UN Convention on the Rights of Persons

with Disabilities (CRPD): FACTS

� Adopted on 12/ 13/2006 at the UN;

� Opened for signature on 3/30/2007;

� 1st comprehensive human rights treaty of 21st century;

� 1st human rights convention to be open for signature by regional integration organizations;

� The Convention entered into force on 5/3/2008;

� 1st treaty with stakeholders (PWDs) collaborating at UN in human rights treaty development.

� The Convention gives universal recognition to the dignity of persons with disabilities.

� 9/25/15− UN Member States adopted the 2030

Agenda for Sustainable Development at the

UN Sustainable Development Summit.

� 17 goals; 169 targets

� More than 150 Heads of State and Government

attended the Summit at UN Headquarters in

New York.

� The 2 year negotiation process of the 2030

agenda featured the unprecedented

participation of civil society, including

organizations of persons with disabilities

alliances (IDA, IDDC, DPOs) and other

SDGs and Hearing Health Care

Program & Systems: Implications

� Funding streams flow to UN SDG goals, targets and

the indicators monitoring & evaluation (M&E)

measurement framework,

� Healthcare was prominent in MDGs especially

outcomes achieved in Maternal, Newborn and Child

(MNCH) Mortality Reduction….

� But no real attention targeted in MNCH on

morbidity; i.e., early disability identification,

intervention, capacity building.

� Disability is referenced in new SDG agenda items specifically� Education, � Economic growth and employment,� Inequality,� Accessibility of human settlements,� Data collection and monitoring….

� 7 targets explicitly refer to persons with disabilities, despite CRPD and COSP high level meetings on importance of disability integrated into SDGs targets and indicators.

� CSOs’ & DPOs’ representatives made statements again at the 9/25/15 Summit about attention to challenges and opportunities related to achieving the SDGs for all, including 1 Billion persons with disabilities.

� UN DESA/DSPS/CRPD Secretariat & World Health Organization (Disability data indicators)� A note was prepared in consultation with experts from international agencies and from

disability organizations. � Contributions from ILO, ITU, UNFPA, UN-Habitat, UNICEF and WHO are gratefully

acknowledged. � This note is supported by the UN Special Rapporteur on the Rights of Persons with Disabilities,

Disaggregation of Disability Data & Outcome Measures:

A Priority for SDGs, Data Harmonization & Knowledge

� UN Permanent Mission of the Republic of Korea hosted experts from Member States, UN agencies and civil society at a meeting "The importance of disability indicators for measuring the implementation of the SDGs for Persons with Disabilities".

� The event was co-organised by the International Disability Alliance (IDA) and the International Disability and Development Consortium (IDD), co-sponsored by the Permanent Missions of Antigua and Barbuda, and Australia, UNICEF and DESA.

� DESA’s keynote address discussed options to include disability indicators in the SDG-indicator framework.

� 25 indicators were discussed, 15 of which can be obtained simply by disaggregating already collected data by disability

� Indicators are important to measure the progress of implementation of the new Agenda for persons with disabilities and to make sure that no one is left behind.

� Panelists noted that unless policy makers are provided with data on disability indicators and disaggregated by disability, they will not be able to make educated decisions, design policies and address gaps in the implementation of the sustainable development goals and related targets.
