1 Beginning:

The Executive Council of the Imperial CMYE Government Council for the Continental Mu'urish Yamaxi Empire has adopted these Guidelines & Procedures to assist with observing Sovereign Governing processes that best serve the interests of the Imperial CMYE Government (ICMYEG), and NAMA/Nibiruan-Amurru Waxitaw Muur de Dugdahmoundyah-Mu'urish Yamaxi American Native-Al Moroccan nationals. These guidelines are intended to serve as the guide for the Imperial CMYE Government Executive Council's conduct of business, and a set of legally binding obligations. They should be interpreted in the context of the Imperial Constitution for the Continental Mu'urish Yamaxi Empire (ICCMYE), Imperial Laws, Imperial Human Rights and Imperial Indigenous Rights, Articles, and other governing lawful & legal documents. The Imperial Constitution for the Continental Mu'urish Yamaxi Empire/ICCMYE is the only organic Document that can legally limit the authority and power of the Imperial CMYE Government Executive Council (ICMYEGEC). (Unless otherwise noted, all references in the guidelines to "Managing Directors" or "Executive Council" indicate all members of the Imperial CMYE Government Executive Council for the ICMYEG, including the youth imperial council nationals).

2 Mission of the Imperial CMYE Government Executive Council:

The Mission of the Imperial CMYE Government Executive Council-ICMYEGEC is to enhance the Sovereign Governance of the Imperial CMYE Government-ICMYEG for the Republic of the Continental Mu'urish Yamaxi Empire/Imperial Royal Kingdom and provide oversight of the performance of programs and business activities of the ICMYEG. The nationals of the Executive Council are responsible to the NAMA/Olmec Kingdom nationals-American State Citizens and the Imperial Indigenous Matriarchal Council (IIMC) Assembly for overseeing ICMYEG Management so as to hold them accountable for the pursuit of the Mission of the Imperial CMYE Government for the Republic. The NAMA/Olmec Kingdom nationals-American State Citizens of the Imperial CMYE Government Council-ICMYEGC are responsible to the ICMYEG Executive Council and to the Imperial Indigenous Matriarchal Council-IIMC.

2.1 Principal functions:

In fulfilling its responsibilities, the Imperial CMYE Government Executive Council-ICMYEGEC performs the following principal functions.

Policy & Procedure Establishing policies and procedures intended to ensure lawful and ethical conduct of the ICMYEG Imperial Chancellor, ICMYEG Executive Council, ICMYEG Executive Management, ICMYEG Council, Imperial Continental Congress, youth imperial council nationals, members, employees, Managing Directors and Administrators.

B. Compensation of the Imperial Chancellor and ICMYEG Executive Council Aiding, evaluating, and setting the compensation of the Imperial Chancellor and ICMYEG Executive Council with final approval by the IIMC, and/or the Protector.

C. Strategic plans+ Designing, approving, and executing strategic plans, including financial objectives and the maintenance of the general operating budget:

3 Legal and Ethical Conduct:

The entire Imperial CMYE Government Executive Council is responsible for establishing policies and procedures to ensure that the ICMYEG activities are conducted in a legal and ethical manner. In fulfilling these responsibilities, the ICMYEG Executive Council may consult with the Protector or Imperial Indigenous Matriarchal Council-IIMC, established by the Imperial Constitution for the Continental Mu'urish Yamaxi Empire, for clarity on such matters. The ICMYEG Executive Council monitors compliance with auditing and accounting principles. Although the ICMYEG Executive Council itself deals with conflicts of interest, the IIMC and Protector ensure compliance with the ICMYEG Executive Council's rulings on subjects. All ICMYEGEC titled positions must be nationalized as a CMYE-NAMA/Olmec Kingdom national-American State Citizen, and sign an Oath of Office which binds the NAMA/Olmec Kingdom national to the duties he or she is obligated to perform! In addition, potential nationals – those successfully meeting the list of requirements below – can perform the duties of an Imperial CMYE Government Council member upon:

A. completion of the Pre-Application process including Background Check; B. completion of Nationalization Application & Medical Examination; C. registration ID logged with the Imperial I-Em-Hutip University-IIEHU;

C.1. start the Imperial Nationalization course of study and remain in good standing; D. signing a confidentiality agreement;

D.1. ICMYEGC potential nationals, who have completed the Pre-Application process, will be permitted to perform their duties as a temporary ICMYEGC member and it is mandatory to continue and complete the Imperial Nationalization process to fully qualify for an ICMYEGC position. Roles & Responsibilities of each ICMYEGC or ICMYEG positions will be posted in documentation specific to the titled position.

4 The ICMYEGEC Structure:

The Imperial CMYE Government Executive Council-ICMYEGEC of twelve (12) is comprised of one (1) chair for the Imperial Chancellor; three (3) chairs for the Imperial Deputy Chancellor(s); three (3) chairs for the Imperial Maku Financial Officer(s); and five (5) chairs for the Imperial Secretariat(s). Muurover, the twelve (12) constitute the governing body for approving and disapproving of matter(s) of concern for the Imperial CMYE Government. The ICMYEGEC of



twelve (12) constitutes the governing body for the approving/disapproving of the matter(s) of the considering, for the Imperial CMYE Governmental Executive Houses and the casting of the deciding-vote in the deadlocking voting on the matter(s) of the concern by the Protector from the Imperial Royal House of Sampson El-Sambhu Re. Interim Executive Council positions are in 'force until further notice. All CMYE-NAMA/Olmec Kingdom nationals are required to take an Oath of Office, "for those who previously held an office in the past will receive a Certificate of Good Standing" upon election or appointment by the Imperial Royal House of Sampson El-Sambhu Re "Protector" Chair. These official documents bind the CMYE-NAMA/American State Citizen to the duties he or she is obligated to perform!

The Imperial CMYE Government Executive Council is comprised of the Imperial Chancellor, Imperial Deputy Chancellor(s), Imperial Maku Financial Officer(s), Imperial Secretariat(s), Imperial Youth Council members, Managing Directors, and Administrators (administrative staff and professional staff) commissioned via Imperial Royal House of Sampson El-Sambhu Re.

The Imperial CMYE Government Executive Maku Administration-ICMYEGEM is comprised of One (1) Maku of Staff, One (1) Maku of State, One (1) Maku Security Counselor, One (1) Maku Office of the Barrister General, One (1) Maku of the Treasury, One (1) Maku of Defense, One (1) Maku of the Interior, One (1) Maku of Intelligence Services, One (1) Maku of Health & Wellness, One (1) Maku of Energy, One (1) Maku of Commerce, One (1) Maku of Agriculture, and One (1) Maku of Transportation, commissioned via Imperial Royal House of Sampson El-Sambhu Re.

The Imperial CMYE Government Council-ICMYEGC is comprised of NAMA/Nibiruan-Amurru Waxitaw Muurs de Dugdahmoundyah-Mu'urish Yamaxi American Native-Al Moroccan/Olmec Kingdom nationals, commissioned via Imperial Royal House of Sampson El-Sambhu Re.

