i. Here to talk about Michigan Time. Begin by acknowledging that we hoped to talk before the story broke, and we know that there are concerns and strong feelings about it. Talk to you about the process we went though. We have been talking about Michigan Time for about 24 years, whether or not to shift it or get rid of it. Michigan is unique in having Michigan time. Most other institutions start at top of hour, get out ten minutes earlier. Why shift it?

ii. Most recently, have talked about the struggle of getting classrooms and spaces for classes. If we were all on the same hour, would clear up issues with classes that start on clock school (Nursing, Med, Dental, etc.) Not able to transition as efficiently as we could. All being on the same calendar is a primary driver.

iii. The transition and ability with interdisciplinary work would make it difficult for these students. Student Advisory boards have talked in detail about it, the upside to Michigan time is that it is tradition and that we are different. Helpful at the beginning of the day. We have heard concerns about making the shift about whether faculty members will stop in time.

iv. Meet routinely with Deans of the schools and colleges about how to message to faculty to understand so that students will not be held late. Will make sure it is built in. Worried about jobs off campus, shifting bus schedules, hope that the communication would be broad. Want everyone to be on the same page. Could use banner space on canvas to display this message, social media, the Daily, other sign boards, etc. in order to make sure the word is spread.

1. Austin: has there been thought into putting the new schedule in course guides and other materials

a. Yes, could be done2. Sierra: have you thought about making professionals schools go

to Michigan Time?a. many of the professional schools are aligned with

profession they are associated with. Med school operates on clock time because hospital operates on clock time.

i. Med school used to be on Michigan time, but switched

3. Efe: Was there discussion to have classes starting on the half hour still start 10 minutes after, have 10 minute increments where no classes are happening? Put in a passing time

a. Not sure if that has been considered, consistency is already built in, 10:30 classes would end at 11:50.

4. Zeke: Would be difficult to have everyone moving at the same time, would be difficult on infrastructure.

5. Soto: Do you have numbers on money saved or classes used if this change takes place?

a. Would not be able to cite numbers, but would be a ripple of efforts in the past. Extension of these efforts to align schedules on clock time, would be positive. Potential to use all time effectively.

6. Justin: what is the likelihood that professional schools would go stop in time?

a. Expectation would be that they would all stop 10 minutes early.

7. Uche: would it be possible for students travelling far distances to do this still? Try and place classes around where students need to be?

a. could look into it8. Preetha: would I need to compensate my work by leaving ten

minutes early?a. On campus employers should be able to make these

adjustments so that this would not be an issue. 9. Marzia: Professional schools have priority to use their classes,

choose advantageous time blocks, wouldn’t only early and late classes be left? Will there be good opportunities?

a. I don’t think that the move to clock time would make this better or worst. Mix of block and michigan time would

be difficult. Provost office worked on this in past, more centralized process.

10. Efe: Have you guys done research about the issue of when classes are being utilized most by professional schools? Is this really a benefit to the students?

a. A lot of research done years ago, would be utilized better. A lot of what is opened up might not be great time, but more time nonetheless.

11. Zeke: if you want to market this to people, say that “the goal is that everyone has ten minutes to go class to class. Interdisciplinary students don’t. Since professional schools cannot go to Michigan time, this is the way to make sure everyone has 10 minutes”. End on michigan time instead.

12. Justin: don’t market it as getting rid of Michigan Time, just changing Michigan Time. shifting Michigan Time.

13. Rachel: As a nursing student, seems really helpful. Our professors still end at the end of the hour, how are we going to enforce that we are ending 10 minutes early?

a. We are asking the Dean’s to make a pitch to folks to remind them, a messaging campaign to remind folks that everyone needs to have 10 minutes.

