UNMEP Focus

• Focus of UNMEP is on Kuhistan:– Re-establishment of peace and security in Kuhistan

• No missile threat from Kuhistan• Sonora completes withdrawal from Kuhistan

– Maintain territorial integrity of Kuhistan – Facilitate voluntary return of persons displaced by

conflict

• Secondary: – Humanitarian assistance– Rehabilitation and development assistance– Disarmament, Demobilization, and Reintegration

Assumptions and Limitations

• CTF Pacific has successfully executed its mandate per UNSCR 1559:– Separate Kuhistan and Sonora forces– Ensure withdrawal of Sonora forces from Kuhistan– Prevent further attacks on Sonora– Maintain integrity of Kuhistan-Sonora border– Help establish peace and security– Provide support to civilian led humanitarian relief effort– Develop transition plan to UN Force

• Sonora and Kuhistan abide by the UN mandate• Funding support for each of the components will be available• Troop Contributing Countries (TCC) can fulfill their commitments• Police Contributing Countries (PCC) can fulfill their commitments

Key Mission Tasks

1. Establishment and maintenance of peace and security in Kuhistan2. Ensure coordination and delivery of humanitarian assistance and

rehabilitation and development assistance3. Conduct disarmament and demobilization and assist in the reintegration

of all paramilitary/irregular forces4. Facilitate and assist the voluntary safe and secure return of refugees

and IDPs in Kuhistan and Sonora5. Work with Kuhistan on selecting and training eligible former

paramilitary members and integrating them into the Kuhistan military establishment

6. Support humanitarian mine action activities in Kuhistan7. Provide humanitarian assistance support8. Provide support to Kuhistan in reestablishing public administration in

those areas affected by the conflict9. Provide executive and training police support to Kuhistan police forces

Objectives

• Objectives of UNMEP are:– Promote an enduring peace and stability

throughout the region, in particular between Kuhistan and Sonora

– Provide humanitarian relief, reunite families, rehabilitate region’s infrastructure and revitalize local economies

Governance and Public Administration

Humanitarian Assistance & Emergency Rehabilitation

1. Ensure coordination and delivery of humanitarian and disaster relief assistance:

• To the IDP and refugee camps • Other affected persons in the conflict area

2. Determine areas requiring emergency rehabilitation and development assistance to ensure continued delivery of humanitarian assistance and eventual self sufficiency

• Camp repair/reconstruction• Road repair (for relief aid delivery)• Critical public facilities reconstruction (health facilities, schools,

community centers)

Human Rights

1. Establish Human Rights Commission to investigate human rights abuses in the conflict area

• Coordinate with the peace keeping force (PKF) and the international tribunal established to investigate and prosecute possible violations of International Humanitarian law/ Human Rights Law committed in the course of the conflict

• Report abuses to competent national authorities for adjudication and prosecution

2. Identify “at risk” populations and activities and develop programs to promote human rights

• Gender issues• Sexual Exploitation and Abuse• Human trafficking

Refugee and Displaced Persons Return