The Imperial CMYE Government Council (ICMYEGC) of fifty (50) is the check and balance for the Imperial CMYE Government Executive Council against the potential unwise-leadership of the Imperial Chancellor on matter(s) of concern for the considering and voting by the Imperial CMYE Government Council of fifty (50); and for the approving/disapproving of matters of consideration; and the casting of the deciding-vote in the deadlocking voting on matters of concern by the Protector via the Imperial Royal House of Sampson El-Sambhu Re. The Imperial CMYE Government Executive Council Emeritus and ICMYEGEC Vizer to the Protector is ex-officio nationals without voting privileges. The Imperial Deputy Chancellor and Imperial Secretariat will elect youth imperial council nationals to learn and assist with everyday functions of the ICMYEGEC. There will be two (2) youth imperial council nationals for the Imperial CMYE Government Executive Council and two (2) youth imperial council nationals for the Imperial CMYE Government Executive Maku Administration.

4.1 Powers

The Imperial CMYE Government Executive Council have Full Governing Authority that the Imperial Indigenous Matriarchal Council Assembly-IIMCA would have if they were in session. This includes, but not limited to, the full governing authority to:

A. Set policies and guidelines for the Imperial CMYE Government (ICMYE)/ Executive Council, Executive Management, and CMYE-NAMA/American State Citizens.

B. Set policies and guidelines for the Imperial CMYE Government Council (ICMYEGC). C. Establish and update strategic plans for the ICMYEGEC mission, and to prescribe their

functions and jurisdictions. D. Establish and update tactical plans for the ICMYEGEM, ICMYEGC and to prescribe their

functions and jurisdictions. E. Establish and update operational plans for the Managing Directors, Administrators and

NAMA/Olmec Kingdom nationals, and to prescribe their functions and jurisdictions. F. Take positions on the development of public policy. G. Establish standing committees of the ICMYEG and to prescribe their functions and

jurisdictions. H. Approve the Imperial Chancellor's nomination of Executive Committee members or

Delegates to outside boards, commissions, committees or other positions to represent ICMYEG interests.

I. Endorse or oppose actions relative to ICMYEG interests. J. Authorize applications for grants, contracts and/or compacts. K. Represent the ICMYEG and Olmec Kingdom nationals in appropriate venues and forums. L. Approve ICMYEG expenditures consistent with IIMC policies and the annual budget. M. Join others for the benefit of Nibiruan-Mu'urish Yamaxi American Native-Al Moroccan-

Amurru Waxitaw Muur de Dugdahmoundyah/American State Citizens and its members. N. Approve budget modifications and recommend ratification to the Imperial Indigenous

Matriarchal Council Assembly-IIMCS and Protector. O. Approve the ICMYEG's investment policy. P. Hire auditors, lawful, authorized and technical professionals and consultants. Q. Any other governing activities consistent with and not contrary to actions of the IIMC

Assembly, and/or the Protector via Imperial Royal House of Sampson El-Sambhu Re.

4.2 Officers: Imperial Chancellor, Imperial Deputy Chancellor & Executive Council

The Imperial Chancellor-IC is elected by the CMYE-NAMA/Olmec Kingdom nationals. The Imperial Chancellor primarily serves as the Chair for meetings of the ICMYEGEC as well as the Maku Executive Officer for the ICMYEG Executive Maku Administration. A portion of each Imperial CMYE Government Executive Council meeting may be chaired by the Imperial Deputy Chancellor. If the Imperial Chancellor is not available, the Imperial Deputy Chancellor, Imperial Maku Financial Officer or Imperial Secretariat for the ICMYEG in succession will assume the Chair. It is the responsibility of the Imperial Chancellor (IC) to ensure all activities relative to a well-run meeting are in order. The Imperial Chancellor must meet at least four (4) days a week with the Imperial CMYE Government Executive Council, including the interim ICMYEGEC/ Imperial Deputy Chancellors, Imperial Maku Financial Officers and Imperial Secretariats NAMA/ American State Citizens. The Office of the Imperial Chancellor will meet five (5) days a week with the ICMYEG Executive Maku's. The Imperial Chancellor shall hold no other office except as provided by Imperial Law, or as specifically approved by the Imperial Constitutional Monarch. The Imperial Chancellor is authorized to speak on behalf of the IIMC via ICMYEG, and all matters relative to ICMYEGEC, ICMYEGEM, ICMYEGC, its Managing Directors and Administrators, also CMYE/NAMA-American State Citizens. The Imperial Chancellor is also responsible for making sure sufficient resources and/or personnel of statesmanship-with sound business judgments, are available to the ICMYEGEC and ICMYEGEM. The Imperial Chancellor shall direct and supervise all administrative and tactical activities in harmony with the Imperial CMYE Government Decree – Imperial CMYE Government Executive Council Guidelines & Procedures (ICMYEGECGP), and with regulations, policies and procedures adopted by the ICMYEGEC. It shall be the duty of the Imperial Chancellor-IC to:

A. Supervise and administer the operation of the ICMYEGEC and ICMYEGEM, policy development and implementation; the establishment of boards, commissions or other institutions needed to advise or assist the Imperial Chancellor and ICMYEGEC, and/or to carry out such duties and/or exercise such powers as may be delegated by the IIMC or Imperial Constitutional Monarch.

B. Perform the functions necessary to lead, maintain and support the ICMYEGEC in the implementation of the ICMYEGEC Mission.

C. Employ and direct such personnel as deemed necessary, supervise and evaluate the performance of such staff and workforce.

D. Establish committees for the ICMYEG and Imperial Chancellor and appoint the members to such committees.

1. Employ by contract and compensate nationals, members and such persons as deemed necessary;

2. Promote or provide for promotion the Emergence of the Continental Mu'urish Yamaxi Empire - Imperial CMYE Government/Imperial Royal Kingdom and any functions related to CMYE/Olmec Kingdom nationals-American State Citizens;

E. Prepare a budget for the approval from the IIMC, and/or the Imperial Royal House of Sampson El-Sambhu Re via the Protector;

1. Require bond from such retailers and vendors in such amounts as required by the ICMYEGEC.

F. Report quarterly to the Imperial Guardians (IG) Auditor and the ICMYEGEC with a full and complete statement of revenues and expenses for the preceding quarter; and make monthly reports of the State of the ICMYEG and ICMYEGEC to the IIMC and Protector.

G. The Imperial Chancellor may for good cause suspend, revoke, or refuse to renew any contract entered into in accordance with the provisions of this chapter or the policies, procedures & regulations of the ICMYEGEC and Imperial Laws of the ICMYEG.



H. The Imperial Chancellor or her/his designee may conduct hearings and administer

oaths to persons for the following initiatives: 1. Certify the security of the Imperial CMYE Governmental Operations or

2. Uphold the integrity of the Imperial CMYE Governmental Operations or

3. To determine the qualifications or compliance of vendors and retailers.

4. The Imperial Chancellor and ICMYEGEC may approve such policies as it deems

conducive to the general welfare and good governance of the ICMYEG.