14. Efe: feedback through the student advisory boards. How much did you get from students outside of these boards?

a. CSG execs, university counsel, here, advisory boards. There have not been an all student survey.

i. Why?1. Generally not something that we do a lot,

make use of existing resources. Use pre-existing networks

15. Austin: student advisory boards are great, but does not account for all student voices. Want to remind you that we represent all students, would have loved to be involved in this process earlier

a. motion to extend time by 5 minutes, seconded, approved16. Efe: might have been beneficial to contact on-campus

employers, contact all entities that might have been affected in some kind of way, get a better channel to gauge feedback.

17. Soto: in regards to busses, looking at bus schedule, but have heard this for a while. Not always accurate. What are you going to do about the bus schedules?

a. their group understands they need to shift these bus schedules, would probably be willing to give a presentation about their data.

18. Uche: Is there any way to expand classes that get full quickly? Since there would be more space?

a. Not sure, assume that flexibility of space may help. b. Ellis Begley

i. We are speaking on the behalf of the Initiative for Inclusive Design. Courtney Klee, Ellis Begley, comprised of undergrads and grads of the architecture school, meet on Wednesdays in the Blaine room of the Union. Part of our work to make more aware how architecture has made spaces unaccessible to those of the disabled community. Promote greater awareness of how physical barriers become social barriers. Talk about our work as architects.

ii. Current mission statement, been around since January 2016. Trying to broaden, rewrite mission statement. Goals include: conversation, empowerment, foster open dialogue, expand and strengthen design skills through research, workshops, etc. Have done previous work, including: lunch and learns, met with Celeste Adams and Mieko Preston. We are allies for the group. Met with housing officials to talk about where disabled students are placed in the dorms. Look at social processes. Done research, interviews, competed in Campus of the Future Finalists, work on the new wing of Taubman college. Awarded MLK Spirit award, Certificate of Appreciation.

iii. Have looked at spaces off campus too. Time differential for students who use wheelchair v. walking, almost 5 minutes of difference. Built actual models for how accessible classrooms and auditoriums could be designed.

iv. Want to recruit more members, promote student leadership in the group. Want to host more workshops, lectures, lunch and learns, charretes between disciplines, compete in more design competitions, create a larger network of students who care about disability awareness. Meet Wednesdays, 6:00pm, Blain Room of the michigan union. Encourage collaboration, follow us on social media.

2. Anushka: are you connected with building a better michigan? A board that advises on the renovation of buildings.

a. no, but will look into it3. Kevin: are you away of CSG as a funding resource?

a. here tonight to establish relationship, to hopefully in need of financial help.

b. SOFC funds over 300 student orgs, over $500,000 to give out.

4. Charlie: Can we get the slides sent to us?a. yes, and search us on social media

5. Nadine: for campus of the future, did anyone take you up on your proposals? what were the next steps?

a. we had models to which have a conversation. Not approached after. We show these to Deans and other orgs so that they can see, document these experiences, not followed up with at all. After the competition, saw University wanting to invest more into these issues which was good.

c. Brian Koziara i. Good evening, here to deliver election report. Deadline for changes to

election code has passed. Was last week. Update to you is that the candidate packet will be available tomorrow, waiting on final numbers from apportionment. We are requiring electronic submission for these packets, due at 5:00pm on March 5th. Based on preliminary review, of each of the 19 units, will have 45 positions available for assembly. 47 CSG positions, plus 1 DPSS position. Based on enrollment numbers. There are some changes, smaller number of seats. Quotas are: 1 seat for : Arch, art, dentistry, education, info, kin, law, medicine, SMTD, nursing, pharmacy, Ford, social work. 4 for Ross, 6 for Engineering. 7 for Rackham, 14 for LSA.

1. Change in All Campus constitution, fire code, SNRE will be put in Rackham.

ii. Last year, there were even more because of misallocation, too many in assembly. Before the change, 1 rep for each 800 students. Now have a fixed size of the assembly. Makes sense to have assembly stay the same size.

a. Amendments to the constitution need to go to whole student body, held the same time as the elections, will take effect this year.

