The study «Transport for Sustainable Development: The case of Inland Transport» – with UNECE as the leadauthor – is the result of cooperation between the five Regional Commissions of the United Nations and keyglobal stakeholders, in particular, the International Road Transport Union and the International Union of Railways.

The study examines issues, progress and challenges in global efforts to achieve a transition to sustainable mobility of freight and people using inland modes of transport, i.e. road, railways, inland waterways and intermodal transport. While transport is a precondition for social and economic interactions, unfortunately, it has also negative impacts, such as road crashes, air and noise pollution, and greenhouse gas emissions. With a wealth of good and best practices, the study showcases results in mitigating the negative impacts, and also identifies the main challenges and opportunities to accelerate the transition to sustainability. It promotes an in-depth and real-world understanding of the five defining dimensions of sustainable transport –accessibility, affordability, safety, security and environmental performance. The study brings forth theoreticalinsights and best practices from all regions of the world and thus maps similarities and differences among countries of different income groups and geographical regions in their efforts towards sustainable transport. A common element is that transport is central in the shift to sustainable societies but a high level of political will is needed to decouple its growth from impacts such as air pollution, traffic accidents or climate change. Statistics show that only UNECE countries have managed to decrease the per capita CO2 emissions from transport in the decade 2001-2011. But, as these countries are responsible for roughly 50 per cent of the total emissions, further progress is needed. Only UNECE Governments have achieved absolute decouplingbetween the increasing levels of motorization and road fatalities (i.e. the latter decreases while the former increases). In two other regions (UNECLAC and UNESCWA) during the same period, Governments achievedrelative decoupling (the latter increases at a slower pace than the former); in the other two regions (UNECAand UNESCAP) decoupling has, however, yet to be achieved.

The authors of this study are committed to promoting sustainable mobility and transport which are central to sustainable economic and social development. Persistent organic pollutants (POPs) are among the most pernicious artificial substances ever created. Whether synthesized for use in pesticides, solvents and plastics, or produced as the unwanted by-product of industrial processes, POPs have long been released into the environment by human activity. The danger of POPs is that they are concentrated along the food chain of living organisms. In high enough concentrations, certain POPs can cause chronic illness or death. Even low concentrations of POPs can have subtle but adverse health effects, including disrupting the body’s immune and reproductive systems.

The capacity for monitoring POP levels in the environment is indispensable for implementing sound remedies and risk reduction policies. Yet many developing countries lack this capacity, both in terms of scientific expertise and the availability of analytical equipment. “The Environmental Monitoring and Governance in the Asian Coastal Hydrosphere project” is an effort by the United Nations University (UNU) to address this issue. Led by the Tokyo-based UNU Institute for the Advanced Study of Sustainability (UNU-IAS) with support from Japan’s Shimadzu Corporation, this capacity-building initiative has been and is even now providing developing countries with the scientific knowledge and technology to monitor POPs within their borders, so that they can better implement multilateral environmental agreements organized by the Stockholm Convention.

This book is published to commemorate the success of the UNU project “Environmental Monitoring and Governance in the Asian Coastal Hydrosphere”. It will be known from the book that Asian countries participating in the project have strengthened both research and technological capacity for long-term monitoring of POPs to implement relevant chemical management measures following multilateral environmental agreements such as the Stockholm Convention.Takeshi Nakano, Research Professor, Osaka University

A variety of chemical compounds has been released into water from industrial and agricultural activities and urban wastes. Front cover The pictures on the top and bottom represent a range of key activities that can contribute to rural economic transformation in least developed countries: eco- and adventure tourism, agroprocessing, small-scale industry and sales of high-value agricultural produce in urban areas. The centre-left picture illustrates rural electrification, a major driver of development of non-farm activities. Eventually, a successful process of rural economic transformation might culminate in more capital-intensive and mechanized agriculture.

The headline of the newly adopted 2030 Agenda for Sustainable Development and Sustainable Development Goals (SDGs) is a global commitment to eradicate poverty by 2030. Nearly half the population of the 48 least developed countries (LDCs) – some 400 million people – remain in extreme poverty, compared with less than a quarter in any other developing country. The LDCs are thus the battleground on which the 2030 Agenda will be won or lost. This is where shortfalls from the SDG targets are greatest, where improvement has been slowest, and where the barriers to further progress are highest.

Rural development will be central to the quantum leap in the rate of progress required for LDCs to achieve the SDGs. More than two thirds of people in LDCs live in rural areas, where poverty is also most widespread and deepest, and infrastructure and social provision most lacking. Rural development is essential, not only to poverty eradication, employment generation and economic development, but also to sustainable urbanization.