5. All policies approved by the Imperial Chancellor and ICMYEGEC must be consistent

with the Imperial Laws and Imperial Rights of the ICCMYE, as well as consistency

with the policy and guidelines established from time to time by the IIMC and/or

the Imperial Royal House of Sampson El-Sambhu Re.

6. No policy shall undermine any Imperial Laws or any Imperial Rights.

7. The ICCMYE and the Policies and Guidelines are revised from time to time by the IIMC and/or the Imperial Royal House of Sampson El-Sambhu Re.

I. The Imperial Deputy Chancellor-IDC is Second in Command and elected by the CMYE-NAMA/Olmec Kingdom nationals. As a key member of the ICMYEG Executive Council, the Imperial Deputy Chancellor (IDC) is tasked with the responsibility to perform the functions necessary to maintain and support ICMYEGEC mission. The Imperial Deputy Chancellor shall have full governing authority upon the absence of the Imperial Chancellor. The IDC and interim ICMYEGEC Imperial Deputy Chancellors are elected to their position; however the succession of the Imperial Deputy Chancellor to the Imperial Chancellor Chair is assigned after the succession order of the ICMYEGEC per vote by the ICMYEGEC. The Imperial Deputy Chancellor shall receive and accept the delegated authority in the absence of the Imperial Chancellor; in this capacity, the Imperial Deputy Chancellor shall follow the Imperial Chancellor's position as prescribed. The Imperial Deputy Chancellor-IDC will provide responsible and complex administrative support to the Imperial Chancellor in the development of policy, procedure and the enactment of such policies as deemed. Responsibilities included but not limited to:

1. Review policies and proposed programs prior to forwarding to the Imperial Chancellor for review and approval.

2. Advise and assist in formulating and implementing ICMYEGEC policies and programs. 3. Implementation & management of internal processes & procedures. 4. Review the budgets for the Departments prior to approval and performs related

duties as required. 5. Provide overall supervision and direction to all organizational units of the

ICMYEGEC. 6. Manage the implementation of projects; 7. Develop and propose the annual budget to the ICMYEGEC and managing its

execution. 8. Develop proposals for and soliciting financial support from donors for specific

national or trans-national procedural ventures under the ICMYEGEC. 9. Synchronize the work of all Task Action Groups (TAG), projects of ICMYEGEC and

manage the planning, operation, and training for ICMYEGEC ventures. 10. Elect youth imperial council nationals to learn and assist with everyday functions

of the ICMYEGEC.

4.3 Officer: Imperial Executive Council – Imperial Maku Financial Officer

The Imperial Maku Financial Officer-IMFO is elected by the CMYE-NAMA/Olmec Kingdom nationals. As a key member of the ICMYEG Executive Council, the Imperial Maku Financial Officer (IMFO) will report to the Imperial Chancellor and assume a strategic role in the overall financial management of the ICMYEG. The Imperial Maku Financial Officer-IMFO will have primary day-to-day responsibility for planning, implementing, managing and controlling all financial-related activities of the ICMYEGEC. This will include direct responsibility for accounting, finance, forecasting, strategic planning, job costing, legal, property management, deal analysis and negotiations, investor relationships and partnership compliance and private and institutional financing. Responsibilities included but not limited to:

A. Provides leadership in the development for the continuous evaluation of short and long-term strategic financial objectives.



B. Ensure credibility of the ICMYEGEC by providing timely and accurate analysis of budgets,

financial trends and forecasts. C. Take hands-on lead position for developing, implementing and maintaining a

comprehensive sovereign wealth management system. D. Direct and oversee all aspects of the Finance & Accounting functions of the ICMYEGEC. E. Evaluate and advise on the impact of long-range plans, introduction of new programs/

strategies, risk management and regulatory action(s). F. Establish and maintain strong relationships with the ICMYEG Executive Maku

Administration to identify their needs and seek full range of business solutions. G. Provide executive management with advice on the financial implications of business

activities. H. Manage processes for financial forecasting, budgets, consolidation and reporting to the

ICMYEGEC. I. Provide recommendations to strategically enhance financial performance and business

opportunities for the ICMYEGEC. J. Ensure that effective internal controls are in place and ensure compliance with

ICMYEGEC and applicable International and if necessary federal, state and local regulatory laws and rules for financial and tax reporting when dealing with Foreign Countries or Entities.

4.4 Officer: Imperial Executive Council – Imperial Secretariat

The Office of Imperial Secretariat-IS for the ICMYEGEC is elected by the CMYE-NAMA/Olmec Kingdom nationals-American State Citizens. As a key member of the ICMYEG Executive Council, the Imperial Secretariat's (IS) has the responsibility to perform the functions necessary to maintain and support the ICMYEGEC, and the IIMC, in the implementation of the ICMYEG mission. The overall management and supervisory functions are entrusted to the Executive Secretary-ES and the tasks of the Imperial Secretariats are carried out by the Executive Secretary (ES), Recording Secretary (RS), and administrative support staff. The Imperial Secretariat functions and job descriptions for the staff is a slim, efficient office that operates with flexibility; responsibilities and workload are shared among staff. The Office of Imperial Secretariat, as a small organization, has a flat structure with maximum openness and accountability. The Imperial Secretariat will elect the youth imperial council nationals to learn and assist with everyday functions of the ICMYEGEM.

4.4.1 Management Functions

A. Support the ICMYEGEC and ICMYEGEM during its meetings; B. Support Task Action Group-TAG during its meetings; C. Support the Imperial Chancellor of the ICMYEGEC; D. Support the conferences of ICMYEGEC during its meetings and preparing for them; E. Support the ICMYEGEC & the Imperial Chancellor in developing their annual draft of

programs; F. Develop & propose the Office of Imperial Secretariats annual budget to the IMFO and

managing its implementation; G. Coordinate & support the work of TAG; H. Manage the data and information of the ICMYEGEC; I. Manage the implementation of projects; J. Manage the planning, implementation and training for ICMYEGEC projects; K. Represent the Imperial Secretariats to contracting parties and their national

institutions, individual governments, international agencies and institutions as well as the potential CMYE-NAMA/Olmec Kingdom nationals-American State Citizens;

L. Supervise and managing the administrative and professional work of the Imperial Secretariat Office;

M. Develop proposals and soliciting financial support from donors for specific national or trans-national technical projects under the ICMYEGEC.

4.4.2 Special Functions

A. Administrative support to TAG on a regular basis; B. Consultations with the Imperial Chancellor of the ICMYEGEC and/or any experts from

contracting vendors, or technical specialists;



C. Consultations with the Imperial Deputy Chancellor for the ICMYEGEC, Imperial

Secretariat for the IMYRS, and Imperial Secretariat for the IIMC; D. Implementation of internal processes & procedures; E. Manage the on-boarding and off-boarding ICMYEGC nationals; F. Report to ICMYEGEC on progress achieved in monitored programs & projects; G. Manage the exchange of technical information (i.e. reports) with and between

contracting vendors and providing external bodies with information in accordance with the Imperial Documentation Guidelines;

H. Preparation and discussion of specific information addressed to the public; I. Provide weekly, monthly, quarterly reports; J. Prepare and finalize meeting minutes for verification of the record; K. Prepare and finalize ICMYEGEC resolutions.