VI. Community Concerns a. Tommy Vu

i. First year dental student, did undergrad last year, was on assembly in the past. Exam reading days. Concept of reading days developed so that professors cannot give exams before or after breaks. Breaks are for physical and mental health. I started dental school, lots of classes, go 8-5 every day, go year round, have one week breaks every couple months. usually have exams before and after breaks. mental health of these students. Have exams Friday morning and Monday morning bookended with spring break. Need time for travel, make rearrangements. Everyone faces this, especially out of state kids. Working with Ben Keller, looking for support by writing a resolution from this assembly to support this.

b. Abby Pitchfordi. Mental health taskforce looking to put mental health wellness zone on

North campus. 50 % of students benefit from CAPS, many interact with north campus. This task force working to get focus groups, 15 students each. Please reach out to me or Ben. Talking about current wellness zone, what they would like to see moving forward, etc.

c. Gabe Slateri. Talk about importance of safe travel program. Part of the Mock Trial

team. Often far away for these competitions, have travel safety concerns, have to drive through the night to get back to AA. Walk to Joe about travel safety, other schools have these programs, we were able to get money for it from the last semester. Got extra night of hotels and rental cars. Able to travel safer. For those who travel for events and performances, helpful. Want to make this more long term. Does not affect every org, but has an important impact.

VII. Executive Communicationsa. Anuska

i. Hope everyone is doing well. Menstrual hygiene products, partnered with WORTH. have been running for the last month. Usage of these products have been great. Lots of thankful notes about this. Using the data for the project, to ask for funding to do this for a full year for bathrooms across campus. Asking for the full student body.

ii. Wifi on the Diag, looking good for us. Bringing forward another resolution, need to make it a budget priority for IT office

iii. community connect, smaller service organizations have difficulty getting people. smaller orgs have harder time. March 30th, will have

room in the union, for service oriented student orgs. smaller scale Festifall.

iv. CSG on the Diag, in early november. Had meeting on the Diag, for one of the last CSG meetings, will be doing a Diag day. Will have a showcase for projects, will have Assembly in the evening, let us know if you have any projects you want to highlight.

b. Nadinei. Just sent email with operating procedures for how the UC resolutions

work. When something passes UC, becomes on the agenda for today. Came based off of some survey data, will talk about that.

ii. Some of you came to STEM Town hall, had successful event. Great hosting, came up with about 20 different asks out of the town hall, if you want to help, that would be great.

iii. Lots of projects to still do, want to work with people who will be here for the coming years. Wealth Inequality Task force, Big10 vote challenge, campus affordability guide, Autism acceptance and short term initiatives about disabilities on campus.

1. Are you trying to work with Tenants Union on the guide?a. There were many good ideas, working on the task force,

the tenant union, and revisions of the guidec. Olivia

i. Rediscovering resources comes out this week. Future topics include funding, and student rights amendment cycle. Podcast dropped on sunday on soundcloud, nostalgic to call it Michigan Time.

d. Beni. Exam reading days, was talked about at beginning of the semester,

want to make it sure you have a reading day before and after Thanksgiving and Spring Break. Get student survey out there. Have skeletal resolution right now, reach out to me if you want to help with it.

ii. North campus focus groups1. motion to extend time by 7 minutes, seconded, approved

iii. Wellness zone is important for those who are on north all the time. Engineering reps and SMTD reps too. Reach out to me with any help. Will have signup link. Please listen to the podcast. Lots of work, great guests, etc.

i. happy elections, happy tuesday. Safe funding travel committee established, have lots of applications and awarded most of $5,000 budget. Needs to be institutionalized. Want to continue it.

ii. Hydration stations, important. On Saint Patrick’s day as well. Needs to be continued on as well. Transitioning it to IFC and PanHell to do this, expect that CSG will still fund it.

iii. Demographic report will come out week after spring break.1. Justin: will we get a copy of the report?

a. Fun fact: first olympic sport was the Pentathlon. Only four or five meetings left, make the most of it, attend the committee

i. Talked about information regarding SOFC. Future changes to other things as well. Meet on Wednesday, 5:30 on red couches.

b. Resolutions Committeei. talked about 4 resolutions, resolutions not changed except for voting.

