    Jakarta A day-long event at one of the most popular shopping centers in the nations capital,Pondok Indah Mall in South Jakarta, attracted the attention of hundreds of holiday shoppers to viewart displays and listen to musical performances by persons with disabilities. Aimed at promotingthe right of persons with disabilities to be included in decision-making processes, the event wasorganized by Thisable Entreprise -- a local non-profit organization with the support of UNESCO,ILO and UNIC Jakarta.

    Discrimination against persons with disabilities in Indonesia is prohibited by several laws, but manyof the provisions of these laws are not fully implemented, say advocates of disability rights.Everyone should be given equal rights and access to enjoy a better life, said MurdayaWidyawimarta Po (former Chairman of the Special Committee on Anti-Ethnic and Race

    Discrimination at the Indonesian House of Representative) in his opening remarks. Disability issueswill feature prominently on the UN agenda in 2013, in preparation for the General Assembly High-Level Meeting on Disability and Development in September.

    Survey Shows Persistently High Mortality Rate forChildren under 5 in Papua and West Papua provinces

    Jakarta - The key findings of the Indonesia Multiple Indicator ClusterSurvey (MICS) in six selected districts of Papua and West Papuaprovinces were released recently. The survey, which was conducted by

    the Indonesia Bureau of Statistics (BPS) and UNICEF, includesimportant data on progress towards the achievement of the MDGs inthe two easternmost provinces of Indonesia, and highlights, amongother things, the persistently high mortality rate for children under 5years of age, especially in highlands and rural areas of the region.Jayawijaya reported the highest under 5 mortality rate at 122 per 1,000live births in 2011 -- while the national under-5 mortality rate inIndonesia was 32 per 1,000 live births in 2011.

    If there were an index correlating the frequency of visits byhigh-level UN officials with the strategic importance of acountry, then 2012 would have cemented Indonesiasreputation as a hub of increasing global importance. Across thespectrum of UN activities, from peacekeeping to human rightsto development, many of the world bodys top representativesmade a working visit to Indonesia in the past few months.Some highlights from 2012 are in the next few pages...

    A fundamental principle ofinternational human rightslaw is non-discrimination.This applies in all areas toall people. In terms ofreligion, the Constitution of

    Indonesia upholds thisprinciple, stating that everyperson shall be free tochoose and to practice the

    religion of his or herchoice.

    PALESTINIAN DAY MARKED IN JAKARTA

    Jakarta - International Day of Solidarity withthe Palestinian People was marked in Jakarta just a fewhours before the General Assembly vote granting non-member observer status to Palestine at the United Nationson 29 November.

    The commemoration included a photo exhibit and musicalperformance at Taman Ismail Marzuki in Central Jakarta.

    H.E. Hasan Kleib, Director-General of Multilateral Affairs ofthe Ministry of Foreign Affairs of the Republic ofIndonesia, stated that it would be a historic moment whenthe United Nations General Assembly voted on the draftresolution to grant UN Non-Member State statusto Palestine. Indonesia welcomes and totally supports thismove, he said.

    A LEGACY OF

    RESILIENCEWFP and Acehs ports

    Banda Aceh, Aceh - Almostexactly eight years ago, theinfamous 9.3-magnitude quakestruck Aceh. Since then, thingshave drastically changed for the

    Indonesian province: rapidresponse networks, tsunamiwarning sirens andcommunications systems linkedto disaster response are in place

    to minimize loss of lives andlivelihoods in case disastershould strike again. TheIndonesian province bore thebrunt of the disaster that

    claimed over 230,000 lives

    along the Indian Ocean -- so itwas here in Aceh that that theinternational community and UNfamily agencies concentrated

    their efforts, rebuildinginfrastructure, setting up earlywarning systems and providingintensive training on effectivedisaster response.

    The United Nations World FoodProgramme (WFP) -- the world's

    largest humanitarian agencyassisting close to 100 million

    people a year -- carried outsome its most complexoperations ever in Aceh. WFPwas among the first on the

    ground to provide food aid tothose in need, as well aslogistics andtelecommunications support tothe entire humanitarian

    community. Within a week afterthe tsunami hit, emergencyfood reached more than500,000 people. At the end ofthe operation, 175,000 tons of

    nutritious food were distributedin Aceh-- by sea, air and land --to 1.2 million people in 5,000distribution points. What isunusual in WFPs story in Aceh

    is the role it played in the

    immediate response andrecovery but also in buildingback the province, incollaboration with its partners,

    to be more resilient to futuredisasters. Today key logisticspersonnel in airports andseaports -- as well astelecommunications staff and

    local administrators -- are part ofthis important legacy ofresilience in Aceh province.

    Fadmi Ridwan heads the

    reporting division at AcehsDisaster Mitigation Agency, orBPBA. He stressed that theresponse and recovery

    operations involving WFP inAceh set a milestone in terms ofdisaster relief and risk reduction.If WFP and other donors hadnot come in to help us, we might

    have needed 10 more years todevelop the communicationssystems, Fadmi said.

    WFP provided technical

    assistance and training toimprove the skills of radiocommunication operators inhigh-risk areas. To reach adependable level, a radio

    operator should go through

    three months of training toachieve international standards.We could not do that alone.Fadmi said.

    When a more recent 8.5-magnitude quake rocked Acehin April 2012, the sirens installedfollowing the 2004 tsunami were

    sounded by BPBA staff. Fadmiadmits that Acehs early warningsystem (EWS) still requires

    much improvement, and thatmore training is needed for

    BPBA staff. The districts ofGayo Lues, Aceh Singkil andBener Meriah still have limiteddisaster communications

    facilities, he said, adding thatdisaster management needs to

    become a political priority byevery district and by everyone.

    In the initial post-tsunami yearsWFP ran a shipping service toprovide for the delivery ofreconstruction materials fromMedan to Aceh. This service

    operated across 30 locations,allowing access to remoteareas and serving 84 differenthumanitarian actors, including

    government agencies. Sincethen, WFPs focus shifted totraining managers in the portfacilities. WFP operationstraditionally phase out after thecompletion of the emergency

    and recovery periods, saidCoco Ushiyama, WFP

    Representative in Indonesia.Aceh province is an exception

    to this pattern: after such a

    mega-disaster, WFP stayed onto strengthen local governmentand community capacities indisaster preparedness so that

    Aceh will be more resilient to

    future disasters, Ushiyamasaid.

    Intensive training on port

    management provided by WFPhas included the handling oflogistics, the use of informationtechnology, and the consistentmaintenance oftelecommunications systems

    and heavy equipment followinga disaster. Some 230 key staff

    across 18 ports in Aceh havebeen trained, including T.A.Naziruddin, currently port

    manager in Ulelheue, BandaAceh. Previously, in UlelheuePort there were inefficiencies inport traffic and arrangement ofincoming and out-going goods

    and passengers, saidNaziruddin, also known as

    Ampon. After I took control ofUlelheue Port and implemented

    all training materials providedby WFPs Port ManagementTraining, the flow of traffic andport activities became moreeffective and efficient and portstaff were more professional.

    The United Nations International Year of Water Cooperation (Resolution A/

    RES/65/154) will raise awareness, both on the potential for increased

    cooperation, and on the challenges facing water management in light of the

    increase in demand for water access, allocation and services. UNESCO hasbeen appointed as the lead agency.