4.5 Imperial Council Youth Representative

The elected Imperial Council Youth Representative shall have all privileges of participation in ICMYEGEC and ICMYEGEM meetings and activities, except he/she does not have voting privileges. He/she is authorized to receive information made available to other ICMYEGEC or ICMYEGEM members, except when explicitly stated to the contrary by a majority vote of the ICMYEGEC or ICMYEGEM on a case-by-case basis. He/she is entitled to all travel and expenses related to participation that is afforded to other ICMYEGEC and ICMYEGEM members unless subject to budget constraints at the discretion of the ICMYEGEC. Every effort will be made to provide the imperial council youth representative (ICYR) the opportunity to participate in imperial council youth conferences on behalf of the ICMYEGEC or ICMYEGEM. The imperial council youth representatives-ICYR serves for a one-year term.

4.6 Executive Council Emeritus

The ICMYEGEC may recommend to the IIMC, and the Imperial Royal House of Sampson El-Sambhu Re the appointment of an Executive Council Emeritus; who is a current or past national of the Imperial CMYE Government Executive Council who has demonstrated outstanding loyalty and service to the ICMYEGEC for a substantial amount of time. The Executive Council Emeritus is a lifetime appointment. The Executive Council Emeritus has all privileges of meeting attendance and participation, subject to budget constraints at the discretion of the Imperial CMYE Government Executive Council, except the right to vote.

4.7 Imperial Executive Council Vizer of the Protector

The appointment as an Imperial Executive Council Vizer must be a current national of the ICMYEG in good standing who has demonstrated outstanding loyalty and service to ICMYEG for a substantial amount of time. The Imperial Executive Council Vizer (IECV) approving and appointment must be by the Imperial House of Vizers (IHV) via the Imperial Royal House of Sampson El-Sambhu Re for the Protector. The Imperial Executive Council Vizer-IECV has all privileges of meeting attendance and participation except the right to vote.

4.8 Delegation of Authority for the ICMYEGEC

Delegation of Authority for the Imperial CMYE Government Executive Council is Ordained Active and in 'Force via Imperial Decree # 1B ED-0013Z/ICMYEGD on 21 February, 2019 'nunc pro tunc to Emperor's Directive-0004Z, established 3 April, 2013 – Imperial Constitution for the Continental Mu'urish Yamaxi Empire', per Territorial Sovereignty & Treaty Privileges from the Imperial Red Flag established by the Seal of the Emperor of Morocco on 23 June, 1786, to 1713! Delegation is not a process of abdication which means accountability is absolute. (Ref: Part 2 – ICMYEGECGP/Appendix A ~ Delegation of Authority)

5 In-Session Meetings:

Meetings shall be conducted in-person, or virtually by telephone and/or video conferencing by agreement of an affirmative majority of the Imperial CMYE Government Executive Council. All meetings will be scheduled and designed to maximize participation of all nationals of the ICMYEGEC. All ICMYEGEC official meetings will begin with the reading of The Pledge of the Imperial Royal Flags for the Continental Mu'urish Yamaxi Empire/Imperial Royal Kingdom. 5.1 The quorum of all meetings

The quorum of all official Imperial CMYE Government Executive Council meetings shall include any four (4) ICMYEGEC members, the Imperial Chancellor, Imperial Deputy Chancellor, Imperial Maku Financial Officer, and Imperial Secretariat, or any five (5) ICMYEGEC member; having one (1) ICMYEGEC meeting a week with all ICMYEGEC members.

5.2 Agendas

Agendas serve as a guide to all meetings and once adopted is only amended by a majority vote of at least four (4) ICMYEGEC members that are present. Provide agenda items to the Chair of the meeting at least 24 hours prior to start of meeting. The ICMYEG Executive Council (Imperial Chancellor, Imperial Deputy Chancellors, Imperial Maku Financial Officers, and Imperial Secretariats) also ensure, that in addition to financial reports, the agendas will include critical non-financial measures related to the Mission of the ICMYEG Executive Council, such as:

1. Resources, 2. Level of program/project activity, 3. Program contents, 4. Publication activity, 5. CMYE-NAMA/Olmec Kingdom nationals satisfaction, 6. Assessment of opportunities & threats, 7. Relationships with suppliers, 8. Internal training and morale, and productivity.

Special topics may be placed on the Executive Council agendas throughout the week as required. Executive Council is encouraged to meet individually with the Imperial Chancellor during the course of the month to discuss the Executive Council activities, plans and agendas.

5.3 Notice of meetings

Official notice of meetings will be given via secured email, and/or USPS mail, and preferably with attendance confirmed by the Office of the Imperial Chancellor. Notices must include the date, time and location of the meeting and must be given to all ICMYEGEC members in a timely manner consistent with the following guidelines:

A. Change in Regular meetings

Regular meetings are held in person or virtually by telephone and/or video conferencing, and normally scheduled by ICMYEGEC action at the last meeting. Notice must be given at least eight (8) days prior to Changes in Regular meetings.

B. Special meetings

Special Meetings are at the call of the Chair or by the call of four (4) or more ICMYEGEC members joining together to call a meeting for the same purpose. Notice must be given within three (3) days of the meeting if at all possible. The purpose of the meeting may be changed only if all ICMYEGEC members are present.

C. Special Audio & Video meetings

Special telephonic, audio & video meetings are held at the call of the Chair or by the call of four (4) or more ICMYEGEC members joining together to call a special meeting for the same purpose, which are held virtually by telephone and/or video conferencing and shall require at least a 24-hour notice.

D. Participation

Participation in meetings will be consistent with the following guidelines:

1. Motions may be made only by voting ICMYEGEC members. All motions must be seconded to be official business. Motions in a regular meeting may be on any topic and/or issue. However, motions in a special meeting must be relative to the issue or topic before the ICMYEGEC as determined by the agenda in 5.2 above. (Ref: Part 2 – ICMYEGECGP/Appendix B ~ Protocols)



6 ICMYEGEC Relationships:

A. Acting as a Resource Management

The ICMYEG Executive Council aids the Imperial Chancellor and other ICMYEGEM nationals through advice, mentoring, introductions and representation of ICMYEG interests to outside entities. The ICMYEG Executive Council, however, does not manage the day-to-day operations of the ICMYEG, which is the responsibility of the Imperial Chancellor as the Chair and Maku Executive Officer of the ICMYEGEM Officials.

When a national of the ICMYEGEC receives a complaint from any level of the ICMYEG on any administrative or personnel issue, he/she will immediately advise the Office of the Imperial Chancellor of the complaint. He/she will also advise the member/national of the importance of following the personnel procedures when dealing with grievances.

