CONTEXTCrisis in Darfur has displaced 2 m people

• More than 1,000 villages destroyed or tokuls fallen apart

• Environmental degradation due to continued deforestation

• Continued reports on new attacks and displacements


BACKGROUND• CPA for Darfur without local political support

• Joint Assessment the first follow-up• Suspension of D-JAM in December 2006• Focus on preparing for early recovery


SITUATION ASSESSMENT (1)• Traditional reconstruction requires 16 million trees

• Traditional huts and fencing built of wood• Need to stop cutting of trees and forest

• Need an alternative approach: “woodless technology”

• Formation of ENTEC


SITUATION ASSESSMENT (2)• Relief operations using wood in constructions

• Reconstruction of schools and clinics by humanitarian community

• Local relief economy boosting on wood based products

• Fired bricks for construction and charcoal as household fuel


STRATEGIC PROPOSAL• Use time of displacement to develop and adapt new

technology• Train IDPs and leaders in camps

• Build demonstration houses• Select 3 types of construction technologies:

• stabilized soil blocks, green bricks and stones

EXPECTED RESULTS (1)• Three prototypes of woodless buildings

• Buy-in among key stakeholders for woodless technologies

• Standards for earth technology approved


EXPECTED RESULTS (2)• Thousands of IDPs trained in alternative construction

technologies• IDPs have capacity to reconstruct and maintain

buildings• Groups of IDPs have formed small construction

enterprises• Constructions of 30 demonstration buildings


EXPECTED RESULTS (3)• Durable models for mechanical compression of soil

blocks• Plan for manufacturing and distribution of

compression tools• Economic profiles of 2 selected towns

• Reconstruction support process and structure defined


EXPECTED RESULTS (4)• Leaders have capacity to facilitate village re-

planning• Compendium on land policies, practices and

agreements• Collude local dispute management practices

• Better knowledge on land dispute needs and

mechanisms
