of the same for 2015 as Treasury continues doing its unenviable job of trying to keep thebooks balanced.

The lowering of document duty in the 2014 budget should make it a little easier for fi rst time buyers but the main reason is to give the entire market a jolt in order to increase States revenue in the long term