B. Formal Evaluation of the Imperial Chancellor

The entire ICMYEG Executive Council-ICMYEGEC & the Imperial CMYE Government Executive Maku's-ICMYEGEM conducts an annual evaluation of the Imperial Chancellor. The evaluation is based on objective criterion intended to reflect the Imperial Chancellor's contributions to the overall performance of the ICMYEG in accomplishing its ICMYEGEC mission. The criterion may include such items as: 1) Financial performance of the ICMYEG; 2) Qualitative performance of the Imperial Chancellor; 3) Consultation with responsiveness to the ICMYEGEC & ICMYEGEM team; 4) Implementation of the IIMC Assembly, ICMYEGEC, ICMYEGEM, ICMYEGC and Protector Actions.

In evaluating the Imperial Chancellor's performance, the ICMYEGEC and ICMYEGEM may use key factors — for example, vision and leadership, accomplishment of long-term strategic objectives, effective use of program and financial metrics, effective consultation with the ICMYEGEC, ICMYEGEM and standing committees, development of management and staff; and practical implementation of IIMC and Protector Actions.

Reports and evaluations are communicated in writing to the Imperial Chancellor and each member of the ICMYEGEC, the IIMC, and the Office of the Protector. The Imperial Chancellor has the right to comment on his or her evaluation, and the ICMYEGEC may address evaluation results and its oversight of recommendations to improve the Imperial Chancellor's performance at any official meeting of the ICMYEGEC. Results and oversights are used to identify strengths and areas needing improvement.

The evaluation of the Imperial Chancellor shall take place within 90 days following the first ICMYEGEC meeting on a non-election year, and every year proceeding until the next election.

C. Review of Goals & Accomplishment of Managing Directors, and Administrators

The Imperial Chancellor reviews annually with the ICMYEG Executive Council the proposed and current goals of Managing Directors and Administrators, and the extent to which these managers have accomplished their previous goals.

D. Formal Evaluation of the Imperial CMYE Government Executive Council

The entire Imperial CMYE Government Executive Maku Administration and the entire ICMYEG Council of fifty (50) makes an annual evaluation of the ICMYEG Executive Council and reports the evaluation to the Chair of the Imperial Chancellor, IIMC, and Protector. The voting by the ICMYEG Executive Maku's and the ICMYEG Council of fifty (50) for the annual evaluation will be concluded under the auspices of the Office of the Protector. This evaluation is based on key performance measures aligned with the ICMYEG mission objective criteria intended to reflect the ICMYEG Executive Council's contributions to their overall performance to the Imperial CMYE Government-ICMYEG.

The evaluation of the ICMYEG Executive Council shall take place within 120 days following the first ICMYEGEC meeting on a non-election year, and every year proceeding until the next election.



E. Formal Evaluation of the Imperial CMYE Governmental Executive Maku Administration

The entire ICMYEG Executive Council and the entire ICMYEG Council makes an annual evaluation of the Imperial CMYE Government Executive Maku Administration and reports the evaluation to the Chair of the Imperial Chancellor, IIMC, and Protector. The evaluation by the ICMYEG Executive Council of twelve (12) and the Imperial CMYE Government Council of fifty (50) for the annual evaluation will be concluded under the Chair of the Imperial Chancellor and Protector from the Imperial Royal House of Sampson El-Sambhu Re. This evaluation is based on key performance measures aligned with the ICMYEG mission and objective criteria intended to reflect the ICMYEG Executive Maku Administration contributions to their overall performance to the Imperial CMYE Government-ICMYEG.

The evaluation of the Imperial CMYE Government Executive Maku Administration shall take place within 150 days following the first ICMYEGEC meeting on a non-election year, and every year proceeding until the next election.

F. Formal Evaluation of the Imperial CMYE Government Council

The entire ICMYEG Executive Council and the entire ICMYEG Executive Maku Administration conduct an annual evaluation of the Imperial CMYE Government Council-ICMYEGC and reports the evaluation to the Chair of the Imperial Chancellor, IIMC, and Protector. This evaluation is based on key performance measures aligned with the ICMYEG mission and objective criteria intended to reflect the ICMYEG Council's contributions to their overall performance to the Imperial CMYE Government for the Republic of the CMYE. The Performance Metrics will be utilized: 1-to confirm accomplishments, 2-determine training required, 3-in consideration for advancement and 4-in deliberation during disciplinary evaluations if necessary.

The evaluation of the ICMYEG Council shall take place within 180 days following the first ICMYEGEC meeting on a non-election year, and every year proceeding until the next election.

G. Compensation for the Imperial Chancellor

The Imperial Chancellor's salary is initially set by the ICMYEG Executive Council and may be increased by one step with each election at the discretion of the ICMYEG Executive Council and/or the Protector. The ICMYEG Executive Council reviews the Imperial Chancellor's compensation periodically in comparison with similar positions in similar Government's and/or Nations. The ICMYEGC Executive Council is authorized to make decisions in adjusting the compensation for the Imperial Chancellor at any time per the Protector via the Imperial Royal House of Sampson El-Sambhu Re.

H. Succession Planning and Management Development

The Imperial Chancellor and Imperial Deputy Chancellor will agree on a succession plan immediately following the election of a new Imperial Deputy Chancellor, Imperial Maku Financial Officer, or Imperial Secretariat. The Imperial Deputy Chancellor makes a report to the ICMYEG Executive Council and IIMC, on succession planning and management development no later than one (1) month following the election. This report includes specific recommendations on succession planning and related issues for ICMYEGEC as well as interim succession for the Imperial Chancellor in the event of an emergency.

I. Service on Outside Board, Council and Commissions

The Imperial Chancellor must obtain the approval of the ICMYEG Executive Council and Protector prior to accepting an invitation to serve on a board, council, committee or commission of a public, government or foreign government agencies and/or tribal governments or organizations that would represent a material commitment of time.

When the Imperial Chancellor seeks approval, he/she must describe for the ICMYEG Executive Council and Protector the estimated amount of time required being away from ICMYEGEC business, any costs to ICMYEG, and the purpose of the service.



The IIMC, ICMYEGEC, ICMYEGEM, ICMYEGC or any NAMA/Olmec Kingdom national of the CMYE cannot serve or be appointed to any Office of The United States of America (major) or the United States of America (minor) Governmental body, USA, Inc.; or any other Foreign Country; any Tribal Government; any non-profit; any foreign company or tribal company; which an IIMC, ICMYEGEC, ICMYEGEM, ICMYEGC or any CMYE-NAMA /American State Citizen serves as an employee, officer, or director.

J. Imperial Chancellor/Imperial CMYE Government Executive Maku Administration

The Imperial Chancellor/Imperial CMYE Government Executive Maku Administration is comprised of One (1) Maku of Staff, One (1) Maku of State, One (1) Maku Security Counselor, One (1) Maku Office of the Barrister General, One (1) Maku of the Treasury, One (1) Maku of Defense, One (1) Maku of the Interior, One (1) Maku of Intelligence Services, One (1) Maku of Health & Wellness, One (1) Maku of Energy, One (1) Maku of Commerce, One (1) Maku of Agriculture, and One (1) Maku of Transportation for the Imperial CMYE Government Executive Maku Administration. The Office of the Imperial Chancellor/Executive Maku's upon selection must be approved by ICMYEG Executive Council and commissioned via Imperial Royal House of Sampson El-Sambhu Re.