La Casa had changes made. Resolutions every thursday, conference room H. Authors must be there.

c. Communications Committeei. We have made a new instagram, @um_csg . All of you go like and

follow the account. Important that everyone will see it. Meetings on thursday, 5-6.

d. Finance Committee i. Meet at 6 on Thursday in the Winter Garden. Nothing to report.

XI. Election and Recall of Membersa. Seating of the Newly Appointed Representatives

XII. New Business a. A.R. 7-046 A Resolution to Support and Fund An Event to Promote Women in

Government i. Asking for funding to get food for the event, so that people will come.

Want this to be a great event. Moderator is a great person. Panelists are

varied, will talk about how women are represented in government. Have been working with the Ginsberg center, want to have continued mentorship from the event. Local leaders.

3. Marzia: the person running the dissertation, wonder the focus is on policy makers and not researchers, to talk about the data?

a. open to doing another event, the intent for the event is to talk about obstacles that these women have faced getting to where they are.

i. Do the people on the panel know how to address the obstacles they have faced?

1. can reach out to panelists to see if they can get data from their staff, but hoping to look at the cultural and social side of it.

ii. Nadine: Betsy Stevenson is a researcher, will talk about the data

4. Kevin Yang: curious about maximum capacity, and ideal number

a. Estimated is 30 to 40 participants, we estimated based on 40 participants.

i. This resolution is to do a charity organization, talking to NAACP about collaborating with this to get the word out. Across all orgs on campus, compete in charity dodgeball tournament. Get to know other orgs on campus. Can raise money for orgs individual charities.

ii. March, all day, pay $25 registration fee, have a three tier system of award money.

1. Whit: is it $1,551 or $1,051?a. supposed to be $1,051

2. Can you explain charity aspect?a. many student orgs already raise money for charity, this

could add to their donations. Will give money to group to give to the charity. Money comes from entry fees.

i. Is there any concern about money moving from CSG to event to charity?

1. Use of University funds has clause that says that students orgs may not use for charitable donations outside the university. It is okay that it goes through NAACP. If the registration fees goes to pool to be donated, it seems like we are paying for registration fees.

3. Zeke: Who will run tournament? a. want help of CSG and NAACP

4. Marianne: this is supposed to be for all student orgs, across campus? could you register as a group?

1. Zeke: local dodgeball tournament at high school used refs from local dodgeball club, they know the rules, maybe look at that

c. UC Resolutioni. If you look at calendar for 2020 and 2021, professors will be working

into the holidays for grading. Talks about cutting breaks, moving breaks, etc. Anushka and AJ have worked on this. Proposal going forth about starting classes a week early. Would get election day off, day around thanksgiving, and some time at the end.

ii. Nick: have late labor days, and has a accreditation year where university must fulfill all requirements to stay accredited. Have to plan

calendar three years in advance. Only way to get this work, UMich would need to start before labor day. Keep fall break off, wednesday before fall break, study day, election day, etc. Make sure that this calendar goes through, want to propose this to the Regents. Want to pass this through the UC first to show support across campus.

iii. AJ: As an engineer, difficult to get to campus and vote on the same day. Lots of confusion with voting. Think it is important, especially in the Voter Challenge. Don’t have to stay late, keep fall break, would have to come back earlier but the concern would be on housing. Have years to adjust this. Passed unanimously by the UC. would be a strong sign to the Regents.

iv. Anushka: University is on the cusp of accreditation, would be adding 5 academic day to the calendar, net gain an academic day, helps

1. Zeke: how does the math work/a. gaining two new days of holiday (election day and

wednesday before thanksgiving). Get a new academic day.