UNCTAD’s Least Developed Countries Report 2015 therefore focuses on the transformation of rural economies.Assessing LDCs’ progress in agricultural productivity, the extent and nature of their rural economic diversification, and gender issues in rural transformation, it shows that: • Agricultural productivity began to increase in LDCs in 2000, following decades of stagnation or decline, but has risen

strongly only in Asian LDCs.• Rural economic diversification varies widely between LDCs, but only a few have passed beyond the stage in which

non-farm activities are centred on agriculture and urban linkages are limited.• Women comprise half the rural workforce in LDCs, but face serious constraints on realizing their productive potential,

slowing rural transformation.

The 2030 Agenda both highlights the need and provides the opportunity for a new approach to rural development centred on poverty-oriented structural transformation (POST), to generate higher incomes backed by higher productivity. In rural areas, this means upgrading agriculture, developing viable non-farm activities, and fully exploiting the synergies between the two, through appropriately designed and sequenced efforts to achieve the SDGs.

The Report argues that:• Differentiation is needed between peri-urban, intermediate, remote and isolated rural areas.• A key priority is to overcome the contradiction between need and opportunity, by which more remote areas and poorer

households have the greatest need but also the most limited opportunities for income diversification.• A POST process can be promoted by labour-based methods and local procurement in infrastructure investment to

stimulate demand, coupled with parallel measures to strengthen local supply response.• Supply response can be improved by appropriate sequencing of infrastructure investment and interventions, and

provision of information about prospective changes in demand and market conditions.• Gender-specific measures are needed to overcome disadvantages arising directly from gender norms, and more

inclusive gender-sensitive approaches to address their poverty-related consequences.• Access to appropriate technologies, inputs, skills and affordable finance needs to be fostered.• Effective policy coordination is required nationally, while producers’ associations, cooperatives and women’s networks

can play a key role locally.• Innovative approaches to trade and cross-border investment could make a substantial contribution.

Finally, the Report highlights the importance of adequate support from the international community to achieve structural transformation and fulfil the SDGs, based on the principle that “to will the end is to will the means”. It calls for donors to meet their commitments on the quantity and quality of official development assistance (ODA), and for an increase in the target for ODA to LDCs to 0.35 per cent of donors’ gross national income (GNI). This would be commensurate with LDCs’ share of global shortfalls from SDG targets in the context of the 0.7 per cent of donor GNI target for overall ODA.

Myanmar is emerging from isolation as it implements reforms and faces fewer sanctions. The country has great potential for rapid development due to its vast natural resources, abundant labour force and geostrategic location. To assist efforts, ESCAP and OECD conducted a multidimensional policy review of Myanmar with the government. Lack of information on business conditions was found to be an impediment to the development of appropriate polices. A joint business survey with the Myanmar Federation of Chambers of Commerce and Industry was conducted, providing a rich dataset of 3,000 firms in all sectors and regions to help understand the challenges they face. This publication explores the results, in order to develop policies that promote private sector development.

This publication highlights a regional slowdown in GDP growth. It argues that the currency depreciation seen in several countries in the region could, if sustained, increase incentives for investment in tradeable sectors other than the region’s traditional exports (commodities), while redirecting expenditure to ease pressure on the current account. Growth-supporting industrial, trade, environmental, social and labour policies that take into account the needs of small and medium-sized enterprises, could help lessen the region’s structural heterogeneity. Growth combined with greater equality would thus gain economic and social sustainability, with greater reliance from investment and exports than before. The United Nations Motorcycle Helmet StudyUnited Nations

This study examines issues, progress and challenges in efforts to improve the safety and wellbeing of motorcycle riders through the use of approved motorcycle helmets. The growth in motorcycles is accompanied by an increase in serious and fatal accidents. Evidence shows that once internationally harmonized helmet regulations, such as the UN Regulation No. 22 type-approval system for helmets, are in place and laws on helmet wearing are enforced, these trends tend to reverse. In examining the relationship of income growth and national motorcycle fleet expansion, this study argues the socio-economic case for introduction of helmet regulations and their enforcement by delivering a benefit-cost analysis of taking such legislative actions.

Geographic DiscountsUN Publications offers a geographical discount off the list price to customers in select developing countries. The discount applies only to titles published by UN Publications and excludes titles published by specialized agencies, funds and programmes

PaymentWe accept all standard methods of payment, including credit and debit cards, cheques, money orders and wire transfers. To set up an account, please contact Customer Service.

Claims and DisputesAll claims for shortages or damaged items must be made within 30 days of the order date. For account holders, all account statement disputes must be made within 30 days of the statement date.

ReturnsReturns are permitted for books purchased directly from UN Publications under the following conditions:

1. Account holders: books must be returned no later than one year from date of invoice.

2. All other customers: books must be returned no later than 60 days from date of invoice.

3. Books must be in resaleable condition.

4. A copy of the invoice, or the invoice number, must be enclosed.

5. CD-ROMs, posters and other non-book merchandise are non-returnable.

6. All items must be returned at customer’s expense. To ensure receipt, it is recommended to ship via traceable means. UN Publications is not responsible for lost shipments.

8. Books purchased from other sources will be discarded and no credit will be issued.