K. Strategic and Governmental Plans

The ICMYEG Executive Council shall review and provide input to ICMYEG strategic, operational and governmental plans, including financial objectives and operating budgets. Further, the ICMYEG Executive Council and ICMYEG Executive Maku's will formulate strategic plan(s) within five (5) months after each election pursuant to the Imperial Laws of the Imperial Constitution for the Continental Mu'urish Yamaxi Empire.

L. Conflicts of Interest

Nationals' relationships including business, family, or other governments, may occasionally give rise to a potential for a material personal, self-dealing interest on particular issues involving the IIMC, ICMYEGEC, ICMYEGEM, ICMYEGC or CMYE-NAMA /Olmec Kingdom nationals. The ICMYEG Executive Council (after consultation with the Executive Council or Protector, if necessary) determines on a case-by-case basis whether such a conflict of interest exists. The initial determination of a potential conflict may be delegated by the ICMYEG Executive Council to the Imperial Chancellor. The ICMYEG Executive Council will take appropriate steps to identify such potential conflicts and to assure that all nationals voting on an issue are recused with respect to that issue.

M. Terms of Office

The ICMYEG Executive Council is an Elective Office with terms set by the Imperial Constitution for the Continental Mu'urish Yamaxi Empire via the Imperial Royal House of Sampson El-Sambhu Re. The terms of each ICMYEG Executive Chair is for five (5) years. ICMYEG Council Executives are required to complete entire orientation within eight (8) months prior to Commission to the duties of their position. The first Official Election for the ICMYEG Executive Council will be Wednesday, 30 August, 2023: By a

Emperor's Prerogative, from the signing of Imperial Decree # 1B ED-0013Z: Imperial CMYE Government Decree, the ICMYEG Executive Council and ICMYEG Executive Maku's will be Commission by the Imperial Royal House of Sampson El-Sambhu Re for the years of 2019 to 2023. 7.1 Process

The process of orientation for new Imperial Executive Council Nationals-ICMYEGEC is as follows:

A. The Imperial Chancellor will provide all policy documents not required by ICMYEGEC nationals to perform his/her duties as a delegate;

B. The Imperial Chancellor is responsible for all training required for new ICMYEGEC nationals namely: B.1. Imperial Culture & Collaboration

B.2. Performance Metrics–alignment of responsibilities to goals; C. New ICMYEGEC nationals will be advised of travel policies and procedures; D. New ICMYEGEC nationals will have the opportunity to discuss these guidelines and

other ICMYEGEC policies on representation and political participation; and E. The entire orientation is completed within eight (8) months of the time a CMYE-NAMA

/Olmec Kingdom national joins the ICMYEGEC.

7.2 General Principles

It is important and helpful for each ICMYEGEC American State Citizen to have general guidelines to follow or refer to as they represent the CMYE, IIMC, ICMYEG, ICMYEGEM, ICMYEGC, and CMYE-NAMA/Olmec Kingdom nationals in meetings, forums and/or hearings. It is not the intent of this policy to dictate what must be said or how to say it; rather, the principles outlined below set some general standards of participation while reminding each ICMYEG Executive Council American State Citizen of standing policies.

A. An IIMC Assembly action on a policy issue, or an ICMYEG Executive Council action on a policy issue when the IIMC Assembly is not in session, is the official position of the ICMYEG Executive Council on a particular issue. All statements or votes, in meetings where an ICMYEG Executive Council member has a vote, must be in support of or complements that position.

B. It is a reasonable expectation for an ICMYEG Executive Council member representing the ICMYEG, ICMYEGEM, ICMYEGC or NAMA/American State Citizen to know the position of the ICMYEG Executive Council or, in not knowing, consult with the ICMYEG Executive Council through a meeting or virtually by telephone and/or video conferencing, before making official statements on topics and issues of importance.

C. Whenever possible or practicable, the ICMYEG Executive Council shall represent the CMYE-NAMA/Olmec Kingdom national, or, when in the interests of the NAMA/ American State Citizen, the ICMYEG Executive Council may approve a resolution appointing an individual to represent the CMYE-NAMA/Olmec Kingdom national. At a minimum, the Imperial Chancellor will construct a letter or similar writing of appointment for the national in advance of participation.



D. The ICMYEG Executive Council shall provide testimony to public hearings, or in the

instance another is appointed by the ICMYEG Executive Council to represent the IIMC, ICMYEG, ICMYEGEM, ICMYEGC or CMYE-NAMA/Olmec Kingdom national-American State Citizen, he/she will work cooperatively with the ICMYEG administration who will be writing the testimony.

8 Consultation and Advice:

The Imperial Constitution for the Continental Mu'urish Yamaxi Empire authorizes the Protector via the Imperial Royal House of Sampson El-Sambhu Re to commission the ICMYEG Executive Council to engage with outside entities to further the interest of the ICMYEG. The ICMYEG Executive Council shall determine such representation upon the recommendation of the Imperial Chancellor or any member of the ICMYEG Executive Council.

8.1 Recommendations

A. All recommendations to participate should be put in the form of a recommendation stating: 1. Why it is important for the ICMYEG to participate; 2. Who should attend; 3. Whether travel is required or a written submission is sufficient; and 4. The content of oral and written testimony.

B. Every effort will be made to have recommendations to participate in a conference, meeting, hearing or public forum on the agenda of a regularly scheduled meeting of the ICMYEG Executive Council.

C. Where notice of a meeting requiring travel is insufficient to place on the agenda of the next regular meeting, every effort will be made to conduct the meeting virtually by telephone and/or video conferencing on the recommendation.

D. In the event it is not possible to decide neither at a regular meeting nor through a teleconference meeting, a poll will be taken of each ICMYEG Executive Council member asking for their vote for or against.

8.2 Appointments Process

The Imperial Chancellor has the authority to appoint and notify the ICMYEG Executive Council of such appointments. For the purpose of this policy the method of appointment adopted by the ICMYEG Executive Council shall provide for broad participation of ICMYEG Executive Council nationals in hearings, meetings, boards, commissions, committees, and Native/Indigenous Organization Boards and Councils that promote the ICMYEG's interests.

A. The process of appointment(s) following an election of the ICMYEG Executive Council shall be as follows:

1. ICMYEG Executive Council national shall indicate their interest in participating. 2. If there are only as many CMYE-NAMA/Olmec Kingdom nationals interested in

participating as there are positions open for participation, those CMYE-NAMA/ Olmec Kingdom nationals are selected without objection.

3. Should there be more CMYE-NAMA/American State Citizens interested in participating than there are positions available; the ICMYEGEC will reach a consensual and mutual agreement.