2. Zeke: unanimous vote, was there any apprehension about the years following?

a. no, everyone seemed to be on board to start earlier. We lose a lot of things we gain if we switch schedules. Important to advocate this, tenant union could work on this too.

i. normally don’t labs first week of class, then labor day, would you have 2 weeks on no lab

1. potential for that. Have not talked this out in depth. Make have a few things to work out. Can schedule it for no labs on Monday.

ii. State law about not starting for labor day1. does not have to apply to universities

3. Austin: for the survey, was it specifically for the school year or for every year

a. Engineering and Rackham did it more specifically, LSA did it broadly. Was a niche question for Rackham.

b. Will need to be resources and time dedicated to these issues. If make push, should be a long term investment.

2. Housing needs to know from years out, landlords should know now. Have good sample size.

5. Austin: why are we not taking the time right now to find out these issues and work them out?

a. We need to start before labor day to have the conversation, and then we can have conversation about it. Whereas clauses were amendments, added last night, there is some separate issues, want to see support.

6. Zeke: can we amend this resolution?a. No

7. Frank: would this push back off-campus housing and landlords?a. landlords who do it will get business, those who don’t do

it, won’t get business. 8. Zeke: when we pass resolutions, seems University has already

made decision. have they already made decision?a. no, still in talks with some regents

v. Motion to suspend rules and move into third reads1. seconded, approved

vi. objection, not everyone wanted to go into third reads, should be unanimous

1. Marzia: cannot make comments for improvement because of the type of resolution

2. Zeke: could we use debate to talk about the concerns3. Efe: Is it possible to have a CSG specific addendum attached to

resolution?a. yes, Anushka can add comments

XIII. Old Businessa. A.R. 7-036 A Resolution to Support Mandatory Consent and Mutual Respect

i. Only things to change, third whereas clause and last resolve clause. Article came out today in USA Today that 94% of women had experienced sexual harassment or sexual assault. Last resolve clause says that this should be pushed on certain desks.

ii. Amendments: 1. First resolved clause, use proper wording for the first resolve

clause iii. Motion to vote by voice, seconded, approvediv. Resolution passed by voice

b. A.R. 7-041 A Resolution Confirming CSG’s 90% Pledge in Support of the Big Ten Voting Challenge

i. Nothing really new to say, will work with who comes in after elections to ensure that this is implemented. 90% registration and not turnout

ii. Motion to vote by voice, seconded, approvediii. Resolution passed by voice

c. A.R. 7-042 A Resolution Supporting the Establishment of Wholly Representative Primaries

i. We think that a CSG resolution in support of the policy will be very helpful. Try to do this in universities across the state, take it city officials and local offices. Would be around 90,000 students helped by this. Did not include as a whereas clause, because it can fluctuate each year

1. Zeke: do you have that 90,000 as percentage of all eligible voters

a. will change based on how far before primary the election is. Hard data does not exist around these issues because it is not on people’s radar.

ii. Amendments1. Austin: final whereas clause, get rid of the word “on”, change

wording at the end. Would make it less ambiguous. 2. Austin: first whereas clause, clear up wording about voters

iii. Resolution passes, 28 in favord. A.R. 7-043 A Resolution to Support La Casa’s 11 Point List of Demands for

Representation for Latinx Studentsi. Not much has changed. A few clauses have been changed. First two are

less definite commitment to hiring Latinx people, rather those with experience.

1. Marzia: first whereas clause, how is that not still an issue?a. will fix itb. Thaddeus: this is legal to stay

2. Austin: will you include a citation for the the second whereas clause, specifically about it being underrepresented?

3. Daniel: 8th demand, what merits La Casa being the go-to voice?

a. there is no other org that does what we do as a broad net for Latinx students

4. Austin: is there precedence for CSG stating its support?a. BSU set their list of demands through CSG in past years

a. Thaddeus: believe that all three serve different goals. believe that all three are useful to achieve La Casa’s goal.

3. Joel: what is the chance that the investigation is actually done?a. quite small. resolution more about making a statement.

gone down, more likely to get second investment from the university

a. yes, but we deserve an answer if there is a conflict of interest. Should be taking advice, but should not overlook conflicts.

information like you are wanted?a. not 100% sure, from my understanding, other

universities have had investigations done on their endowments. Other presidents in the Big10 support transparency