9 Parameters of Participation:

It is generally understood and accepted that ICMYEG Executive Council nationals selected to represent the CMYE-NAMA/Olmec Kingdom nationals or the ICMYEG in hearings, meetings and conferences are encouraged to speak, including their own personal feelings and convictions provided they are not in conflict with ICMYEG policies, position or procedures. This includes: making personal statements on a topic; voting within a group on a topic; voting for an individual within a group who will be designated to carry out additional duties after the meeting; or statements to the public media.



9.1 Exceptions are:

A. When speaking or voting is contrary to resolutions or policies adopted by the IIMC Assembly and/or ICMYEG Executive Council nationals in a regular or special meeting;

B. Comments are contrary to the dignitary and decorum expected of the IIMC, ICMYEGEC, ICMYEGEM, ICMYEGC or NAMA/Olmec Kingdom nationals of the CMYE;

C. Comments, statement or voting obligates money and/or other resources of the CMYE-Olmec Kingdom nationals that were not authorized by the IIMC Assembly or ICMYEG Executive Council; and/or

D. Comments or voting purposely alienate the CMYE-NAMA/Olmec Kingdom nationals from its friends and allies.

E. The ICMYEG Executive Council nationals are not allowed to use their position or status for endorsements for self-dealing purposes, other than in resumes or biographies, without approval of all ICMYEG Executive Council nationals and the Protector.

10 Reports and Reporting:

The reporting of activities of a participating ICMYEG Executive Council national to the Imperial Chancellor, the ICMYEG Executive Council or the Imperial Indigenous Matriarchal Council Assembly, is encouraged. An agenda item may be included on the agenda of the next ICMYEG Executive Council meeting to provide time for a verbal report.

Any written reports may be disseminated by ICMYEG administration at the request of the participant(s), the ICMYEG Executive Council or the Imperial Chancellor. Every effort will be made to minimize the cost of dissemination. All requests for dissemination shall specify whom the information should be disseminated to, including:

A. Other ICMYEG Executive Council nationals; B. Delegates; C. Other World leaders, Government leaders or Native/Indigenous Tribal leaders in the

region, states or nation(s); D. Native Corporations in the United States of American (minor), or other Countries; or E. The ICMYEG's official mailing list;

Without specific directions it is assumed that dissemination is meant only to the ICMYEG Executive Council and Delegated Officers.

11 ICMYEG Committees:

A. Number of committees;

The Imperial Constitution for the Continental Mu'urish Yamaxi Empire delegates authority via ICMYEG for the establishment of standing committees to the ICMYEG Executive Council. The ICMYEG Executive Council may create, discharge, or revise the composition or mission of any committee at any time. 1. The Imperial Chancellor shall submit a list of appointments and their Chairs for all

standing committees to the ICMYEG Executive Council. 2. The other committee members at the first official meeting of the committee

during an even year when the Imperial Indigenous Matriarchal Council Assembly usually select committee chairmanships, except for the Committee on Committees and the Resolutions Committee, whose Chairs shall be appointed in accordance with standing committees under Article § A1 above.

B. Standing committee agendas;

The Chairman of each standing committee, in consultation with committee members and the Imperial Chancellor, will prepare an annual schedule of all regularly recurring items to be considered by the committee. The chairman of each standing committee, in consultation with other committee members, the Imperial Chancellor, and other Managing Directors who work closely with a particular committee's subject matter jurisdiction, may place special topics on the committee's agendas throughout the year.



C. Frequency and length of standing committee meetings;

The Chairman of each standing committee, in consultation with the Imperial Chancellor, will set the committee meeting calendar for the upcoming calendar year. Each standing committee will submit an agenda and minutes of each meeting to the ICMYEG Executive Council and will report to the Imperial Indigenous Matriarchal Council Assembly, and/or the Protector via the Imperial Royal House of Sampson El-Sambhu Re at the annual meeting.

D. Standing committee material distributed in advance;

Ten (10) working days prior to each standing committee meeting, the ICMYEG staff member designated by the Imperial Chancellor will send, at the committee chairman's direction, to each committee member and each member of the ICMYEG Executive Council, a proposed agenda along with advance copies (to the fullest extent possible) of any written materials to be discussed. For convenience, the agenda and the materials may be distributed again at the meeting along with any additional material that could not be sent in advance.

12 Size of the Imperial CMYE Government Executive Council:

The Imperial Constitution for the Continental Mu'urish Yamaxi Empire/Imperial Royal Kingdom, uSA, authorizes the Imperial Royal House of Sampson El-Sambhu Re, to fix the number of nationals that constitutes the ICMYEG Executive Council. Currently, the ICMYEG Executive Council is composed of twelve (12) NAMA/Olmec Kingdom nationals-American State Citizens plus the imperial council youth representatives and an ICMYEG Executive Council Emeritus serving in ex-officio.

13 ICMYEGEC Access to ICMYEG Personnel/Employees:

A. Access to ICMYEG personnel/employees. ICMYEG Executive Council nationals, with prior approval from the Imperial Chancellor, may have access to ICMYEG personnel/ employees on topics relative to the oversight duties and in cooperation and collaboration with the Imperial Chancellor, provided reasonable efforts are made to minimize any significant or material impact to ICMYEG's operations and the ICMYEG Executive Council national provides prior notice to the Imperial Chancellor.

B. Internal Auditor. The ICMYEG Executive Council may by affirmative, majority vote establish, retain, oversee, receive reports from and effect recommendations provided by an internal auditor or internal audit committee, in consultation with the Audit Committee.

C. Performance Metrics. At least once each quarter, and usually at each meeting or more frequently by the ICMYEG Executive Council, the Imperial Chancellor shall provide to the ICMYEG Executive Council key performance metrics that accurately measure the performance of the ICMYEG. These performance metrics shall include measurements of performance from all ICMYEG operations, including finance, budget, program, project, enterprise, political, policy and any other significant activities. The ICMYEG Executive Council and the Imperial Chancellor shall work cooperatively to ensure the continued success of the ICMYEG, and to ensure such inquiries do not interfere with ICMYEG operations or unduly impede the duties of the ICMYEG staff.

14 Rotation of the ICMYEGEC Chairman:

The Imperial Chancellor serves as the Chairman of the ICMYEG Executive Council. If the Imperial Chancellor is unavailable for any reason, the first (or subsequent) Imperial Deputy Chancellor shall Chair particular sessions or Chair in his/her absence. The Imperial Chancellor and Imperial Deputy Chancellor will agree on a rotation plan immediately following the election of the ICMYEG Executive Council and/or the election of a new Imperial Deputy Chancellor, Imperial Maku Financial Officer, or Imperial Secretariat.



15 Assessing the ICMYEGEC's Performance:

The ICMYEG Executive Council attempts to perform in accordance with its ICMYEGEC mission statement and best practices as its guiding principles for good governance that is responsive to actions of the Imperial Indigenous Matriarchal Council Assembly. The full ICMYEG Executive Council shall bi-annually assess its own performance. This is a self-assessment of the ICMYEG Executive Council's contribution as a whole and reviews areas in which the ICMYEGEC, ICMYEGEM, Managing Directors, and the ICMYEGC nationals believe a better contribution could be made. The Imperial Chancellor is responsible for ensuring that a process exists whereby the current ICMYEG Executive Council nationals are self-evaluated.

The self-evaluation of the ICMYEG Executive Council shall take place within ninety (90) days following the first Imperial Indigenous Matriarchal Council Assembly or ICMYEG Executive Council election or by the Imperial Grand Assembly of the Emperor on a non-election year.

16 Size of the Imperial CMYE Government Council:

The Imperial Constitution for the Continental Mu'urish Yamaxi Empire-ICCMYE authorizes the Imperial Royal House of Sampson El-Sambhu Re, to fix the number of nationals that constitutes the Imperial CMYE Government Council. Currently, the Imperial CMYE Government Council is composed of fifty (50) CMYE/Olmec Kingdom nationals-American State Citizens for the check and balance of the Imperial CMYE Government Executive Council and for the potential unwise-leadership by the Imperial Chancellor on all matters of the concern for the ICMYEG.

17 Former Imperial Chancellor's Advisory to the Executive Council:

Former Imperial Chancellors of the ICMYEG are eligible for serving in an advisory capacity to the ICMYEG Executive Council. They may be invited to all ICMYEG Executive Council and delegated meetings.

18 ICMYEG Executive Council Compensation Policy:

ICMYEG Executive Council members receive a meeting fee per ICMYEG Executive Council meeting day and are reimbursed for reasonable out-of-pocket expenses incurred in performing their duties as Executives. ICMYEG Executive Council members may attend any meeting or seminars of the ICMYEG with reasonable expenses paid by the ICMYEG and are encouraged to attend or participate actively in at least one ICMYEG meeting or seminars each year in addition to ICMYEG Executive Council and committee meetings.

19 Political Stances:

The purpose of this policy is to make clear that the strength and wisdom of each member of the ICMYEG Executive Council as an Imperial Consul of the ICMYEG, is most effective with active participation in meetings and public forums where NAMA/Nibiruans-Al Moroccans-Mu'urish Yamaxi American Natives-Amurru Waxitaw Muurs de Dugdahmoundyah/Olmec Kingdom nationals' issues are being discussed. This policy emphasizes providing the opportunity to participate while outlining conditions of participation.

A. When the Imperial Indigenous Matriarchal Council Assembly of the CMYE is not in session the ICMYEG Executive Council whether assembled or not shall possess all of the powers of the Imperial Indigenous Matriarchal Council and shall be able to do all things and take all actions which the IIMC Assembly of the CMYE could without limitation.

B. The fact that ICMYEG Executive Council members are from different geographical locations from CMYE/NAMA-Olmec Kingdom nationals communities and provides an important perspective on most CMYE/NAMA-American State Citizens issues.

C. The ICMYEG Executive Council must from time-to-time take a position on important CMYE/NAMA-American State Citizens issues.



D. It is important for the CMYE-NAMA/Olmec Kingdom nationals to retain a participatory

role in meetings where national, statewide, regional or local policies on CMYE-NAMA/American State Citizens issues are being discussed and made.

E. It is the interests of the ICMYEG that the ICMYEG Executive Council remains strong politically and takes positive steps to comprehend political trends.

20 Executive Council Meeting Protocols:

A. Selection of agenda items for Executive Council meetings. The Imperial Chancellor proposes the agenda for each ICMYEG Executive Council meeting. Prior to the state of a meeting, each Executive Council member may submit additions for the agenda to include any matter that the ICMYEG Executive Council member reasonably believes should be on the agenda.

The ICMYEG Executive Council shall prepare an annually list of topics to be on agendas throughout the year and the meetings at which they will be addressed. The Executive Council nationals and the Imperial Chancellor also ensure that in addition to financial reports, the agendas will include critical non-financial measures related to the ICMYEG's Mission, such as:

1. CMYE-NAMA/Olmec Kingdom nationality statistics, 2. Level of program activity, 3. Program contents, 4. Publication activity, 5. Member and client satisfaction, 6. Assessment of competition, 7. Relationships with suppliers, 8. CMYE-NAMA/American State Citizens training and morale, and 9. CMYE-NAMA/Olmec Kingdom national's productivity.

Special topics may be placed on the ICMYEG Executive Council agendas throughout the year as required. ICMYEG Executive Council nationals are encouraged to meet individually with the Imperial Chancellor during the course of the year to discuss the ICMYEG Executive Council activities, plans and agendas.

B. ICMYEG Executive Council materials distributed in advance. Eight (8) working days prior to each ICMYEG Executive Council meeting, the Imperial Chancellor shall distribute to each ICMYEG Executive Council nationals a proposed agenda for the meeting, along with advance copies (to the fullest extent possible) of any written materials to be discussed. For conveniences, the agenda and the materials shall be distributed again at the meeting along with any additional materials that could not be sent in advance. In addition, the Imperial Chancellor shall regularly distribute to all ICMYEG Executive Council members items of topical interest relating to the ICMYEG, its operating environment, and the markets that it serves.

C. Regular attendance of non-director staff at ICMYEG Executive Council meetings. ICMYEG's senior management (IIMC Assembly and/or the Imperial Royal House of Sampson El-Sambhu Re) will make presentations to the ICMYEG Executive Council on a regular basis or at the call of any ICMYEG Executive Council national. In addition, from time to time, various other ICMYEG personnel may attend ICMYEG Executive Council sessions and make presentations. The ICMYEG Executive Council may invite any ICMYEG staff to report on any subject.

D. Executive session of the ICMYEG Executive Council. The Imperial Chancellor or a majority of the ICMYEG Executive Council may convene, as appropriate, executive sessions of the ICMYEG Executive Council to discuss any sensitive matter(s).

At the end of each ICMYEG Executive Council meeting, the entire ICMYEG Executive Council may meet in executive session. The ICMYEG Executive Council will meet in executive sessions when dealing with any and all confidential matters, including discussions on the Imperial Chancellor's evaluation and compensation. Any national who believes an executive session of the ICMYEG Executive Council is desirable on any subject can so indicate to the Imperial Chancellor and such a session shall be held.



At the conclusion of each executive session, the ICMYEG Executive Council will "rise and report" back into regular session for all action items of the executive session that need formal action.

21 Costs Associated with Participation:

All costs associated with participation (travel, per Diem, local transportation, and registration fees) will be paid for, in advance (where practicable), by the ICMYEG Executive Council. The Office of the Imperial Chancellor will make any reimbursements to expenses within thirteen (13) days of receipt of an expense report. All travel and related expenses will be governed by the ICMYEG Executive Council's travel policies.

Any expenses of a personal nature, above and beyond the participation in the official activity, are the total responsibility of the participant. This includes, but is not limited to: extra hotel days, extra living expenses, extra travel costs, fees for changing flight plans, local transportation, telephone, etc.

Note: The ICMYEG Executive Council reviews these guidelines annually and reserves the rights to amend by an affirmative, majority vote at any time; with final approval by the IIMC and/or the Protector via the Imperial Royal House of Sampson El-Sambhu Re.
